Thank you Yang Berhormat Yang Di-Pertua. Bismillahir Rahmanir Rahim. Yang Berhormat Yang Di-Pertua. Your Honourable Members. Peace be upon you and greetings. Kaola is pleased to record the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for giving kaola the opportunity to share the direction of the Ministry of Education in enhancing the quality of the nation's education.

The world today is undergoing very rapid change driven by the development of Artificial Intelligence, AI. This matter was also touched on by Yang Berhormat Awang Abdul Aziz bin Haji Hamdan this morning.

AI is not merely a technology used to search for information or produce answers. Its capability is increasingly developing to analyse data, prepare content, provide feedback, assist decision-making and carry out various tasks that previously could only be done by humans.

This development will bring major changes to the way people live, work, communicate and learn. It will also change the nature of jobs, skill requirements as well as the role of educational institutions and educators.

Therefore, the question we need to consider is no longer whether AI will become part of education, but whether we are capable of building our own knowledge, expertise and capability to shape the use of AI according to the needs and values of Negara Brunei Darussalam.

This question forms the basis of the concept of Sovereign AI, namely the ability of a country to determine for itself how AI technology is developed, used and governed in the national interest.

This includes ensuring that AI not only supports economic development and the well-being of the people, but is also developed based on laws, values, culture and religious beliefs so that this technology reflects the identity and aspirations of the country and is not wholly influenced by the values and priorities of outsiders.

Accordingly, in the AI era, education bears two responsibilities that must be carried out in tandem. First, to equip students with the knowledge, skills and abilities to live, work and contribute in a world increasingly filled with AI and, second, to ensure that technological progress does not erode humanity, morals, identity, thinking capacity and responsibility towards religion, society and the nation.

Yang Berhormat Yang Di-Pertua. In formulating this direction, the Ministry of Education highly upholds the foresight and wisdom contained in the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam during the Hari Raya Aidilfitri Celebration Ceremony 1447 corresponding to 2026 organised by Yayasan Sultan Haji Hassanal Bolkiah, where Kebawah Duli Yang Maha Mulia emphasised the importance of utilising AI technology inclusively and ethically for the development of society. The titah provides clear and balanced guidance. Technological progress must be accepted and utilised with confidence, but its benefits must be enjoyed by all levels of society and always guided by values, ethics and responsibility.

On this basis, preparing students for the AI era must encompass four dimensions:

First, understanding how AI works, its capabilities and its limitations;

Second, using AI safely, ethically and responsibly;

Third, utilising AI as a learning partner and support tool; and

Fourth, strengthening human capacities such as wisdom, creativity, empathy, leadership integrity and moral judgement that should not be handed over to technology.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. With the increasingly rapid development of AI, the question is: can AI replace educators? The answer is no. Why not? Because educators do not merely convey information but also shape individuals, morals, thinking and values among students. Educators guide, inspire, recognise students' needs and potential, build confidence, teach manners and serve as role models.

So what is the impact of AI on the role and responsibility of an educator? AI can assist educators in delivering content, preparing exercises, producing materials, providing initial feedback and analysing student performance. Therefore, to ensure that learning content remains accurate and appropriate, educators need to act as learning guides who help students evaluate and use information wisely.

The role of educators also does not stop in the classroom or in academic aspects alone; in addressing social issues such as bullying and cyber violence, mental health pressure as well as exposure to various information and influences through AI and social media, our children need more than just technology.

They need genuine human connection, guidance, example and inner strength to assess information, make wise decisions and maintain their identity. This is where the main role of educators as mentors in shaping students' character lies. For Negara Brunei Darussalam, the shaping of student character must be based on the philosophy of Melayu Islam Beraja.

MIB should not be limited to knowledge that is memorised or assessed in examinations. It must be internalised through ways of thinking, speaking, making decisions, interacting and using technology. We want to produce a generation that is not only AI-literate but also has value-based guidance to determine how the technology is used and for what purpose it is used.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. These principles must be translated into concrete action. In this regard, the Ministry of Education will continue to focus on six main areas.

First, strengthening AI policy and governance in administration, in education. The Ministry of Education will continue to strengthen AI governance in teaching, learning, research, assessment and education management by giving attention to academic integrity, privacy and data security, transparency, accountability as well as the suitability of its use according to age and learning needs.

As guidance, the ministry published the Panduan Kecerdasan Buatan AI Dalam Pendidikan in September 2025, while UBD and UTB have also prepared policies and Guidelines for the Use of Generative AI for members of their respective institutions.

Second, strengthening AI literacy in the curriculum and learning experience. The Ministry of Education is committed to strengthening AI and digital literacy in the national education system through a comprehensive approach encompassing curriculum, assessment and educator readiness.

As a basis for this effort at the primary level, basic coding has been taught in the Year 5 ICT curriculum using MS Logo or Turtle Logo activities. Coding has also been introduced during STEAM education and skills or SES periods for Years 2 to 5. Several schools have also been equipped with micro:bit equipment starting from 2023 in cooperation with the Authority for Infocommunications Technology Industry, AITI.

At the higher education level, a core module on emerging technologies and sustainability is being actively developed, focusing on evolving technologies including AI, data science, environmental science, green innovation and climate change, which will become part of the curriculum taught in every local higher education institution.

Improvements will continue to be implemented to strengthen learning related to AI, data, ethics, cyber security, sustainability and new technologies so that graduates possess skills relevant to future needs.

Third, transforming the role of and strengthening teacher readiness. Educators will continue to be empowered through continuous professional development to enhance their readiness in the AI ecosystem. At the local level, 4,892 teachers participated in AI courses through BDLTA in 2025.

Meanwhile, 4,281 teachers successfully obtained the AI In-Depth Literacy Certification, with six of them appointed as Certified Master Trainers. This empowerment ensures the wise use of AI for effective and humane education without neglecting the fundamental role of educators.

Fourth, building national capability in AI, research and innovation. The Ministry of Education will continue to develop local talent and strengthen cooperation between the Government, Higher Education Institutions and industry.

Among the efforts implemented are the Applied Artificial Intelligence Programme and the Kelulut Sentry AI project at UBD, the exploration of AI in Islamic education through the Faculty of Islamic Technology at UNISSA. The provision of AI laboratories and Machine Learning certification at UTB as well as the Analytic Data Program and Digital Solutions at Politeknik Brunei. These efforts are important in reducing dependence on external expertise and ensuring the sustainability of the country's AI capability.

Fifth, strengthening digital infrastructure and ensuring equitable access. The Ministry of Education will continue to strengthen digital infrastructure and ensure equitable access for all students. Through the Digital Transformation Plan 2023-2027, school internet speeds have been and will continue to be upgraded to 100mbps, wifi coverage expanded and a total of 6,160 laptops supplied to school ICT laboratories.

Platforms such as MOE TV, Smart Classroom, Learning Management System and Digital Resources Management System are also provided to form a safe, integrated and easily accessible digital education ecosystem without allowing AI developments to widen the gap among students.

Sixth, enriching the appreciation of MIB and strengthening character formation. The smarter the technology used, the more important the strength of the human values of those using it becomes. The Ministry of Education will continue to strengthen the formation of student character and personality based on MIB through the curriculum, co-curricular activities and the culture of educational institutions.

As one of the key initiatives of the Ministry of Education, the Program Sahsiah Pelajar or PSP is being implemented to strengthen the holistic formation of student character and personality in schools. PSP complements the academic curriculum through co-curricular activities and experiential learning to nurture identity, leadership, community spirit and noble values.

At the higher education institution level, the Ministry of Education is implementing an initiative to review the MIB core module and align the approach to MIB appreciation across all higher education institutions to ensure its application is more consistent, systematic and aligned with future challenges and needs.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. The success of this effort should not be measured by the number of AI tools or systems used. Its success must be measured by the extent to which AI truly:

First, improves student learning;

Second, strengthens educator capability;

Third, makes the education system more effective; and

Fourth, builds local talent and expertise and produces students who are independent, have integrity and possess a strong identity. So, will the advancement of machines make humans more knowledgeable, wise and responsible? The answer is certainly yes.

Therefore, this is the trust of education: to make students more knowledgeable, wise and responsible. By upholding the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam based on the appreciation of Melayu Islam Beraja and strengthened by the role of educators, families, society, educational institutions and industry.

Insya Allah, we will be able to produce a generation that is not only ready to face the future but also has the capability to shape it. The goal of education is to produce people who are able to use the greatness of knowledge and technology to bring goodness to others, society and the nation.

Yang Berhormat Yang Di-Pertua. That is what kaola can share on this occasion. Kaola records the highest appreciation and thanks to all parties who continuously provide support and cooperation in making the national education agenda a success.

The same appreciation is also extended by kaola to the entire Ministry of Education community, especially educators, for their dedication and sincerity in guiding, educating and shaping the character of future generations. Placing trust in Allah Subhanahu Wata'ala, kaola hopes that all these efforts will continue to benefit the national education system.

May our children grow as people who are knowledgeable, of noble character, resilient and possessed of a strong identity, and always ready to contribute to religion, monarch and nation. Thank you Yang Berhormat Menteri Pendidikan, who has outlined to some extent a strategic planning, which I think has been carried out with full responsibility and considered comprehensively, and we take this opportunity to congratulate the ministry concerned and continue to pray that whatever goals are being pursued will achieve their targets.

Motion No. 4/2026. Motion in Support of Alignment Towards Achieving Wawasan Brunei 2035.

Your Honourable Members. We now continue the debate on Motion No. 4/2026 and I would like to invite, to begin with, Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann.

Thank you, Yang Berhormat Yang Di-Pertua. In the name of Allah, the Most Gracious, the Most Merciful.

In supporting the Motion on Coordination Towards Achieving Wawasan Brunei 2035, kaola would like to touch on efforts to increase employment opportunities and reduce unemployment among local citizens, particularly through strengthening the private sector. First of all, allow kaola to express the highest gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's wisdom and concern in establishing Coordinating Ministers as a platform to strengthen the coordination of national administration and development.

In kaola's view, this step reflects His Majesty's far-sighted vision in ensuring that government policies and efforts can be implemented in a more orderly, integrated and effective manner, particularly in realising Wawasan Brunei 2035.

Yang Berhormat Yang Di-Pertua.

In the context of employment opportunities, coordination is very important because this issue does not involve only one ministry but is closely related to education, training, workforce development, investment, economy, financing, labour welfare and the private sector.

Therefore, the role of the Coordinating Ministers is highly significant in ensuring that all these areas move in the same direction and towards the same targets, with education aligned to industry needs, training meeting market demand, investment generating jobs and the private sector becoming a strategic partner in providing quality career opportunities for local citizens.

This matter is also in line with the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, who touched on the need to increase the participation of local citizens in the private sector. His Majesty once emphasised that many job opportunities exist in the private sector and called for a migration of mindset from preferring to wait to being diligent in work, from depending too much on hope to making greater effort and from being less self-reliant to being more self-reliant.

In kaola's view, that titah is highly relevant to our context today. However, this migration of mindset needs to move in both directions; not only must local citizens be ready to accept opportunities and adapt themselves to industry requirements, but the private sector must also provide jobs that are more attractive, competitive, safe and have clear career pathways. We want local citizens to see the private sector not as a second choice but as a career path with a future.

Yang Berhormat Yang Di-Pertua.

The private sector is one of the main drivers of the national economy. Therefore, to attract more local citizens to join this sector, we need to look comprehensively at matters such as salaries, worker welfare, training, promotion opportunities, housing, financing, as well as work-life balance. At the same time, local citizens need to be equipped with skills that are truly required by industry.

In this regard, kaola proposes that consideration be given to an integrated employment plan for local citizens that unites educational efforts, training, job matching, initiatives for employers, skills enhancement as well as worker welfare support within a more organised framework. Yang Berhormat Yang Di-Pertua. We can also take lessons from several best practices abroad.

For example, Singapore through SkillsFuture combines lifelong learning, upskilling and reskilling, career guidance as well as job matching while also providing support to employers to train workers and redesign jobs.

This approach shows that the solution to unemployment is not merely to provide vacancies but to ensure that workforce skills remain in step with economic changes. Singapore's Work-Study programme in turn combines employment with structured training, workplace learning, guidance as well as career development pathways.

This is an approach that can be considered to help local citizens gain real work experience while building skills recognised by industry. We can also look at Malaysia through the Employment Insurance System, PERKESO, which not only provides temporary income support to workers who lose their jobs but also provides job search services, vacancy matching and skills training that can help them return to work.

For kaola, what we can learn from that approach is that the employment system needs to move from merely looking for jobs to helping a person obtain employment, retain employment and build a career.

Yang Berhormat Yang Di-Pertua.

Unemployment needs to be viewed not merely in terms of the number of job seekers but also the causes of mismatch in terms of skills, salaries, career pathways, as well as welfare and the work environment. Therefore, the Coordinating Ministers can ensure that the data, targets and actions of ministries and agencies are coordinated in an integrated manner to avoid overlap and speed up solutions.

Kaola is also of the view that every investment and development project needs to be assessed based on its impact on employment opportunities for local citizens. We need to ask, how many jobs are created? How many local citizens are given opportunities? What skills are transferred? And to what extent do those opportunities lead to sustained careers?

With this approach, investment is assessed not only in terms of the amount of capital entering the country but also in terms of the added value to the local workforce and economy. When more local citizens obtain quality employment, household incomes increase, purchasing power grows, businesses expand and the national economy becomes more vibrant.

Therefore, reducing unemployment among local citizens is not merely a social agenda but a national economic strategy.

Yang Berhormat Yang Di-Pertua. At the same time, kaola welcomes the government's efforts in reducing poverty through various assistance programmes that are more focused and targeted at those who truly need them.

However, in kaola's view, assistance should not only help to ease burdens today but should, as far as possible, become a bridge to improving capability and income in the future.

This can be done through employment opportunities, skills training, entrepreneurship and more sustainable income enhancement support. With more effective coordination between ministries and agencies, we can ensure that assistance does not overlap, is more targeted and, importantly, has clear measures of success.

Yang Berhormat Yang Di-Pertua.

The success of Wawasan Brunei 2035 is not measured only through economic growth but also through the extent to which the people are able to enjoy the fruits of that development. If more local citizens have good jobs, more families are able to increase their incomes, more people succeed in emerging from poverty and the private sector becomes stronger, then we are building a more resilient economic foundation.

Therefore, kaola sees the coordination of the Coordinating Ministers as an opportunity to unite those efforts under a more comprehensive approach, with education, skills, employment, investment, the private sector and the well-being of the people moving within one ecosystem.

Once again, kaola would like to express the highest gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's wisdom in strengthening the coordination, administration and development of the country.

It is hoped that with the presence of the Coordinating Ministers, all government policies and efforts can be implemented in a more orderly, swift, consistent and effective manner for the well-being of the people and the prosperity of Negara Brunei Darussalam.

Assalamualaikum warahmatullahi wabarakatuh. Yang Berhormat Yang Di-Pertua and Your Honourable Members. First of all, kaola offers prayers of gratitude to Allah Subhanahu Wata'ala because by His grace alone, we are able to together attend the Second Meeting of the 22nd Session of the Majlis Mesyuarat Negara for the year 2026.

Kaola also humbly conveys the highest gratitude to Kehadapan Majlis Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty’s wisdom in consenting to the Cabinet Ministers reshuffle with the appointment of His Majesty’s princes and the creation of three Minister Coordinator posts.

Indeed, this decision is a highly timely strategic step as the country is entering a very critical phase towards Wawasan Brunei 2035.

With the appointment of His Majesty’s princes as well, it will certainly provide a stronger impact in the effort to implement coordination at the level of the coordinating ministers and other ministries.

In the special titah on the Cabinet Ministers reshuffle on 4 June, His Majesty titah that the country is now in the implementation phase of the blueprint towards Wawasan Brunei 2035 and that its success depends on the wisdom of the new leadership, unity and shared responsibility.

That titah conveys a very clear message that ministries can no longer work in isolation, but must instead move as one team with the same objective.

This matter is further strengthened through His Majesty’s titah on trust and leadership, which emphasises that every position is a trust that must be carried out with full justice, integrity, transparency and responsibility. Therefore, kaola fully supports the Motion on Coordination Towards Achieving Wawasan Brunei 2035.

Yang Berhormat Yang Di-Pertua who is wise and Your Honourable Members.

Strengthening national security is the foundation of stability and prosperity, and it is the lifeblood of achieving Wawasan Brunei 2035. Security is the most valuable asset and forms the basis of political stability, economic progress, and social well-being in Negara Brunei Darussalam.

Consistently, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam has often titah about the blessing of peace and has always reminded the people that peace is a blessing bestowed by Allah Subhanahu Wata'ala that must be preserved, appreciated and defended by all citizens and residents of this country.

In the current context, the global security landscape is becoming increasingly challenging with various new threats such as cybercrime, the spread of false information, extremism, economic threats and geopolitical uncertainty.

Therefore, efforts to strengthen national security are no longer focused solely on defence aspects, but require a comprehensive approach involving the whole government, the private sector, society and every individual. As the English expression says, do not take things for granted.

For some parties abroad experiencing internal turmoil, they are willing to spend millions, and some are willing to cross land and vast oceans and risk their lives in search of the peace they desire.

Kaola as a citizen wishes to remind myself to always be grateful for the blessing of peace that has already been enjoyed. Insya Allah, the blessing of peace will increase further with peace. (Surah Ibrahim, verse seven recited) meaning, "Indeed, if you are grateful, surely I, Allah, will increase My blessings upon you. But remember, if you deny My blessings, surely My punishment is severe."

In upholding the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam regarding the importance of peace, all citizens and residents must continue to be grateful for the blessing of peace bestowed by Allah Subhanahu Wata'ala, preserve unity, obey the laws of the country, uphold the constitution as well as the monarchical institution, appreciate and practise the values of Melayu Islam Beraja in daily life, and together defend the peace and prosperity of the country for the sake of future generations.

The need to strengthen coordination between ministries as well as departments in addressing issues across sectors, cross-cutting issues, should continue to be emphasised, particularly in efforts to expedite the resolution of issues related to the country’s economic development, trade and investment.

At present, every ministry and department has its own jurisdiction, regulations and laws. However, when an issue involves more than one agency, there often arise overlapping functions, conflicting procedures or confusion regarding the responsible party, which kaola terms as grey areas or a chicken-and-egg issue situation. This situation can cause the decision-making process to become slower, thereby affecting the smooth running of economic activities and the confidence of the business community.

Allow kaola to share my own experience as well as that of fellow compatriots. As a player in the livestock entrepreneurial industry, kaola has experienced all these matters for nearly two decades.

From the process of obtaining a piece of land to the development of coop infrastructure, buildings, licences, livestock operations and sales, one has had to deal with several different ministries and departments with different jurisdictions.

These licences include halal certificates, vehicle permits, recruitment of foreign workers, importation of raw goods and much more. Imagine that all this is only to produce a single product.

In short, and based on the bitter and sweet experiences over those two decades, the existence of a ministry responsible for resolving these matters is the best news long awaited by business operators and industry player.

With this, Yang Berhormat Yang Di-Pertua who is wise, once again kaola fully supports the Motion on Coordination Towards Achieving Wawasan Brunei 2035. The question now is what is the best mechanism to further strengthen the coordination system and produce an effective impact.

In this regard, allow kaola to suggest that a coordination mechanism or a special platform be established to function as a facilitator, facilitate and guide accommodate in coordinating and resolving inter-agency issues, particularly those related to the economy and trade.

The proposed platform should have a clear mandate to coordinate action between ministries and departments, monitor the progress of an issue, expedite the decision-making process and ensure that solutions can be achieved more efficiently, effectively and within a reasonable period.

With such a coordination centre in place, the business community would no longer need to deal with multiple agencies separately to resolve the same issue. Instead, the platform would act as a centre of reference and coordination, thereby reducing delays, increasing the efficiency of government service delivery, strengthening the business ecosystem and supporting the national economic growth agenda.

In closing, once again kaola humbly conveys the highest gratitude to Kehadapan Majlis Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty’s wise and far-sighted leadership in introducing the mechanism of Minister Coordinator as a new approach to strengthen national governance. Kaola believes that what is implied by the creation of the Minister Coordinator is not only to streamline the coordination system but also, more significantly, to eradicate the symptoms of corruption that have occurred all this while.

Kaola am very confident that with the permission of Allah Subhanahu Wata'ala, under the leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and with the cooperation of the entire government machinery, the private sector and the people, Insya Allah Wawasan Brunei 2035 will be realised.

May we all be blessed by Allah Subhanahu Wata'ala with sustained health and blessings for our country which we all love together.

Kaola would like to express my deepest thanks to Yang Berhormat Yang Di-Pertua for the opportunity given to participate in debating the Motion proposed by Yang Berhormat Pehin Dato Lailaraja Mejar Jeneral (R) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd. Yussof, Menteri Penyelaras bagi Keselamatan Negara, Menteri di Jabatan Perdana Menteri dan Menteri Pertahanan II.

On this occasion, kaola would like to convey the highest appreciation and gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for the establishment of Menteri Penyelaras bagi Keselamatan Negara, Menteri Penyelaras bagi Dasar-Dasar Ekonomi and Menteri Penyelaras bagi Dasar-Dasar Sosial dan Tenaga Manusia as a strategic step in our efforts towards Wawasan Brunei 2035.

This step, kaola believes, will further strengthen the actions stated in each blueprint that has been discussed in detail in this noble Council during the Second Meeting of the 21st Session for the year 2025.

Kaola welcomes the proposed Motion supporting coordination towards achieving Wawasan Brunei 2035 and fully supports that this Motion be approved by this noble Council in line with the aspirations of the appointed Members of the Legislative Council when discussing the Wawasan Motion during the second session, who wished to see Wawasan 2035 achieve its goals, not merely be beautifully and actively discussed, but be smoothly implemented according to the set schedule and KPIs as a result of coordination with all stakeholders for outcomes that meet the goals of the nation’s Wawasan 2035.

Previously, we were faced with the challenge of aligning strategies and policies towards Wawasan 2035, where the lack of effective alignment caused the implementation of certain strategies and policies to fall short of fulfilling the overall aspirations of the vision. It only fulfilled the agenda of the respective ministries due to working in silos. This created a situation where certain actions were not aligned and did not support one another, and some even conflicted between one department or ministry and another.

Therefore, kaola supports efforts to strengthen coordination and cooperation between departments and ministries on a continuous basis, avoid overlap, eliminate the silos work culture, with a clear direction towards achieving Wawasan 2035.

Yang Berhormat Yang Di-Pertua. Kaola fully supports the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam calling for the issue of unemployment to be addressed more effectively. We are seeing an increase in unemployment figures and the disappointment of every job seeker when receiving a regretful reply.

However, there has yet to be an effective approach to reduce the unemployment rate, where each year sees the number of job seekers increasing among graduates from higher institutions abroad and within the country, among school leavers, and also among those already employed but seeking other job opportunities that offer better future security.

Unemployment is among the main causes of the increasing number of people applying for government assistance for livelihood continuity. We know that jobs in the government sector are limited and cannot accommodate all existing job applications. We also know that the private sector has great potential to create jobs, requiring manpower in various fields and expertise.

But efforts to strengthen the private sector so that it can create jobs have not received the attention they deserve. In fact, several enterprises and businesses are facing problems just to survive, let alone hire new staff. Kaola am confident that with a suitable ecosystem, jobs in the private sector can increase to attract local workers, be able to provide lucrative income and long-term career prospects.

As we often say, the private sector is an engine of growth, that is private sector as an engine of growth, therefore we should strive to expand and advance the private sector in order to reduce dependence solely on jobs in the government sector or the oil and gas sector.

We need policies and strategies that support the growth of the private sector in this country, provide positive support and encouragement, and give certain incentives so that they are capable and able to grow and play a role in development.

Towards that end, we need to take steps to facilitate enterprises, whether small, medium or large, from the point of registration until their business begins operations without red tape that slows the process, or decisions that take so long, or are hindered by land-use conditions that are less encouraging to the growth of enterprises in the country, or delays in processing applications for registration licences, work permits, approval to use allocated premises, obtaining electricity and water supply and so on.

All of this requires coordination at all levels to facilitate business guided by ease of doing business for us to move towards the nation’s Wawasan 2035. Efforts to attract foreign investment, FDI, to this country also need to be enhanced through effective coordination because we have no other alternative.

If foreign investment enters this country through several agencies and processes without coordination, the process will take a long time. Foreign investment not only brings the capital that we need but will also bring new technology, professional manpower and a new work ethic which, in the medium and long term, has already been identified as being able to help towards achieving Wawasan 2035.

The role of FDI in economic growth and overall national development has been acknowledged not only for Negara Brunei Darussalam but for all countries, especially among ASEAN countries. While in other ASEAN countries the inflow of foreign investment is a major factor of economic growth, Negara Brunei Darussalam has not recorded significant figures.

Kaola am confident that although Negara Brunei Darussalam is a small country, we are capable of gaining profits and benefits from FDI by taking several steps that change perceptions about the capability, credibility, transparency and business environment in this country.

Here, kaola is of the view that government media play a role in publicising projects that are already underway so that they become examples of Negara Brunei Darussalam’s ability to attract direct investment into this country.

Yang Berhormat Yang Di-Pertua, another effort to attract FDI is that we need to provide a pool of local talents consisting of graduates who are ready with specific expertise in fields required by industry such as the digital economy, the use of AI, finance, engineering, green technology, renewable energy and so on. And to provide all these local talent, we require the involvement of various parties, Kementerian Pendidikan, Menteri Penyelaras bagi Dasar-Dasar Ekonomi dan Menteri Ekonomi, Perdagangan dan Industri, Menteri Penyelaras bagi Dasar-Dasar Sosial dan Tenaga Manusia dan Menteri Hal Ehwal Dalam Negeri, MPEC and industry captains.

Yang Berhormat Yang Di-Pertua, the issue of unemployment is a serious issue. This is due to the lack of job opportunities where the GLCs, the private sector and FDI are less able to provide jobs for local children. Therefore, we should focus on efforts to strengthen the private sector, build their capabilities, help expand private sector capacity, raise their competitiveness and facilitate access to overseas markets so that they become strong development partners.

Apart from that, part of our unemployment problem is also structural, where there is a mismatch between workforce qualifications and industry requirements. It is hoped that this matter, which we often touch on in this Council, has continued to be given appropriate action to align it. Kaola notes that Kementerian Pendidikan through higher education institutions has cooperated with industry to provide the required expertise.

Yang Berhormat Yang Di-Pertua, here kaola would like to suggest, as a temporary measure, that perhaps consideration be given to those who are currently waiting for jobs to be given temporary work according to their respective expertise in IT, AI, digital economy, education, agriculture, finance, healthcare and so on, to be absorbed into government departments to help government departments improve the performance and quality of service delivery of the departments where they are placed. This will raise the spirit, morale and identity of the youth, prevent mental stress and give them confidence regarding the future employment situation and opportunities, as well as their readiness when offered permanent employment.

Yang Berhormat Yang Di-Pertua, all of this requires coordination not only at the political level but it must be cascaded to the level of every officer and staff member in each department. Only then will coordination appear more effective and bring a major impact in moving towards Wawasan Brunei 2035. That is all that kaola wishes to convey on the Motion Supporting Coordination Towards Achieving Wawasan Brunei 2035.

Kaola once again conveys the highest gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty’s titah at the 92nd Cabinet Ministers’ Council Conference on 15 June 2026. Three matters in the titah which, in kaola’s view, need immediate action are the issue of unemployment to be handled more effectively. Government-linked companies or GLC need to continue to be strengthened and expanded to contribute to job opportunities, and lastly, for us to intensify efforts to attract FDI to this country to operate and grow.

Kaola hopes that in the upcoming Meeting of the Majlis Mesyuarat Negara, several actions and solutions taken to address the concerns that are often discussed will be able to be shared in this noble Council. In the name of Allah, the Most Gracious, the Most Merciful. Yang Berhormat Yang Di-Pertua, kaola would like to record full support for the Motion presented by Yang Berhormat Menteri Penyelaras bagi Keselamatan Negara, Menteri di Jabatan Perdana Menteri dan Menteri Pertahanan II regarding coordination towards achieving Wawasan Brunei 2035. This Motion is very much in line with the needs of the country and reflects the continued commitment of the Majlis Mesyuarat Negara in upholding the titah to realise the aspirations of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam to ensure that Wawasan Brunei 2035 remains the core driving the direction of national development.

Yang Berhormat Yang Di-Pertua, the Motion on the Alignment of Wawasan Brunei 2035 being debated at this sitting emphasises that every government policy, strategy and investment must move towards the same goal, namely to build a more prosperous, resilient country with a high quality of life.

Kementerian Pembangunan highly upholds the kurnia titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in strengthening the government coordination mechanism through the appointment of three coordinating ministers, namely Menteri Penyelaras bagi Keselamatan Negara, Menteri Penyelaras bagi Dasar-Dasar Ekonomi as well as Menteri Penyelaras bagi Dasar-Dasar Sosial dan Tenaga Manusia in leading the agendas of the national security sector, the economic sector, and the social and manpower sector.

As the ministry responsible for physical planning, infrastructure, the provision and management of sustainable land use, the provision of quality infrastructure and public facilities, as well as the improvement of progressive policies and regulations, Kementerian Pembangunan plays a strategic role as a catalyst for development by providing a strong foundation to drive policy implementation and the strategic achievements of these three sectors.

In line with the recent kurnia titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, His Majesty stressed the importance of strengthening economic growth through the strengthening of the financial sector as well as continued efforts to attract foreign direct investment, foreign direct investment. His Majesty also emphasised the importance of closer cooperation with Kementerian Pembangunan in providing land, infrastructure and supporting facilities to create a conducive investment environment, thereby making it easier for investors to operate and expand.

Kementerian Pembangunan will continue to focus its efforts on three priorities.

First, optimising the use of existing land, land optimization, more efficiently as well as identifying potential new sites according to the needs of the economic sector in order to increase productivity and land use value.

Second, providing quality, resilient and efficient infrastructure including water supply, road networks, flood mitigation and housing to drive economic development and improve the well-being of the people.

Third, strengthening policies, processes and regulatory frameworks to facilitate and accelerate services to the public and investors, thereby creating a more conducive and competitive environment to attract more investment.

The first priority is optimising land use. Land is a strategic national asset with high economic value considering that areas suitable for development are limited. Every land management effort must provide the best returns to the country in helping to generate more business opportunities and foreign direct investment.

To date, a total of 213 land sites with a total area of 17,239 hectares have been allocated for various economic sectors including first, the food security sector through the development of strategic agricultural areas and agro-parks.

Second, the downstream oil and gas industry through the provision of suitable industrial areas;

Third, the tourism sector through the development of potential areas;

Fourth, the infocommunications and technology sector; and

Fifth, the logistics and services sector.

Of this total, overall, 66 per cent has already been developed, for example 4,443 hectares have been allocated for the industrial sector, of which 87 per cent has been utilised. Meanwhile, 8,693 hectares have been allocated for the agricultural sector, of which 79 per cent has been developed.

In supporting economic growth through land use planning to attract more investment from abroad, the ministry through the Town and Country Planning Department has identified new areas totalling 17,526 hectares with development potential. For example, 3,324 hectares of this new land has been designated for the transport sector, which supports efforts to increase the country’s logistics capacity. This includes land for the expansion of Muara Port and freight transport roads to facilitate trade routes.

To ensure that the country’s land remains productive, the ministry has also identified 52 temporary occupation licence plots covering 903 hectares, in addressing the issue of unproductive land to be repossessed by the government. These sites are to be utilised for uses other than business and industrial housing before 2035.

The second priority is providing resilient and efficient basic facilities. Basic facilities such as stable water supply, functional drainage systems, safe roads, affordable housing and quality public assets not only ensure comfortable living for the people, but are also key requirements for enhancing investor confidence and supporting productivity in the business sector.

In strengthening the capacity and security of the national water supply, Kementerian Pembangunan through the Water Services Department will continue to strengthen the capacity of the national water supply system to ensure sufficient, resilient water supply capable of supporting the country’s socio-economic development. As a result of continued investment in the development of water infrastructure, the country’s clean water production capacity has now reached 587 million litres per day and this capacity is expected to increase to 776 million litres per day by 2035 with the completion of several strategic projects under the National Development Plan.

Of the capacity allocated for the industrial sector, 193 million litres per day have been identified to meet the needs of the development of key economic sectors covering the agricultural sector 184 million litres per day, Pure Salmon Sdn. Bhd. 300 million litres per day, UNN Data Centre 2 million litres per day, Pulau Muara Besar 1 million litres per day and Muara Port Company 0.4 million litres per day.

Strategic projects being and to be implemented under the National Development Plan include:

The construction of the Bukit Barun Water Treatment Plant Stage 8 with a capacity of 120 million litres per day which is expected to be completed in 2029;

Second, the upgrading of the Agis-Agis Water Treatment Plant with a capacity of 36 million litres per day which is expected to be completed in 2028;

The reactivation of the Tasek Lama Water Treatment Plant with a capacity of 7 million litres per day as an alternative supply source for the Bandar Seri Begawan area; and

Fourth, the upgrading of the Batang Duri Water Treatment Plant to a capacity of 20 million litres per day; and

Fifth, the upgrading of the Sumbiling Water Treatment Plant with a capacity of 5.5 million litres per day to support demand growth in Temburong District.

To guarantee raw water security, especially during the dry season and climate change, the country is currently supported by five main dams with a total storage capacity of 180 million cubic metres, namely Ulu Tutong Dam 100 million cubic metres, Benutan Dam 56 million cubic metres, Mengkubau Dam 16 million cubic metres, Kargu Dam 14 million cubic metres and Tasek Dam 1 million cubic metres.

As a long-term measure, the ministry is formulating plans to diversify water supply sources through alternative supply projects in key and strategic areas. This approach aims to reduce dependence on conventional supply sources for services in critical areas.

Overall, the development of production capacity, the strengthening of raw water sources and the diversification of supply sources reflect the ministry’s commitment to ensuring that the security of the country’s water supply continues to be guaranteed not only to meet current needs but also to support future economic growth and national development.

In strengthening the efficiency of the country’s water infrastructure through digital transformation, in addition to increasing water supply capacity, the ministry also places emphasis on improving the efficiency of the water supply system through reducing non-revenue water or non-revenue water such as losses through illegal tapping, leakages and burst pipes. This approach improves the efficiency of clean water distribution to users using the existing infrastructure.

In this regard, the Water Services Department is implementing the non-revenue water management project Phase 3 worth BND22 million which began on 2 September 2025 for an implementation period of 48 months. This project is a major component in the transformation of the smart water grid which uses digital technology to monitor, detect leakages and manage water supply in real time or real-time.

As of 19 July 2026, a total of 51,458 smart water meter units have been installed with another 77,493 units targeted for completion by December 2027. The digitisation of this system will also support the phased replacement programme for old and high-risk pipes. Data obtained through the smart water grid enables the locations of critical pipes to be identified more accurately, thus allowing asset renewal works to be carried out systematically based on risk assessment and operational priorities. It can also accelerate responses to supply disruptions and improve the reliability of the country’s water supply system.

This approach is very important given that throughout Financial Year 2025/2026 more than 6,000 leakage incidents involving distribution pipes as well as more than 170 leakage incidents involving main pipes were recorded. These initiatives form part of the ministry’s long-term commitment to reduce the non-revenue water rate to 25 per cent by 2035.

In strengthening infrastructure resilience against climate change in preparation for extreme weather events as well as reducing flood risks, Kementerian Pembangunan has taken a more proactive approach by strengthening the resilience of the drainage system and flood prevention mitigation.

To date, the ministry has succeeded in reducing the area exposed to flood risk from 285 square kilometres to 283 square kilometres, a reduction of 200 hectares. With the completion of projects under the 12th National Development Plan, the area exposed to flood risk is expected to be further reduced to 281 square kilometres.

In dealing with the strategic projects currently being implemented, kaola seeks permission for a little extra time to convey some of the main matters in, that is, this review of kaola, permission sought, Yang Berhormat Yang Di-Pertua.

Among the strategic projects currently being implemented include:

First, the project to dredge and widen the main rivers, tributaries and retention ponds in Negara Brunei Darussalam which began on 21 February 2026 and is expected to be completed on 20 February 2029. This project involves dredging works in the areas of Sungai Papakan, Sungai Danau to Kuala Sungai Tutong, Sungai Telamba and Sungai Kelakas over approximately 30.4 kilometres;

Second, the Kampung Pasai and Mulaut Flood Management Project Phase 1 which is now at the preliminary study stage and will involve the construction of 4.4 kilometres of drainage system;

Third, works to upgrade the drainage systems in several areas including Jalan Pasir Berakas, Simpang 396, Kampung Sungai Akar and Kampung Sungai Buloh which are currently in the tender approval process;

Fourth, the Flood Prevention Scheme Project in Pekan Tutong and Kampung Keriam which began on 20 March 2026 and is expected to be completed on 24 March 2029. It involves the construction of a flood pump station and 2.55 kilometres of drainage system;

Fifth, in Belait District, the Seria - Belait Area Drainage System Upgrading Project Phase 1 is currently at the tender stage and will cover the areas of Pekan Belait and Kampung Mumong; and

Sixth, the Drainage Improvements Works Phase 1 Project in Temburong District which began in June 2026 involves works to upgrade the drainage system in the Bangar area, particularly around Sekolah Arab and Masjid Utama Mohammad Salleh. These efforts not only protect public assets and the residences of the people, but also ensure that economic activities can continue more stably and safely.

Yang Berhormat Yang Di-Pertua. In the road network, which is essential in catalysing economic activities, the ministry through the Public Works Department will continue to strengthen road network connectivity to ensure that the movement of people, transportation of goods and logistics activities can be carried out smoothly.

Achievements can be seen through the 118-kilometre Muara - Belait Highway network and the 26.3-kilometre Sultan Haji Omar 'Ali Saifuddien Bridge. To further improve the efficiency of this network, six junction locations have been identified for the construction of flyovers, flyover, in addition to projects to widen and repair existing highways and major roads that will support the country’s industrial and investment areas such as Jalan Utama Mentiri and Jalan Utama Salambigar, the Muara - Tutong Highway and Jalan Binglu and the Tutong - Telisai Highway and Jalan Sengkarai.

The Town and Country Planning Department, Kementerian Pembangunan has also ensured that 13 industrial corridor zones are connected by roads. For example, the Tanjung Kajar Industrial Area Zone with the Muara - Tutong Highway and Jalan Penghubung Tanah Jambu, the Lumapas Industrial Area Zone and Jalan Lumapas and Jalan Junjungan and the Pekan Belait, Sungai Duhon and Rasau Industrial Area Zone through the Lumut - Belait Highway, Jalan Singa Menteri and Jalan Setia Diraja.

Touching on national housing, in supporting the coordinating social sector to improve the well-being and standard of living of the people, Kementerian Pembangunan through the Housing Development Department remains committed to providing comfortable, safe and affordable homes with a target of 85 per cent home ownership by 2035. To date, the home ownership rate has reached 68.1 per cent. In terms of current achievements, the RPN Kampung Lugu Phase 2 Project has been successfully completed with the provision of 1,000 terrace housing units. Of this total, 892 units have been allocated to eligible applicants.

On 6 July 2026, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam graciously consented to officiate the House Key Presentation Ceremony at the National Housing Area for Brunei and Muara District to 300 recipients, who were part of the 892 recipients allocated terrace houses under Rancangan Perumahan Negara Kampung Lugu Phase 2.

Meanwhile, the RPN Kampung Tanah Jambu Phase 7 Project involving 950 terrace houses is currently under construction and is expected to be completed this year. Under the 12th National Development Plan, at least 1,606 new housing units will be built through the implementation of the main projects, namely:

First, Perumahan Negara Kampung Lugu Phase 2B, 576 terrace houses;

Second, Perumahan Negara Kampung Rimba Phase 6 totalling 330 terrace houses;

Third, Perumahan Negara Kampung Salambigar totalling 300 terrace houses; and

Fourth, Perumahan Negara Kampung Lumut Phase 7 totalling 400 terrace houses which will be built under the current National Development Plan.

The ministry has also identified several new sites in all four districts for the continuation of national housing development including:

First, Kampung Lambak Kanan and Kampung Meragang, Brunei and Muara District;

Second, Lumut Phase 7 and Kampung Lorong Tengah in Belait District;

Third, Kampung Bukit Beruang in Tutong District; and

Fourth, Rataie Phase 6 in Temburong District.

In addition to planning and implementing projects, a new policy was approved on 12 January 2026, namely a mechanism to allow the takeover of Skim Perumahan Negara applications by a husband or wife or child or registered adopted child for applicants who have passed away, according to the original year of application, before land and houses under the Skim Perumahan Negara are allocated.

Yang Berhormat Yang Di-Pertua. The third priority is facilitating business matters and public housing affairs. The implementation of the MOD online system, e-Tanah, enables land administration matters to be carried out digitally. Meanwhile, a fast-track approval mechanism is provided for Foreign Direct Investment projects through the Town and Country Planning Department and ABCi so that projects can commence immediately.

In efforts to facilitate business investment in this country, Kementerian Pembangunan through the Investment and Legal Division in introducing the GLL programme, Government Land Lease, which is a new policy to offer identified viable government land sites for development as mixed development and will be offered through an open tender process to interested private parties.

In the development of local and professional business, in terms of local business development, Kementerian Pembangunan through the Autoriti Kawalan Bangunan dan Industri, ABCi has held the Contractor Development Programme which was established to assist local Class 1 and 2 construction companies to improve their skills and quality of work. To date, 40 companies have completed the programme provided free of charge by the ministry. The programme is expected to be expanded further with the involvement of more local entrepreneurs in the future.

In closing, Yang Berhormat Yang Di-Pertua. Kaola believes that the success of national development is not only measured through the construction of physical infrastructure but, more importantly, by the capability of our local workforce. Kementerian Pembangunan will continue to strengthen the capacity development of officers, professional engineers, technical personnel, as well as local contractors so that they are more skilled, possess integrity, are innovative and ready to face future development challenges.

Moving forward, Kementerian Pembangunan will remain committed to ensuring that physical development and human capital development move in tandem as two complementary foundations in building a more prosperous, resilient, competitive and sustainable Negara Brunei Darussalam. With this spirit, Kementerian Pembangunan will play its role as a facilitator of national development in supporting the implementation and achievement of Wawasan Brunei 2035.

In conclusion, let us together pray to Allah Subhanahu Wata'ala and seek the intercession of our Great Leader Prophet Muhammad Sallallahu Alaihi Wasallam that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, the royal family and the people and residents of this country may always be bestowed with the guidance, mercy and grace of Allah Subhanahu Wata'ala. May His Majesty be granted long life and bestowed with enduring health and well-being in full wellness under the protection of and blessed by Allah Subhanahu Wata'ala (in a choked voice). With full respect, a sense of responsibility and commitment towards the country's progress, kaola wishes to take part in debating the Motion to Support Coordination Towards Achieving Wawasan Brunei 2035.

In this regard, the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam has always been the guide and foundation for the entire government machinery as well as the people to continue strengthening national development, enhancing human capital capacity, improving service delivery efficiency, advancing the economy and safeguarding the wellbeing of the people.

His Majesty's emphasis on education, human capital development, the innovation and technology economy, administrative efficiency, as well as prudent use of national resources must be translated not only in the form of policies, programmes or initiatives, but through actions that have clear direction, targets, measurements and outcomes.

Yang Berhormat Yang Di-Pertua.

Wawasan Brunei 2035 sets three main goals; these three goals are interrelated and cannot be pursued separately. A knowledgeable and skilled people with strong values will contribute to increased productivity as well as the country's economic development, while a dynamic economy will create employment opportunities, expand public participation and support social wellbeing, and at the same time a high quality of life will shape a society that is healthy, safe, stable and resilient.

Therefore, the coordination referred to in this Motion must be seen as an effort to unite the entire strength of the nation so that ministries, departments, agencies, the private sector, educational institutions, consultative councils and society move towards the same goals. This coordination is not merely about coordinating programmes or activities but also coordinating priorities, responsibilities, resources, implementation and outcomes.

Education and human capital development are the main foundations in realising Wawasan Brunei 2035. Therefore, the national education and training system needs to remain responsive to global changes, technological developments and future economic needs. Education must not only produce individuals with qualifications but also individuals with relevant skills, the ability to think critically and creatively, problem-solving abilities, adaptability to change, as well as leadership and entrepreneurial spirit.

At the same time, the use of knowledge and skills must continue to be grounded in religious values, morals and national identity. In this connection, coordination between educational institutions, skills training centres, relevant ministries and the industrial sector needs to continue to be strengthened so that education and training programmes have a clear relationship with workforce needs, industrial development and the direction of the national economy.

The assessment of any programme should not only be measured based on the number of participants or certificates issued but also through outcomes such as improved skills, employability, job opportunities, productivity and the ability to contribute to national development. In this way, the aspirations outlined through His Majesty's titah can be translated from policy into action, from action into outcomes and from outcomes into tangible benefits.

The country's progress at present continues to be influenced by developments in digital technology. In this regard, the use of technologies such as artificial intelligence or Artificial Intelligence, AI, the Internet of Things or Internet of Things, IOT, data analytics and digital systems should be undertaken to improve efficiency, strengthen service delivery and support more accurate decision-making.

However, technology should not be implemented merely to keep up with current developments; every use of technology must answer the questions of what problems can be solved, what services can be accelerated, how technology can increase productivity and efficiency, and what benefits can be felt by the people.

In this regard, data sharing among ministries and agencies can continue to be strengthened in a secure, controlled and integrated manner so that the public does not need to submit the same information repeatedly to various agencies. Digitalisation can also help speed up service processes, improve project monitoring, strengthen asset management and provide more accurate data for planning and evaluation purposes.

At the same time, cybersecurity, data protection, ethics in the use of technology and the enhancement of digital skills must be given due attention. Technological progress must go hand in hand with religious values, responsibility and the principles of Melayu Islam Beraja so that national progress is not only advanced in terms of technology but also strong in terms of ethical values and identity.

Yang Berhormat Yang Di-Pertua.

To achieve Wawasan Brunei 2035, the country requires stronger coordination through a whole of government approach. This means ministries and agencies need to move in an integrated, complementary and sustainable manner, guided by shared goals rather than carrying out efforts separately. For example, the issue of workforce employability is not only related to education but also involves training, skills, industry needs, job opportunities, economic development, private sector participation and increased productivity.

Likewise, the wellbeing of the people involves preparedness in education, housing, security, public facilities, the environment and community development. Therefore, for every main target of Wawasan Brunei 2035, it is important to have a clearly designated lead ministry or agency, identified supporting ministries and agencies, organised targets and implementation periods, suitable performance indicators, as well as continuous monitoring and evaluation mechanisms. Clear coordination can reduce programme overlap, optimise the use of resources and ensure that every effort truly contributes to national goals.

In this regard, a Wawasan Brunei 2035 progress dashboard may be considered as a data-based monitoring mechanism that can track progress in education and skills, workforce employability, productivity of various economic sectors, quality of life, efficiency of government services, digital transformation and environmental sustainability. Through systematic monitoring, achievements can be identified more clearly and areas requiring attention can be addressed earlier and more effectively.

Yang Berhormat Yang Di-Pertua.

In supporting Wawasan Brunei 2035, a dynamic and resilient economy needs to continue to be strengthened. A strong economy is not measured only through growth figures but also through its ability to create employment opportunities, increase productivity, strengthen local enterprises, expand new economic sectors and face global economic changes and challenges.

In this matter, micro, small and medium enterprises need to continue to be empowered through capacity development, guidance, market access and appropriate support. Coordination among ministries, economic development agencies, financial institutions, the industrial sector and the community needs to ensure that the programmes and assistance provided truly help enterprises grow and become more resilient.

The success of economic programmes should not only be measured based on the number of courses, fees or participation but also through increases in enterprise capability and outcomes, business growth, employment opportunities created, as well as the ability of enterprises to grow sustainably.

Yang Berhormat Yang Di-Pertua.

The country's progress must reach and be felt at the mukim and village levels. Effective development requires a strong connection between national policies and the actual needs of communities at the grassroots level.

Majlis Perundingan Mukim dan Kampung can continue to be strengthened as strategic partners of the government in identifying community needs, conveying government information and policies, mobilising public participation, developing local economic potential and implementing community programmes.

The community should not be seen merely as recipients of programmes but as development partners; local residents have knowledge and experience regarding the conditions of the area, community needs, economic potential and the challenges faced.

Therefore, the whole of nation approach needs to continue to be strengthened so that the private sector, non-governmental organisations, educational institutions and communities can collectively contribute to the achievement of Wawasan Brunei 2035. Bottom-up development or bottom-up development also needs to be balanced with national planning so that the policies and programmes implemented are truly suited to local conditions and needs.

Yang Berhormat Yang Di-Pertua.

In supporting the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in the effort to achieve Wawasan Brunei 2035, implementation needs to continue to be strengthened through an approach that focuses on actual outcomes and impact.

We need to look not only at what has been implemented but also at what has been successfully achieved; not only how many programmes have been implemented but what changes have occurred; not only how many attended training but to what extent they succeeded in improving their skills and obtaining employment opportunities; not only how many projects have been completed but to what extent those projects improved the quality of life of the people; and not only how much allocation has been spent but what value, effectiveness and benefits have been obtained by the country.

Therefore, the outcome-based approach or outcome-based approach needs to continue to be strengthened. Every ministry and agency must have clear targets and measure achievement based on the impact and benefits to be attained. In this way, national planning and allocations should be used more efficiently, prudently and in a manner that gives higher value to the people.

In conclusion, support for this Motion must be manifested through integrated actions, namely: strengthening education and future skills; increasing employability, productivity and employment opportunities; accelerating digital transformation in a safe, ethical and effective manner; strengthening coordination among ministries and agencies through the whole of government approach; ensuring programme planning and allocations; focusing on outcomes; strengthening the economy and local enterprises; empowering mukim, villages and communities through the whole of nation approach; and ensuring that national progress provides real and continuous benefits to all the people.

By making the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam our guide, every policy must be translated into action; such action must have targets and measurements, and every outcome must provide benefits to the people and the country.

May, under the leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, with the cooperation of the entire government machinery and the participation of the people, Negara Brunei Darussalam continue to progress, remain peaceful and prosperous, resilient, and always receive the mercy and blessings of Allah Subhanahu Wata'ala.

In supporting the Motion on Coordination Towards Achieving Wawasan Brunei 2035, first of all allow kaola to express the highest gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's wisdom and far-sighted vision in establishing Menteri-Menteri Penyelaras as a new mechanism to strengthen administrative coordination as well as the implementation of national policies and development.

In kaola's view, the establishment of Menteri-Menteri Penyelaras is a highly significant and far-sighted step that reflects the continuous commitment of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam to ensure that every ministry and government agency can move in a more integrated, organised and complementary manner in realising Wawasan Brunei 2035.

This is also clearly reflected in the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in conjunction with the Cabinet Ministers and Deputy Ministers Reshuffle and Appointments on 4 June 2026, when His Majesty consented to the appointment of three Menteri Penyelaras to strengthen coordination in the areas of National Security, Economic Policies as well as Social Policies and Manpower.

Kaola also welcomes the efforts and planning that have been provided by the Menteri-Menteri Penyelaras in strengthening cross-ministerial cooperation, expediting policy implementation as well as improving the effectiveness of service delivery to the people. This approach is believed to be able to accelerate the national development agenda and ensure that every planned initiative gives a more comprehensive impact to society.

The role of Menteri-Menteri Penyelaras is very important because national development today involves various interrelated sectors. Economic development, education, health, infrastructure, food security, technology, the environment, social development as well as the welfare of the people require more inclusive and effective coordination.

Through strong coordination, each ministry will not only be able to reduce overlapping functions but will also be able to speed up processes, make decisions, optimise the use of resources as well as ensure that policy implementation moves towards the same goals.

This approach is also in line with the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam during the Wawasan Brunei 2035 Supreme Council Meeting in 2025 that the effort to achieve Wawasan Brunei 2035 cannot be borne by the government alone, but rather requires the involvement of all parties, especially the non-government sector as a strategic development partner.

Therefore, in kaola's opinion, the coordination we mean is not only among ministries and government institutions but must also encompass the private sector, MSMEs, educational institutions, industry and society so that every party can move as one team towards the same national goal.

Kaola also hopes that development programmes and projects that have shown effectiveness and benefited the people will continue to be continued, strengthened and improved according to current needs.

Continuity in policy and development projects is important so that the benefits that have been planned can be enjoyed continuously and provide optimum returns to the country.

Yang Berhormat Yang Di-Pertua. As we discuss national development, human capital must continue to be a priority. The success of Wawasan Brunei 2035 depends not only on physical development and economic growth, but also on the capability of the people who possess knowledge, skills, competitiveness and noble values.

This is also very much in line with the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in conjunction with His Majesty's Birthday in 2024 that the youth are a pillar from whom much is hoped, and that human capital development needs to continue to be strengthened through an innovative education and training system, alongside strengthening the skills and employability of local children in line with the needs of industry and the economy.

In this regard, kaola proposes that efforts to enhance the capability and skills of human capital be strengthened starting from the early stages. Basic education needs to continue to be reinforced with emphasis on skills, critical thinking, problem-solving, creativity, communication, digital literacy, entrepreneurship as well as the pursuit of Science, Technology, Engineering and Mathematics, STEM.

In addition, closer cooperation between educational institutions, technical and vocational training institutions as well as industry needs to continue to be strengthened so that the skills developed truly meet the needs of the job market, employment and the country's economic development.

Yang Berhormat Yang Di-Pertua. In this era of rapid digital transformation, artificial intelligence or Artificial Intelligence, AI is increasingly playing an important role in daily life. Kaola is of the view that Brunei needs to leverage AI as a catalyst for national development.

However, its use must be balanced with human capital development, ethics as well as digital security. AI is further seen as a facility capable of increasing productivity, accelerating the delivery of work services, and helping the sectors of education, health, enterprise, agriculture, tourism and various other economic sectors.

At the same time, society needs to be equipped with digital skills, so that they are able to use this technology responsibly, ethically and productively.

Kaola is also of the view that the use of AI should not replace the role of humans, but rather become a complement that strengthens the capability of the local workforce, increases innovation and opens up more high-value job opportunities in the future.

In this matter, kaola is of the view that we can also take lessons from the good practices of other countries in leveraging technology and innovation to strengthen administration, the economy as well as human capital development, while at the same time adapting them to the needs, values and circumstances of Negara Brunei Darussalam.

Wawasan Brunei 2035 is not merely a framework or planning document, but rather an aspiration to shape a nation with an educated and highly skilled people, a quality life as well as a dynamic and resilient economy.

In this regard, kaola is drawn to the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in 2025 which emphasised that the Wawasan Brunei 2035 framework must always remain relevant, responsive and capable of achieving its goals, including through the setting of National KPIs and the use of the Wawasan Brunei 2035 Index as a measure of achievement.

In kaola's opinion, this is what we need to emphasise in coordination, not only planning but measuring, not only implementing but evaluating, and not only achieving targets but ensuring that the results are truly felt by the people.

Kaola is confident that this results- and impact-driven approach will make coordination among ministries more meaningful and ensure that every resource used by the government delivers the best possible value to the people and the country.

Yang Berhormat Yang Di-Pertua. Kaola am confident that with more effective coordination through Menteri-Menteri Penyelaras, supported by quality human capital development, continuity of development policies as well as the wise utilisation of technology, the country will be better prepared to face global challenges and accelerate the achievement of Wawasan Brunei 2035.

As stated in the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, "...the journey towards Wawasan Brunei 2035 requires cooperation, innovation and a high fighting spirit from all parties." Therefore, the responsibility of achieving Wawasan Brunei 2035 is not the responsibility of one ministry, one agency or one sector alone, but is a shared responsibility of the entire national development ecosystem.

Once again kaola expresses the highest gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's wisdom in introducing the establishment of Menteri-Menteri Penyelaras.

Kaola believes this mechanism will become a catalyst for a more efficient administration, stronger coordination as well as more inclusive and sustainable national development for the well-being of the people and the prosperity of Negara Brunei Darussalam.

Yang Berhormat Yang Di-Pertua, first of all kaola would like to record my thanks to Yang Berhormat Yang Di-Pertua for giving kaola the opportunity, for the first time, to convey support for the Motion on Coordination Towards Achieving Wawasan Brunei 2035 in this noble council.

On this occasion, kaola expresses the highest gratitude to His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His titah during the Official Opening of the First Meeting of the 22nd Session of the Legislative Council, which emphasised the need to accelerate policy implementation and strengthen national resilience in achieving the goals of Wawasan Brunei 2035.

Praise be to Allah, Negara Brunei Darussalam already has a clear direction through the Economic Blueprint, Social Blueprint and Manpower Blueprint as the main guides for national development towards achieving Wawasan Brunei 2035.

These blueprints provide the foundation for policy coordination and integrated implementation through a whole of government and whole of nation approach so that every effort undertaken complements one another towards the same goal.

In line with that direction, the Ministry of Transport and Infocommunications has aligned all of its strategic planning through the MTIC Strategic Plan 2030, Digital Brunei 2030, and Road Safety Action Plan 2030, as well as the agencies under MTIC with their respective strategic plans to support national development priorities, particularly in strengthening security, reinforcing economic growth and improving the well-being of the people.

The MTIC Strategic Plan 2030 was developed by taking into account the achievements, challenges and lessons from the ministry’s previous strategic plan. This approach places emphasis on more impactful outcomes and ensures that every ministry initiative remains aligned with Wawasan Brunei 2035 and the national blueprints.

This plan is further strengthened through the implementation of Digital Brunei 2030, which serves as the national digital transformation framework by uniting efforts across government, society, business as well as data and artificial intelligence, AI, under one integrated national direction.

Yang Berhormat Yang Di-Pertua.

In supporting Wawasan Brunei 2035, the role of the ministry is not only focused on the transport and infocommunications sectors, but also functions as an enabler of national development through strengthening human capital, the digital ecosystem, connectivity as well as efficient logistics networks.

The ministry’s contribution can be seen through three main areas in line with the national blueprints:

First, supporting human capital development and the digital ecosystem under the Manpower Blueprint and Social Blueprint. The ministry continues to focus on developing digital talent through various reskilling and upskilling initiatives to ensure that the national workforce is ready to meet the needs of the future economy.

At the same time, the ministry is also strengthening inclusive digital infrastructure as well as the regulatory framework through the Cyber Security Order 2023 and the Personal Data Protection Order 2025 to ensure that digital transformation is implemented safely and effectively.

This ministry together with its agencies continues to provide training programmes and skills development that help prepare the younger generation for employment opportunities in the transport as well as infocommunications sectors.

Among them are the TechInspire Apprenticeship Programme, TechXPLORE and Coding.bn. Meanwhile, in the transport sector, the Maritime Cadetship Programme which begins in 2025 aims to produce local manpower such as seafarers and maritime professionals recognised by the International Maritime Organization to support the maritime industry in this country;

Second, supporting dynamic and sustainable economic growth under the Economic Blueprint. The ministry continues to strengthen the contribution of the ICT sector as well as the transport sector to the country’s economic growth. Among the ministry’s key targets is to increase cargo movement by air and sea.

To achieve this aspiration, the ministry is strengthening the development of an integrated logistics ecosystem that connects air, sea and land transport while also supporting the development of the ICT industry as well as science, technology and innovation.

The Maritime and Port Authority of Brunei Darussalam, MPABD, is improving port efficiency through the digitalisation of operations such as the Maritime Single Window and the upgrading of infrastructure in the Muara port ecosystem as well as the development of maritime business opportunities to increase capacity, transshipment activities and cargo movement.

At the same time, the Digital Brunei Council plays a role in opening opportunities to expand the economy through the use of digital technology in the Public Service, industry players in the digital as well as non-digital sectors, and society;

Third, improving the people’s quality of life under the Social Blueprint. The ministry is committed to ensuring that the people enjoy a transport system that is safe, efficient and reliable.

To improve the well-being and quality of life of society, the National Road Safety Council continues to strengthen road safety awareness through the Share The Road campaign as well as efforts to draft legislation.

At the same time, this ministry, God willing, will continue striving to ensure that the people enjoy digital service delivery that is more accessible, responsive and user-centred, that is consumer centric.

Yang Berhormat Yang Di-Pertua.

In ensuring that the implementation of Wawasan Brunei 2035 truly has an impact, the ministry focuses on three implementation priorities:

First, strengthening safety and security. The ministry will continue to enhance the safety of the transport system through the implementation of the Road Safety Action Plan 2030, while also strengthening cyber security to protect national data, systems and critical infrastructure;

Second, enhancing excellence in service delivery. Digitalisation efforts will continue to be intensified through the modernisation of government systems including upgrading systems at Brunei International Airport and the development of a smarter public transport system, in order to improve service delivery efficiency and user experience; and

Third, accelerating growth and development. The ministry will ensure that the implementation of projects under the National Development Plan proceeds according to schedule and delivers the intended impact. A total of 21 projects under this ministry are expected to contribute to increased productivity, innovation and national competitiveness through the development of transport infrastructure, the strengthening of connectivity as well as the empowerment of digital transformation.

Yang Berhormat Yang Di-Pertua.

In reality, digital transformation is no longer an option. In fact, it is a main catalyst for the achievement of Wawasan Brunei 2035. However, its success cannot be achieved by the government alone. It requires close cooperation between the public sector, private sector, academic institutions, society and the whole population through a whole of government and whole of nation approach.

God willing, with integrated coordination by the Coordinating Ministers, effective implementation as well as commitment from all parties towards the main blueprints of Negara Brunei Darussalam, we will, God willing, be able to accelerate the achievement of the goals of Wawasan Brunei 2035.

Therefore, this ministry will also strengthen engagement with Ahli-Ahli Yang Berhormat, the private sector and strategic partners to ensure that every policy and initiative truly delivers tangible results to the country and the people. Wawasan Brunei 2035 is not merely a destination to be achieved, but a trust that demands coordination, leadership and effective implementation.

The Ministry of Transport and Infocommunications will continue to play its role as an enabler of connectivity, digital transformation and national development so that every initiative implemented truly benefits the people and strengthens the competitiveness of Negara Brunei Darussalam.
