In the name of Allah, the Most Gracious, the Most Merciful. The First Meeting of the 22nd Session of the Legislative Council convenes on its second day today, Friday, 23 Ramadan 1447 corresponding to 13 March 2026, and is preceded by the Doa Selamat.

In the name of Allah, the Most Gracious, the Most Merciful. Peace be upon you and the mercy of Allah the Almighty and His blessings. Praise be to Allah, we are grateful to Allah Subhanahu Wata’ala because by His grace alone, we are able to be present together this morning for the second day of the First Meeting of the 22nd Session of the Legislative Council.

Blessings and peace be upon our Great Leader Sayyidina Muhammad Sallahu Alaihi Wassalam, his family, his companions and his loyal and faithful followers until the end of time.

Your Honourable Members, by the grace of Allah Subhanahu Wata'ala, yesterday morning the Official Opening Ceremony of the First Meeting of the 22nd Session of the Legislative Council was successfully and perfectly carried out by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam.

This Council fully conveys its highest gratitude and loyalty for His Majesty’s presence and for bestowing the titah at the Ceremony.

Your Honourable Members, the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam truly contains guidance and direction of great meaning for all Your Honourable Members in carrying out the trust and responsibilities as Members of the Legislative Council, particularly in ensuring that national development policies and strategies can be implemented effectively for the wellbeing of the people and the prosperity of Negara Brunei Darussalam.

Praise be to Allah, we uphold with the highest esteem the authoritative and wise leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, who always follows with full attention the developments of the Legislative Council. Indeed, His Majesty places hope that this Legislative Council will continue to play its role as an important platform in debating the strategic issues faced by the country and also the people.

Indeed, His Majesty’s concern is clearly seen towards the various dimensions and aspects of the people’s lives including social wellbeing, national economic growth, infrastructure and public facilities, national security and public administrative governance, all of which reflect His Majesty’s leadership that always places the wellbeing and progress of the people as a priority while ensuring that the prosperity and stability of the nation continue to be preserved.

In this matter, I call upon all relevant parties to equally appreciate and uphold the titah of Kebawah Duli Yang Maha Mulia with full diligence, commitment and responsibility, and to work hand in hand through a whole-of-government and whole-of-nation approach in implementation actions that are more aggressive and resilient towards achieving Wawasan Brunei 2035.

Your Honourable Members, I believe all Your Honourable Members will be able to fully examine the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam that was bestowed during the Official Opening Ceremony of the First Meeting of the 22nd Session of the Legislative Council, especially His Majesty’s hope that Members of the Legislative Council will work hand in hand with His Majesty’s government to find solutions to the challenges and problems faced by our society and country.

Indeed, this Council feels greatly honoured and expresses its highest gratitude and loyalty for His Majesty’s presence at yesterday’s Ceremony, the Legislative Council, in His Majesty’s condition which clearly demonstrated His Majesty’s strong spirit and determination in safeguarding and taking concern for the wellbeing of the people and the prosperity of the nation.

On this occasion, we all continue to pray that His Majesty will be granted continuous and lasting good health and will always remain under the protection and mercy of Allah Subhanahu Wata’ala.

Your Honourable Members, the First Meeting of the Session this year is somewhat special, in that it is taking place during this blessed month. This also means that we are holding the meeting in circumstances that are somewhat different and require us to adapt ourselves to the challenges that we face.

Towards this end, I hope that Your Honourable Members will be able to give full support and cooperation so that we can ensure that our meeting proceedings meet current needs. I believe that with a strong spirit of consensus and professionalism, we are capable of carrying out this responsibility effectively in order to achieve the best decisions for the interests of the people and the nation.

Your Honourable Members, before us there are several matters that we need to settle and I propose that we move to the next matter.

The motion of gratitude to be proposed by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, Menteri Hal Ehwal Ugama.

Kaola am pleased to propose that this Council agrees to approve a motion to present our fullest gratitude before the Council of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty’s presence at this Council and for His Majesty’s titah message, for which the Council expresses its fullest gratitude.

Yang Berhormat Yang Di-Pertua, indeed His Majesty’s presence yesterday, namely on Thursday, 22 Ramadhan 1447 Hijrah corresponding to 12 March 2026, is deeply appreciated, and Yang Berhormat Pehin himself has already stated this intention very clearly. It was His Majesty’s first presence at the State Council during the period of His Majesty’s treatment recovery after undergoing a surgery that had been planned earlier.

Kaola can say, Yang Berhormat Pehin, how we in this Chamber and those present inside the Chamber and others outside the Chamber throughout the country, who followed the live broadcast of the Official Opening Ceremony yesterday, were also grateful to Allah Subhanahu Wata’ala and held in the highest regard His Majesty’s presence appearing in a healthy and cheerful condition, greatly delighting all the people who love and highly esteem His Majesty’s authoritative and visionary leadership.

Thus, indeed such a presence signifies that His Majesty places great importance on this Majlis Mesyuarat Negara as a state institution and wishes to ensure that it functions properly. For that reason, His Majesty titah that the Majlis Mesyuarat Negara session is not merely an annual meeting but is also a strategic platform to debate the real issues faced by the country and the people based on in-depth scrutiny and solid facts.

Then in this context His Majesty praised and appreciated the approach of dialogue and deliberation sessions by Ahli-Ahli Yang Berhormat Yang Dilantik from the three appointment categories, namely dialogue. The dialogue session approach together with Ministries and Government Departments should be utilised as best as possible, and such an approach in His Majesty’s view has indeed proven effective in further bringing Ahli-Ahli Majlis Mesyuarat Negara closer to the community in attending to needs as well as in hearing the people’s complaints.

Such indeed is His Majesty’s attention and hope towards the Majlis Mesyuarat Negara in line with the purpose of establishing it as an instrument of consultation since it was re-established under the Constitution of the State Amendment 2004. Indeed, kaola believe that the Majlis Mesyuarat Negara is the country’s consultative instrument in its modern era which remains with its Bruneian Islamic character, remains ancient in wisdom, and has proven its service in saving Brunei although in the history of its present territory it is as if only a handspan remains, yet it has survived, and the people have remained cared for and have felt secure under the umbrella of a monarchical government that is attentive to the hardships and comforts of its people.

Indeed, such a caring pattern of leadership meets the criteria of leadership that is blessed by Allah Subhanahu Wata'ala in accordance with His word which presents the example of the leadership of Rasulullah Sallallahu Alaihi Wasallam as stated in Verse 128 of Surah At-Taubah (Quranic verse recited). The translation of this verse is, “Indeed, there has come to you a Messenger from among yourselves, namely Prophet Muhammad Sallallahu Alaihi Wasallam, to whom is very burdensome any hardship suffered by you, who is deeply concerned in seeking goodness for you, and who pours out compassion and mercy to the believers.

Although this verse, Yang Berhormat Yang Di-Pertua, is famous among Bruneians as the healing verse. Straight perhaps, yes, if it is recited in its melody, people, the person struck by a seizure is lifted on a board, lifted on a board, that is lift on a stretcher nowadays.

But in its truest context, that verse is a verse about the pattern of leadership. Therefore Yang Berhormat Yang Di-Pertua, with such people-caring leadership, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan titah that the country must always remain alert to international geopolitical turmoil and its effects on global economic challenges.

According to His Majesty, our country is also not exempt from receiving the effects of these challenges, especially if those effects impact the price of energy commodities which are the source of the country’s income. Then His Majesty further titah, “This is where Ahli-Ahli Majlis Mesyuarat Negara need to join hands and work together to address any uncertainties that arise.”

Yang Berhormat Yang Di-Pertua. Kaola am consciously aware that indeed it is our shared responsibility not merely to be cautious but rather, as His Majesty titah, that His Majesty wishes to see aggressive implementation action as well as resilience in formulating policies for national development strategies, especially towards the goals of Wawasan Brunei 2035 including continuous efforts in exploring strategic investments in new sectors that can further stimulate the country’s economic growth and efforts to strengthen the government’s fiscal position.

For such an attitude and approach, Yang Berhormat Yang Di-Pertua, kaola hold the conviction that we do not, especially the government, will ever be seen to choose an aggressive approach that merely hopes for success in the sense of success which carries long-term risks to the country.

Kaola am confident, Yang Berhormat Yang Di-Pertua, that our monarchical government, as has been proven and trusted, is always caring towards its people and the country’s long-term fate, and is not easily shaken or rattled by dark and gloomy projections of the country’s economy and finances. Thus, we are invited here, each one of us, and all the people are invited, each with the responsibility of maintaining and strengthening that philosophy of care, and will be driven to choose efforts and endeavours that do not jeopardise long-term interests whose risks may not now be clearly visible but which later may prove to be seriously risky to the country’s integrity. Kaola believe that this is not what His Majesty intended in that titah.

Nevertheless, Yang Berhormat Yang Di-Pertua, kaola place trust in all of us here, the catalyst generation and the present younger generation who are destined to play their respective roles in making the country successful, advancing and developing it, in all its sectors, the heavy and the light, according to the size of our respective capacity and capability, that they will always strive in a fully spirited manner to continue endeavours and efforts in carrying out the taklif or tasking that advances the country, especially towards Wawasan Brunei 2035 and beyond.

For kaola, Yang Berhormat Yang Di-Pertua, we now already have professionals who, in the era that kaola lived through, namely after the year 59 for example, were not found among us to support Kebawah Duli Yang Maha Mulia Al-Marhum at that time.

So this is what makes kaola reflect when the current younger generation emerges in various professional fields, Yang Berhormat Yang Di-Pertua, it deeply moves kaola, and the time has come for them to step forward to think of and choose safe ways not only for what is said to be gaining profit or benefits which in the long term seem tempting, but where we do not know the risks.

There was once a history in Brunei, Yang Berhormat Yang Di-Pertua, in its survivability, among which there were narratives saying that to develop Brunei, foreigners were needed. Large estates required foreigners because there were no Bruneians willing to become rubber tappers.

To build roads required foreigners, labourers, engineers, to further develop the economy in business sectors and so on required foreigners, but at that time, Alhamdulillah, the leadership then chose not to open it in that manner, but only what was needed to the extent of expatriates, and that was followed by cooperation with the British government at that time. And we were able to contain the influx of foreigners which, based on the experience of countries that came before us, would indeed result in something we did not anticipate.

So with that in place, insya Allah, we will have choices of paths that surely, under monarchical leadership, will make it impossible for anyone to cast off the responsibility of the legacy of a government under which the people take shelter and which guarantees the future and integrity of the country.

Thus, Yang Berhormat Yang Di-Pertua, this is my speech of gratitude in the Majlis Mesyuarat Negara sitting which kaola am destined to be in up to this point, only by the permission of Allah. Kaola express my thanks for the permission and patience of Yang Berhormat Yang Di-Pertua and Yang Berhormat colleagues as well as Yang Berhormat friends of kaola in this honourable Council Chamber for following the ramblings of kaola, an elderly person.

Kaola’s wish is solely driven by the aspiration that our country may remain in blessing, in accordance with its nature as a country included in the word of Allah Subhanahu Wata’ala, Baldatun Tayyibatun Warabbun Ghafur.

Before opening this Motion for debate, I would like to remind Your Honourable Members that debate on the Motion is limited to 15 minutes for each Yang Berhormat Member.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Peramba, kaola, I would first of all like to record my gratitude for the opportunity given to deliver a brief speech in support of the motion by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, Menteri Hal Ehwal Ugama, namely the motion to express utmost gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for the gracious royal titah in conjunction with His Majesty’s presence at the Official Opening Ceremony of the First Meeting of the 22nd Session of the Majlis Mesyuarat Negara on Thursday, 22 Ramadan 1447 Hijrah corresponding to 12 March 2026 yesterday.

Indeed, the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam provides clear, comprehensive and far-sighted guidance to this august Council regarding current challenges as well as the nation’s priorities in ensuring that the development of Negara Brunei Darussalam continues to be carried out in an inclusive, sustainable and resilient manner.

His Majesty’s titah not only reflects a far-reaching vision in ensuring the well-being of the people and residents of this country, but also portrays His Majesty’s deep concern and His Majesty’s Government’s continued commitment in preserving the nation’s prosperity and strengthening the direction of development in line with the goals of Wawasan Brunei 2035.

From my observation, peramba, kaula, of the contents of His Majesty’s titah, there are three main matters that peramba, kaula, would like to highlight in this august Council.

First, His Majesty’s titah stresses and affirms that the Majlis Mesyuarat Negara is not merely an annual gathering but is a strategic platform to discuss the real issues of the country and the people. His Majesty’s titah emphasises an effective approach of dialogue and deliberation among the Members of the Majlis Mesyuarat Negara, ministries and government departments.

This Council should be utilised as the nation’s highest forum to exchange views openly, discuss current challenges objectively and formulate more effective approaches based on facts as well as in-depth examination.

This approach also includes the involvement of the community, traders, non-governmental organisations and youths, which is an approach that we have already practised in order to empower discussions and ensure that every policy and initiative reflects the actual reality of the country.

Such an approach is not only in line with the spirit of syura in Islam, but is also based on the principles of the Constitution of the State. Reflecting governance that is inclusive and far-sighted by taking into account views from various stakeholders, policy discussions can be enriched and the solutions formulated become more pragmatic, effective and centred on the interests of the nation.

The second matter touched on in His Majesty’s titah is the fact that Negara Brunei Darussalam, this sovereign peaceful nation, is not spared from the spillover effects of global challenges. Fluctuations in energy commodity prices, climate change, unexpected global health crises and developments in international geopolitics are among the challenges that require serious attention and a more strategic approach.

His Majesty’s titah emphasises aggressive and strategic implementation action to achieve the goals of Wawasan Brunei 2035, including exploring strategic investments in new sectors.

In addition, His Majesty’s titah also stresses the importance of diversifying sources of economic growth as well as strengthening the role of the private sector and Micro, Small and Medium Enterprises, MSMEs, as the main drivers of the nation’s economic resilience.

His Majesty also reminded that the nation’s development must be accompanied by prudent expenditure and optimum management of resources. Every government allocation needs to focus on high-impact initiatives capable of providing valuable and meaningful long-term returns to the nation.

This approach is very important to ensure the sustainability of the Government’s fiscal position as well as to utilise national resources strategically for the benefit of the people and future generations.

The third matter, peramba, kaula, that I am pleased to highlight from His Majesty’s gracious titah is the emphasis that national development must always be centred on the well-being of the people. His Majesty’s titah stresses the importance of providing quality and safe infrastructure and public facilities. His Majesty also expressed sorrow and sympathy over the road traffic accident incidents that claimed lives, reminding all of us of the importance of strengthening road safety and increasing shared awareness among road users.

In addition, His Majesty’s titah stresses excellent governance, integrity and efforts to eradicate corruption as well as abuse of power without compromise. This is in line with the aspiration of building a progressive, innovative and far-sighted nation while ensuring that the well-being of the people is always safeguarded. This approach is important to ensure that national governance is based on the principles of accountability and transparency, and in maintaining the people’s trust in national institutions.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

Peramba, kaula, I hold in the highest regard His Majesty’s gracious titah, which is rich and dense with vision and far-sighted views regarding the future of this nation, while also being sensitive to the present condition or environment in efforts to continue building Negara Brunei Darussalam as a progressive and resilient country.

His Majesty’s gracious titah is a meaningful and timely reminder that in facing future challenges we need to strengthen efficiency, cultivate creativity and enhance cooperation among all sectors in implementing national development policies and initiatives. His Majesty’s vision and advisory titah ought to be taken as our shared guidance so that we may move forward with greater confidence, plan more strategic action and achieve greater excellence for our beloved nation, Negara Brunei Darussalam, founded upon the philosophy of Melayu Islam Beraja.

In this regard, peramba, kaola, I am confident that all Yang Dilantik Honourable Members are also aware of the importance of jointly utilising this Council as an arena for open, mature discussion based on the spirit of syura, putting forward sound views and proposals on issues of national importance including new global challenges.

May this Council sitting continue to be a platform for deliberation with full integrity, creative thinking and strategic action. God willing, all views and proposals submitted based on facts, relevant data and best practices will be able to contribute to the progress, well-being and prosperity of this blessed land that we all love.

Before peramba, kaola, I conclude the Motion of Utmost Gratitude, peramba, kaola, I am pleased to take this special opportunity to wish everyone well in continuing the obligatory fasting of Ramadan and other acts of worship therein, especially as we are now already in the last 10 days of the month of Ramadan. To all Muslims, may you be granted well-being, health and strength in performing the fast and may you receive mercy, pleasure and forgiveness from Allah Subhanahu Wata’ala.

(Prayer recited). O Allah, grant us safety in facing Ramadan, grant Ramadan well-being for us and accept Ramadan, worship from us.

God willing, we will celebrate the day of victory of Aidilfitri at its end. Finally, peramba, kaola, I am pleased to once again submit that peramba expresses the highest utmost gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah Ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, the Monarch whom we cherish, for His Majesty’s gracious royal titah, accompanied by prayers that Kebawah Duli Yang Maha Mulia may always receive guidance and direction from Allah Subhanahu Wata’ala and be granted prolonged good health, happiness, and remain forever firmly reigning upon the throne, Amin Allahuma Amin.

Praise be to Allah, for it is only by the abundance of the mercy, guidance and blessing of Allah Subhanahu Wata'ala that He has permitted all of us to attend the First Meeting of the 22nd Session of the Legislative Council for the year 2026.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

As titah by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, we must always remain alert to international geopolitical turmoil and its effects on global economic challenges such as disruption of supply chains, communications, rising commodity prices, security, food and trade. All of these require a strategic action plan and a whole-of-nation approach to reduce whatever impact may arise from any uncertainty as well as the domino effect.

Alhamdulillah, when we together observe and appreciate the kurnia titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, it is indeed very farsighted, encompassing various words of wisdom and advice of immense value which reflect His Majesty’s wisdom, authority, concern and vision in leading and steering the governance of Negara Brunei Darussalam, which are most important to bear, to be given serious attention and then followed with appropriate action in order to guarantee the welfare and well-being of the people and the nation. Alhamdulillah, abiskaola and also the Appointed Members of the Legislative Council, insya Allah, will continue to uphold the kurnia titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam.

What abiskaola practise by holding muzakarah sessions and also meetings, and indeed not only with Ministries and Government Departments but also dialogue sessions and meetings involving the public, professionals, NGOs and chambers of commerce.

The findings and feedback from the public have already been shared by abiskaola with the government. This is in line with the kurnia titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, in which His Majesty wishes the Members of the Legislative Council to join hands with the government in seeking solutions to the challenges and problems faced by society and the country. Towards this end, it would be good for the involvement together with Members of the Legislative Council to be considered in any planning and in formulating national development policies and strategies, especially towards the goals of Wawasan Brunei 2035.

Yang Berhormat Yang Di-Pertua and Your Honourable Members.

His Majesty’s noble aspiration is also to see this country move forward, innovate, become more aggressive and resilient in formulating national development policies and strategies, especially towards the goals of Wawasan Brunei 2035. This also includes continuing to explore new, more strategic and high-impact investments that can further stimulate the country’s economic growth and efforts to strengthen the government’s fiscal position.

In supporting and upholding His Majesty’s kurnia titah, abiskaola is of the view and continuously recommends that the relevant stakeholders, especially within the government, implement the transformations contained in the three blueprints, namely the Manpower Blueprint, Economic Blueprint and Social Blueprint in a more effective, efficient, progressive and dynamic manner. In particular, those related to policies connected with making the country more attractive to more strategic foreign investors, strengthening ease of doing business and creating a more conducive business ecosystem environment in this country. This also includes aligning government policies so that they are consistent and practised by government agencies.

At the same time, efforts to strengthen and instil confidence in an industry-ready business environment also need to be supported and coordinated by expanding the provision of reliable infrastructure and utilities, and more conducive digital infrastructure, connectivity and accessibility.

What is also important and needs attention is the aspect of expanding and further strengthening the preparedness of human resources in various professional and high-technology skills aligned with the national education system, oriented towards TVET, according to international standards and meeting industry needs.

Insya Allah, by creating transformation policies that are more resilient and progressive, this will certainly be able to generate spin-off effect and multiplier effect and subsequently a significant impact in expanding and further invigorating the diversity of business and industrial activities including downstream industries in this country. The spillover from the chain of these various economic activities will also be enjoyed in efforts to further activate the private sector, especially among Micro, Small and Medium Enterprises.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, we as the people and residents of this country, moreover those who reside permanently in this country, should be grateful to Allah Subhanahu Wa’taala because through the authority and blessings of the leadership and rule of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and His Majesty’s government, Negara Brunei Darussalam, Alhamdulillah, is always in a stable, peaceful, secure and prosperous condition, with a well-being of life under the protection of Allah Subhanahu Wa’taala.

Moreover, we enjoy and benefit from the various forms of facilities provided and insya Allah, the Government will continuously plan whatever projects are for the benefit and well-being of the people in this country.

By all of us being grateful to Allah Subhanahu Wa’taala, insya Allah, these favours and mercies will increase. As stated in the word of Allah Subhanahu Wa’taala which may be observed and taken as a lesson together as in Surah Ibrahim, Verse 7. (Quranic verse recited).

Among other things, it means, “Indeed, if you are grateful, I will surely increase you in favour; but if you deny My favour, indeed My punishment is truly severe.”

May we be among the servants who are grateful and who preserve the trust entrusted to us, while at the same time continuously striving with greater dedication and working even harder together in playing our role in further expanding the socio-economic development of this country that we love.

Alhamdulillah, first of all kaola records sincere appreciation and thanks to Yang Berhormat Yang Di-Pertua for giving kaola the opportunity, as one of the representatives of fellow Ahli Yang Berhormat from the Distinguished Persons Group, to also participate in supporting the motion proposed by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, Menteri Hal Ehwal Ugama to present the highest expression of gratitude before the Council to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty’s presence and gracious consent to deliver the titah at the Official Opening Ceremony, First Meeting of the 22nd Session of the Majlis Mesyuarat Negara last Thursday, 22 Ramadan 1447 corresponding to 12 March 2026.

The titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam was very substantial and clearly reflected His Majesty’s concern and wisdom in ensuring that the country’s economy continues to grow and the well-being of the people is always safeguarded.

Abis kaola highly upholds gratitude and am greatly honoured by His Majesty’s recognition of the role of this Majlis Mesyuarat Negara as well as of the dialogue and deliberation sessions undertaken by Ahli-ahli Yang Berhormat appointed together with stakeholders from the government and private sectors.

This recognition serves as an encouragement for abis kaola to continue this effort as one of the alternative channels to strengthen cooperation in addressing the country’s challenges, discussing priority issues that have direct implications on national development, and conveying the voice of the people through more transparent, open and constructive two-way discussions for the sake of the people and this sovereign nation.

Yang Berhormat Yang Di-Pertua and Ahli-ahli Yang Berhormat. His Majesty also titah on the importance of increasing efforts to strengthen the national economy, which is also affected by geopolitical developments at the international level.

In this matter, we too must be cautious of the effects of this geopolitical turmoil on our national food security given that a large portion of the country’s food supply is obtained through imports. The importance of the private sector and Micro, Small and Medium Enterprises in diversifying the national economy has also become His Majesty’s concern. This effort requires strong support from all relevant government agencies, including by simplifying existing policies and expediting related processes.

In this matter as well, abis kaola supports the Government’s continued efforts to attract foreign investors to invest in this country. However, at the same time, the Government should also reassess existing investment policies to drive the involvement of local investors. Initiatives and strategies that have shown less positive results need to be reviewed in order to find more proactive and outcome-driven alternatives.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, from the aspect of safety, I am deeply moved by His Majesty’s concern regarding the tragic accident that claimed the lives of two cyclists recently.

In this matter as well, I would like to draw everyone’s attention to the issue of water supply disruption that occurred previously as a result of a landslide incident caused by the phenomenon of climate change. These incidents remind us of the need to always be prepared to face unexpected risks, as well as the importance of critically reassessing all major national infrastructure.

Accordingly, improving infrastructure and public facilities including public transport is an urgent necessity to guarantee the safety, survival and well-being of the people.

Yang Berhormat Yang Di-Pertua and Ahli-ahli Yang Berhormat, integrity is the foundation of good governance and is the pillar of the country’s stability and progress.

The symptoms of corruption and abuse of power will undermine public trust and weaken the country’s administrative system if not eradicated firmly.

Therefore, investigation processes into cases related to integrity must be expedited and strengthened with appropriate allocation of resources, including for cases that have been pending for a long time. The Government’s firmness in this matter reflects its commitment to ensuring that the country’s administration remains transparent, credible and always prioritises the interests of the people.

Yang Berhormat Yang Di-Pertua and Ahli-ahli Yang Berhormat. Kaola and fellow Ahli Yang Berhormat express gratitude for His Majesty’s titah that the Majlis Mesyuarat Negara session serves as a strategic platform to debate the real issues faced by the country and the people based on in-depth study and strong facts including through dialogue and deliberation sessions together in an effort to care for needs and to hear the people’s grievances, which kaola and fellow Ahli Yang Berhormat believe have been and need to be held continuously from one session to the next.

His Majesty’s hope to see vibrant economic growth in the country and efforts to strengthen government fiscal capacity through more aggressive implementation actions as well as resilience in formulating national development policies and strategies towards Wawasan Brunei 2035 including the exploration of strategic investments in new sectors, will also be upheld most highly by kaola and fellow Yang Berhormat.

God willing, this matter and also matters involving the well-being of the people will be emphasised by kaola and the other Ahli-Ahli Yang Berhormat as guidelines in putting forward and examining strategic and policy matters and issues that kaola and fellow Ahli Yang Berhormat will raise in this noble hall.

Proposals or suggestions for improvement to existing sectors with the potential to further diversify the country’s economic growth have been put forward by kaola and fellow Ahli-Ahli Yang Berhormat in this noble hall during previous Majlis Mesyuarat Negara sessions. His Majesty’s emphasis on the need to create a conducive ecosystem towards strengthening the role of the private sector as well as Micro, Small and Medium Enterprises, namely MSMEs, through new approaches, must be taken seriously by us with serious, precise and swift action.

Alhamdulillah, the good step taken by the relevant government agency several months ago in bringing a number of MSME entrepreneurs, with reasonable and prudent assistance, is a wise measure to bring their products abroad to further expand their markets so that they are not only able to supply the domestic market, which we understand is limited, but also foreign markets to ensure broad markets and sustainable business dealings of international standard.

This step needs to be continued not only in the food sector but also in other sectors.

Yang Berhormat Yang Di-Pertua who is wise and the other Your Honourable Members, regarding the continuity of the people’s socio-economy and small entrepreneurs, kaola and fellow Ahli Yang Berhormat are also grateful and would like to take this opportunity to express thousands of thanks and congratulations to the leadership and the District Office for their recent action in caring for the people doing business in one area of this country by taking care of the continuity of their businesses.

Alhamdulillah, kaola also praises the departments and ministries that carried out and took similar action previously, with prayers that all those involved will be granted abundant sustenance by Allah Subhanahu Wataala.

His Majesty's titah regarding international geopolitical developments and their impact on the global economy also reminds us that the country's economic stability cannot depend solely on external factors.

Among the matters that can continue to be strengthened are economic activities based on domestic strengths, including food production, commercial agriculture as well as the development of local enterprises. When the domestic economic foundation becomes stronger, the country will be better prepared to face changes and uncertainties occurring at the global level.

In this regard as well, the development of local enterprises has a very important role. Local entrepreneurs and companies can become among the main drivers of the country's economic activities if they continue to be given room to grow and to participate in the economic opportunities that exist. When more economic activities are driven by local strength, the benefits of economic development will be felt more widely by the community.

Yang Berhormat Pehin Yang Di-Pertua and Your Honourable Members, His Majesty's titah regarding the need to carry out national development more effectively also means that the success of a policy does not only depend on good planning, but also on the ability to ensure implementation proceeds in an orderly manner and yields clear results.

In this matter, efforts to strengthen coordination among agencies and to ensure that every initiative is implemented with a clear focus on the intended outcomes can help ensure that the benefits of development truly reach the people.

In relation to road safety, kaola with full awareness takes note of the tragedy that occurred recently which serves as a reminder that road safety needs to be seen as part of long-term national development planning.

Road infrastructure that is planned with foresight not only facilitates the movement of vehicles, but also ensures that road space can be used safely by all users including cyclists and pedestrians. By taking this need into account, from the planning stage the road system can develop in a more orderly, safe and suitable manner in line with future changes in the mobility patterns of society.

As a Member of the State Council, kaola fully takes note of the hope of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam that this House will continue to function as a forum to carefully assess issues that affect the country and the people. This sitting provides an opportunity for Members of the Majlis Mesyuarat to contribute views guided by experience, observation and understanding of the current situation so that every debate held can add value to the government's efforts in ensuring that the country's progress continues to be preserved and that the wellbeing of the people always remains the priority.

Abiskaola highly upholds His Majesty's emphasis on the importance of strengthening cooperation between Members of the Majlis Mesyuarat Negara and government agencies through continuous muzakarah sessions and discussions.

This approach is very important in ensuring the existence of openness, mutual understanding and the readiness of both parties to jointly update policies related to the interests of the people and the country.

Through this approach as well, it becomes a foundation for stronger mutual understanding in addressing the country's strategic issues, particularly matters that are the people's priorities.

At the same time, abiskaola also upholds His Majesty's concern over increasingly uncertain global developments, including conflicts and wars that may affect the stability of the world economy. This uncertainty can indirectly affect the prices of energy commodities such as oil and gas which are the main sources of the country's economy.

In that connection, efforts to strengthen the country's alternative economic sources should rightly be seen as an urgent necessity and no longer merely as an option. Economic diversification needs to be driven more aggressively through the development of potential sectors such as agriculture, manufacturing, the creative industry as well as downstream industries based on the country's resources.

To ensure the success of this effort, the development of local human resources must be given priority. The local workforce needs to be empowered with relevant skills, expertise and knowledge so that they can play a more significant role in driving the country's economic growth.

At the same time, the country's economic policies must always be reviewed and updated so that they are in line with current developments. This approach is important to stimulate business activities as well as encourage continuous investment.

A conducive economic environment will continue to maintain investors' confidence in seeing Negara Brunei Darussalam as a safe and potential country for investment, while at the same time creating healthy competition among local traders so that they remain competitive.

In addition, patik also upholds His Majesty's titah regarding the importance of practising prudent national expenditure. Development initiatives with high impact should be prioritised so that every project implemented truly provides effective benefits to the people.

In this regard, efforts to increase the productivity of local industries through the use of modern technology in producing local products are greatly welcomed. Products produced by local people need to be strengthened so that they are able to compete with products from abroad. To realise this goal, close cooperation between the government and the private sector must continue to be strengthened and carried out transparently and with integrity.

Meanwhile, the culture of corruption and the practice of favouritism must be eradicated to the roots so that the country's administrative system is always based on the principles of integrity, transparency and justice.

The condition of roads that are damaged, pothole-ridden and poorly maintained not only affects the comfort of road users, but also increases the risk of accidents. This matter should continue to receive serious attention from the relevant parties so that maintenance works can be carried out more efficiently and effectively.

In addition, the issue of disruptions to electricity and water supply is also among the matters frequently voiced by the people. This situation is felt even more when disruptions occur at night or on holidays, when families are gathered and resting together. It is hoped that these issues can be handled more effectively in order to ensure that the wellbeing of the people is always preserved. All these efforts are in line with the country's aspiration to achieve the goals of Wawasan Brunei 2035, namely towards forming a nation that is advanced, highly educated and has a high quality of life.

Finally, members and colleagues with full reverence support this Motion of gratitude as a sign of appreciation and strong support for the leadership and vision of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam. As loyal citizens, we must all continue striving to improve our capabilities, strengthen our commitment and play our respective roles in contributing to the country's progress.

Indeed, the success of a country is not measured only through good planning or a great blueprint, but more importantly when all such planning can be successfully implemented and its benefits can truly be felt by all the people.

We have debated the Motion for the Majlis Mesyuarat Negara to present the fullest expression of gratitude before the Council of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam who graciously consented to attend the Official Opening Ceremony of the First Meeting of the 22nd Session of the Majlis Mesyuarat Negara on Thursday, 22 Ramadan 1447 corresponding to 12 March 2026. I am of the view that it would be good for us to vote on this Motion now.
