Alhamdulillah, I express gratitude to Allah Subhanahu Wa Ta'ala because by His abundant mercy, permission and grace, the Second Meeting of the 22nd Session of the Legislative Council for the year 2026 has been carried out smoothly, orderly and with a full sense of responsibility.
With full respect and reverence, I am pleased to humbly convey the highest expression of gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's leadership, authority and continued concern for the well-being of the people, the strengthening of government governance and the progress of the nation in order to achieve the goals of Wawasan Brunei 2035.
At this early opportunity, with complete sincerity I record my highest congratulations and appreciation to Yang Berhormat Yang Di-Pertua for the wisdom and continuous guidance in leading the course of this sitting.
I also extend congratulations and thanks to Yang Mulia Datin Jurutulis Majlis Mesyuarat Negara and Yang Mulia Timbalan Jurutulis, the secretariat, as well as the officers and staff involved, who have worked tirelessly to ensure that the proceedings ran smoothly.
Appreciation is also extended to all Your Honourable Members who have raised issues that are of concern and importance to the people and residents of this country.
The debate that took place over five days reflects a shared aspiration that the nation's progress should not only be well planned but also effectively implemented and produce results that can be felt by the people and residents.
Yang Berhormat Yang Di-Pertua and Your Honourable Members.
This Second Meeting of the 22nd Session of the Legislative Council for the year 2026 has given attention to matters of strategic importance to the country including the Motion to Support Coordination Towards Achieving Wawasan Brunei 2035.
The debate on it has opened space to look more comprehensively at how policy, strategy and action can be strengthened so that they move in the same national direction.
Among the matters that are clear from the debates throughout this sitting is that development challenges today are increasingly interconnected, namely education is closely linked with talent development and employment opportunities, economic growth with investment, productivity and competitiveness, societal well-being with housing, health and social protection, and national resilience also depends on food and energy security, infrastructure, digital transformation and national security as a whole.
Accordingly, coordination does not mean that all matters need to be managed by one party. Rather, it ensures that the efforts of ministries and agencies complement one another, cross-cutting issues can be addressed jointly and decisions made take into account the interests of the country as a whole.
In this context, the role of the Menteri Penyelaras bagi Keselamatan Negara, Menteri Penyelaras Dasar-Dasar Ekonomi, and Menteri Penyelaras Dasar-Dasar Sosial dan Tenaga Manusia is to strengthen existing coordination without taking over the mandates of their respective ministries and agencies.
What next needs attention is implementation. The people and residents want to see policies, action plans and initiatives that are implemented leading to more efficient services, quality employment opportunities, a conducive business and investment environment, resilient supply of basic necessities, the use of technology that gives added value and solutions that have an impact on matters affecting daily life.
This is the measure that ultimately gives meaning to national prosperity and the well-being of the people and residents. The debate also reminds us that Negara Brunei Darussalam has various policies, strategies, blueprints, programmes and initiatives.
The priority now is to strengthen continuity between planning, implementation and outcomes. This requires clear leadership, understood responsibility, realistic timelines, the use of data and evidence in decision-making, as well as early action when there are gaps or implementation challenges.
In matters that cut across ministries and agencies, coordination needs to produce solutions, not add layers of process. Matters arising need to be dealt with at the appropriate level while issues requiring joint decisions must be brought through the available mechanisms with clear information and practical options for action.
In this way, focus can continue to be given to the outcomes to be achieved. At the same time, the efforts of the government alone are not sufficient. The private sector, educational and research institutions, professional bodies, non-governmental organisations, grassroots communities, youth, as well as the people and residents all have their respective roles.
The whole of nation approach provides room so that experience, expertise, investment, innovation and enterprise from the entire national ecosystem can be mobilised towards the same goal.
Appointed Members also have an important role in this regard. Views brought from the community, industry and grassroots can continue to become valuable input to policy formulation and implementation.
Continuous consultation and deliberation between Your Honourable Members and ministries and agencies will strengthen shared understanding and help identify solutions that are more practical, responsive and sustainable.
Yang Berhormat Yang Di-Pertua and Your Honourable Members.
The updated Wawasan Brunei 2035 Framework provides a shared strategic reference to strengthen such coordination.
This framework connects the three vision goals with eight national priorities, 13 National Outcomes and 42 National Key Performance Indicators.
With this alignment, the progress of the vision can be seen at the level of national outcomes while ministries and agencies continue to lead the policies, strategies, programmes and actions under their respective responsibilities.
The framework also emphasises an outcomes-based approach. Progress needs to be assessed not merely based on the number of programmes implemented or activities completed but on the extent to which those efforts contribute to the national outcomes and have an impact on the people and the nation.
Monitoring of the National KPIs and the Wawasan Brunei 2035 index will be among the references for assessing the position of progress in a more consistent and evidence-based manner.
The Manpower Blueprint, Social Blueprint and Economic Blueprint further detail the direction of each vision goal through more specific actions. A stronger relationship between national direction, policy and implementation at ministry and agency level will help ensure that resources and efforts are focused on matters that provide the greatest value and impact to the country.
For the people and residents, the meaning of this coordination must be easily understood. It may be understood as smoother dealings, more consistent policies, more focused government action, wider opportunities to contribute and progress, and development outcomes that can be felt in daily life.
This is what gives meaning to the achievement of Wawasan Brunei 2035, not only seen from the country's progress in achieving the set targets but in terms of the quality of life that continues to be enjoyed and the future that we build for the next generation based on the values and principles of Melayu Islam Beraja as the national philosophy.
Therefore, communication on progress is also important. The people and residents need to know not only what is planned, but what has been implemented, what progress has been achieved and where efforts still need to be strengthened.
Accurate, consistent and easily understood information will help build understanding, confidence and a shared sense of ownership of the journey of Wawasan Brunei 2035 and the challenges faced or gone through.
What is clear from the debate in this noble Chamber, in my view, is as follows:
First, the need to move from planning to implementation and outcomes;
Second, strengthening coordination for priorities that cut across ministries;
Third, assessing progress based on actual impact;
Fourth, expanding cooperation across the whole nation; and
Fifth, ensuring that progress is publicised in an orderly and responsible manner.
This is not a change to the goals of the vision but a strengthening of how we move together to achieve it.
Yang Berhormat Yang Di-Pertua and Your Honourable Members.
This sitting also marks an important step through the drafting of the Code of Ethics and Conduct for Members of the Legislative Council.
Alhamdulillah, this noble Chamber has passed the Motion on the Drafting of the Code of Ethics and Conduct for Members of the Legislative Council together with the amendment submitted by Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin, namely to refer the draft to a Special Committee for closer examination and refinement within a period of six months.
The submission and acceptance of this amendment, in my view, is a clear sign of the maturity of the legislative process in the Legislative Council given that such an amendment has never before been submitted in the history of this noble Chamber.
The debate on this Motion also witnessed broad support from Your Honourable Members in line with the shared recognition of the unique challenges faced by a country with a small population such as Negara Brunei Darussalam particularly in managing issues of conflict of interest within a close-knit and highly interconnected society.
The amendment submitted and adopted, in my view, is a clear reflection of the wisdom of this noble Chamber in taking into account and balancing all the concerns and views that have been raised throughout the debate.
It is this kind of maturity in the legislative process that should be our shared pride because it manifests that the Legislative Council body is increasingly moving towards becoming a world class parliament as has been voiced by several Honourable Members previously.
I believe that this Code of Ethics will serve as a guide in strengthening the integrity, accountability, transparency and professionalism of Members of the Legislative Council. Public confidence in this noble Chamber depends not only on the quality of debate but also on the conduct, trustworthiness and credibility of its Members.
With this code, it becomes a shared responsibility of Members to preserve the dignity of the Council Chamber, manage conflicts of interest, protect confidential information and ensure that every facility and privilege is used in carrying out the trust to the nation and the people towards making Negara Brunei Darussalam a Baldatun Tayyibatun Warabbun Ghafur nation.
In this regard, I also place hope that the Special Committee established to examine and refine this Draft Code of Ethics will be able to complete its task within the stipulated six months so that this Code of Ethics and Conduct can be finalised and adopted in upholding the noble aspirations of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam.

In conclusion, what has been discussed in this noble Chamber, in our shared view and observation, should not end when the sitting is adjourned. The true value of the debate lies in what happens afterwards, namely the scrutiny undertaken, the decisions made, the actions implemented and the results that can be seen and felt.
In the period leading to 2035, time becomes increasingly valuable. Therefore, every policy must have a clear direction. Every action must contribute to outcomes and every party must understand its role.
What is planned must be implemented and what is implemented must bring well-being to the people and prosperity to the nation.
Wawasan Brunei 2035 is the platform of the country's government, the trust of generations and the legacy of the future with the wise leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam as well as the commitment of the government, Your Honourable Members and all the people and residents.
Insya Allah, the nation's steps towards Wawasan Brunei 2035 will continue to be strengthened with full trust in Allah, confidence, unity and shared responsibility.
Let us all pray that Allah Subhanahu Wata'ala will always bestow guidance, strength and blessings in every one of our efforts.

First of all, kaola would like to express highest gratitude before the Assembly to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, for all of His Majesty's titah, views and advice full of wisdom and foresight, particularly regarding several Motions that have been debated in this august Council.
Indeed, kaola deeply appreciates and fully supports all the views and titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam which clearly reflect His Majesty's concern for the country's progress, the well-being of the people and the direction of Negara Brunei Darussalam.
Yang Berhormat Yang Di-Pertua. Kaola would like to record the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the opportunity given as well as for the leadership and wisdom in leading this session in a fully orderly and smooth manner.
Kaola would also like to record appreciation to Yang Mulia Jurutulis as well as all the staff of the Legislative Council Department for all efforts, commitment and service in ensuring that the proceedings of this session could be carried out in an orderly and proper manner.
Not forgetting as well, kaola would like to express appreciation to all Ahli-Ahli Yang Berhormat for all the views, reprimands, suggestions and debates that have been delivered throughout this session.
Kaola believes that every view shared, although differing in approach, has one common aim, namely to ensure that the interests of the people continue to be prioritised and that national development can be implemented more effectively.
Yang Berhormat Yang Di-Pertua. As an adjournment matter, kaola would like to touch on Wawasan Brunei 2035 which is now drawing ever closer to its target period.
In kaola's view, its success depends not only on planning but on integrated, consistent and continuous action and implementation by all parties.
The involvement of all levels of society regardless of race, age and background is greatly needed because everyone has a role in national development.
Within this period, kaola is of the view that we need not be overly eager to introduce many new things if the capability for their implementation is not yet available.
It is better that programmes proven to be effective be strengthened, coordinated and streamlined with clear targets and measures of success.
Particularly for socioeconomic programmes, priority should be given to efforts that have a direct impact on the people through employment opportunities, increased income, the growth of MSMEs and opportunities for locals.
At the same time, every activity in the socioeconomic, community, youth, sports, culture and other fields must have clear objectives, targets, outcomes and continuity.
Not merely implemented to fulfil a schedule or annual calendar, we need to shift from the approach of 'running programmes' to building outcomes from programmes.
Programmes such as Micro Bootcamp, Accelerate Bootcamp, Startup673 as well as various youth, sports and skills programmes currently being carried out should be assessed based on their impact, continued if effective and improved if there is still room for strengthening.
Ultimately, the measure of success is not how many programmes we hold, but how much change we produce from them.
Yang Berhormat Yang Di-Pertua.
Kaola would also like to touch on the creative industry, which in kaola's view needs to be seen not merely as an arts, culture or entertainment activity but as a sector capable of contributing to the country's economic growth.
This industry encompasses music, film, animation, design, photography, digital content, computer games, advertising, fashion, handicrafts and various forms of creativity that can generate jobs, income and business opportunities for locals.
In several countries, the creative industry has grown into a high-value economic sector. The United Kingdom, for example, had around 2.46 million jobs in the creative industries in 2025, while its overall creative economy reached about 4.3 million jobs.
South Korea meanwhile recorded content industry sales of around KRW157 trillion and exports of about USD14.1 billion in 2024.
This shows that creativity, when developed professionally and supported with proper consistency, can become a source of jobs, exports and national income.
Therefore, kaola is of the view that Brunei must also look at this potential more seriously. We have culture, heritage, music, arts, handicrafts, stories and a Melayu Islam Beraja identity that can be translated into creative products and content with commercial value including through digital platforms.
Local children need to be given space, training, financing, facilities and market access so that their creativity is not only showcased within the country, but is capable of becoming products that can be sold to the ASEAN region and international markets.

Regarding the issue of cybersecurity and personal data protection, as kaola touched on in the debate on the Motion of explanation towards achieving Wawasan Brunei 2035, specifically regarding the issue of scammer, kaola would like to emphasise that this matter needs to be given serious attention.
The security and protection of the personal data of Bruneian citizens must not only be ensured while they are in the country but also when citizens are abroad. This is because misuse of identity and personal data can happen to anyone regardless of place and circumstance.
For example, there was a case of a Bruneian citizen travelling overseas who purchased a mobile phone SIM card in that country. His personal data was used for the purpose of registering that SIM card.
However, when he returned to that country on a subsequent visit, he was detained at the airport by the security authorities on suspicion of involvement in scam activities.
Although the individual was not involved in those activities, his identity and personal data were believed to have been misused by others for fraudulent purposes.
This example shows that misuse of personal data can not only affect a person's finances and reputation, but can also cause a person to face legal problems in another country even though he did not commit the offence.
Therefore, kaola would like to see to what extent the protection mechanism for Bruneian citizens can be strengthened, especially in dealing with the misuse of identity and personal data occurring abroad.
This matter also requires cooperation between government agencies, telecommunications parties, financial institutions and foreign authorities. In kaola's view, personal data protection is no longer merely an issue of technology or privacy but is part of the security of the people and the interests of the nation.
Therefore, we need to ensure that Bruneian citizens have clear protection and assistance channels if their identity or personal data is misused whether inside or outside the country.
Kaola would also like to suggest that a clearer mechanism or assistance channel be established for citizens who become victims of identity misuse, including guidance on the action that needs to be taken, the parties who need to be contacted, and the assistance that can be given when they are abroad.
In kaola's view, we do not want to wait until more citizens become victims before preventive measures are strengthened.
In the digital era, personal data is part of a person's identity. When that identity is misused, the effects are not only on the individual, but can affect the security, reputation and confidence of the people in the country's protection system.
Therefore, kaola hopes that this issue of cybersecurity and personal data protection can be seen as an important aspect in the national security agenda and Wawasan Brunei 2035. We need to ensure that Bruneian citizens are not only safe while in their own country but also receive proper protection and support when abroad.
Yang Berhormat Yang Di-Pertua.
Kaola would also like to emphasise the importance of the government strengthening cooperation with individuals, the private sector, associations and NGO bodies that have the expertise, experience and capability to help drive the national development agenda.
This approach is in line with the concept of whole of nation of approach, namely the involvement of all levels of society together in planning and implementing national development if there are practices or models that have been proven successful abroad.
We can learn from them, adapt them and implement them according to Brunei's suitability and needs. This cooperation can be strengthened through joint efforts in sharing expertise, pilot projects and suitable strategic appointments. In kaola's view, the time has come for us to no longer move or make decisions in silos.
If we want better results, we need to mobilise expertise, experience and ideas from all parties through a whole of nation approach in order to accelerate development and achieve Wawasan Brunei 2035.
We want development not only to occur at the national level but also to be felt in every district, mukim and village.
Finally, kaola believes that Wawasan Brunei 2035 is our shared responsibility, the government plans, agencies implement, the private sector expands and the people also contribute.
If all parties move in one direction with seriousness and consistency, insya Allah the efforts we undertake today will become the foundation for a stronger, more prosperous and more peaceful future for the nation.

Kaola records thousands of thanks for being given the opportunity to deliver the Adjournment Speech for the First and Second Meetings of the 22nd Session of the Legislative Council for the Year 2026.
Alhamdulillah, the highest gratitude is offered to the presence of Allah Subhanahu Wata'ala because with His bounty, mercy and permission we have successfully completed the First and Second Meetings of the 22nd Session of the Legislative Council in full order, spirit, consensus and responsibility.
Throughout this sitting, various important matters have been discussed, and every debate reflects our shared concern for national development and, most importantly, the well-being of the people.
Yang Berhormat Yang Di-Pertua.
Kaola would like to draw attention in this adjournment to one question which in kaola's view is the most basic measure of the success of national development. Has the life of our people truly become better?
We can speak about economic growth, we can speak about investment and development, however in the end the people want to see the results in their daily lives.
They want sufficient income, they want good jobs, they want suitable homes and they want a cost of living that they can bear.
Therefore, kaola would like to touch on three matters that are very close to the lives of the people, namely the cost of living, jobs and income of local children, as well as housing.
First, the cost of living and the purchasing power of the people. Yang Berhormat Yang Di-Pertua.
We understand that the prices of goods and services are influenced by various factors, including the global economic situation, transport costs, supply chains and currency exchange rates.
However for the people, the effect is very easily felt, when prices rise, family expenditure also increases.
For families with fixed incomes, increases in the cost of food, transport, education and daily necessities can create pressure. Therefore in kaola's view, the issue of the cost of living cannot be seen only from the angle of prices. We also need to look at the ability of the people to bear the cost of living.
Prices may not be fully within our control but the ability of the people to face the cost of living can be strengthened.
The way is by ensuring that the people have better jobs, higher skills, opportunities to increase income as well as effective support for local enterprises.
We do not want the people merely to be able to endure. We want the people to be able to save, own homes, raise families and plan for the future.
Second, jobs and income of local children. Yang Berhormat Yang Di-Pertua. We have a young generation that is educated, skilled, ambitious and ready to contribute to the nation.
The question is, are the available opportunities truly able to build their future? In kaola's view, success should not be measured only by how many local children obtain jobs, but by the quality of the jobs and the future that can be built through them.
Do they have opportunities to improve their skills, develop in their careers, increase their income and most importantly build a more stable life? A job provides income today, but a career provides a future.
Accordingly, efforts to address youth unemployment must go beyond merely providing jobs. We need to ensure that local children have the skills required by industry, experience through training as well as pathways to continue growing.
Thus, the success of youth employment programmes also needs to be measured more meaningfully. How many remain in employment, improve their skills, increase their income and progress in their careers.
Because our goal is not merely to produce workers, but to build professionals, entrepreneurs and the future leaders of the nation.
Third, housing for the people. Yang Berhormat Yang Di-Pertua. In kaola's view, housing needs to continue to be seen as part of family well-being policy and not merely as a development project.
For young people who are just starting families, a suitable house can become the foundation of life stability. However, if housing costs are too burdensome, this can affect a family's ability to meet other needs.
Therefore in assessing housing policy, we not only need to look at how many houses are built, we also need to look at how many families are truly able to enjoy homes that suit their means.
For a family, a house is not merely a place to live, but the foundation of stability and the future. Therefore the success of housing policy is not only in how many houses are built but how many families are truly able to own homes that are suitable, comfortable and meet their needs. In kaola's view, an affordable house is not merely a place for shelter, but it is the foundation for building a more stable and prosperous life.

If we look at these three matters, the cost of living, jobs and housing, all stem from one basic matter. The ability of the people to build a stable life and a better future. When young people have good jobs, they obtain stable incomes.
With stable incomes, they are better able to plan for the future, own suitable homes and build prosperous families. When the people have stable lives, society becomes strong and the nation becomes strong.
Insya Allah, with more organised efforts, close cooperation as well as the role of the newly appointed Coordinating Ministers, we are confident that this agenda will continue to be strengthened and become an important foundation towards realising Wawasan Brunei 2035.
Because true national development is not measured only through figures and physical progress, but through the extent to which its people are able to live with stability, prosperity and confidence in facing the future.

Praise be to Allah, we offer the highest gratitude to Allah Subhanahu Wata'ala because by His bounty, mercy and permission, we are able together to continue the Legislative Council Session and discuss various matters of importance to the development, progress and well-being of the nation.
Kaola would like to record the highest appreciation to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for all efforts and continuous commitment in safeguarding the well-being of the people, strengthening national development and ensuring that the direction of development is always guided by the goals of Wawasan Brunei 2035.
Yang Berhormat Yang Di-Pertua, in delivering this adjournment speech, kaola would like to invite this noble Council to view Wawasan Brunei 2035 not only as a development target but as a journey that requires cohesion from various aspects.
In kaola's view, the achievement of Wawasan Brunei 2035 is not sufficient with only having good policies, orderly planning and adequate financial allocation, it also depends on our ability to develop knowledgeable and skilled human resources, strengthen efficient and effective institutions, build a productive economy, and ensure a work culture based on integrity and trust.
All these elements complement one another and cannot be viewed separately, vision, human capital, governance and ethics in implementation need to move in tandem as one national development ecosystem because in the end the success of a vision is not measured only through what has been planned or how many programmes have been implemented, what is more important is the extent to which those plans are translated into effective action that produces real change and ultimately brings benefits that can be seen, felt and enjoyed by the people.
Yang Berhormat Yang Di-Pertua, kaola would like to touch on several important matters to ensure that efforts towards Wawasan Brunei 2035 can be implemented more effectively by providing real impact to the people, especially in workforce development.
In kaola's opinion, we need to shift from merely measuring output such as the number of jobs, training and investments to outcome, namely the extent to which those efforts truly improve skills, productivity, career opportunities and the welfare of the people in line with changes in the world of work through AI, automation and digitalisation.
Kaola supports the strengthening of reskilling and upskilling as part of a lifelong learning culture, in line with the Manpower Blueprint which emphasises continuous competency and skills development. This includes increasing access to learning, the use of technology in human capital development as well as coordination between TVET education, training institutions and industry needs.
In that regard, kaola proposes consideration of a national skills transition plan that unites the pathways of TVET education, higher education, industrial training, upskilling and reskilling with employer needs and future jobs so that our workforce is not only ready for today's jobs but is able to adapt to jobs and economic needs up to 2035 and beyond.
Kaola supports the government's efforts to attract quality investment, however in kaola's view, such investment should not merely bring capital but should also bring technology, innovation expertise, high-skilled jobs, training and knowledge transfer as well as opportunities for local companies to grow so that today's investments can build the nation's capacity and competitiveness for the future.
This approach is in line with the Economic Blueprint which outlines the importance of quality investment and increased productivity in achieving high and resilient economic growth while diversifying the economy and providing more quality jobs, and indeed the Blueprint's aspiration for skilled, adaptive and innovative people as well as productive and fast-growing businesses shows that investment must also play a role in developing local talent, strengthening the business ecosystem and enhancing the capability of local companies to compete.
Thus, we do not only look at investment in terms of how much capital comes in, but also how much value remains and grows in the country through quality jobs, skills enhancement, technology transfer, growth of local companies and business productivity. This, in kaola's view, will be the investment that truly contributes to the formation of a dynamic and resilient economy in line with Wawasan Brunei 2035.
Here, kaola would like to connect economic and workforce development with ethics and governance because ethics is not merely a rule about what may or may not be done but is a trust in implementing policies, managing national resources and allocations, making decisions and ensuring that every development effort truly provides benefits to the people.
Good policies and large allocations will only produce impact when supported by a work culture that is full of integrity, transparent and responsible. In the context of Negara Brunei Darussalam, these values must continue to be rooted in the Melayu Islam Beraja philosophy, the values of loyalty to the Sultan and the nation, Islamic teachings and social harmony that form the foundation of national life and are in line with the core values of Wawasan Brunei 2035.
Therefore ethics and integrity must be translated through real action, decisions made with trust, services delivered fairly and professionally, public resources managed responsibly, performance assessed based on results and the interests of the people always made the priority.
In this regard, kaola upholds the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam which emphasises that KPIs must serve as a guide in assessing the nation's progress while ensuring that the mechanism for setting and reviewing KPIs is always resilient and adaptive and, most importantly, that the achievement of Wawasan Brunei 2035 must truly be felt by the people.
In line with that titah, kaola proposes that the implementation of Wawasan Brunei 2035 also be strengthened through the principles of policy, action and accountability for results, with every policy having clear actions, measures of success, monitoring and real impact on the people so that we move from activity-based to outcome-based governance.
In this connection, kaola proposes consideration of a Job Quality Index, a Training Effectiveness Index and an Investment Impact Index which can be aligned with existing data and KPIs to measure job quality, the effectiveness of skills development and the true value of investment to the economy as well as local talent.
Kaola would like to emphasise that this effort is as support and added value so that the whole of government and whole of nation approach can be mobilised in one direction involving the government, private sector, educational institutions, industry, society and the people.
In the end, Wawasan Brunei 2035 is about people and the future. Therefore, human capital, the economy, quality of life and ethics need to move as one ecosystem guided by governance carried out with full trust and integrity.
In concluding kaola's speech, Wawasan Brunei 2035 must be translated through clear policies, orderly actions, measurable results with benefits that are truly felt by the people, not merely becoming a planning document but becoming a culture of implementation under the leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam as well as the cooperation of all parties through the whole of government and whole of nation approach.
Let us move forward together with confidence towards 2035 in order to achieve an educated, highly cultured and successful people, a quality life and a dynamic and resilient economy. May all our efforts and endeavours receive blessings and guidance from Allah Subhanahu Wata'ala.

Praise be to Allah. Kaola am grateful to be given the opportunity to deliver a closing speech at the end of this session of the Legislative Council. First of all, kaola would like to record the highest appreciation and congratulations to Yang Berhormat Yang Di-Pertua for Yang Berhormat Pehin’s leadership and patience in chairing this session.
And congratulations also to Yang Mulia Datin Dr Jurutulis as well as the entire Secretariat staff of the Council for their continuous efforts in strengthening and updating the conduct of the Legislative Council.
Kaola would also like once again to express utmost gratitude for the wisdom of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in consenting for the Legislative Council to sit twice a year.
In kaola’s view, perhaps this is the space desired by His Majesty so that the Council may be utilised as a platform for ideas to flourish and to put forward alternative views for consideration of their suitability in order to strengthen national policies.
With the existence of two sessions each year, the Council now has the opportunity to debate strategic issues and national policies apart from the country’s Annual Budget. This reflects yet another milestone in the maturity of the institution of the Legislative Council and also increases public interest in continuing to follow the debates in the Council.
Through kaola’s own personal experience, the two sessions so far have proven that Members are capable of preparing quality debates, but kaola believes debates will be more substantive and far more effective when supported by in-depth research and facts, insya Allah.

Kaola would also like to humbly express deepest gratitude for the wisdom of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in appointing Coordinating Ministers as a strategic step that is most timely to strengthen coordination and accelerate the implementation of Wawasan Brunei 2035 towards achieving the national development and public well-being that we hope for.
Yang Berhormat Yang Di-Pertua. Kaola does not intend to repeat kaola’s views during the debate session on the coordination of Wawasan Brunei 2035, other than to give support and pray for success. The country does not lack plans, policies, blueprints or KPIs, nor does it lack intelligent people. Now is the time to work the plans and make the plans work. Because the phase we face today is no longer the planning phase but the implementation and delivery phase.
Coordination itself is not the final goal. The deliverables that we wish to achieve together are speed in decision-making, strengthening accountability, enhancing cross-ministerial cooperation and ensuring that every effort truly contributes to integrated national outcomes and that its achievements can be assessed, its effects seen and felt by the people.
Yang Berhormat Yang Di-Pertua.
Among the matters that become the people’s grievance, especially among the youth, is regarding a future that depends on their employment. Therefore, the people appreciate the statement of Yang Berhormat Menteri Penyelaras bagi Dasar-Dasar Sosial dan Tenaga Manusia dan Menteri Hal Ehwal Dalam Negeri to further closely coordinate government agencies, educational institutions, industry sectors, social agencies and society, using data and labour market analysis so that every intervention truly meets current and future needs.
Indeed, the transfer of JobCentre Brunei and Manpower Planning Office as well as the rebranding of the Labour Department are positive signs for addressing the issue of unemployment. The people, particularly the youth, graduates and job seekers, place great hope and pray that this effort will be monitored through to its success and that their aspiration to contribute service to motherland and country will be achieved in the near future, insya Allah. The country is still facing annual expenditure at a deficit level. Any effort to drive economic growth and increase national revenue deserves full support.
Kaola take note of the explanation by Yang Berhormat Menteri Penyelaras bagi Dasar-Dasar Ekonomi dan Menteri Ekonomi, Perdagangan dan Industri that the country already has various blueprint, industry roadmaps as well as coordination mechanisms to drive economic growth. Kaola believe the business sector, especially Micro, Small and Medium Enterprises, also place hope in being involved as strategic partners, given appropriate support so that they benefit from the implementation of these initiatives. Yang Berhormat Yang Di-Pertua. Kaola also appreciate the approach outlined by Yang Berhormat Menteri Penyelaras bagi Keselamatan Negara, Menteri di Jabatan Perdana Menteri dan Menteri Pertahanan II in addressing the issue of food security and energy supply.
Kaola welcome the minister’s emphasis on risk assessment, senario planning, data-based monitoring through the National Risk Monitoring Dashboard as well as the use of trigger points to enable early action to be taken before a risk develops into a crisis.
Kaola also welcome the measures announced to ensure that food and energy supplies remain sufficient, affordable and resilient through strategic stock management, diversification of supply sources, price monitoring as well as cost-of-living mitigation measures.
Kaola believe this approach will certainly further enhance the country’s level of preparedness in a more organised and responsive manner. The people have full hope that the coordination approach outlined by all three Yang Berhormat Coordinating Ministers can be translated into clear targets, implementation schedules and outcomes and that developments are shared regularly so that the people can see and assess progress and give the appropriate response.
Yang Berhormat Yang Di-Pertua. Kaola also take note of and appreciate the explanation by Yang Berhormat Menteri di Jabatan Perdana Menteri regarding the Wawasan Brunei 2035 Framework through the Wawasan Brunei 2035 index which will be reported every year.
The next step, which is also important, is to ensure that this framework is translated into real annual implementation target, map out according to priority and ensure that every ministerial initiative including the national budget and the National Development Plan will be aligned and this also includes aligning financial resources, manpower, data, ICT infrastructure as well as project delivery capability so that every annual target has resources, ownership and a clear implementation period and early intervention can prevent slippages.

Kaola appreciate the wisdom of Yang Berhormat Yang Di-Pertua in allowing the amendment to the Motion and welcome the Council’s decision to refer the Draft Code of Ethics to a committee for refinement within six months. Personally, this debate has also provided meaningful lessons.
In kaola raising several concerns regarding the contents of the code, kaola feel that some of kaola’s views were misinterpreted, misconstrued without being asked to fully clarify them. Kaola do not intend to respond or mendebate the misinterpretation on the basis of respecting Article 12, Item 4 and 5 in our own Meeting Regulations, Standing Orders.
Kaola believe this is the reality of a mature institution when there are differing views and interpretations but we still mutually respect differences of opinion. Please allow the opportunity to conclude, thank you.
Those who followed the debate on the Code of Ethics witnessed the emergence of a positive development, namely a more mature syura process and alhamdulillah producing a better decision, insya Allah. Insya Allah when this code is later passed by the Council, this will not only preserve the dignity of the Legislative Council, but will also be able to strengthen the role of Yang Berhormat Members to continue serving with trust, integrity and professionalism for the interests of religion, country and the people.

Before withdrawing, allow kaola to seek pardon and forgiveness if throughout the session there were any shortcomings on kaola’s part whether in speech, delivery that was less refined or awkward behaviour of which kaola was unaware, resulting in any hearts being hurt. Yang Berhormat Yang Di-Pertua. First of all, kaola would like to express thanks for the opportunity given to take part in the Closing Speech and also in the earlier debates in this First Meeting and Second Meeting.
Throughout the session, kaola had the opportunity to hear various views and explanations that were shared by fellow Yang Berhormat Appointed Members and Yang Berhormat Ministers.
For kaola, although the issues discussed covered various fields, all of them actually lead to one same goal, namely how we can continue to build a country with a stronger economy, a more prosperous society and the best future for the country and the people.
Every debate, whether on education, infrastructure, health, development, enterprise or agriculture, is connected to the country’s ability to continue growing and adapting to the changes that are taking place. In kaola’s view, this is the true picture of development today and the progress of one sector depends on the strength of other sectors.
In an increasingly challenging world economy, among the matters that must continue to be given attention is how the country can generate great value from every effort implemented. We cannot merely be satisfied when a project is successfully completed or a programme is successfully carried out. What is more important is the extent to which the effort increases productivity, opens new opportunities for the people, expands local enterprises and creates continuous economic activity.
Throughout this session too, we have discussed much about the country’s preparation for the future. For kaola, that preparation does not only mean providing more facilities or introducing new policies. More importantly, it means ensuring that the people and local enterprises have the capability to seize the opportunities that will be created.
As a result of those changes, we want to see more local entrepreneurs capable of expanding into international markets. We also want to see the agricultural sector continue shifting towards more modern and higher-value production. We also want to see more youths choosing to become job creators and not only job seekers. When more people are able to create value, the country will also become more resilient.

In the business world, confidence is a very valuable asset. It is not built through one announcement or one initiative alone but when a policy is implemented consistently, facilities continue to be improved, enterprises see opportunities to grow and the people are confident that their future has good prospects. This confidence will also continue to encourage investment, stimulate innovation and open more economic opportunities for the country.
Kaola hope that all discussions, proposals and explanations that have been shared throughout this session will continue to serve as guidance in strengthening national development. Hopefully all efforts to strengthen local enterprises, produce more skilled workers and entrepreneurs and ensure Brunei continues to be able to compete in an economic environment that is constantly changing.

Alhamdulillah, we are now at the end of the Second Legislative Council Meeting of the 22nd Session, where we have successfully completed yet another Legislative Council meeting which took place in an orderly, harmonious atmosphere and full of the spirit of deliberation. Throughout this meeting, various motions, policies, allocations and issues of national importance have been discussed openly and constructively.
This meeting was not merely to fulfil constitutional requirements and the process of state administration, but more importantly it was a platform for Members of the Legislative Council to carry out the trust placed in them to voice views, submit proposals, scrutinise government policies, and convey matters affecting the interests of the people and the nation.
Kaola believes that every view presented, whether in the form of support, proposals or constructive criticism, is based on the same objective, namely to see Negara Brunei Darussalam continue to progress, prosper and remain well under the wise leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam.
Nevertheless, in kaola's view, the more important matter after this meeting is not how many matters we have debated, but rather what is more important is what we will do after we leave this Chamber.
Because the people do not only want to hear debates, the people want to see results, the people want to see roads repaired, the people want to see drainage problems resolved, the people want to see job opportunities created, the people want to see the local economy grow and remain stable. The people want to see young people have a future and the people want to see every government policy and plan truly reach them.

This meeting has also shown the importance of the spirit of mutual respect and expressing views. Although there were differences in perspective, everything was discussed in a mature and professional atmosphere. This is the kind of culture that must continue to be preserved because it reflects the maturity of the Legislative Council as an institution that always prioritises the interests of the nation above other interests.
At the same time, kaola hopes that the cooperative relationship between Members of the Legislative Council and the ministries will continue to be strengthened, not only when the meeting is in session but throughout the year. With continuous communication, the various issues suffered and faced by the people can be identified earlier and addressed more effectively. Kaola hopes that after this meeting, the matters raised by Ahli-Ahli Yang Berhormat will not stop at answers given in this Chamber.

Kaola also wish to see this matter from the perspective of kaola myself as a village head and leader at the grassroots level. For kaola, being a village head is not merely carrying out administrative duties, it is a trust to listen to and convey the voice of the people.
Kaola is close to the community, kaola hears their problems, kaola sees their needs, kaola meets senior citizens, kaola meets the youth, kaola meets families who need assistance and kaola sees for myself the potential that exists in the village.
What is hoped is that none of our debates remain merely as records in the hansard, let them become action. Let not all our proposals stop as proposals. Let them become implementation and let not the voice of the people be heard only when the meeting is in session, let the voice of the people continue to be our guide after this meeting.
We want development that is not only visible in towns but also felt in the villages. We want an economy that does not only grow at the national level but also gives opportunities to ordinary people and we want every titah and aspiration of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam to be translated into tangible results for the people.
Kaola also wish to emphasise that as a grassroots leader, kaola will continue to carry out kaola's responsibilities as best as possible. To be the link between the people and the government and to strive to ensure that whatever development opportunities exist can be utilised by the village community.
While we hope that the government will continue striving to implement various plans for the interests of the nation and the people, kaola would also like to take this opportunity to appeal to all the people to jointly provide support and cooperation to the government. The government cannot possibly implement all plans perfectly without support and cooperation from all levels of society.
We as the people each have our roles and responsibilities, if there is anything less than perfect we give our views, if there are weaknesses we point them out in a constructive manner, if there are shortcomings we suggest solutions and if there are good plans for the interests of the people let us all give our support so that they can be implemented successfully.

Kaola record my highest appreciation to Yang Berhormat Yang Di-Pertua for the wise leadership in conducting this meeting with full firmness, wisdom and fairness so that all the business of the council could be completed smoothly.
Kaola would like to record congratulations to the line-up of cabinet ministers and the newly appointed cabinet ministers. These appointments reflect the confidence of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in their capability and credibility to lead their respective ministries.
Kaola believe that with this new leadership together with the experience and perspectives brought by each minister, it will be able to inject new spirit, strengthen the delivery of government services and accelerate the implementation of policies that have a direct impact on the well-being of the people in line with the aspirations of Wawasan Brunei 2035.
Kaola also extend appreciation to Yang Mulia Jurutulis Majlis Mesyuarat Negara, Yang Mulia Pemangku Timbalan Jurutulis Majlis Mesyuarat Negara, the Secretary of the Legislative Council as well as the entire secretariat and staff who have worked hard before, during and throughout the meeting.
Their contributions, whether in front or behind the scenes, are of great significance in ensuring the smooth running of the meeting. Kaola would also like to record appreciation to all civil servants who have prepared the information, reports, analyses and explanations needed to assist Council Members in carrying out their responsibilities more effectively.
Lastly, let us together pray to Allah Subhanahu Wata'ala that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and the royal family are always granted lasting good health, protected by Allah Subhanahu Wata'ala and continue to lead this country with full wisdom and prudence.
May Negara Brunei Darussalam continue to enjoy peace, prosperity, blessings and the mercy of Allah Subhanahu Wata'ala and may all the outcomes of this meeting be implemented in the best possible manner for the well-being of the people and the progress of the nation.
