Our sitting of the Legislative Council resumes, during which we are still debating the Motion of Adjournment. I would now like to invite Yang Berhormat Dr. Awang Haji Mahali bin Haji Momin to continue this debate.

Alhamdulillah. Thank you, Yang Berhormat Yang Di-Pertua, for giving kaola the opportunity to deliver the adjournment speech today. All praise and thanks be to Allah Subhanahu Wata'ala, for through His abundant grace and permission, we have been able to conclude the sitting of the Legislative Council with full decorum and in the spirit of deliberation.
Kaola would also like to record the highest appreciation to Yang Berhormat Yang Di-Pertua for Yang Berhormat’s perseverance, wisdom, patience and leadership in leading this sitting, and to Yang Mulia Jurutulis and all staff of the Legislative Council Department for all the preparations and support provided to ensure that this sitting proceeded smoothly. Kaola also extends appreciation to Yang Berhormat Menteri-Menteri for the explanations and clarifications throughout this sitting.

Kaola is deeply grateful for the wisdom of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam in appointing the Coordinating Ministers, as well as for His Majesty’s titah emphasising the importance of coordination as a strategic step to strengthen governance and expedite the implementation of the national development agenda.
This coordination is expected to establish a strong and effective teamwork culture. For cross-ministerial issues, a culture of passing responsibility must be avoided, while the bureaucracy necessary to ensure accountability must not become red tape that delays progress, as the people expect only solutions that are swift, clear and effective.
Yang Berhormat Yang Di-Pertua. Kaola appreciates the explanations and commitments given by the Coordinating Ministers throughout this sitting.
In terms of economic growth, economic growth, kaola appreciates the explanation by Yang Berhormat Menteri Penyelaras bagi Dasar-Dasar Ekonomi and Menteri Ekonomi, Perdagangan dan Industri regarding the various industry roadmaps and sectoral blueprints that have been prepared for implementation.
Kaola also notes the existence of several coordinating groups under the existing roadmaps and frameworks, and supports the proposal to strengthen and formalise their roles in addressing cross-sectoral issues.
Kaola hopes that this coordination can avoid overlapping duties and responsibilities among the relevant parties, so that action can be implemented more swiftly and smoothly in achieving the economic growth we collectively aspire to.
In this regard, economic productivity must continue to be strengthened by ensuring that every expenditure provides value for money and that the return on investment is clear, with the benefits being felt by all the people.
Kaola also hopes that the advantages we possess, such as halal certification and the educational and innovation outputs of our institutions of higher learning, can be utilised and leveraged more strategically in value-added products and services.
In an increasingly competitive world, opportunities do not wait. If we act slowly, it is not impossible that those opportunities will be seized by others.
With regard to food security, kaola also appreciates the explanation by Yang Berhormat Menteri Penyelaras bagi Keselamatan Negara, Menteri di Jabatan Perdana Menteri dan Menteri Pertahanan II, regarding a more proactive integrated approach through the monitoring of prices and supplies, the diversification of import sources and the enhancement of domestic production capacity encompassing the entire food value chain.
Kaola also notes that the effectiveness of the national security coordination structure will be reassessed after one year of implementation. This is important to ensure that the country’s preparedness is not merely reactive, but is continually improved based on risk data and changes in current conditions.
Through these approaches, it is hoped that the country will become more agile, resilient and prepared to face future challenges.
Yang Berhormat Yang Di-Pertua. Kaola also appreciates the explanation by Yang Berhormat Menteri di Jabatan Perdana Menteri, Urustadbir Perkhidmatan Awam regarding the updated Wawasan Brunei 2035 Framework.
Kaola welcomes the progress that will be assessed annually based on data through the Wawasan Brunei Index, as an important step towards providing a clearer measure of the country’s achievements.
More importantly, from this point forward, it must be ensured that the framework is genuinely used as intended. Regular assessments, periodic reviews, will enable us to measure the extent to which the desired outcomes have been achieved.
Kaola hopes that we will be able to see progress and results in the near future, while providing opportunities for all parties to contribute together to Wawasan Brunei 2035.
Yang Berhormat Yang Di-Pertua. This sitting is not the end of the discussion, but the beginning of action and implementation. Insya Allah, with the commitment and cooperation of all parties, we can address every challenge in order to realise Wawasan Brunei 2035 together.
Before kaola concludes this speech, kaola seeks forgiveness and apologises if, throughout this sitting, there were any missteps, words, statements or views that were inaccurate, misspoken or caused offence to any party.
All the views and suggestions put forward by kaola were made with good intentions and in the interests of religion, the monarchy and the country.
Finally, kaola is pleased to take this opportunity to pray that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam and the Royal Family will always remain in the mercy and protection of Allah Subhanahu Wata'ala, and be granted health, well-being and wisdom to continue leading this beloved country of ours.

First of all, kaola would like to offer the highest gratitude to Allah Subhanahu Wata'ala, for through His abundant grace and permission, we are able to continue the sitting of the Legislative Council together today.
Kaola would also like to take this opportunity to express gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for His Majesty’s concern, leadership and foresight in ensuring that the welfare of the people and the country’s progress remain priorities.
Yang Berhormat Yang Di-Pertua.
In delivering this adjournment speech, kaola sees that every debate, view, observation and suggestion put forward throughout the sitting should not merely be recorded in the hansard, but should form part of our efforts to improve what still needs to be improved and strengthen what has been working well.
Kaola would like to touch briefly on efforts to empower and further accelerate the achievement of Wawasan Brunei 2035, the timeframe for which is now drawing near and has little time remaining.
In kaola’s view, under our present circumstances, we need to see Wawasan 2035 no longer as a distant aspiration, but as a trust requiring immediate, organised and effective action.
In this regard, kaola sees the establishment of the Coordinating Ministers as a strategic step with the potential to strengthen coordination, reduce duplication of efforts and expedite the implementation of the country’s key agendas.
Kaola believes that with clearer coordination at the leadership level, cross-ministerial issues can be addressed more swiftly. Decisions can be translated into action and implementation can be monitored more effectively.
We need to be bold in resolving problems that have persisted for a long time, bold in improving matters that have been less effective and bold in trying new approaches when old approaches no longer produce the expected results.
Yang Berhormat Yang Di-Pertua.
On this occasion, kaola would also like to touch briefly on developments and progress in Daerah Temburong. There is no denying that Daerah Temburong has experienced increasingly significant development, particularly in terms of infrastructure and public amenities. This change is a very positive development and demonstrates the Government’s attention and commitment to ensuring that Daerah Temburong also progresses in tandem with national development.
Nevertheless, development does not necessarily proceed at the same pace. At times, changes may be felt very quickly, while on other occasions progress may take a longer period.
At the same time, the position of Daerah Temburong, which borders a neighbouring country that is also developing and progressing rapidly, provides a different perspective on the direction and pace of development in this area.
In kaola’s view, this situation should not be regarded solely as competition, but as a reminder and an opportunity for us to reassess how the development of Daerah Temburong can be planned in a more organised, comprehensive and forward-looking manner.
There is still considerable scope for improvement, particularly in structuring development so that it is not focused solely on physical development, but also encompasses economic opportunities, employment, tourism, education, entrepreneurship, digital facilities and the development of the local community.
It is here, in kaola’s view, that a whole-of-nation approach is greatly needed. The development of Daerah Temburong should not be viewed as the responsibility of only one ministry or one agency.
We need the ideas and coordination of various government parties, the private sector, local communities, investors, young people, educational institutions and the local population.
Every development implemented must have continuity. Infrastructure needs to be supported by economic activities, tourism opportunities need to be connected to local enterprises, natural and cultural potential needs to be translated into sources of income for the community, and the people and children of Daerah Temburong themselves must be given the opportunity to become part of that development, because genuine development is not merely about changing the appearance of a place, but about changing the opportunities and future of the community living there.
Therefore, kaola hopes that the development of Daerah Temburong can continue to be empowered through more comprehensive, cross-ministerial planning involving all stakeholders.
We do not wish merely to move faster than others; rather, we wish to ensure that every step we take is the right and well-organised step, bringing lasting benefits to the people of Daerah Temburong and Negara Brunei Darussalam.
Yang Berhormat Yang Di-Pertua.
In the era of internet globalisation, the internet is no longer merely a means of communication, but has become basic infrastructure driving economic, educational, social, business and public service activities.
Therefore, efforts to strengthen the quality of and access to the internet are very important for the welfare of the people and the country’s competitiveness.
Accordingly, kaola hopes that the relevant parties can continue to review the pricing structure of internet services in this country, including the possibility of providing packages that are more comprehensive, competitive, flexible and affordable.
Yang Berhormat Yang Di-Pertua. Kaola welcomes all the achievements attained through the Wawasan Brunei 2035 Framework, as stated.
However, in kaola’s view, such delivery should not be viewed merely through statistical figures or rankings in the index. More importantly, it is the extent to which the achievements under the framework can be translated into tangible benefits that are genuinely felt by the people, because the success of Wawasan Brunei 2035 is not merely what is recorded in the index and framework, but what can genuinely be seen, felt and enjoyed by the people.

As kaola concludes this speech, allow kaola to present two pantun.
To Temburong carrying supplies, stopping awhile at Bangar Town, Wawasan is not merely planning, implementation is the true determinant,
The simpur blooms beside the yard, beautifully flourishing all the time, with united hearts building the homeland, Brunei advances and the people prosper.
Finally, kaola records appreciation to Yang Berhormat Yang Di-Pertua for the opportunity given and, in turn, records appreciation to all parties that have committed themselves to ensuring that this sitting proceeded smoothly.
May all the views and observations expressed during this sitting serve as constructive input towards further strengthening the country’s development efforts.
Let us move forward together with a clear direction, bold action and a united spirit for a more advanced, prosperous, resilient and well-being Negara Brunei Darussalam.

Alhamdulillah, praise be to Allah Subhanahu Wata'ala, for by His grace and permission we have successfully completed the First and Second Meetings of the 22nd Session of the Legislative Council.
On this occasion, kaola humbly offer my loyal thanks to Kehadapan Majlis Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's speech, which emphasised to all parties that every policy, planning and implementation must be based on the interests of the people, driven by effective governance, quality service delivery and prudent management of national resources, while ensuring the continued well-being of the people and prosperity of the country.
Yang Berhormat Yang Di-Pertua.
As a Member of the Legislative Council from among the penghulu and village heads, kaola regards the speech as being closely related to kaola's responsibilities as a community leader at the grassroots level.
The village head is the party closest to the people, hearing first-hand the pulse of the community, understanding the challenges faced and directly witnessing the effects of government policies on the daily lives of residents.
Throughout kaola's execution of the trust as a village head, kaola has found that the people greatly appreciate the various initiatives provided by the Government.
Nevertheless, the community also hopes that the delivery of government services will continually be reviewed so that they become faster, more accessible and more responsive to current needs.
Therefore, kaola would like to propose that the whole of government approach continue to be strengthened at the mukim and village levels.
More structured cooperation among ministries, government departments, local authorities and the institutions of penghulu mukim and village heads will enable issues to be resolved in a more integrated manner without requiring residents to deal with too many agencies.
Yang Berhormat Yang Di-Pertua.
At the same time, the role of village heads and the Village Consultative Council Committees should continue to be strengthened as strategic partners of the Government. In addition to carrying out administrative functions, these institutions also serve as channels for disseminating information, coordinating assistance, driving community programmes and facilitating the handling of issues concerning the welfare, safety and well-being of residents.
Apart from welfare-related aspects, the well-being of the people also depends on sustainable economic opportunities.
Therefore, kaola proposes that more community economic development programmes be introduced, focusing on micro-enterprises, modern agriculture, the food industry, the digital economy and community-based tourism.
Youth participation in these programmes should be encouraged through training, guidance and access to suitable financing. In facing an increasingly complex world, the mental and social well-being of the community must also be given attention.
Programmes to strengthen family institutions, neighbourhoods, volunteerism and youth involvement should be enhanced, as a united and caring community is the best bulwark in addressing various social challenges.
Yang Berhormat Yang Di-Pertua.
Indeed, the well-being of the people is measured not only through physical development, but also through a sense of security, opportunities to improve living standards, ease of access to services, the strength of family institutions and close relations between the Government and the people.
In this regard, kaola hopes that all the proposals put forward will be considered as efforts to further strengthen the implementation of government policies in line with the aspirations and speech of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, so that the country may continue to enjoy inclusive, resilient and people-oriented development.

Kaola would like to express appreciation and thanks to Yang Berhormat Menteri-Menteri who have provided clarification and answered the questions raised by kaola and fellow Yang Berhormat Yang Dilantik throughout this sitting.
The explanations provided have greatly helped to strengthen our understanding and confidence in the policies and implementation being undertaken and to be undertaken by the Government.
Kaola also wishes to record the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for leading the sitting with great wisdom, orderliness and prudence, thereby ensuring that the proceedings of the sitting were conducted smoothly and systematically.
Finally, kaola once again humbly offer my loyal thanks to Kehadapan Majlis Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's leadership, which has always placed the welfare and well-being of the people first.

Assalamualaikum warahmatullahi wabarakatuh and greetings of peace. Thank you, Yang Berhormat Yang Di-Pertua, for the opportunity given for kaola to participate in the adjournment of the Second Meeting of the 22nd Session of the Legislative Council.
Through the wisdom of the leadership of Yang Berhormat Yang Di-Pertua, this meeting proceeded smoothly and systematically, with the Motions proposed being debated ethically and with mutual respect before being put to a vote and approved.
Kaola would also like to express the highest appreciation for the fairness and sincerity shown by Yang Berhormat Yang Di-Pertua in giving reprimands, advice and views throughout the sitting.
At the Second Meeting of the 22nd Session of the Legislative Council, two main Motions were proposed for discussion at this meeting.
The first Motion concerned Coordination Towards the Implementation of Wawasan Brunei 2035. This followed the appointment of Coordinating Ministers from among the members of the new Cabinet.
In the speech by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah Ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam at the 92nd Cabinet Ministers' Conference, His Majesty stated that the three Coordinating Ministers should present the plans that had been formulated, particularly regarding the mechanisms, coordination and coordination framework to be adopted.
This represented His Majesty's high hopes that the appointment of the three Coordinating Ministers and the restructuring of the Cabinet would further strengthen the whole of government approach in efforts to achieve the goals of Wawasan Brunei 2035.
Yang Berhormat Yang Di-Pertua. We have heard in this august Chamber the statements made by the three Yang Berhormat Menteri-Menteri Penyelaras.
In the statement by Yang Berhormat Menteri Penyelaras bagi Keselamatan Negara, Menteri di Jabatan Perdana Menteri dan Menteri Pertahanan II, seven security areas had been identified as the main focus for national security, namely crime and public order, border security and integrity, cybersecurity, economic security, food security, energy security and security of supply, and social security.
Kaola supports this approach. These seven areas of security are closely interconnected and constitute a precondition, or foundation, for the country to implement its plans.
Kaola also took note of the preliminary discussions held with the other Yang Berhormat Menteri-Menteri Penyelaras to establish cooperation in implementing the coordination.
This Chamber also heard the statement from Yang Berhormat Menteri Penyelaras bagi Dasar-Dasar Ekonomi dan Menteri Ekonomi, Perdagangan dan Industri, which touched on the need for a strong coordination mechanism to assist the country in achieving Wawasan Brunei 2035.
According to Yang Berhormat Menteri Penyelaras bagi Dasar-Dasar Ekonomi dan Menteri Ekonomi, Perdagangan dan Industri, to ensure that initiatives and efforts proceed as planned, several coordinating groups under the existing roadmap and framework have been established to address cross cutting issues.
Next, kaola refers to the statement by Yang Berhormat Menteri Penyelaras bagi Dasar-Dasar Sosial dan Tenaga Manusia dan Menteri Hal Ehwal Dalam Negeri, who fully supported this Motion on coordination. Yang Berhormat Menteri outlined five main directions as the focus:
First, strengthening human capital development;
Second, strengthening the social safety net;
Third, developing future talent with the ability to think, innovate and create value in preparation for a technology-, innovation- and Artificial Intelligence-driven future;
Fourth, strengthening the role of communities and grassroots leaders; and
Fifth, strengthening policy governance.
Yang Berhormat Yang Di-Pertua.
The statements by Yang Berhormat Menteri-Menteri Penyelaras are akin to a what-to-do list and represent the acknowledgement and readiness of Yang Berhormat Menteri-Menteri Penyelaras to ensure that the implementation of Wawasan Brunei 2035 progresses in tandem across ministries, so that there is no overlap of conflicting policies or actions that fail to support one another.
The statements of the Menteri-Menteri Penyelaras are in line with the speech by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam at the 92nd Cabinet Ministers' Conference, in which His Majesty expressed the wish to see every KPI and approved target followed up with clear, targeted and focused action.
Yang Berhormat Yang Di-Pertua. Wawasan Brunei 2035 has been discussed at length in several previous sittings, and there is now less than a decade remaining to realise it.
It is the hope of all of us that what we have discussed, and the commitments and plans that have been and will be implemented, become a reality, particularly in creating more employment opportunities to address unemployment and in efforts to attract foreign investors.
These are drivers for the achievement of Wawasan Brunei 2035. Our success in these matters will certainly have a major impact on national development and provide confidence that everything planned and to be implemented will ultimately be achieved, particularly matters related to unemployment and employment opportunities that will ensure the well-being of the people. The public also have their wishlist.

On this occasion, I, kaola, would also like to express my deepest thanks to all Yang Berhormat Menteri-Menteri Kabinet for their transparency and concern in answering the questions raised, as we jointly seek solutions and effective ways to address issues of concern to all parties.
The open attitude towards receiving views and proposals from Ahli-Ahli Yang Dilantik, as well as the sharing of the respective ministries' plans towards Wawasan Brunei 2035, shows that we who sit together in this Chamber are prepared to cooperate for the security, sovereignty, prosperity and well-being of the people and residents of this country.
Alhamdulillah. We give thanks to Allah Subhanahu Wata'ala, for by His permission we have reached the end of the meeting in a calm and harmonious atmosphere. Kaola is pleased that this meeting ended on a high and positive note and promises success at every phase.
With regard to the Motion on the Code of Ethics and Conduct proposed and approved by the Chamber, kaola is confident that it will become an ethical code serving as guidelines that can be used by all parties.

First of all, I rise with the utmost respect to fully support the Motion for the Adjournment of the First Meeting and Second Meeting of the 22nd Legislative Council Session for 2026.
Yang Berhormat Yang Di-Pertua and Your Honourable Members.
This year's session is not merely a legislative routine, but rather a platform for determining a transition into a new era. We are now at a very close point in time, with only nine years remaining before we enter the threshold of Wawasan Brunei 2035.
As an appointed representative of the people's voice, I emphasise that the time for rhetoric and complacency with past achievements has ended. The transition towards the vision requires us to undertake reforms, thinking and actions that are aggressive, radical and focused on tangible results.
We must build a future-proof national ecosystem through the strengthening of three main pillars, namely economic resilience, strengthening security and the sustainability of the people's welfare. First, from the economic aspect. The economic structure of Negara Brunei Darussalam can no longer remain trapped in the comfort zone of hydrocarbon dependence. We must aggressively drive economic diversification by leveraging the digital revolution, green technology and global value chains.
Our focus must be directed towards revitalising the local Micro, Small and Medium Enterprise Sector, PMKS, facilitating the entry of quality Foreign Direct Investment, FDI, as well as ensuring that technology transfer takes place holistically in order to create high-value employment opportunities for our local youth;
Second, from the security aspect. Peace is an absolute prerequisite for prosperity. In this challenging era of globalisation, we must strengthen the national security system, not only against physical and border threats, but also against increasingly complex cybersecurity threats.
The issue of food security, food security, as well as resilience to climate change, and the security of every individual in this country are the most valuable assets that we must strengthen without any compromise; and
Third, from the aspect of the people's welfare. Economic prosperity and security stability will be meaningless if there are sections of society living in hardship and being left behind. Our social safety net system must always be dynamic, fair and inclusive.
We need to shift from a model of assistance that merely provides handouts to an empowerment model that builds capacity, capacity building, so that those in need are able to become self-reliant.
The welfare of senior citizens, the protection of the rights of persons with special needs and the continued livelihood of low-income families must be guaranteed in order to maintain the social harmony that forms the core of our national identity.

On this blessed occasion, I would also like to extend my highest congratulations to the Yang Di-Pertua Legislative Council for the wisdom, patience and firmness demonstrated in leading and conducting this session in such an orderly, fair and harmonious manner.
My congratulations and boundless appreciation are also extended to Yang Mulia Jurutulis Legislative Council and the entire Secretariat of the Legislative Council, who have worked tirelessly to ensure the smooth conduct of our session from beginning to end.
Next, I would like to convey my most sincere and highest congratulations to the newly appointed Cabinet Ministers. Indeed, the positions they hold are not merely an honour, but a great responsibility that demands accountability, integrity and unparalleled sacrifice.
As the country takes its final steps towards Wawasan Brunei 2035, the people place high hopes on seeing a major and dynamic transformation under the leadership of all the Cabinet Ministers.

Yang Berhormat Yang Di-Pertua and all Your Honourable Members whom I respect and who are blessed by Allah.
Thank you to Yang Berhormat Yang Di-Pertua for giving me the opportunity to take part in debating this Motion for the Adjournment.
I would also like to thank Your Honourable Members for all the constructive suggestions, which have certainly added value to the debate and contributed to the improvement of government policies and initiatives, as well as for the patience and wise understanding demonstrated during our debates throughout this week.
Throughout this debate, various matters relating to national development and the welfare of the people have been raised, including employment opportunities, economic and enterprise development, food security, basic facilities and services, digital transformation, as well as the effectiveness of government service delivery.
Although each matter presents different challenges and areas of responsibility, in my view, what is important is the ability to coordinate and implement policies and plans effectively so that the results can truly be enjoyed and felt by all sections of the people and residents of this country.
Alhamdulillah, Negara Brunei Darussalam continues to record various achievements. The people and residents continue to enjoy peace and stability, good access to education and healthcare, basic facilities and infrastructure, as well as government services that are continually being improved.
This progress has been built continuously under the guidance and wise leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam.
Nevertheless, the global and domestic environments continue to undergo transformation, technology is developing rapidly, and society's expectations are increasing.
This reality in fact demands a more holistic and responsive approach to the coordination, implementation and delivery of government services.
Yang Berhormat Yang Di-Pertua and Your Honourable Members.
Wawasan Brunei 2035 sets the direction for national development. Its framework strengthens the alignment between the goals of the vision, national priorities, national outcomes and the relevant National Key Performance Indicators, or National KPIs. Its implementation is supported by the Manpower Blueprint, Social Blueprint and Economic Blueprint.
Although their focuses differ, the three blueprints are interconnected through common elements such as institutional capacity, effective governance, inter-agency coordination, the effective use of resources, as well as the implementation of policies and outcome-oriented programmes, or outcome-oriented programmes. This means that achieving the vision depends not only on good planning, but also on the ability of the government machinery to connect policies to actions and actions to the results that we all aspire to achieve.
In this context, the public service plays a role in strengthening governance and coordination to ensure that policies and services are implemented effectively without compromising the responsibilities of ministries and agencies in their respective areas.
Coordination in this context is not the ultimate objective, but a means of producing more organised actions, more focused implementation and more effective solutions, particularly for issues that cut across the responsibilities of several ministries and agencies.
Without effective coordination, efforts may overlap or, more worryingly, leave unnoticed vulnerabilities that are not addressed by any party. Therefore, the actions of each agency must complement one another and move towards the same outcome.
For the public, the effectiveness of the Government is often felt through their daily experiences when applying for a service, submitting an application, seeking information, using public facilities or finding solutions to a particular problem. This is where the implementation of government policies and initiatives is truly tested and felt by the people.
In this regard, the Government will continue to strengthen the policy development mechanism by taking into account the inputs and views of the people, so that every policy formulated will truly meet their needs and have a meaningful impact on their lives.
Therefore, every improvement implemented must lead to a good user experience, encompassing simpler procedures, more efficient processes, clear information, responsive feedback and effective solutions for every problem encountered.
These are among the matters that we can summarise from this debate. Among them is that coordination towards achieving Wawasan Brunei 2035 cannot stop at the policy and planning stages, but must be translated into implementation and delivery, ultimately achieving the desired outcomes.
In this regard, kaola would like to take this opportunity to emphasise the Government's serious commitment to implementing Wawasan 2035 in the best and most effective manner, so that all its outcomes can eventually be enjoyed by all the people and residents of Negara Brunei Darussalam.
This is not merely rhetoric. Kaola believes that every Cabinet Member who enters this august Chamber does not intend to bring any rhetoric. There is no reason for anyone to doubt or harbour even the slightest doubt about the Government's efforts and sincere intentions, or its level of seriousness, in achieving this objective.

Wawasan Brunei 2035 will have its greatest meaning when the people and residents can see and feel that progress through the opportunities available, the services received, the welfare enjoyed and their confidence—the shared level of confidence—in the future of this country that we love.
Insya Allah, under the wise leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, who always prioritises the welfare of the people as well as the prosperity and stability of the country, and with the commitment of the entire government machinery and the cooperation of all levels of society, national development efforts will continue to bring meaningful progress and lasting welfare to the people and residents of Negara Brunei Darussalam.
Before concluding, let us all pray together that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Raja Isteri, together with the entire Royal Family, will be granted long lives, good health, welfare and happiness, and will always remain in the mercy and protection of Allah Subhanahu Wata'ala, Amin Ya Rabbal Alamin.
I would also like to express my highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the strong leadership, authority, wisdom and patience demonstrated in leading and guiding all Your Honourable Members in this august Chamber throughout this session.

Let us jointly offer our gratitude to Allah Subhanahu Wata'ala for the peace that we have enjoyed all this time.
Our highest appreciation and gratitude are extended to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam. Through His Majesty’s wise, authoritative and far-sighted leadership, we have enjoyed and will continue to enjoy a prosperous life in an atmosphere of peace, harmony and security, syukur Alhamdulillah.
The wise Yang Berhormat Yang Di-Pertua. With the Legislative Council Session being held twice a year commencing in 2025, as well as with the consent and decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam regarding the reshuffling of the Cabinet Ministers, with the appointment of His Majesty’s royal sons, three Coordinating Ministers and the other Ministers, this clearly demonstrates the importance of coordination strategies and policies in ensuring that the planned actions can be implemented in an orderly and effective manner.
All efforts towards achieving the goals and aspirations of Wawasan Brunei 2035 are not the responsibility of one party alone, but must be shouldered and borne jointly by all stakeholders, including the Government, the private sector, grassroots leaders and the community.
This second session is nearing its conclusion. The focus of the debate in this august Chamber has revolved around the Motion to Support Coordination Towards Achieving Wawasan Brunei 2035 and the Code of Ethics. Meanwhile, last March, the focus was on the national planning and blueprint towards Wawasan Brunei 2035.
As in the previous sessions of the Legislative Council, including those in 2023, 2024, 2025 and 2026, kaola have consistently focused on debates and proposals regarding strategies and policies to diversify the national economy, particularly from the perspective of entrepreneurs and the private sector.
At the same time, kaola have also shared the issues faced by entrepreneurs, as well as current issues that need to be considered, examined and addressed together through appropriate, efficient, effective and impactful actions. This includes efforts to improve and update the existing processes within the Government system so that they are more convenient, faster and more responsive to the people and the business sector.
The wise Yang Berhormat Yang Di-Pertua, in kaola’s winding-up session at the Second Meeting of the 21st Legislative Council Session in 2025, kaola debated the importance of implementing the plans contained in the blueprints for achieving the aspirations of Wawasan 2035 in a prompt, orderly and effective manner.
Kaola also stated that among the key factors towards achieving the aspirations of Wawasan Brunei 2035 are the timeframe for action and the procedures for its implementation. Therefore, the strategic framework and policy changes require a whole of nation approach, whereby the implementation of strategies and policy changes are not undertaken solely by the Government, but must also take into account the voices, views, issues and needs of the grassroots, the people and the private sector. The private sector is part of the national economic growth engine alongside the public sectors. Therefore, their voices and experience need to be given due consideration in the formulation of national policies and strategies.
The wise Yang Berhormat Yang Di-Pertua. In kaola’s winding-up remarks today, allow kaola once again to emphasise that whatever is planned and implemented must always adopt a spiritual approach by practising the values of Melayu Islam Beraja and be anchored in the principles of Negara Zikir.
Kaola wish to remind kaola personally and urge all of us to remain mindful and always instil in our thoughts that all efforts we undertake must be accompanied by faith, gratitude and the conviction that sustenance comes from Allah Subhanahu Wata'ala.
With a continuous spiritual approach, full of faith and always grateful to Allah Subhanahu Wata'ala for all the blessings of peace, stability and prosperity enjoyed by the country, together with determined, honest and earnest efforts to improve the level and capacity of the national economy, insya Allah, kaola firmly believe that social, socioeconomic and public welfare issues can be successfully addressed and resolved.
The wise Yang Berhormat Yang Di-Pertua, allow kaola also to convey respectful greetings to the senior officers who were recently appointed. These appointments are a trust, and the duties to be carried out will certainly be filled with challenges.
Therefore, carry out your duties with diligence, trustworthiness and the highest integrity. Accompany these efforts with prayers of gratitude to Allah Subhanahu Wata'ala and always seek His guidance and success.
Seek coordination mechanisms as soon as possible to ensure the effectiveness of implementation in accordance with the established timelines towards 2035 and beyond. Whatever planning, strategy formulation and related policies are undertaken must take into account pro-business thinking, while meaningfully involving the private sector and the people.
Kaola believe that with such thinking, together with a spiritual approach and constant gratitude to Allah Subhanahu Wata'ala, whatever policies are formulated will be directed towards strategies that are not only effective for the growth of the national economy, but also create a significant impact on the welfare of the people and the enduring harmony of the country.
The wise Yang Berhormat Yang Di-Pertua. Before kaola conclude kaola’s winding-up remarks, kaola wish to record the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the authority, wisdom, approachability yet firmness, and patience shown in leading the meetings held throughout the first and second sessions of the Legislative Council Conference this year.
Kaola also convey appreciation and thanks to Yang Mulia Datin Dr. Jurutulis and the staff of the Legislative Council Department who worked hard behind the scenes, the crews of Radio Television Brunei and the media, as well as the other officers and personnel who provided their service and commitment throughout both sessions of the Legislative Council Conference.
Also not forgotten are our appreciation and thanks to Your Honourable Members, particularly the Honourable Cabinet Ministers, who listened and responded to the questions, suggestions and proposals from kaola and other Honourable Members. May everything raised, debated and answered in this august Chamber benefit the country and its people, and receive the blessings and rewards of Allah Subhanahu Wata'ala.

Your Honourable Members. Alhamdulillah, all matters of the meeting have been completed. I extend my thanks and highest appreciation for the winding-up speeches delivered by Your Honourable Members.
Alhamdulillah. First of all, I wish to take this opportunity to convey my highest appreciation and gratitude before the presence of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah Ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's gracious speech during the Official Opening Ceremony of the First Meeting of the 22nd Legislative Council Session this year, which was highly wise and filled with far-sighted views and clear guidance, providing direction and encouragement to all of us in fulfilling our trust and responsibilities throughout this year's session.
I also wish to record my highest appreciation and thanks to all Your Honourable Members for the participation, commitment, support and cooperation extended throughout this year's session.
My highest appreciation and thanks are also extended especially to my officers, particularly Yang Mulia Jurutulis Majlis Mesyuarat Negara, the Acting Deputy and Assistant Clerks, the Chamber Attendant, as well as all officers and staff who were involved, including those assigned from the relevant ministries, departments and agencies, for their tireless efforts and high level of commitment devoted to providing the various requirements that enabled us to complete all matters of the meeting smoothly and in an orderly manner.
Your Honourable Members. Alhamdulillah, the Second Meeting of the 22nd Legislative Council Session was safely and successfully completed over six days, and succeeded in concluding four debates on Motions, 220 questions to ministers and three Ministerial Statements.
Throughout this year's 22nd Legislative Council Session, the Council also considered and approved key matters, including the budget and Bills, as well as examined current issues relating to development, socioeconomic matters, education, health and others raised in the questions. Also discussed were Motions relating to measures to accelerate the implementation of Wawasan Brunei 2035, as well as discussions on the formulation of a Code of Ethics and Code of Conduct for Members of the Council. Each debate enriched the proceedings and contributed towards more mature and comprehensive thinking for the country.
I wish to express my pleasure at the achievement of the Legislative Council's official participation as a Member of the Inter-Parliamentary Union following this Council's resolution. Since then, the Council has participated in two IPU General Assemblies, a step that has strengthened the country's parliamentary diplomacy and opened opportunities to learn from international best practices.
Planning is also being undertaken for the Council's participation, at this stage as an observer, in the Commonwealth Parliamentary Association, CPA. Indeed, this presence at the international level serves as a reminder of the importance of the Council remaining constantly alert and responsive to international developments, which will help ensure that matters discussed in the Chamber remain relevant and resilient.
Your Honourable Members. In general, I greatly appreciate the discussions throughout this year and hope that all the views presented in this Chamber will continue to serve as encouragement to strengthen coordination and cooperation so that our efforts move together in the same direction.
I also wish to make a key observation regarding debate and the culture of deliberation in this Council. Deliberation is not merely a process of discussion, but a noble value and a core aspect of the Council's culture that teaches us to listen to one another with open hearts, consider differing views with due regard and seek common ground in the interests of the people and the country. It is part of the heritage of Islamic culture and values that has long formed the basis of the way we govern and make decisions, as advocated in the teachings of syura, namely decisions reached through consensus so that they are more blessed and more firmly accepted by all parties.
In facing increasingly complex challenges and changes, it is this spirit of deliberation that will and must continue to serve as a catalyst for fair and mature decisions that bring benefit to the entire people.
I call upon all Your Honourable Members to continue fostering this spirit in every discussion, so that this Council will continue to be known as a wise institution in reaching consensus. This is because the maturity of a Chamber is not measured by uniformity of views, but by the willingness to listen, consider arguments and, where necessary, improve a proposal in order to achieve better outcomes.
Certainly, differences of opinion among Members are natural and healthy for any well-functioning legislative institution. What is important is how such differences are accepted and discussed with an open mind, arguments based on facts and a respectful tone, rather than an emotional attitude. This will demonstrate that the Council is able to manage such differences in order to reach the best decisions for the people.
I hope Your Honourable Members will continue to foster an open, constructive and mutually respectful culture of debate in this Chamber. This is indeed one of the signs of an institution's maturity: having differing views, while remaining willing to seek common ground in the interests of all.
Towards this end, I believe that it is time for this Council to examine comprehensive reform to ensure the continuity and efficiency of the institution itself, including modernising procedures and support systems, as well as mechanisms for the transfer of knowledge between existing Members and new Members.
Finally, let us renew our pledge of unwavering loyalty before the presence of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, with full loyalty, sincerity and a sense of responsibility, while upholding the sovereignty, authority and leadership of Kebawah Duli Yang Maha Mulia.
We also pray before Allah Subhanahu Wata'ala that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Raja Isteri and the Royal Family will always be granted lasting good health and remain under the protection and mercy of Allah Subhannahu Wa Ta'ala, and that our country, Negara Brunei Darussalam, and all its people will always remain under His protection, blessed with the continued gifts of peace, well-being and prosperity.
