Before us now is the list of submitted questions. I begin with the first question from Yang Berhormat Awang Haji Daud bin Jihan. Please proceed. Which is addressed to Yang Berhormat Menteri di Jabatan Perdana Menteri.

Kaola would first like to express many thanks for the question and concern of Yang Berhormat Awang Haji Daud bin Jihan who has raised a question seeking clarification on the necessity of requiring verification of application status for marriage applications by Ketua Kampung as well as the data control and coordination mechanism to ensure consistency of records and information between agencies.

According to the Islamic Family Law Act Chapter 217, citizens or permanent residents of Brunei Darussalam who intend to marry whether in Brunei Darussalam or abroad must first obtain permission to marry from the Registrar of Muslim Marriages, Divorces, Annulments and Reconciliation, PPPPROI or 4PROI in the district where the applicant ordinarily resides.

Before any permission is issued by the PPPPROI registration, an investigation will be conducted on the applicant through the documentary evidence provided and attached in Form 1 - application for permission to marry for men or Form 2 - application for permission to marry for women.

Among the matters that need to be ascertained in the 4PROI investigation is identifying the applicant's marital status whether single, married or divorced, living or deceased.

To assist the investigation, several supporting documents are usually required to be attached to support the applicant's explanation stated in Form 1, Form 2, whichever is relevant, such as marriage certificate, divorce certificate, death certificate, confirmation letter from the Ketua Kampung regarding residence, domicile and the applicant's status and other relevant documents. Verification of the applicant's status from the Ketua Kampung is a document that can be used to assist the PPPPROI investigation and to help facilitate the process of issuing permission to marry.

This investigation is important to ensure the next course of action, for example if the applicant still has a wife, the applicant will be advised to first apply for permission for polygamy to the Syariah Court. When the investigation has been carried out and the PPPPROI registrar is satisfied with the application and the evidence given, only then may the PPPPROI registrar issue permission for the applicant to marry.

Section 16 of the Islamic Family Law Act Chapter 217 states, subject to Section 17 the registrar, when satisfied as to the truth of the matters stated in the application, as to the validity of the intended marriage and if the man is already married, that the permission referred to in Section 23(3) has been given, shall after the prescribed fee has been paid grant permission in the prescribed form to the applicant to marry. Kaola expresses thanks to Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam, who raised a question regarding the implementation of the Different Abilities Design Guideline in this country. The measures practised or implemented for development, particularly the construction of new buildings, so that they are more inclusive, safe and accessible to all levels of society according to needs including individuals with different needs or persons with different abilities.

Indeed this implementation is carried out with mechanisms to ensure that the Different Abilities Design Guideline, DADG 2018 is complied with comprehensively.

First, for the construction of new buildings, the Authority for Building Control and Construction Industry, ABCi, also imposes a mandatory requirement, namely compliance with inclusive design in the process of plan approval and completion of new commercial buildings submitted by the appointed qualified person engaged by the developer. This has been in force from 1 September 2024. This includes the provision of facilities such as barrier-free access routes, user-friendly toilets, ramp access, special parking facilities as well as appropriate navigation facilities. With this requirement, every development application is considered incomplete if a report on the provision of these accessibility requirements is not submitted by the qualified person;

Second, for existing buildings, the ministry is taking the initiative, through the relevant agencies, to encourage the phased implementation of upgrading works so that building facilities become more user-friendly for persons with disabilities, particularly in public buildings and facilities frequently used by the public. And third, in terms of enforcement and monitoring, the ministry will continue to enhance industry awareness and compliance efforts regarding this guideline through technical briefing sessions, design guidance as well as collaboration with professionals in the construction industry.

In addition, this ministry is also examining measures to further improve the implementation of DADG 2018 in a more systematic manner, including alignment with planning standards and development control so that inclusive design can be applied more consistently in development for new buildings in the future. Thank you to Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam, for the question regarding JAPEM's efforts in leading and coordinating women's associations and organisations under one centralised hub. The Ministry of Culture, Youth and Sports, particularly through the Community Development Department, JAPEM, as one of the focal agencies in addressing social well-being, indeed provides continuous support to various non-governmental organisations or NGOs involved in welfare and community affairs including women's associations and organisations.

This support is implemented through various mechanisms such as the organisation of dialogue and engagement sessions, the channeling of assistance to eligible NGOs as well as the provision of facilities and utility payment assistance to support the implementation of their welfare and community programmes. This approach is in fact intended to strengthen strategic cooperation between the government and civil society while ensuring that efforts undertaken can be better coordinated and avoid situations where agencies or organisations operate separately, overlap in function or lack coordination.

In addition, the ministry also continuously involves relevant associations and organisations in the process of discussion and development of government policy. This approach reflects the government's commitment to the whole of nation principle or approach whereby national development is carried out collectively and inclusively with the participation of various parties.

In this regard, representatives of associations are also appointed as members of various national committees and relevant consultative platforms subject to the suitability of their respective roles and expertise. Among the forms of involvement are participation in consultations for the formulation of national guidelines, appointment as members of national committees as well as involvement in the organisation of national and international-level events.

In the context of women's empowerment in particular, the ministry is of the view that the whole of nation approach is very important to ensure that the women's development agenda is implemented comprehensively, inclusively and in an integrated manner. In this regard, efforts to place all women's associations under one centralised hub are not in fact an intervention that is immediate or urgent or given priority.

Instead, the priority is to strengthen the existing structure and cooperation mechanisms to improve coordination, optimise the use of resources and avoid overlap of initiatives. In line with this approach, focus is given to efforts to streamline coordination at the institutional level and strengthen cooperation among stakeholders. In this matter, the leadership role of Majlis Wanita Negara Brunei Darussalam as the main driver in coordinating women-related efforts continues to be strengthened without the need to create a new structure separate from the existing cooperation ecosystem.

To ensure the implementation of more targeted and impactful initiatives, cooperation between government agencies and NGOs is also strengthened through various coordination platforms including special committees under the National Council on Social Issues. Among them are the Special Committee on Family Institution, Women and Children, the Special Committee on the Elderly and Persons with Disabilities as well as the Special Committee on Poverty Issues. This mechanism in fact helps improve governance efficiency, clarify the role of each party and ensure that every initiative truly meets the needs of the target groups without anyone being left behind.

Kaola would like to draw attention to how other associations overcome their respective institutional fragmentation. For example, the Mengalinga application, which is a virtual hub platform that has been provided to coordinate and unify association projects and activities in a more focused, extensive and high-impact manner. Thus, this can serve as an example to other associations to lead and coordinate under one centralised virtual hub.

In this regard, the ministry will remain committed to strengthening cooperation with associations and NGOs as partners in the country's social development. This collaborative approach is very important to ensure that resources and initiatives can be optimised while reducing programme overlap and broadening impact to society.

In line with that, this ministry would like to call upon the associations and organisations involved to continue strengthening their respective roles through proactive efforts and to provide close cooperation not only with this ministry but also with other government agencies. This is because the effort to develop society cannot be borne by the government alone but requires the active participation of all parties.

Through continued synergy between the government, NGOs and other strategic partners, God willing every initiative will be able to be implemented collectively and complement one another in ensuring that social well-being continues to be strengthened in line with the country's aspiration by ensuring that no one is left behind or no one left behind.

Thank you Yang Berhormat Dayang Chong Chin Yee for the question raised regarding the timeline and current developments in the effort to develop the Women's Action Plan 2026-2030. Alhamdulillah, as part of the effort to broaden understanding of the research findings on women's development in Negara Brunei Darussalam, an executive summary book has already been printed in bilingual form, namely Malay and English, and was recently launched on 12 March 2026 in conjunction with the celebration of International Women's Day.

Before that, appreciation is extended to Yang Berhormat Dayang Chong Chin Yee for kindly attending the International Women's Day Celebration Ceremony and subsequently receiving the Executive Summary Book together with the Ahli-Ahli Yang Berhormat of the Special Committee on Family Institution, Women and Children.

For information, the public may obtain the executive summary from the website of the Community Development Department. It is also a pleasure to share that this executive summary covers four main components, namely the Study Background, Focus Areas, Policy Recommendations as well as the Way Forward. The findings and recommendations of the research have been used by the secretariat of the Special Committee on Family Institution, Women and Children to prepare the initial draft of the Women's Action Plan 2026-2030. Several follow-up actions are required through coordination and consultation with relevant ministries and agencies to strengthen the proposals.

The direction of the process will use a whole of government and whole of nation approach involving various stakeholder engagement sessions for implementation that is integrated, inclusive and has a comprehensive impact. I would like to stress, kaola, that in fact the integrated and inclusive implementation stage is an important and critical stage in ensuring the success of whatever proposals and recommendation are put forward from the findings of the study.

Insya Allah, this action plan will later include its own policies, programmes and KPIs and will target investment returns over a five-year period in line with the Social Blueprint and Wawasan Brunei 2035.

The final draft will be reported to the National Council on Social Issues for endorsement and is expected to be finalised and launched at the end of this year, 2026, as a strategic document that will serve as a guide to identify government policies and nationwide initiatives that need to be created or improved and enhanced in order to strengthen the development and empowerment of women in Negara Brunei Darussalam.

Thank you Yang Berhormat Yang Di-Pertua. Bismillahir Rahmanir Rahim. Thank you to Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin for the question regarding the status of the construction of the building for the Centre for Persons with Disabilities.

The construction project plan for the Building Complex for Persons with Disabilities, OKU, was initiated in 2011 as a strategic initiative to provide centralised facilities for non-governmental organisations representing and supporting persons with disabilities in Negara Brunei Darussalam.

Since then, several series of discussions and coordination have been carried out involving the Ministry of Culture, Youth and Sports, the Public Works Department and the Council for the Wellbeing of Persons with Disabilities to examine aspects of building plan planning, technical requirements, facility requirements, operating capital as well as the financial implications of the project.

To strengthen this development planning, in line with international best practices, the Ministry of Culture, Youth and Sports has conducted several visits and studies abroad to examine and exchange views on best practices implemented by other countries. These findings were used as references in the framework of inclusive design, operating capital, facility management as well as an integrated approach to empowering the OKU community.

What is important for me to emphasise here, kaola, is that we have also learned lesson learn from other countries; perhaps in 2011 there were not yet many lesson learn, but up to now in 2025-2026, there are many lesson learn, lesson learn that we can consider and take into account.

So from the governance perspective, the Ministry of Culture, Youth and Sports established a special project team on 30 January 2024 that is responsible for examining the strategic objectives, development scope, operating model and long-term sustainability of the OKU complex.

This team has held several series of discussions to prepare reports, plans and long-term strategies covering components of physical development, management, financing as well as the targeted social impact.

So basically, any government project of the scale of this project indeed requires detailed scrutiny and, more importantly, consideration of cost and benefit analysis and is also subject to changes in the current ecosystem. Therefore, whatever preparations were in place in 2011 would certainly have changed because the ecosystem that exists now will not be the same as the ecosystem in 2011.

The Ministry of Culture, Youth and Sports is committed to ensuring that this project is implemented with careful planning, effective governance and strong cooperation with all stakeholders so that its benefits, its net benefit, can be enjoyed comprehensively and sustainably by the OKU community in Negara Brunei Darussalam.

This is in line with the goal of making it a high-impact social investment that provides the best value for whatever government expenditure is directed towards this objective. For the information of Your Honourable Members, government-linked companies or GLCs in Negara Brunei Darussalam are established under the Companies Act (Chapter 39), under which they are not exempted from the requirement to comply with the regulations outlined under that Act in ensuring strong and transparent governance.

This is especially so in terms of the preparation of financial statements and certifications, statutory filing, company auditing and board governance.

At the same time, as with other companies, the Act also requires GLCs to comply with other relevant legal provisions of Negara Brunei Darussalam, such as the Income Tax Act (Chapter 35), the Employees Trust Act (Chapter 167), the Employment Act (Chapter 278) and the Personal Data Protection Order 2025.

In strengthening the governance, transparency and accountability of GLCs under the supervision of Darussalam Assets, several efforts have been implemented to ensure improvements in corporate governance, processes and systems in line with international standards and best practices.

This includes, for example, through the provision of the Darussalam Assets Corporate Governances Code and Corporate Governances Manual to ensure clear roles and responsibilities of the board of directors as well as the use of International Financial Reporting Standards, IFRS in the company's financial management process, which will contribute to increasing investor confidence.

In addition, in terms of strengthening human resource management functions and creating a performance-based work culture, initiatives such as the implementation of the System Enterprise Resource Planning including SAP Human Resource Management System and SAP Finance. The implementation of the Human Capital Development strategy and the development of the Human Resource Management System have also been carried out. Furthermore, in relation to question PL024, kaola would also like to share that generally the selection of the boards of directors of companies, especially GLCs under the supervision of Darussalam Assets, is subject to the governance of the Ministry of Finance and Economy as part of the Minister for Finance Corporation portfolio.

In addition, a committee called the GLCs Nomination Committee has been established as an independent evaluator to make assessments and considerations in determining the membership of boards of directors for companies under the Minister for Finance Corporation to ensure:

First, that Members of the GLC Boards of Directors have the right skills, experience and diversity to govern GLCs effectively;

Second, that the size and composition of the Board of Directors are appropriate to support effective oversight of the strategic objectives and supervision of GLCs; and

Third, that quality and suitable candidates are appointed to the positions of Chairman and Members of the Board of Directors, including Independent Non-Executive Directors.

Board performance assessments are also carried out regularly to ensure that each GLC is managed professionally, transparently and in a performance-oriented manner in line with national interests and the best value to the government as shareholder.

Kaola would first like to express appreciation to Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin regarding question PL123 relating to the impact and achievements of recipients of the Outstanding Youth Award in the field of business or entrepreneurship, especially in relation to the country's economic diversification, particularly in the agriculture and agri-food sectors.

Salam, namely PL006, concerning the results of the assessment as well as the increase in cases of elderly neglect, including in hospitals, and plans to strengthen the legal protection framework to protect senior citizens as well as impose caregiving liabilities and measures upon responsible family members.

In this matter, kaola is of the view that since these questions are related to the regulatory scope of the Ministry of Culture, Youth and Sports, it would be more appropriate for my colleague Yang Berhormat Menteri Kebudayaan Belia dan Sukan to answer them. First of all, allow kaola to record my thanks to Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin for the question raised regarding the impact and achievements of recipients of the Outstanding Youth Award in business or entrepreneurship, especially in relation to the country's economic diversification, particularly in the agriculture and agrifood sectors.

In answering this question, the Ministry of Culture, Youth and Sports has provided a special platform through the National Youth Day Award to give recognition to youths under the category of Outstanding Project for Youth.

This award is specifically intended to recognise innovative youth efforts that have a major impact on society and the national economy, particularly in entrepreneurship, including projects related to services, the service sector, the education sector, the technology sector, including the agriculture and agrifood sector.

As the scope of this award is very broad, we can see the diversity of youth innovation. However, at the same time, we must acknowledge that participation and achievement in the agriculture and agrifood field are still at a relatively low level compared to other business or service clusters.

For example, successes such as Fatih Aquaculture from the fisheries sector which received the Outstanding Project for Youth Award in 2023, and Syarikat Marimin from the food processing sector which received the Youth Entrepreneur Award in 2008, are only a handful of the existing success stories, success stories. In fact, there are many more success stories. Since that year, every year, every year there are always success stories heard about regarding youth achievements in this field.

Nevertheless, this ministry is aware that there is specific recognition for entrepreneurs in the agriculture and agrifood sector through the Farmers, Agriculturists, Livestock Breeders and Fishermen's Day Award organised by the Ministry of Primary Resources and Tourism.

This award also serves as a platform of appreciation for successful entrepreneurs while supporting the country's efforts to strengthen the non-oil sector, achieve food security and contribute to the economic diversification agenda of Negara Brunei Darussalam.

With that, whatever awards are given, whether the Outstanding Youth Award, the Farmers' Award and various other awards, are indeed hoped to provide motivation and inspiration to the whole community, including youths.

Kaola would like to take this opportunity, before concluding, to share some of kaola's experiences when meeting these successful youths. One situation involved a youth who had just turned 20 years old but had already successfully expanded his business not only in Brunei, but also overseas beyond Negara Brunei Darussalam. Given his young age, it had not crossed kaola's mind that he would reach such a high level.

When asked whether he needed further support and assistance from the government, especially capital to expand his business, the usual answer kaola received was, thank you, for now it is enough as capital for expansion. Twenty years old, Yang Berhormat Yang Di-Pertua, 20 years old. Kaola myself at 20 years old had still not reached that level. So this is an example of a motivated youth, a youth who becomes a source of inspiration to other youths.

Second, the second situation, just two situations, Yang Berhormat Yang Di-Pertua. Kaola met an entrepreneur. This entrepreneur is professionally educated, and in fact if he were to use his professional field, he certainly could become a successful lawyer, but he chose to venture into agriculture and farming and now, although he has not yet received any outstanding award, he has become a source of inspiration to younger youths, the generations to come. Likewise, when meeting kaola, kaola asked whether he required further assistance from the government, especially in terms of capital to expand his business.

His answer was, thank you Yang Berhormat Dato, for now not yet, but hamba is encouraging hamba's children to venture into agriculture and to try to obtain assistance for them to begin whatever activities and initiatives they have and insya Allah, one day they will follow in the footsteps of the individual who met with kaola.

First of all, allow kaola to begin by reminding kaola myself and all of us that in Islamic teachings, it is the duty of a child to be devoted to his or her parents and to safeguard their welfare.

Besides that, it is also a moral trust that forms the core of the family institution in Negara Brunei Darussalam. Senior citizens are individuals who have sacrificed much and contributed to the development of families and the nation. Therefore, they should be cared for with full respect, patience and affection and be given continuous protection by their own family members.

In line with that, the Ministry of Culture, Youth and Sports is concerned with the protection and well-being of senior citizens, especially in the context of the increasing number of senior citizens which has now reached about 10.8 per cent of the total population. This commitment is manifested through the implementation of the Senior Citizens Action Plan 2023-2030 or Successful Ageing, which outlines a comprehensive and integrated approach to ensure that senior citizens can live healthy, dignified and productive lives.

This action plan is anchored on the concept of successful ageing and is implemented through a whole of nation approach involving various ministries and agencies. Among its main objectives are strengthening governance, transforming society towards healthy and inclusive ageing, and strengthening comprehensive services through an integrated approach. From the social protection perspective, the government has strengthened the Old Age Pension Act and the Disability Allowance through amendments introducing the Care Provider Allowance provision. This provision aims to support and recognise the role of caregivers.

This step reflects an approach that not only provides financial assistance, but also strengthens the care ecosystem based on the family institution. In relation to the proposal to strengthen the legal protection framework and place care liability and treatment costs on family members, this matter will certainly be examined comprehensively and in greater depth, in line with objective one of the senior citizens action plan, namely to strengthen governance in order to encourage healthy and successful ageing.

In considering this matter, a balance needs to be achieved between enforcing responsibility through legislation and strengthening family values prudently, so as not to affect the harmony of the family institution. At the same time, the current focus is on strengthening awareness. Public awareness and education regarding the responsibilities of children towards parents, enhancing mechanisms for monitoring cases of neglect or abuse of senior citizens, and expanding community support and integrated services.

Thank you Yang Berhormat Yang Di-Pertua and also thank you for the question raised by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim regarding the development of the self-sufficiency rate in rice production over the next 5 years and plans to use the latest technology and the involvement of the private sector and youth farmers.

The Ministry of Primary Resources and Tourism through the Department of Agriculture and Agrifood continues to implement various initiatives to gradually increase the country’s rice self-sufficiency level. Based on the current planning, local rice production is expected to increase from around 2,594 metric tons in 2025 to about 4 thousand tons by 2030. In line with this increase, the country’s rice self-sufficiency rate is targeted to rise from around 8.5 per cent at present to about 10 to 12 per cent within the next 5 years.

To achieve this target, the ministry is focusing on several main approaches. First, is to increase paddy yield output in areas that do not have irrigation and drainage systems, that is not irrigated farm, field.

So far, the focus on increasing productivity output has only been concentrated on farm areas that have irrigation systems. Considering that almost 50 per cent of paddy areas do not have non-irrigated irrigation systems due to certain reasons such as distant water sources and also uneven or hilly areas. Efforts to increase paddy output are now also focused on non-irrigated areas. At present, through collaboration with several overseas agencies and institutions, trials using hybrid paddy suitable for planting in non-irrigated areas are being carried out as follows:

First, through collaboration with the Hunan Hybrid Rice Research Center, HHRRC, People’s Republic of China whereby the ministry has received three types of hybrid variety, WDR 101, 102 and 103 for non-irrigated areas and at this time the second season of the variety suitability study will begin in the off-season of 2026 in Temburong District;

Second, collaboration with FINC-Singrow, People’s Republic of China, three varieties are also undergoing suitability studies for the Main Season 2025/2026 in Temburong District as well and harvesting is expected to be carried out in April 2026. This, God willing, the second trial will be carried out in the Off-Season 2026; and

Third, collaboration with JiaYuan Agriculture Trading Company, one variety Yuan 1601 will enter the Pilot Project phase in the 2026 off-season with an area of 30 hectares in the Tutong, Temburong and Belait areas. Through the results of those trials, it is expected that the average paddy productivity yield in non-irrigated areas can be increased from one metric ton per hectare per year to two to three metric tons per hectare per year if successful. Therefore, God willing, through efforts to identify suitable varieties for non-irrigated areas, paddy output can be increased and contribute to greater self-sufficiency and food security.

Second, the use of modern agricultural technology to increase paddy productivity. This includes using high-yield varieties of paddy such as the newly introduced hybrid Yuan 158 paddy which has the potential to produce between five to seven metric tons per season for irrigated farm irrigated areas.

When compared with Sembada Mas Ani 188, for which the current average production is only three to four metric tons per hectare. In addition, suitability studies for new paddy varieties are also being carried out through collaboration with international institutes such as the International Research Institute in Manila as well as research partners from the People’s Republic of China. As kaola stated in the Ministerial Statement the other day, the ministry is also planning to establish a Hybrid Rice Research Center to strengthen research and development of paddy varieties that are more suitable to the soil and climate conditions of Negara Brunei Darussalam. The ministry also encourages collaboration with the private sector to increase investment in the production, processing and marketing technology of local paddy while at the same time strengthening the overall value chain of the country’s paddy industry.

Third, efforts to improve soil fertility through a sustainable regenerative agriculture approach or method. Fertile soil is important because high-yielding paddy varieties will not be able to produce or achieve optimum potential if the soil is less fertile. Among the efforts that have been implemented to improve soil health and fertility is the use of compost fertiliser such as that produced from farm waste such as chicken manure, green waste and also food waste. This effort at the same time also supports the circular economy and reduces the impact of climate change.

Since 2024 until now, the ministry through the Department of Agriculture and Agrifood in collaboration with Wasan Milling Company Sendirian Berhad has been conducting a study on the effectiveness of using various types of locally produced organic fertilisers to improve soil fertility in paddy farms, which is currently being carried out in the Kandol Agricultural Development Area covering 20 hectares.

The initial findings obtained from this project are very encouraging, where it was found that the soil acidity value decreased, soil fertility increased, and paddy production yield increased.

Fourth, increasing the efficiency of the paddy production and processing chain. Collaboration with Wasan Milling Company Sendirian Berhad is also being strengthened through the upgrading of post-harvest management systems, paddy milling and storage as well as the use of modern drying technology. This measure helps improve the quality of local rice as well as reduce post-harvest losses.

Fifth, is strengthening farm capacity development including the involvement of the younger generation. Capacity development programmes continue to be implemented in all four districts through paddy entrepreneur farming schools to improve farmers’ skills in managing paddy cultivation, the use of technology as well as best agricultural practices. This approach also opens opportunities for more young farmers to venture into the paddy cultivation sector as a potentially viable field of enterprise. At the same time, the ministry is also taking a realistic approach in diversifying the country’s rice supply sources through regional cooperation including BIMP-EAGA.

This approach is important to ensure the security of rice supply continues to be guaranteed considering that the land area suitable for paddy cultivation is limited. Overall, this integrated approach aims to gradually increase local rice production through the use of modern technology, private sector involvement as well as the participation of new farmers including youth in line with efforts to strengthen the country’s food security resources in the long term.

Thank you Yang Berhormat Yang Di-Pertua and thank you also for the question raised by Yang Berhormat Awang Lau How Teck regarding the ministry’s approach to the issue of farm and agricultural business continuity given that a large portion of operators are getting older and the involvement of the next generation remains limited.

The Ministry of Primary Resources and Tourism indeed takes serious attention to the issue of the continuity of agricultural operators, particularly when some existing operators are getting older and the involvement of the next generation is still limited.

At present, the total number of operators involved in the agriculture and fisheries industry is approximately 7,000 operators, and around 100 operators from that total are youth. This issue not only involves business continuity but is also closely related to the risk of losing local production capacity if it is not handled in a more orderly manner. In this regard, the ministry’s approach is based on several main strategies:

First, is strengthening the support ecosystem to facilitate the entry of new operators. The ministry provides opportunities to interested youth and graduates through the offering of agricultural sites under the Pilot Project initiative and subsequently site expansion projects, in addition to collaborating with financial institutions to provide financing facilities that are more friendly to young operators. With the offering of this Pilot Project, the process of obtaining agricultural sites for new operators is quick and easy. Usually, the sites offered are at least two hectares subject to the type of commodity to be undertaken;

Second, is increasing the attractiveness of the agricultural sector through the application of modern technology. The use of smart farming approaches such as fertigation systems, hydroponics, vertical farming as well as the use of drone technology and automation helps reduce dependence on heavy labour while increasing farm productivity.

This includes the use of the feedlot system for cattle breeders adopted by PDS Abattoir Sendirian Berhad in Batang Mitus, closed and multi-tier coop systems in the chicken farming business by Riza Fudhlana Farming, Ideal Multifeed Farm (B) Sendirian Berhad, Golden Chick Livestock Farm Sendirian Berhad, Soon Lee Farm and Trading Company Sendirian Berhad, Maya Breeder Farm; vertical farming by RZ Prisma Enterprise; smart farming control environment by Infinity; protected houses by Perusahaan Zaias, Gropoint Sendirian Berhad and others, and pesticide spraying using drones adopted by Innovaero Sdn. Bhd. This approach makes the agricultural sector more attractive to the technology-literate younger generation and has the potential to increase production capacity more efficiently to meet local needs and export markets.

Third, ensuring the continuity of farm operations through a Succession Planning approach. The Department of Agriculture and Agrifood also facilitates the process of transferring permission to occupy sites to heirs or new operators to ensure farm operations do not stop when operators are no longer able to continue their activities. This approach helps ensure that existing production capacity can be maintained continuously. The policy established to facilitate the takeover of companies from parents to children or heirs who are still alive has provided benefits in ensuring that the continuity of management and operations of family businesses can continue in an orderly manner. Through the implementation of this policy, the process of ownership transition becomes clearer and more systematic while at the same time encouraging the next generation to continue the agricultural business legacy that has been built. To date, at least 2 operating companies founded by parents have been successfully taken over and managed by their children, proving that this policy is effective in supporting the continuity of family businesses as well as the continuous development of the enterprise sector.

Fourth, developing a generation of agripreneurs through youth course programmes. Among the initiatives implemented are the Program Belia Bertani, which is a collaboration between the Department of Agriculture and Agrifood and Agrifood UNISSA and Perbadanan Tabung Amanah Islam Brunei, as an incubator for youth to begin, raise funds and expand additional farming sites, and also the Youth Exposure Programme which provides opportunities for graduates and youth to venture into the agricultural sector as a career.

Through this Youth Exposure Programme, participants are guided by experts from the Department of Agriculture and Agrifood and higher education institutions and are exposed to actual farm operations and management, financial management as well as strong business governance. To date, a total of 185 youths have participated in the Youth Exposure Programme which was opened in 2018. The 11th Youth Exposure Programme, God willing, will begin from 1 June to 20 June in 2026. Through this integrated approach, the ministry is confident that the process of generational transition in the agricultural sector can be implemented gradually and in a planned manner, thereby reducing the risk of losing local production capacity. In the long term, this effort is also hoped to produce more young agripreneurs who are more innovative, thereby strengthening the country’s food security and driving the development of the agricultural sector as a contributor to the country’s economic growth.

Apart from the efforts undertaken by the ministry, existing operators at present also play an important role in nurturing the interest of their children to continue venturing into agriculture, fisheries and agrifood. This is because the operators themselves are an important source of inspiration and motivation in their children’s interest and serve as effective mentors. Thank you, Yang Berhormat Yang Di-Pertua. My highest appreciation to Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin. The question raised is regarding the policy and regulations concerning additions or renovations to buildings in the national housing scheme areas and on private land.

The regulations enforced for any additions or renovations to buildings, whether within the national housing scheme areas or on private land outside the national housing scheme areas, are governed under the Town and Country Planning Act, Chapter 248 and the Building Act, Chapter 256, where these acts provide that any building works including additions and modifications must first obtain planning permission from the Planning Authority and building approval from the Authority for Building Control and Construction Industry. In this matter, among the issues received by the National Housing Development Department from residents around the national housing scheme areas are;

First, additions that encroach onto neighbouring land or government land; second, among them are manhole septic tanks that are covered with concrete after these building additions are made and when complaints are received regarding blocked septic tank channels, then the septic tank can no longer be accessed, it has already been covered, that is among them; third, houses or additions obstruct neighbours’ views and air circulation is blocked by the added structures; and fourth, rainwater runoff spilling onto the neighbour’s house. The Town and Country Planning Department has prepared two planning guidelines and standards specifically for housing development. These are for reference by the qualified person in preparing and submitting planning permission applications to build additional house structures or new houses, additions or building renovations.

These guidelines are first, the Planning Guidelines and Standards for Housing Development; second, the Planning Guidelines and Standards for Additions and Alterations to Existing Housing in the National Housing Scheme. These Guidelines provide details or detail of certain parameters to be complied with such as building setback distances, building line, addition area, access area, infrastructure requirements as well as safety aspects, which are intended to ensure an orderly, harmonious and safe development environment in order to generate comprehensive community well-being in residential areas.

In ensuring an orderly approval process within the stipulated time, TPOR, the public is required to appoint a qualified person registered under the Ministry of Development to manage the preparation of plans and the application process. The appointment of this qualified person is important in ensuring that the submitted plans comply with the applicable technical and legal requirements in order to avoid non-compliance or enforcement action in the future.

This measure can help ensure that works are carried out safely and with quality while protecting the interests of homeowners as well as safeguarding the well-being and harmony of the neighbourhood. Thank you, Yang Berhormat Yang Di-Pertua.

It is found that many houses built on private land carry out additions or building renovations without approval, whether for the house itself or for side businesses, grocery shops and workshops. That is why many grocery shops are springing up like mushrooms. Whereas, enforcement action is more frequently imposed on houses in the National Resettlement Scheme areas compared with private land.

What is the justification for the existence of differences in policy and enforcement between RPN areas and private land, in other words, is this enforcement only active with the National Housing Scheme Department and not or less active from the Land Department, ABCI or TCP, Town Country Planning? One thing as well, in terms of complaints regarding these house additions, indeed the frequency comes from RPN areas, National Housing Scheme areas, those are the frequent ones. This is not to say that in areas outside RPN such matters do not exist, they do, but these are the most frequent, this becomes a kind of, what is it, a concern as well as to why, from the point of view of, what is it, the frequency of these complaints is high from national housing areas, including those operating shops, those carrying out workshop businesses, indeed these things do exist and this is also among the agendas often, what is it, discussed in seeking solutions within the highest land use committee regarding this matter.

It is also because of the pressure from these complaints that action is indeed largely directed towards resolving these problems. Previously, much action was taken concerning National Housing Scheme owners who set up stalls, whatever, businesses in their housing areas and also due to problems such as traffic congestion, people parking when visiting these business premises. Therefore, action is taken more quickly there, taking into account these complaints that are received. That is also the reason in terms of, what people would compare as to why this enforcement is more focused on National Housing Scheme areas.

This does not in any way deny that enforcement actions are also taken for areas outside RPN; indeed in the Land Use Meeting chaired by three ministers including Yang Berhormat Menteri Hal Ehwal Dalam Negeri and also Yang Berhormat Menteri Sumber-Sumber Utama dan Pelancongan who chair this meeting, agendas regarding the misuse of land use are indeed very burdensome in seeking solutions in terms of businesses that do not comply with the regulations, especially in line with the permitted land conditions, even more so additions made without approval. I am pleased to share that there are two fire stations covering the Kampong Ayer area, namely Sungai Kebun Fire Station and Pelancaran Fire Station, Bandar Seri Begawan. Both stations are equipped with assets, equipment and personnel who are ready to handle any emergency calls including fire incidents in the Kampong Ayer area.

In terms of readiness of fire-fighting assets and equipment, the Fire and Rescue Department always ensures that the level of readiness remains at an optimum level in line with best practices in neighbouring countries. Among the approaches practised is maintaining a ratio of one station one engine to ensure preparedness in responding to structural or vehicle fire calls in their respective catchment areas.

For the Kampong Ayer area, each fire boat is also equipped with at least one portable pump to ensure readiness in handling structural fires in the area concerned. Overall, for the two stations covering Kampong Ayer, the main assets available consist of 2 engines, 5 boats, 5 portable pumps, 137 hoses and 22 nozzles.

To ensure that all these assets are always in a state of readiness, daily inspections are carried out on boats, fire-fighting equipment and apparatus. In addition, fire drills are also conducted regularly including Eksesais Lapu which is always held, and where on 20 June 2025, the exercise involved local volunteers.

In terms of response time, namely the Key Performance Indicator, the Fire and Rescue Department KPI sets a response time not exceeding 20 minutes including for the furthest areas in Kampong Ayer. Based on statistics for the past 3 years, the average response time achieved has been much faster, namely between only 4 to 7 minutes. To ensure that this response time performance always remains at an optimum level, the Fire and Rescue Department also conducts regular response time exercises and tests.

The results of the exercise show that the response time to Kampung Sungai Bunga from Sungai Kebun Fire Station, which is the furthest location, is around 20 minutes. Meanwhile, for Kampung Burung Pingai Ayer from Pelancaran Fire Station, Bandar Seri Begawan, it is around 5 minutes subject to tidal conditions in the Brunei River.

In low water conditions that limit the movement of fire boats, extinguishing operations are carried out through several alternative methods including the use of hose connections from open water sources, using portable pumps through the long lay-on method as well as the use of water sources from nearby fire hydrants. In this matter, fire boat operators who have expertise in river channel navigation play an important role in identifying alternative routes to the incident location with the assistance of tidal information from the relevant agencies.

In addition to operational readiness, the Fire and Rescue Department also implements a community engagement approach by training grassroots leaders as well as village residents in the Kampong Ayer area as first responder. This approach aims to equip them with basic knowledge regarding fire emergencies as well as fire extinguishing skills to help handle any fire incident while waiting for the arrival of the Fire Team.

Through the Lifesaver 995 programme, a total of 195 participants have attended the training since 2024. These participants were also exposed to the proper and safe use of fire extinguishing equipment. In addition, the supply of fire extinguishing equipment such as hoses and nozzle has also been carried out to several areas including Mukim Saba, Mukim Sungai Kebun, Kampung Bolkiah 'A', Kampung Bolkiah 'B', Kampung Saba, Kampung Menunggol.

As an additional step in strengthening fire safety in the area, a total of 30 fire hydrants have also been replaced at several locations in Kampong Ayer including Kampung Pandai Besi, Kampung Tamoi Hujung, Kampung Setia 'A', Kampung Setia 'B' to ensure sufficient water supply during fire extinguishing operations.

Overall, the readiness of the Fire and Rescue Department for the Kampong Ayer area is continuously strengthened through a combination of asset and personnel readiness, efficient response times, improved skills through continuous training as well as the involvement of the local community as strategic partners in emergency management. This approach applies the concept of whole of government and whole of nation approach where fire safety is not solely the responsibility of the Fire Team, but also involves the cooperation of government agencies, grassroots leaders and Kampong Ayer residents themselves as the front line in providing an initial response to any incident.

At the same time, the government will also continue to assess the need for additions from time to time including in terms of additional assets, enhancement of operational capabilities, maintenance of fire safety infrastructure as well as strengthening awareness programmes and community training to ensure that the level of safety in the Kampong Ayer area always remains high. First of all, kaola would like to record appreciation to Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya'akub for the question raised, which is timely given that the threat of climate change has now become one of the main factors contributing to the increased risk of disasters at the global as well as domestic level.

On this occasion, kaola would also like to express the highest appreciation to the Penghulu Mukim and Ketua Kampung as the District-Level Disaster Management committees for their contributions in assisting during disaster incidents such as floods and landslides, coordinating emergency assistance and ensuring that community preparedness is always at a good level.

Appreciation is also extended to the Ministry of Development for its cooperation in implementing projects to upgrade and raise road levels in inland areas which were previously often affected by floods. In this regard, kaola would like to share the progress of 22 road upgrading and road level raising projects in Tutong, Belait and Temburong Districts that are being carried out to reduce the impact of flooding.

Alhamdulillah, as of February 2026, 16 roads have been fully completed. Meanwhile, 6 more roads are still under implementation, namely Jalan Singap, Jalan Gadong in Belait District and Jalan Panchong Kuala Ungar, Jalan Kuala Ungar Benutan, Jalan Kerancing Benutan and Jalan Belaban in Tutong District, which are still in the implementation phase and are expected to be completed on the dates that have been set.

These projects are monitored continuously through reports from District Officers, Majlis Perundingan Mukim dan Kampung as well as technical agencies to ensure the completion of the projects according to the established schedule.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

In our country, among the forms of disasters that commonly occur are flooding in low-lying areas, flash floods, landslides as well as forest fires. However, recently the country has also felt the effects of minor tremors resulting from earthquakes in neighbouring countries. In this connection, to ensure the country's preparedness for possible unforeseen incidents, the National Disaster Management Centre, NDMC is currently in the phase of updating the standard operating procedure, SOP for earthquake tremors and Tsunami with technical cooperation from the Brunei National Seismic Centre and the Ministry of Development.

In line with the mission of NDMC to build a disaster-resilient society, NDMC also continues to strengthen capacity development programmes as well as disaster simulation training among communities through two main initiatives, namely: Community-Based Disaster Management, CBDRM and School-Based Disaster Management.

These programmes are implemented continuously, whereby for the period of April 2025 until February 2026, a total of 454 participants attended the CBDRM programme while 2131 students participated in the SBDRM programme. In addition, NDMC also launched the Basic Public Safety Guidebook on 11 October 2025 as a reference for the public to improve the level of preparedness in facing any emergency.

In terms of disaster response and recovery, NDMC is exploring the development of an integrated digital early warning platform to strengthen coordination as well as the delivery of early protective instructions in real time. At the same time, Negara Brunei Darussalam has also been selected as a Pilot Country for the CBDRM ICT Project under the platform of the ASEAN Ministers Meeting on Disaster Management, AMMDM with strategic cooperation from the Government of Japan where Negara Brunei Darussalam became the 33rd member of the ASEAN Disaster Reduction Center, ADRC on 01 May 2024. This CBDRM ICT Project aims to enhance community capacity in facing disaster risks through the use of communication technology. This includes the delivery of disaster risk information, early warnings and faster and more accurate emergency response.

In addition, several strategic policy initiatives are also being implemented to strengthen the national disaster management system, among them the launch of the Strategic Policy Framework for Disaster Management 2025, strengthening the membership of the National Disaster Council, MBK through a whole of government approach with the involvement of the Ministry of Development as well as the Ministry of Culture, Youth and Sports as Co-Deputy Chair, updating the National Standard Operating Procedure namely NaSOP which will be tested through the National Disaster Exercise 2026 namely LBK 2026, and the finalisation of the National Disaster Inventory Response Plan.

Besides that, the government is also in the process of establishing a national Urban Search and Rescue, USAR known as Satria Special Rescue Assistance which will comply with the International Search and Rescue Advisory Group, INSARAG classification system by 2028-2030.

To achieve this international recognition, NDMC has collaborated with the Special Malaysian Disaster Assistance and Rescue Team, SMART to implement a scoping programme in 2025 to assess the capabilities of personnel as well as the assets of agencies involved in disaster management and as a continuation of that programme, a mentoring programme is expected to be implemented starting this year, insya Allah.

In facing the increasingly evident challenges of climate change, national disaster management now also places emphasis on a proactive disaster risk reduction approach, namely Disaster Risk Reduction and climate change adaptation in line with international frameworks such as the Sendai Framework for Disaster Reduction 2015-2030. This approach emphasises the importance of strengthening community preparedness, the use of data and technology, science-based risk management as well as cooperation between agencies and society in ensuring that the country has a stronger capability to face disasters in the future.

In this regard, Negara Brunei Darussalam continues to strengthen regional cooperation through the ASEAN Committee on Disaster Management, ACDM platform as well as the ASEAN Ministers Meeting on Disaster Management, namely AMMDM to enhance the country's capacity in aspects of preparedness, response as well as disaster recovery. These efforts also support Goal 2 under the Wawasan Brunei 2035 aspiration, namely a high quality of life for the people.

Through this integrated approach, the ministry together with the National Disaster Management Centre, NDMC, will continue to be committed to strengthening the national disaster management system to ensure that the safety and well-being of the people are always safeguarded.

Thank you Yang Berhormat Yang Di-Pertua. First of all, kaola would like to record appreciation to Yang Berhormat Awang Haji Md. Salleh bin Haji Othman for the question raised, namely what are the main challenges in the process of assessing citizenship applications and among the reasons why applications are unsuccessful.

I am pleased to explain that basically there are no main challenges in processing the assessment of citizenship applications given that the terms and conditions are clear, transparent and based on the rules and legal provisions in force.

In this matter, kaola would also like to explain that a citizenship application is not considered unsuccessful, as long as the application fulfils the conditions that have been set. Among those conditions are fulfilling the period of residence in this country as stipulated, fulfilling the period of marriage for certain categories, fulfilling the period of holding permanent resident status, passing the written test and the Malay language oral test as well as passing security screening. As long as those conditions are fulfilled, the application will continue to be processed according to the procedures that have been set.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

Alhamdulillah, throughout the period from 2022 to March 2026, a total of 7,477 nationality status applications received consent by royal command from Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam to become His Majesty's citizens either by naturalisation and registration. Of that total, 2025 recorded the highest number, namely 2,979 applications, which exceeded the annual average for the period concerned.

Overall, applications under Chapter 61, namely the category of citizen mothers, recorded the highest number with 3,356 applications compared to other categories. Meanwhile, the categories under Chapter 51 and Chapter 81, namely through the written test, also recorded a significant number, namely 2,973 applications.

In terms of the current process, several applications are still at the assessment stage including interviews, tests, security screening as well as verification of supporting documents. For example, for the categories under Chapter 61 and Chapter 56, which involve applications through family relations, a total of 655 applications are undergoing the department's assessment process including interviews, screening and document verification. Meanwhile, for the categories under Chapter 51 and Chapter 81, which involve applications through written and oral tests, a total of 1,836 applications are still at the stage of awaiting test results as well as the related screening process.

Overall, the process of assessing citizenship applications is carried out carefully, in stages and in accordance with the legal provisions, namely the Brunei Nationality Act Chapter 15 in force to ensure that every application is considered fairly and fulfils all the conditions that have been set. That is all that kaola can convey in answering the question raised by Yang Berhormat concerned. Thank you Yang Berhormat Yang Di-Pertua.

The next question is from Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam addressed to Yang Berhormat Menteri Hal Ehwal Ugama.

Bismillahir Rahmanir Rahim. Assalamua'laikum Warahmatullahi Ta'ala Wabarakatuh. Kaola would like to express my thanks to Yang Berhormat Yang Di-Pertua and also thank Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam for her question regarding what she referred to as whether there is any study on the main causes of the increase in births of children born out of wedlock, including an evaluation of the support system such as health aspects, education and awareness, assistance systems and protection from social stigma and neglect.

Alhamdulillah, Yang Berhormat Yang Di-Pertua. The question is clearly around what she referred to as children born out of wedlock, namely its main cause, the main cause of such births, whether a study has been conducted and so on.

First of all, Yang Berhormat Yang Di-Pertua, kaola would like to state that in terms of the category of birth registration, whether the birth record is at hospitals or at JIPK, Jabatan Imigresen dan Pendaftaran Kebangsaan, there is no mention or term of child born out of wedlock. What exists is the birth of an illegitimate child, under the following three categories. Category K180, namely a child born in less than 180 days, that is the parents are married but the child is born less than 180 days after the marriage. In this case, the father's name will not be recorded in the father's column on the birth certificate.

The second category is called not obtained, namely a child is born but the mother was not married at the time of birth. In this case likewise, no father's name will be recorded in the father's column on the birth certificate. The third category is anak laqit, namely a child whose parents are unknown because the child was abandoned, which our people in Brunei refer to as an adopted foundling.

So the question is, have births in these three categories increased? Based on the figures recorded by the Ministry of Health and the Ministry of Home Affairs through JIPK, there were a total of 2,054 births over a period of 8 years from 2019 up to this year 2026, and in just 3 months already, 33 births have been recorded as part of that total of 2,054.

The total of 2,054 births includes mothers who are either citizens or permanent residents stateless or also foreigners who are neither citizens nor stateless residents. Of the total 2,054 illegitimate births, parents with citizen status accounted for 1,762. Sorry, kaola used the word accounted for, Yang Berhormat Yang Di-Pertua, it sounds sarcastic, from the 2,054, 1,762 were contributed by mothers with citizen status. Meanwhile mothers with permanent resident status, namely stateless, accounted for only 70. And those with foreign resident status accounted for 219.

Does the annual total show an increasing trend? Clearly, it does not. Because in 2019 and 2020, the number of births recorded was in the 300s each year, namely 378 births in 2019 and decreasing to 359 in 2020. Then it continued to decline in the following years, namely 297 births in 2021, reducing to 295 births in 2022, and further reducing in 2023 to 260 births, and continuing to decrease to 202 births in 2024.

There was indeed an increase in 2025, recording 230 from the previous 202 in 2024. However, despite that increase, it was still far lower than the number of births in the 6 previous years, namely in 2019 there were 378 births compared with 230, meaning it declined. And so far in just these first 3 months, only 33 births have been recorded. If multiplied again, there are still 9 months left, 9 times 3 is 27, around that figure. Such is the total number of births, showing a decline over 8 years beginning in 2019 with 378 births down to 230 births in 2025.

That, Yang Berhormat Yang Di-Pertua, is from the aspect of the number and total births recorded. Meanwhile the number of cases from Syariah Crime records under Chapter 94 (1) of the Syariah Penal Code involving the offence of pregnant women. Ah this one does exist, from the legal point of view there is indeed the term out of wedlock. Pregnancy out of wedlock recorded 19 cases in 2023 and 17 cases in 2024, then declined further to 12 cases in 2025. This is based on records of cases reported or complained to the Religious Enforcement Division, Jabatan Hal Ehwal Syariah, Kementerian Hal Ehwal Ugama. From these records it shows that over the last 3 years, the cases complained of or reported have decreased.

Meanwhile, there were no cases under the Syariah Penal Code Chapter 94 (5) reported or complained of involving any man who impregnated a Muslim woman out of wedlock, whether or not the woman had given birth. Thus, in terms of whether illegitimate births are increasing or not, it is clear, Yang Berhormat Yang Di-Pertua, that they are not increasing and in fact are decreasing.

However, for Kementerian Hal Ehwal Ugama, Yang Berhormat Yang Di-Pertua, the issue is not one of conducting a study to know in detail what the main causes of illegitimate births are. That is not the issue. Indeed it is a social issue and it has been recognised as part of the national-level social issues that need to be addressed prudently. Forgive kaola, Yang Berhormat Yang Di-Pertua, for continuing a little because there is a second part. Whether these people are protected in terms of social stigma and so on.

Kementerian Hal Ehwal Ugama is very grateful that this issue is being addressed at the national level in Majlis Kebangsaan Isu-Isu Sosial MKIS, which is a platform involving several ministries and relevant agencies. Kementerian Hal Ehwal Ugama is a member at ministerial level while at senior officer level it is led by the Permanent Secretary for the working committee level.

Therefore, Yang Berhormat Yang Di-Pertua, kaola am pleased to state that Kementerian Hal Ehwal Ugama sees the priority in addressing this issue not as conducting studies and waiting for the results of studies on its main causes. Whatever the causes may be, in reality they are no longer a public secret or a matter of speculation. They are already commonly known and understood.

In that situation, Yang Berhormat Yang Di-Pertua, Kementerian Hal Ehwal Ugama acts to curb it. Yes, to curb it so that it does not become a phenomenon or common trend and normal norm in society of bearing children outside marriage as prescribed and according to what has been legislated, the law of the country, namely as part of the laws in force.

Because of that, besides through dakwah activities and educational channels, Kementerian Hal Ehwal Ugama focuses more on efforts to increase awareness through various programmes to strengthen faith, belief and moral conduct accompanied by preventive efforts according to the law.

This programme is implemented prudently in varied formats and approaches suited to the situation and condition of its target audiences, namely: First, through prevention and awareness programmes in educational institutions and the community. In 2025 alone, this Programme to Address Syariah Crimes was held in 25 sessions with the number of participants recorded at more than 3 thousand, namely 3,052 people.

This programme aims to increase understanding and subsequently awareness and even remorse if one has already committed sin, to immediately repent and seek forgiveness from Allah Subhanahu Wata'ala who is indeed Most Forgiving, with the determination not to repeat it and then to resolve to improve one's pattern and way of life going forward.

At the same time, this programme also reminds its audience of the implications of legal action, namely Syariah Criminal Law, particularly for the offence of intimate relations between a man and a woman outside marriage, and even the implications of the law or regulations on the registration of a child born as a result of such intimate relations, where the father's name will not be fully recorded on the birth certificate. Something that we may regard as tragic of course;

The second is through continuous monitoring and enforcement by patrols or enforcement operations, including at places and locations at risk of being used for immoral acts, acts contrary to religious teachings and contrary to the law. In 2025 alone there were more than 600 patrol operations, or 634 operations, conducted in all four districts, namely at locations identified as such high-risk places.

Yang Berhormat Yang Di-Pertua. Next, kaola am pleased to mention the support system for illegitimate children from aspects such as health, education and awareness systems and awareness.

The system of assistance and protection from social stigma and neglect mentioned in the question of Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam. So as not to go on at length, kaola am pleased to state the following, in general, that the protection system for illegitimate children, foremost, is that they are categorised or recognised as orphans according to hukum syarak and even according to the law applicable in our country as in the Akta Tabung Dana Pengiran Muda Mahkota Al-Muhtadee Billah untuk anak-anak yatim.

Thus, they receive appropriate social welfare protection whereby if they are among the zakat asnaf, they themselves and their guardian or mother are included as zakat asnaf entitled to receive zakat distribution for food, drink, school pocket money and even in certain circumstances where such an orphan excels in education, receives scholarship contributions up to the level of higher studies inside and outside the country, including from the programme called BIBD ALAF apart from the zakat distribution programme.

Meanwhile, in terms of the safety protection system, against neglect or bad treatment and abuse, provision exists under laws in force such as the Children and Young Persons Act (Chapter 219), the Islamic Adoption of Children Act (Chapter 2006).

With that, an illegitimate child receives legal protection against abuse, neglect and bad treatment, and similarly receives protection in the form of social welfare assurance handled and attended to by social welfare bodies in addition to the government such as JUZWAB and JAPEM.

Thus it enables, Pehin Yang Di-Pertua, protection also from what was mentioned by Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd. Salam in her question, namely protection from social stigma and neglect. Thus, Yang Berhormat Pehin, kaola express my thanks and kaola beg abundant forgiveness. We are grateful to Allah Subhanahu Wata'ala because by His grace and permission, we have now reached the end of the First Meeting of the 22nd Session of the Majlis Mesyuarat Negara which has convened for 11 days.

First, I would like to take this opportunity to respectfully convey our highest gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Almarhum Sultan Haji Omar Ali Saifuddien Sa'adul Khairi Waddien Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His gracious titah during the Official Opening Ceremony of the First Meeting of the 22nd Session of the Majlis Mesyuarat Negara, which has served as guidance throughout the meeting that we have held, particularly in debating strategic matters focusing on the problems of the people and the country.

The spirit of His titah was clearly reflected in the substance of the debates held in a productive, courteous and respectful atmosphere. Your Honourable Members have carried out discussions of high quality, and so I would like to express my congratulations and thanks to Your Honourable Members for the participation, support and strong cooperation that have been given throughout our first meeting this year.

I also record my highest appreciation and the same words of thanks, which I direct especially to Yang Mulia Jurutulis Majlis Mesyuarat Negara, the Acting Deputy and Assistant Clerks, the Chamber attendants as well as all officers and staff involved including those assigned from the relevant ministries, departments and government agencies for their dedicated hard work and high commitment in preparing all requirements and in ensuring that every meeting matter could be carried out smoothly, orderly and effectively.

Alhamdulillah, in this First Meeting of the 22nd Session, we have successfully completed several main matters, namely approving four motions and the Supply Bill (2026), 2026/2027. This noble Council has also heard four ministerial statements and responded to as many as 215 questions from the ministers.

Alhamdulillah, all this was held in the month of Ramadhan and thereafter in the blessed month of Syawal. It can be said that the circumstances of this year's meeting were different and somewhat challenging, and I realise that Your Honourable Members and all those involved have also sacrificed time including on Friday and Sunday. However, this is what is called the spirit of nationhood, namely serving for the nation and country with a full sense of love, loyalty and very deep responsibility.

Indeed, serving the country requires sincere sacrifice, steadfastness of heart and a high fighting spirit in carrying the trust that has been entrusted. May every effort become an act of worship with multiplied reward in the sight of Allah Subhanahu Wata'ala.

Your Honourable Members, throughout this meeting, I appreciate the commitment in resolving the issues raised in the spirit of consultation, wisdom and prudence. For me, this is the best way whereby any problem can be resolved by listening from various points of view as well as ideas including from the community, then discussing and considering them together from the aspect of the interests of all parties involved in order to produce the best and mutually agreed decision.

This noble Council must continue to show the unity that was shown when discussing this national budget. This is because our hopes are the same whether from Official Members by Virtue of Office or Appointed Members, namely for the well-being of the people and the prosperity of the country.

Your Honourable Members, as Yang Di-Pertua of the Council, I have the privilege of listening to and observing what each member says and how they say it. For example, the setting of time limits challenged members to adapt at first; some complained as if they could not breathe, but now it appears that Your Honourable Members have managed to adjust and are now able to breathe as usual. In fact, the secret is not in the length of speaking, but rather in organising the substance with the use of concise language, which is the best way to convey information straight to the point.

In addition, what is debated or delivered must always be based on facts and substance, namely important issues close to the lives and concerns of the people. Approaches such as Dialogue Sessions and Muzakarah of Ahli-Ahli Yang Berhormat with ministries and government departments need to be continued, strengthened and fully utilised outside this noble Council, particularly in caring for the people's complaints and real issues in a more comprehensive and constructive manner.

In carrying out official duties, I hope members will continue to serve with full integrity, responsibility and commitment in ensuring that planned efforts can be translated into tangible benefits for the people and the country.

I hope members will always remain sensitive to and appreciate the pulse of the people because it is our responsibility to discuss it here. For example, during the Supply Committee debate, various aspects were discussed including the need to expand employment opportunities especially for youth and efforts to strengthen Micro, Small and Medium Enterprises as drivers of the national economy.

Members also paid attention to the importance of digital transformation and the delivery of government services. As in the speech of Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin who reminded us of the importance of prudent and disciplined national financial management as well as careful and efficient physical management.

The same matter was also expressed by Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof in the form of a pantun regarding the management of the national budget with titah and trust for the prosperity of the country and the well-being of the people.

The voice of the people was also heard through several arguments raised, for example by Yang Berhormat Awang Lau How Teck who brought up aspects of research and innovation so that the agricultural sector may become more modern, productive and competitive. District representatives also brought several hopes of the community, for example that national development should not be concentrated only in certain economic centres but also for communities in various areas as had previously been raised by Yang Berhormat Awang Zainol bin Haji Mohamed. I greatly appreciate the willingness and courage of all Your Honourable Members to put forward sound and constructive views.

However, although there may have been differences of opinion, the debates took place in an orderly atmosphere with mutual respect, and this must continue to be preserved. The Official Members by Virtue of Office have also given good responses. I sincerely hope that any proposals, views and comments that have been put forward will not merely become a record of debate, but instead be followed by appropriate action.

As a reminder, there are several matters raised in the debate at the Supply Committee Stage that require further comments from Yang Berhormat Official Members by Virtue of Office. I hope responses can be delivered clearly to the members concerned in the near future, and I encourage such responses to be published on the respective ministry websites or suitable platforms to enable the public to follow developments as is implemented in other countries.

We are living in a world full of uncertainty. The great powers are in dispute and this makes the current situation rather complicated. This earth has truly become small. What happens in one region will certainly affect other regions even if they are geographically far away. We give thanks to Allah Subhanahu Wata'ala because we are in a state of peace, but certainly we are not spared from the spillover effects of these situations.

Therefore, there may also be measures that need to be taken by the country to overcome these matters. I hope that whatever is planned, even in facing tests, challenges and the situation occurring in the world, there remains an opportunity to improve and enhance our capabilities together.

Finally, let us all pray to Allah Subhanahu Wata'ala that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam will always be bestowed with prolonged good health, well-being and remain firmly on the throne of the government of Negara Brunei Darussalam based on faith, guidance and direction from Allah Subhanahu Wata'ala alone.

May our country, Negara Brunei Darussalam, continue to be blessed with His mercy and protection, bestowed with lasting peace, prosperity and stability, and may all the people and residents of this country always remain in well-being, unity and receive blessings in every effort undertaken.

With this, the Majlis Mesyuarat Negara is adjourned to a time, the date of which has yet to be determined. Insya Allah, we will meet again at the Second Meeting of the 22nd Session of the Majlis Mesyuarat Negara this year.
