Assalamualaikum warahmatullahi wabarakatuh and good greetings. First of all, kaola would like to express gratitude to Yang Berhormat Yang Di-Pertua for the permission granted to kaola to share a statement in response to some of the questions raised by Your Honourable Appointed Members.
Kaola's statement will cover related issues that share the same theme and ought to be comprehensively explained. Kaola's statement will touch upon two main aspects which are strategies towards advancing the food industry and in turn ensuring the national food security as well as efforts and initiatives in developing the tourism industry in the country.
To advance the food industry, namely the agricultural, fisheries, and agri-food sectors in this country, an approach based on the whole-of-government and whole-of-nation is needed. This involves close collaboration between the government sector and the private sector.
Praise be to Allah, these aspects are also included in the Food Industry Roadmap that serves as a strategic guide to drive growth and increase the output of the food sector, especially through production and productivity in the primary industries and processing and value addition.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. As part of the development direction for the food industry and to strengthen food security, this ministry has identified six main commodities: rice, chicken, chicken eggs, meat, vegetables, and fish. Increasing their production is hoped to strengthen the nation’s self-sufficiency in food, reduce import dependency, stabilize prices, ensure adequate supplies even in a global crisis, and stimulate the growth of the local agriculture and fisheries industries, which significantly contribute to the national GDP.
Kaola would like to further share about the self-sufficiency achievements for these six commodities from the agricultural and fisheries output over the last three years on average from 2022 to 2024. For the country's rice sector, 8% self-sufficiency has been achieved, for chicken eggs it is 103%, for chicken meat it is 100%, for beef and buffalo about 2.3%, for tropical vegetables around 72%, and for fish about 74%. The average output in the food sector covering agriculture and fisheries has increased by approximately 41% in the last three years, from 525 million in 2017 to 742 million annually now. Concerning the perception that the self-sufficiency level of rice has not grown, kaola would like to clarify that it has actually increased from 4.8% in 2017 to an average of 8% for the years 2022/2024. Insya-Allah, with the ministry’s commitment, entrepreneurs, and farmers, the target of 12% can be reached in the coming years.
The ministry through the Department of Agriculture and Agrifood will implement three main initiatives to increase the country's rice production to achieve this target. First, encouraging the use of high yielding hybrid rice varieties such as hybrid rice Sembada 188 and Yuan 158 rice which can achieve yields of five to seven metric tons per hectare per season. Second, conducting research and experiments for new rice variety suitability in irrigated areas and non-irrigated areas; and Third, improving soil fertility through regenerative agriculture while ensuring sustainable environmental preservation with the use of compost fertilizer.
In efforts to strengthen the national food security level, the ministry faces major challenges such as acidic and limited land, unpredictable weather changes, disease threats, and challenges in the food sector ecosystem value chain. Hence, achieving the self-sufficiency level cannot be instantly realized, but requires strategic and ongoing approaches to systematically and sustainably address these factors.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. Turning to the ministry’s efforts to attract youth involvement in the agricultural and fishery sectors. The ministry has also implemented several programs focusing on youth involvement in agriculture and fisheries. The programs implemented include;
First, the Youth Exposure Program with potential to venture into technology-based agriculture. A total of 9 series of programs have been implemented involving a total of 166 youths. Second, the Pilot Project Program which is trial-based and small scale. A total of 44 young entrepreneurs have been offered sites involved in agricultural enterprises and 5 young entrepreneurs involved in fishery operations. Third, the Land Area Expansion Program which involves offering additional land to farmers who have successfully fully utilized the previously offered site. So far, a total of 16 youths from the Pilot Project have been offered additional land in the agricultural industry and one youth in the fishery industry.
Fourth, the Youth Paddy Program, a joint initiative with the Youth Development Centre, Ministry of Culture, Youth and Sports to encourage youth involvement and in paddy cultivation enterprises. Currently, 5 young people are actively cultivating paddy in the Wasan Agriculture Advancement Area with a site area of 10 hectares. Meanwhile, one young person is actively cultivating paddy in the Bebuloh Agriculture Advancement Area with a site area of 5 hectares; and Fifth, the Agri Youth Project, a new initiative in collaboration with the ministry, local financial institutions, and also BEDB. It aims to provide opportunities for young farmers to start and ensure the resilience of their enterprises through financial support. This program is expected to be launched in the middle of this year.
Besides youth, the involvement of rural youngsters is also important in increasing production in the agriculture sector. However, the achievements of cluster farms or Kemajuan Pertanian Luar Bandar, KPLB are still less encouraging with some land allocated to rural youngsters not being utilized. In this regard, the ministry is currently reassessing the KPLB initiative to ensure it meets its targeted goals. To support agrifood enterprises, the ministry together with BEDB has implemented the Capacity Enhancement Program for MSME in the food sector. This program aims to facilitate the growth of agrifood companies especially the transition from home-based over to more appropriate and orderly processing premises that meet food standards. Of the 14 companies that participated in this program, 4 home-based companies have been offered to move to dedicated premises.
In this matter, the ministry also wishes to express appreciation for the suggestion made by Yang Berhormat Dayang Chong Chin Yee during the debate at the Committee level for the Title under the Ministry of Education on 13 March 2025. The suggestion is related to support for local graduates to venture into the field of food science and nutrition, as well as research and development in food processing and packaging technology innovation which can benefit the advancement of the agrifood industry in the country. The ministry will continue to collaborate with the Ministry of Education and related agencies in efforts to increase employment opportunities not only in the agrifood sector but also in other industries related to agriculture and fisheries.
To further increase the output of agricultural and fishery commodities to the targeted level, the ministry constantly encourages the use of the latest, simple, and affordable technologies not only to meet local needs but also to explore export markets. Among the modern technical technologies implemented in planting activities are such as vegetable planting using aquaponics systems, use of solar energy, drip systems, and vertical farming in protected houses. Meanwhile, the use of drone technology for pesticide spraying and monitoring using data analytics in paddy fields; table systems suitable for areas prone to flooding, Recirculating Aquaculture System for fish and shrimp farming, and the Internet of Things systems for water quality monitoring.
In addition to encouraging the use of technology, the ministry is also working to attract foreign investors and joint ventures in conducting agriculture and fisheries activities. Currently, there are as many as 17 foreign investor companies and also joint venture companies actively involved in the fisheries and agriculture sector.

Further discussing efforts to advance the agriculture and fisheries sectors besides focusing on increasing domestic production for the national market, the ministry is also exploring opportunities for local products to be developed and marketed abroad such as the Republic of Singapore, People's Republic of China, Hongkong, Indonesia, Sabah and Sarawak Malaysia.
Since 2022, the ministry has intensified efforts in increasing the export drive initiative to assist entrepreneurs and micro, small and medium enterprises in this country in developing their businesses. These initiatives have also been implemented by strengthening the role of Food Competent Authorities to obtain recognition and accreditation from importing countries through strengthening relevant acts and preparedness activities, laboratory upgrades to achieve international standards, enhancing the competence of key personnel for laboratory services and increasing laboratory capacity including strengthening lab testing.
Additionally, efforts to increase the production capacity of entrepreneurs and also standard compliance entrepreneurs in operation have been implemented such as Brunei Good Agriculture Practice and HACCP. Strict compliance by all companies including MSME's to standards, biosecurity-related standards, farms aim to ensure that agriculture and fisheries activities produce quality and safe results to consume. By implementing these initiatives, local entrepreneurs are expected to increase their production with the aim of reducing production costs as well as reducing raw material costs for processing companies.
As raised during the question session by Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin, this ministry will continuously consult regulatory agencies concerned to find solutions to help MSMEs reduce the cost burden faced to comply with standards, while still being able to meet the prescribed requirements. As a result of consultations with relevant regulatory agencies, several initiatives have been implemented to facilitate MSMEs in the agriculture and fisheries sector, reducing the cost of starting farm operations while simultaneously complying with established standards.
Among them are; First, exemption of planning permission, TCP for the construction of nurseries, greenhouses, and pre-approve standard design for workers' houses, pump houses, farm offices, and storage. Second, exemption of ABCi for Development Permission, Development Fee for building plans, standard design, Commencement of Development Permit and Occupational Permit Certificate, OP, specifically for the construction of nurseries, greenhouses, and pre-approved standard design for workers' houses, farmhouses, farm offices, and storage. Third, exemption of DES and DWS for the requirement to obtain an OP Certificate for electrical and water utility installations.
Fourth, exemption by SHENA for MSME companies with less than 100 workers, from appointing a Workplace Safety and Health Officer, under the Workplace Safety and Health Order 2014. Fifth, proposed standard scope of work Environmental Impact Assessment, EIA for aquaculture activities based on the site area and also the area. Sixth, exemption from conducting Environmental Baseline Study, EBS, and EIA for new fishery sites in coastal and offshore areas, and entrepreneurs only need to submit a Written Notification with an Environmental Management and Monitoring Plan for JASTRe monitoring.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. The next focus is on supporting the development of the tourism industry through the Tourism Industry Roadmap, which aims to increase tourist arrivals and promote Brunei Darussalam as a known destination for tranquility and peace in Southeast Asia. The ministry will continue to emphasize efforts to develop, diversify, strengthen, and promote tourism products based on culture, nature, and adventure.
In terms of promotion and marketing, several project initiatives and events have been launched by this ministry throughout 2024. First, identifying six new target markets to promote and attract tourists to this country including Dubai, Indonesia, United Kingdom, Taiwan, Thailand, and the Socialist Republic of Vietnam. Second, participating in three exhibitions and expos and holding four networking sessions abroad such as the Republic of Korea, Republic of Singapore and Japan as well as the Republic of Indonesia, and recently held a roadshow in Miri city, Sarawak to promote the Brunei Coffee Trail.
Third, leveraging marketing through Social Media Influencers, where as many as 18 influencers have been invited to promote this country as a tourist destination to each of their target audiences. These influencers are international. Fourth, furthermore, 12 familiarization trips for travel agents from countries such as Japan, United Kingdom, Republic of Singapore, Dubai, Taiwan, and others have also been conducted in promoting specific tourism products such as Educational tourism, Islamic tourism, Birdwatching, and Diving, and Fifth, collaborating with Online Travel Agencies such as TripAdvisor, Expedia, and Agoda as platforms to conduct marketing campaigns to enable customers to book online and to date have reached bookings totaling $240,000 overall.
In terms of product development, this ministry has taken initiatives to enhance the attractiveness and diversity of tourism products through the Online Tourism Product Directory known as ExploreBrunei. This directory assists travel agents in developing travel packages with 668 activities listed in ExploreBrunei. Among the packages offered include the Tutong River Safari, Labi Exploration, Brunei Heritage Trail, and the Temburong Destination Package. The ministry also implements the Tourism Service Providers Enhancement Program and Tourism Package Development Workshops involving 38 local entrepreneurs. These initiatives aim to increase the value of tourism products and provide resources to improve tourism packages.
In addition, the ministry continues to collaborate with the Ministry of Home Affairs, including encouraging Majlis Perundingan Kampung-Majlis Perundingan Kampung to update information on potential products and activities for their villages to be promoted to tourists. In an effort to further strengthen the tourism sector of Negara Brunei Darussalam, this ministry has also outlined several strategic plans to develop Islamic Tourism and Educational Tourism Industries.
To support the development of Islamic Tourism, various package offers including visits to the Omar ‘Ali Saifuddien Mosque, Jame ‘Asr Hassanal Bolkiah, and the Sultan Haji Hassanal Bolkiah Islamic Treasures Gallery have been organized. This package also includes a Mosque Tour, Ramadan experience with iftar at major mosques, and participation in the Maulud Nabi Celebration and also local Islamic traditions.
As for Educational Tourism, among the ongoing efforts are strengthening cooperation with international and local universities to attract more students and researchers to make Negara Brunei Darussalam a unique educational destination such as; First, offering deep learning experiences in showcasing biodiversity, cultural heritage and sustainable development through organized study visits and themed workshops, including rainforests, traditional arts and Islamic culture. Second, educational programs like English language learning and summer camps including AU UBD AUN Summer Camp 2024, UTB Odyssey and the 14th International Summer Medical School, which attract international students. The main attraction factor is the peaceful, safe and green environment making Brunei Darussalam a preferred destination in the region. Third, is student exchange programs with countries like the Republic of Singapore, Japan, and others. Fourth, familiarization tours for educational institutions such as Japan aimed at attracting more Japanese students to this country.
Furthermore, as kaola mentioned in the previous question session. In efforts to enhance capacity efforts and quality of service in the hospitality and services sector provided for visitors and tourists. The ministry has implemented various programs and training courses involving youths and Competency Framework and Career Pathways have been planned, designed under the Manpower Industry Steering Committee for Hospitality and Tourism including for positions such as receptionist, room attendant, public area cleaner, bartender, waiter, waitress, kitchen helper, Commis Chef, tourist guides and travel consultant and several Competency Frameworks and Career Pathways are still in preparation.
Additionally, this ministry will continue to provide support through allocation preparation to provide and improve infrastructure and basic facilities especially at tourist destinations through National Development Plan projects and Public Private Partnership projects such as jetties on the Brunei River, Tutong River, in forest recreational parks, installation of sign boards, information at tourist destinations, and sign boards on highways and village roads. This is to ensure a comfortable and safe experience for tourists.
With the availability and improvement of these, the ministry also encourages MPK and MPM to seize entrepreneurial opportunities especially in places that frequently receive tourist visits by providing various services and products related to tourism such as the sale of souvenirs, food, and drinks. In particular, young people are encouraged to be more innovative in offering new ideas. For example, the increase in tourist numbers in Luagan Lalak presents opportunities for the local community to promote local products such as Limau Labi juice, which can be marketed as souvenirs in the form of downstream products.

In conclusion, the ministry will continue to be committed in efforts to increase output from the agriculture and fisheries sectors as well as the tourism sector while preserving the environment to ensure the development and conservation of forests.
Cooperation from stakeholders, the private sector and the community is also needed and will continue to be implemented in line with the Whole-of-government and Whole of Nation approaches to achieve the set targets. Subsequently, contributing to the growth of the gross domestic product including increasing employment opportunities in the relevant sectors.

In the Budget 2025/2026, the Ministry of Religious Affairs has been provided an overall increase in regular expenses amounting to $9.5 million. The largest increase is in Code 005/000 Preservation, Promotion of Intellect which increases by approximately $5.5 million in Islamic Studies. In this regard, kaola seeks clarification on what specific programs are planned under this Title and what results or intended outputs are expected from this increased allocation.
Secondly, it relates to the objective of program 003/000 Promoting MUIB Halal Certificates and Labels to the international level. As per the latest global Islamic market report, it is expected to grow from USD2.8 trillion in 2025 to USD5 trillion by 2030. Of this, the market share for the halal food industry accounts for about 31.5%. Therefore, as a catalyst for the development of the country's halal products, kaola seeks clarification on the ministry's strategic measures to leverage the country's advantage or niche in the halal field to increase involvement and contribution in the production and marketing of the country's halal products, including strategies in promoting the national halal brand both domestically and internationally.
Thirdly, kaola raises this matter based on public feedback which kaola feels is related to Account 2113 National Events and International Participation, concerning efforts to enhance the country's prestige in the Al-Quran Recitation Competition. As is known, the Musabaqah Tilawah Al-Quran is not just a competition but also a platform to improve the skills of the national qari and qariah. Additionally, the competition is one of the key elements in elevating the country's name on the international stage.
Success in a musabaqah not only proves the capability of the qari and qariah themselves but it also strengthens the country's reputation in Quranic studies and appreciation while at the same time enhancing the dissemination of Islam. Alhamdulillah, we are grateful that the country already has skilled and competent qari and qariah who have been champions at the international level. However, recently the competition is getting tougher and more intense. Alhamdulillah, although our participants often rank within the top 5 internationally, they still need to increase their competitiveness to achieve the top 3 positions. Therefore, it is crucial for the country to ensure our qari and qariah receive more structured, systematic, and intensive training to reach higher levels of excellence.
From the feedback that kaola received, potential proposals and recommendations for consideration include; First, the establishment of the Brunei Al-Quran Taranum Academy or any other appropriate name, with the important aspect being that this academy will provide systematic training modules and invite international experts. Secondly, conducting intensive courses with experts to provide exposure to reading techniques from various countries; and Thirdly, ensuring continuous training and performance monitoring by organizing regular, comprehensive training sessions and most importantly, government or stakeholder support to provide funding and establish a special entity to empower recitation. In this regard, kaola seeks clarification whether the ministry plans to implement such programs or initiatives as kaola mentioned earlier or plans to adapt any suitable programs as part of the solution to the issues kaola raised, and lastly, this is also a wish from the public that kaola hopes to convey for any action.
In the context of this budget, kaola feels it is aligned with Account 2106 Maintenance and Repair, namely the issue of cemeteries. As is known, Islamic cemeteries are not only the primary choice for families of the deceased but also public cemeteries that are easily visited, such as the Jame' Asr Islamic Cemetery and Kampong Pulaie Islamic Cemetery, which appear to be full. The Kampong Pulaie Islamic Cemetery, for instance, can be said to be the most crowded and lacks space. In addressing this congestion, it is proposed that new Islamic cemeteries, which are easily accessible, systematic, and organized, be opened.
If possible, it is proposed that new cemeteries be opened in every area with high population density, such as the National Housing Scheme and other areas deemed suitable. In the meantime, some cemetery areas need to be expanded and the access roads to the cemetery areas need to be improved. If there are no legal issues, in addition to the existing piped water, perhaps suitable toilets could be built near these cemetery areas for public convenience.

Thank you Yang Di-Pertua. Kaola has several questions regarding the performance indicators submitted by various departments within the Ministry. First, the Key Performance Indicator for the approval of halal certificates for business premises, i.e., 300 certificates targeted; and Secondly, the approval of halal permits for products, with 270 products targeted each year. What are the monitoring and evaluation mechanisms used to assess the effectiveness of the halal certificate and permit issuance process? The performance indicators for halal certificates and halal permits only show the number of approvals, equivalent to 1 to 2 certificates approved for 300 business premises certificates and 1 to 2 products approved per working day. It does not state how many premises or product applications for halal certificates and permits are submitted annually.
Perhaps kaola feels it would be more meaningful if the KPI percentage of the total number of certificate and permit applications submitted and approved each year within this TPOR period could provide a more accurate view. Kaola also considers monitoring activities, such as the frequency of compliance checks to ensure not only food premises but also meat suppliers, food products, and goods used by Muslims are pure and beyond suspicion. Kaola suggests that a KPI for monitoring be incorporated as a primary performance measure as well.
Number two, RKN 1204, where 12 mosques will insha-Allah be built with RKN12, amounting to $64.3 million, and referring to the statement from Yang Berhormat Menteri that $25 million in public donations have been collected, sufficient to build 5 different mosques that are not among those listed in the RKN. Hence, a total of 17 mosques are to be built or planned within 4 to 5 years, which is 2 to 3 mosques per year. How will the ministry monitor and coordinate the integration of mosque construction implementation under RKN and the fund, and whether these projects will be carried out in phases and what mechanism is used to ensure each phase of construction runs smoothly and according to plan.
Furthermore, in terms of design aspects of these new mosques, kaola hopes that measures to ensure more inclusivity, particularly in terms of safety and accessibility, and being friendly to individuals with Disabilities, families, and women are integrated into their design, and also while the mosques are being constructed, what preliminary measures can be undertaken by the ministry to encourage local residents to make endowments for providing mosque equipment or facilities.
Thirdly, managing the preservation of religion, and management of the deceased. Kaola conveys feedback from the public regarding the current trend to expedite the management of the deceased even outside the same day until night. Referring to the performance of the Key Performance Indicator for this code, namely the number of new syariah criminal cases recorded each year. Kaola requests clarification from Yang Berhormat Menteri Hal Ehwal Ugama regarding the factors that led the ministry to set a higher target with an estimated increase of syariah criminal cases to 350 cases each year for the Financial Year 2024 until 2028. This is significantly higher compared to the actual number of 160 cases reported in the Financial Year 2023/2024.
What are the strategic foundations and considerations used in setting this target? What are the main lessons learned from the syariah criminal cases that have been brought to court? How can these experiences and lessons be used to strengthen the implementation of monitoring initiatives and early prevention, so that the monitoring and prevention targets set are not only achievable but also effective in reducing the risk of increased syariah crimes in the future?
Next, kaola will refer to Code 003/006 related to Services and Enforcement with expenses for the Year 2025/2026 amounting to $236 thousand. Kaola refers to the feedback from Yang Berhormat Menteri Kesihatan on Thursday, March 13, 2025, regarding the worrying increase in HIV cases in this country over the past 5 years from 2019 to 2023. The majority of new cases, according to Yang Berhormat Menteri, involve male patients and are caused by homosexual practices. This increase indicates risky practices, including homosexual relationships, which are on the rise in this country and require serious attention.
As a Zikir Nation which upholds the concept of Malay Islamic Monarchy, this social issue must be addressed holistically and in an integrated manner among all stakeholders. Proactive measures are very important to ensure the safety of society, quality of life, preservation of heritage, and the welfare of our young generation is safeguarded. In this regard, kaola requests clarification on what strategic measures and specific approaches have been implemented by the Ministry of Religious Affairs to address this social issue more effectively and firmly through the enforcement of the Syariah Penal Code Order?
As a preventive measure, what ministry initiatives are in place to enhance public awareness and understanding of the high risk of this crime to stop the spread of unhealthy practices? How does the ministry ensure that all parties, including parents, village neighbors, communities, and NGO associations feel a shared responsibility in monitoring and guiding the activities of children and youth in their surroundings?

These two aspects complement each other with certification and strengthening halal requiring continuous research and expert workforce to ensure the monitoring of halal standards compliance continues to evolve with industry changes.
Kaola has found that Code 003/006 Food and Halal Goods. There is no allocation given for the Year 2025/2026. Previously this code received an allocation of $3.9 million. Therefore, kaola would like to request clarification on the rationale for this lack of allocation. Is it due to the transfer of expenditure to another code or is there a new strategy in halal management that no longer requires specific allocations?
The halal certification sector does not only involve monitoring marketed food but also the entire supply chain from farm to final product. If we look at a broader scope, the agriculture, livestock, and food processing sectors are the main foundation for Brunei's Halal Industry. In this context, the availability of sufficient allocation is important to ensure halal compliance at every stage of food production, not just in the final product.
Based on Code 005/000 Promotion of Intellect Preservation, allocated for the Religious Education sector including Seri Begawan Religious Teachers University's College and the Sultan Haji Hassanal Bolkiah Tahfiz Al-Quran Institute. In this regard, kaola sees great potential for these institutions to play a more active role in halal research. Halal technology in agriculture and food processing is a growing field that includes studies on more efficient slaughter processes, the development of alternative halal materials, and food processing as well as the development of halal technology that can enhance the competitiveness of local products in international markets.

Kaola would like to debate on Title SJ01A of the Ministry of Religious Affairs specifically related to Code 001-002 Hajj Management. As shared by Yang Berhormat Menteri Hal Ehwal Ugama, an online hajj registration system through the BruHaj application has been introduced to facilitate citizens and residents to register without needing to be physically present. This step is a positive initiative towards the digitization of hajj management in line with the need to expedite processes and reduce dependence on traditional methods.
Kaola welcomes this effort and would like to suggest that this system can continue to be strengthened to be more comprehensive and responsive to the needs of prospective pilgrims. For example, the BruHaj application can provide automatic queue updates with clearer estimated years of departure, including notifications if there are changes in the rotation system. This will provide more certainty to prospective pilgrims and facilitate them in planning their trips and preparations earlier.
In addition, the BruHaj system can also be equipped with an expense calculator and monthly savings estimate to help prospective pilgrims plan their finances more systematically. This is important because the cost of hajj is a significant expenditure, and with the existence of financial planning tools in this system, prospective pilgrims can adjust their savings more effectively based on updated expense estimates.
Furthermore, this system can also be utilized as an online hajj guidance platform. Where prospective pilgrims can access interactive guides before attending physical guidance sessions. This approach not only increases the understanding of prospective pilgrims but also allows them to receive guidance more flexibly, especially for those who have time constraints or live far from the Hajj Guidance Center.
In the aspect of hajj costs and packages, kaola notes that the 7 to 8% increase in this year's package cost is due to accommodation and food factors. Kaola also appreciates the ministry's efforts through the formation of an Ad Hoc Committee to review the price structure and find solutions to this increase.
As an addition to those steps, kaola would like to suggest that more in-depth research be conducted on more flexible accommodation options such as tiered accommodation packages that allow pilgrims to choose locations based on their budget. With these options, prospective pilgrims can adjust their expenses without compromising the quality of their hajj experience.
In addition, kaola believes that there should be more strategic efforts to strengthen cooperation with service providers in Mecca and Medina to ensure more stable and competitive service costs. If there are early negotiations and long-term agreements with hotel and catering companies in the Holy Land, the government may be able to obtain better rates for pilgrims, thus helping to control cost increases in the future.
Kaola also wants to suggest that a survey be conducted among previous pilgrims periodically to obtain feedback regarding their services and priorities. This feedback can be used as a reference to encapsulate a more strategic hajj package in line with the needs and expectations of prospective pilgrims. With the enhancement of the registration system, adjustment of accommodation packages, and more strategic negotiations in cost control, kaola is confident that the national hajj management can be improved to be more efficient, sustainable, and pilgrim-friendly. The objective of this program, among others, is to ensure the effective dissemination of Islamic missionary efforts by empowering religious culture and practices as a complete and perfect way of life towards an excellent worldly and hereafter life in line with the teachings of Ahli Sunnah Wal Jamaah. With the grace of wisdom, authority, and deep concern in religious affairs under the leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, alhamdulillah, Negara Brunei Darussalam has successfully increased the number of huffaz, Quran memorisers from year to year, and some of them have reached the international stage, bringing prestige to Negara Brunei Darussalam.
We are also grateful to Allah Subhanahu Wata’ala, that in this country, Tadabbur al-Quran programs have also been established, initiated by higher education institutions like the Sultan Sharif Ali Islamic University, Seri Begawan Religious Teachers University's College, and the University of Brunei Darussalam. These aim to guide the public and provide understanding of the Quran through references to authoritative tafsir books. This aligns with creating a Nation of Zikir and Quran-literate citizens as per the noble aspirations of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam.
Kaola wishes to quote the speech of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam during the International Level Adult Quran Recitation Competition for the Year 1443 Hijrah/2022 AD. Among other things, he mentioned:
“...accompanying the Quran means reading and practicing its teachings. It is an effort guaranteed to attain salvation. Those who craft this theme should be able to explain and provide understanding to the public for it to be appreciated, not just articulated on paper.”
In our collective effort to embrace and uphold the highest respect for Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam's command, kaola seeks clarification on whether there are plans to implement the Tadabbur Al-Quran Program, at present, to expand and elevate it to the Diploma level and subsequently to the Degree level in suitable higher education institutions in this country until we succeed in producing more experts skilled in this field among local youngsters.
This is solely to unravel the understanding of the Quran's contents, both implicit and explicit, in the Quranic scriptures in depth, not only among academics or teachers but also for expanding this knowledge to the general public. Insha-Allah, with such an approach, Negara Brunei Darussalam will continue to be blessed with grace, forgiveness, and blessings from Allah Subhanahu Wata’ala and further highlight the Islamic doctrine in this country.
Secondly, kaola wants to refer to the Title under Code 003/000 Promotion of Life and Lineage. Enforcement agencies play an important role in jointly safeguarding and preserving the country's welfare, safety, tranquility, and security. This includes preventive measures against any activities and social activities that contravene the law and enforced regulations. Kaola wants to refer to national registration statistics that recorded the number of out-of-wedlock pregnancies for a 10-year period from 2011 to 2022. A total of 4489 children were born out of wedlock, and more worryingly, 72% of that total or 3216 were of Malay descent and Muslim.
This is also linked to cases of khalwat under the Syariah Penal Code Order, Chapter 196(1), which increased from 429 people in 2022 to 432 in 2023. Kaola personally views this as very disappointing and worrying. Kaola is confident that the Ministry of Religious Affairs continues to take steps to address this issue. However, kaola would appreciate clarification on whether comprehensive research and analysis have been conducted to take more strategic and effective preventive steps. This is solely aimed at avoiding social cases like this from rampant spread that could undermine the stability, harmony, and welfare of family institutions and may pose risks to the peace and prosperity of the country.
Kaola apologizes, if I may mention one more issue, Pehin, which is Code 002/00, Religious Promotion. It is understood that the Basic Guidance Scheme for New Converts has been introduced since 1990 under the Islamic Da'wah Centre. One of its objectives is to provide moral, spiritual, and psychological care to new converts to ensure persistence in Islam. For the continuity of this scheme, alhamdulillah, kaola also wishes to convey the highest appreciation to the Islamic Da'wah Centre, which has also introduced lifelong learning, that is, lifelong learning, which is the mualaf guidance classes to produce mualafs who truly appreciate and practice the teachings of Islam in their daily lives accompanied by comprehensive practical training in performing worship practices and familiarizing them with Islamic ways and Bruneian norms.
In relation to this, kaola kindly requests clarification on the level of effectiveness of these two schemes in achieving the objectives as desired in guiding mualafs to enhance their faith and piety. In addition, are there more strategic, creative, and innovative plans to further improve these existing schemes and programs according to the current trends in this era of transformation?

Alhamdulillah, thank you for the opportunity to debate the budget for the Ministry of Religious Affairs in the Development Expenditure allocation for the Financial Year 2025/2026 amounting to $278.6 million to implement its mission and vision towards strengthening the Islamic doctrine in Negara Brunei Darussalam. Allow kaola to discuss the objectives of the ministry in the 2025/2026 Expenditure Estimates Book, Preservation of Promotion of Life and Lineage, namely promoting the Islamic Religious Council, MUIB Halal Certificate and Label to an international level and ensuring food and consumer goods produced and marketed in our country, Negara Brunei Darussalam are halal and pure and comply with Islamic law.
Based on the Key Performance Indicators for the actual number of approvals for the year 2023/2024 halal certificates for business premises, 300, and halal permits for products include 222 products. A number that is not far off from the ministry's estimates and targets. In that regard, kaola would like to raise several questions regarding the application process for halal certificates and permits, what are the problems often faced by applicants in fulfilling the stipulated conditions, and according to statistics, what percentage of applications are still awaiting approval, and what follow-up steps have been made to monitor them obtaining the relevant approval. Furthermore, kaola asks for clarification in certain cases depending on the situation, what types of services and products are granted halal certificate or permit exemption in Negara Brunei Darussalam. Referring to Title SJ01A, Code 002/000, Preservation of Religious Promotion, the propagation of dakwah is allocated a budget of $728,000 in total for the Financial Year 2025/2026.
Kaola's question is, how does the ministry plan to implement new approaches in delivering dakwah so that it is more effective, enabling da'i to handle current issues effectively? This is because there are very concerning social issues such as neglect of the elderly in hospitals and same-sex relationships shared by the Yang Berhormat Menteri Kesihatan recently. How does the ministry ensure that the da'i are aware of these current issues and incorporate them into their sermons? They must constantly take the initiative to improve the quality of their dakwah by adopting best practices from renowned preachers in the region and keeping up with the advancement of digital technology, social media, or other relevant platforms. In spreading dakwah to new converts, one approach is to train potential converts as preachers to strengthen Islamic understanding among new converts more closely and effectively. How does the ministry increase their involvement in spreading the message of Islam, and what form of training and support is provided to them?
Kaola’s second question refers to 001/000, Preservation of Property Promotion. The budget for the financial year is $27,120,680.00 in total. The objective of the Preservation of Property Promotion program is to ensure efforts directed towards the preservation of property through dynamic and holistic financial management and administration, providing excellent and quality customer service. With a budget of $27.1 million for the Financial Year 2025/2026, please clarify how the ministry ensures that the PROPAZ program is enhanced to achieve the goal of empowering zakat recipients to be self-reliant and lift themselves out of poverty? However, with this technological advancement, there are several challenges in ensuring the disseminated Quranic content is accurate and correct. Among them are different translation versions, writing and tajwid errors, and the use of unverified interpretations.
The country faces the challenge of the Quran's dissemination in a new form requiring integrated monitoring. This includes religious brochures and books published digitally. In this regard, what are the forward steps of the government, especially through the Ministry of Religious Affairs and related agencies, in ensuring the content of these digital media complies with standards, and what efforts are made to inform the public to use the proper platform according to Islamic teachings? Kaola refers to the 2025/2026 Expenditure Estimates Book, Account Number 1204, Strengthening the Development of Islamic Civilization. Kaola welcomes the plan for the construction of a new mosque for Kampung Batu Apoi and Kampung Selapun, Temburong District under RKN-12. It is hoped that the implementation of this project will proceed smoothly according to the desired schedule, insya-Allah.
Furthermore, kaola touches upon Islamic cemeteries in several overcrowded areas. As mentioned by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim. Here, it is essential to provide a new cemetery site to ensure the community has suitable places for handling remains according to Islamic traditions and needs.
It is undeniable that some Islamic cemeteries have been provided, but they do not receive community enthusiasm. This may be due to several factors that need to be scrutinized and investigated by relevant parties. Privatization methods in cemetery management can be an alternative medium and long-term plan for new cemeteries, taking into account the basic facilities for handling remains and the latest technology in data preparation and burial plots as efforts toward encouraging the community to choose these burial sites.
In the meantime, kaola asks for clarification regarding the government's efforts concerning the matters kaola mentioned earlier, and what future steps are planned for improving the management of Islamic cemeteries in Negara Brunei Darussalam.

Code 001/000 Property Promotion Preservation Program. In line with the program's objective, which is to ensure efforts directed toward property preservation are achieved through dynamic and holistic financial management and administration as stated in Chapter 236, Syariah Penal Code Order 2013, regarding non-payment of zakat or fitrah. In this regard, kaola wishes to touch on the collection of zakat from companies in this country; as kaola understands, business zakat is obligatory for Muslims or companies owned by Muslims that meet the nisab and haul according to Islamic law.
However, as kaola understands, there is no legal stipulation requiring business companies to pay zakat like business taxes or corporate taxes. The payment of zakat is more of a religious responsibility and social awareness than a legal obligation. I apologize, kaola, if my information is inaccurate. Please correct me if there are any errors. In this regard, and what is on kaola’s mind, is there no plan by the Ministry of Religious Affairs to mandate the annual business zakat payment for all companies owned by Muslims? At present, many enterprises and private limited companies pay business zakat voluntarily, and it is not impossible for some to forget or overlook fulfilling this legal obligation. In contrast, the collection of corporate taxes is actively conducted; perhaps this could also be extended to the collection of business zakat, which, insya-Allah, would contribute to generating zakat.
Secondly, is Title SJ01A Code 001/004 Maintenance of Information Technology Systems. This is also related to zakat collection. Does the allocation for Maintenance of Information Technology Systems include efforts to provide a monitoring and enforcement system such as an electronic platform for filing and monitoring financial transactions? Having a monitoring and enforcement system using such an electronic platform will create efficient data management to ensure transparency, justice, and efficiency in zakat enforcement.
Lastly, the issue of using air conditioners in mosques nationwide. As we know, all mosques in the country are equipped with air conditioners, and alhamdulillah, mostly thanks to the generous donations and contributions of those with kind hearts. Alhamdulillah, our country's mosques are very comfortable, and we are very grateful to the Government of Kebawah Duli Yang Maha Mulia Paduka Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for providing comfortable mosques for congregants. What kaola wishes to address in this esteemed Chamber is the excessive use of air conditioning during already cool weather periods such as during and before the Subuh prayer, when it rains heavily and is already cold, and in the evening.
What kaola feels and experiences is that the mosques in our country turn on all the air conditioning at the times mentioned above. This affects the comfort of congregants intending to perform prayers, given the chilly temperature, making them shiver as if in an icebox and causing their recitation to be uncertain, and although the imam does not have any issues because they wear thick gamis as a uniform, focus and concentration are disrupted, so kaola suggests that there should be control over the air conditioner usage during the times mentioned above, and I believe this will contribute to energy savings as well.

As an institution, a mosque is not only a place for worship but also a community center; therefore, new mosque constructions must be comprehensively planned and implemented. This includes not only providing a comfortable prayer space but also supporting facilities such as adequate parking space to accommodate the needs of congregants. In previous new mosque construction projects, we have seen challenges where parking capacity is often insufficient, especially for mosques located in residential areas with a large population.
Such conditions lead to traffic congestion and difficulties for congregants and local residents, particularly during Friday prayers, Ramadan, and festive seasons. Thus, kaola proposes that the following aspects be given attention: Every new mosque construction should ensure it accommodates sufficient parking capacity in line with the population density and the number of congregants expected to attend.
Secondly, involve related agencies with the local community in planning and implementation to ensure that the facilities are not only practical but also offer long-term benefits to the community. That's all, Yang Berhormat Pengerusi.

Please provide clarification on the programs implemented under the allocation of $3,031,630.00 for mosque administration purposes. Additionally, what are the ministry's strategies for measuring the effectiveness of these programs? What are the key performance indicators used to ensure the objectives of mosque administration are achieved? Could the ministry share the positive impacts obtained from the implementation of these initiatives in increasing congregation attendance and community involvement in religious activities? Furthermore, how is this allocation distributed among mosques nationwide? Is the distribution based on certain factors such as the number of congregants, maintenance needs, or the level of the mosque?
Kaola's second question is regarding the family advisory service 003/007. An amount of $1,021,510.00 has been allocated for the year 2024/2025. However, no allocation is provided for the year 2025-2026. Could you provide clarification? Furthermore, concerning the Service and Enforcement 003/008, since this is a new activity, could you provide clarification on the scope of services and enforcement measures involved in its implementation? Additionally, what are the key performance indicators used to evaluate the performance and success of this program? Kaola first refers to Key Performance Indicator 003/000 regarding the approval of halal certificates for business premises targeted at 375 certificates for the year 2025/2026 and onwards.
Although this matter has been touched upon by the Honourable Member before kaola, kaola would also like to raise the issue of how long this application process takes and can it be estimated how long each certificate takes before receiving approval? Kaola raises this matter because there are businesses waiting up to six months or more, and during that period, they are paying rent and employee salaries, and some businesses open their doors even though they have not yet received the halal certificate, and their businesses are visited by Muslims. So, what is the status of such matters?
Kaola's second question concerns the program under 093 003/002, which is the Preservation and Promotion of Life and Lineage, one of its objectives being to promote the halal certificate and Islamic Religious Council label at the international level. Kaola welcomes this proposal because it will further expand Brunei's halal products in the international market. However, what kaola wants to ask is, when it is implemented later, how will we ensure its compliance, as each product needs to be inspected, and this may take a long time. Therefore, the intention is good, but only the methods for conducting, implementing the issuance of this Brunei Halal Certificate, Brunei Halal logo.
Next, kaola would like to refer to the PPU on the number of new sharia crime cases recorded for 2025/2026, which is 350, and the target for the following year is also 350. Kaola seeks clarification on how the target for sharia crime cases is achieved? Does this mean that sharia crimes at present will not increase over the next three years, that is, they can be controlled to 350?
And kaola subsequently refers to 001/007 Management of Zakat, Wakaf, and Baitulmal. Kaola, although this matter is often discussed, still seeks clarification on the effectiveness of zakat collection and distribution management at present. Has the ministry reviewed new methods? For example, in zakat payments, there are still many issues related to zakat that are still not widely known.
Furthermore, the matter kaola wishes to raise, Yang Berhormat Pengerusi, is regarding the percentage of students passing the Brunei Religious Education Certificate with aggregates of 6 to 8 targeted at 22.86%, 24.07%, and 25.29% for three consecutive years.
Kaola understands this is a high achievement, and kaola thinks it might be related to qualified and skilled teaching staff that exceeds 84%. Kaola fully supports equipping our teaching staff with higher skills.
Kaola also refers to Code 002/002 Mosque Administration, which has already been raised by a colleague earlier, requesting clarification on the use of this allocation as some mosques seem to have no allocation to conduct their activities.
And finally, regarding Title 002/003 Propagation of Dakwah, whose PPU indicates that the current number of new converts each year for the years 2025, 2027, 2028 is 500 people. Alhamdulillah, for this target, kaola would like to ask how this number is achieved because in the propagation of dakwah, the number of new converts depends on the effectiveness of dakwah activities. In this regard, for dai-dai to be empowered, kaola believes that dai-dai need to be empowered with new methods for greater effectiveness. That is all, Yang Berhormat Pengerusi. Thank you.

Kaola generally warmly welcomes and greatly appreciates the questions from the groups for which Yang Berhormat Pengerusi has provided a path. The response from kaola is based not only on their questions but also significantly on the suggestions they have made. If these suggestions have not yet been implemented, they are indeed very interesting or very good to consider, that's one thing. If they have been implemented, then kaola will just mention that these matters will be strengthened and improved from time to time.
Kaola tried to jot down as much as kaola could record, Yang Berhormat Pengerusi. It's a bit like shorthand, but I can't keep up, Yang Berhormat Pengerusi (light laughter). Still, whatever kaola can respond to here, I will.
Among them is regarding the al-Quran Academy. It is linked to an attainment, meaning achievements at the international and regional levels or something like that, which if in the KPIs of Yang Berhormat Pengerusi, these sorts of achievements are taken into account. Therefore, the suggestion from Yang Berhormat who spoke about this is very practical, Yang Berhormat Pengerusi. It aligns with what has already been done, whether it was indeed planned by the ministry or from the past in the seventies, not by the ministry but by the Religious Affairs Department or by the initiative of the qari.
In the seventies, the qari themselves took the initiative to establish what was then called a Majlis Qura’, meaning a Qur'an Readers Council from which early reciters were initially produced. This was where Brunei first excelled internationally at an event in Kuala Lumpur. So, as this continued to grow, the Department of Islamic Study established something called STAR - the Skim Tilawah Al-Quran Remaja. And it continued.
The Ministry of Religious Affairs has also taken steps, as Yang Berhormat suggested earlier, to take advantage of renowned qari in the region to come and be invited to mentor local qari. This has been done discreetly when organizing musabaqah competitions, as these guest qari, either as a presenter or judge, work alongside our judges. They have been arranged to mentor our qari in this event called tilawah (taranum).
Additionally, the ongoing efforts by the ministry in this matter involve contemplating the academia, the thought of an academy. Hopefully, the development from Majlis Qura’ to STAR, and ongoing mentorship efforts from invited readers who come, whether they are invited during musabaqah seasons or from time to time, the proposal for establishing the Tilawah Al-Quran Academy will be more thoroughly examined for its suitability, Yang Berhormat Pengerusi.
Secondly, regarding cemeteries, Yang Berhormat Pengerusi. This is a matter that is important and presents challenges to the Ministry of Religious Affairs, Yang Berhormat Pengerusi. While it is easy to find areas, getting agreements or consent from the community is more challenging. People yet to be buried won't be stating their preferences (laughter), but the local community must accept the locations selected by the ministry as viable, to inform the public.
In places like Temburong I've mentioned earlier, it is not as popular. But the idea of finding new cemetery areas is very important, Yang Berhormat Pengerusi. It's not a new challenge. The suggestion earlier was to propose areas where there are many residents, including National Housing Schemes. This is a good suggestion to consider. For instance, we opened the Terunjing New Cemetery as it wasn't able to continue accommodating people at its old grounds, hence the new area has been developed.
However, locations like Pulaie remain difficult, even though negotiations are active to acquire new grounds to replace those that will be closed at Pulaie, Yang Berhormat Pengerusi. Therefore, suggestions on cemeteries are indeed practical suggestions, not just challenging me or the ministry but the society as well. We acknowledge that.
Moving on to BruHaj, Yang Berhormat Pehin. Kaola jumps into BruHaj and welcome the supportive responses from Yang Berhormat and the public, Yang Berhormat Pehin. When BruHaj was opened, there were over 6,000 registrants, including nearly 200 children under age, meaning below puberty, registered by their parents, even some under the age of five.
With the proposal for expanding BruHaj, alhamdulillah, several thoughts expressed by Yang Berhormat will be examined for their feasibility over time, insya-Allah. But [it's] crucial to align with digital systems as they evolve. It’s essential for us to keep pace and equip ourselves to stay ahead in these advancements. Such challenges are shared not only by the Ministry of Religious Affairs regarding human resources, but across all fields, even within the private sector.
Alhamdulillah, BruHaj’s expansion has orderly measures suggested earlier whereby registrants also receive reminders to establish savings accounts. Historically, registrants received directives to open preparation accounts for performing hajj. Currently, with the last registration till last year, 1444 Hijrah, registrants will embark on their Hajj by 2046 Yang Berhormat Pehin. Adding over 6,000 more in BruHaj indeed extends the timeline.
However, the waiting list statistics aren’t rigid, Yang Berhormat Pehin. They can be shortened. For example, this year's registered 1,000 hajj pilgrims, nearly half opted out due to various reasons. As a result, opportunities are presented to other registrants waiting in line. We don’t desire this trend; we pray for otherwise, but that’s the scenario. Additionally, last-moment dropouts due to health or other issues can lead to sudden offerings to those on the waiting list who might be unprepared financially or otherwise. These are matters to arrange capably.
Yang Berhormat Awang Lau How Teck made a commendable suggestion, stemming from his background in entrepreneurship, to ensure that halal certification doesn’t solely focus on certification or approval but also involves the ecosystem to facilitate creating halal products.
This idea is noted by kaola for the current legal provision concerning halal is strictly regarding its certification enforcement, not involving the halal production efforts. Nonetheless, ideas, including those from Yang Berhormat Awang Lau How Teck and other peers advocating to elevate the Halal Certificate to the international level, are a shared aspiration. If I’m not mistaken, it forms part of our economic strategy as mentioned by rakan Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II, discussing its economic benefits and viability at the international level. However, the readiness to address necessities locally remains a challenge.
Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin sought clarification, highlighting a need for managerial improvement within this dynamic, acknowledged by the ministry, Yang Berhormat Pengerusi. We value the feedback from both members and public observations. Implementing speeding techniques is tough; currently, the TPOR for applications is 45 days, with about 30 days for certification.
Operations in operation for 6 months were questioned, with applications lingering: pre-BruHaj establishments often experience similar delays. Yet, unmotivated operations remain detrimental, paying rents, conducting renovations without a halal permit implies uncertified operations. It is advised for the public to choose with discretion.
Handling material content via social media publishing naturally aligns with the Ministry of Religious Affairs' jurisdiction. However, controlling social media content proving immensely challenging; our focus strictly remains monitoring content infringing the religious creed. This requires deliberate care.
Differing opinions, minor conflicts or khilaf must be approached measuredly without unnecessary engagement, e.g., revisiting Ramadan controversies from 4/5 years ago is redundant.
Furthermore, employing AI systems for efficient monitoring demands expertise and verified data entries; this will evolve over time. Public guidance is essential on this matter. Under the current legal framework, the Ministry of Home Affairs grants the Ministry of Religious Affairs authority via Pusat Da’wah Islamiah to execute actions limited to printed materials.
The publication of Qur'an printing management falls under this area as well. Digitized Qur'ans handled online by the Ministry continue to monitor both Quranic texts and meanings are carefully implemented by Pehin.
Relating to the PROPAZ program, it’s a continuous initiative to provide skills to asnaf individuals, enabling them to escape poverty; a 50% success rate is noted among participants who persist post-training—a marked improvement, albeit not entirely reaching prospective enhancements in zakat capability, Pehin.
There aren’t only institutional endeavors; recent collaborations with Islamic Bank Brunei Darussalam demonstrate successful entrepreneurial growth for converts. Initial struggles during startup phases like fluctuating revenues or expenses are counteracted with proficient mentorship guiding them towards sufficient profitability. Though still within asnaf bounds, the training at own centers for entrepreneurship among asnaf continues Pehin, particularly focusing on culinary or catering capacities. Infrastructure modifications supported by banks are underway at Ministry facilities preparing culinary centers, expecting positive impacts.
Zakat remains critical, exhibited a receptive public, Pehin. Applications bolster promptly via SKN but do not match available resources resolving them. Applications from past years merge with current receivables, yet simultaneous council evaluations ensure ancient cases aren't persistently prioritized, evening progression. The process acknowledges a backlog decline, projected thinning by year-end 2024.
Reformed Zakat distribution, encompassing JUZWAB oversight, utilizes business zakat’s legislative presence. Enacted law yet dormant, emphasizing Muslim entrepreneurs' obligations.
Not disregarding growing awareness, recognised by Yang Berhormat Pengiran Isa bin Pengiran Haji Aliuddin. Legislative execution remains contemplated, balancing community benefits and Islamic contributions like mosques, aspiring fiscal enhancements, Yang Berhormat Pengerusi.
Zakat, akin to charitable donations or endowments, significantly alleviates fiscal strains recognized by the ministry, facilitating mosque construction magnitudes, providing vital facilities not initiated by older mosque structures, climaxing through voluntary communal gatherings, reducing governmental demands. Vehicles operational status, tax renewals persistently prompt management reflections. Alhamdulillah, Dewan guidelines, inputs, and dialogues are profoundly valued, ever striving forward structurally.
Continual Zakat and Waqaf innovations partake modalities with demonstrable success discussions, proposing integrations to serve local needs effectively, insya-Allah. Striving best towards actualized Zakat functionality and successful waqaf endeavors, insya-Allah, Yang Berhormat Pengerusi.

Kaola has one proposal only, which is Title SL01A, Code 005/000 – Community Development. Kaola refers to the statement by Yang Berhormat Menteri Kebudayaan, Belia dan Sukan on March 11 regarding the implementation and strategic planning of poverty eradication.
Kaola indeed agrees that the effort to remove this group from the cycle of poverty is very challenging and requires a holistic approach and ongoing holistic involvement from the whole country. Alhamdulillah, the efforts by the Ministry of Culture, Youth, and Sports with strong support from other relevant ministries have shown results through the main approaches implemented and also organizing certain programs including self-reliance programs.
Kaola is intrigued by the statement that out of 68,000 aid applications received through the National Welfare System, SKN. Kaola welcomes the ministry's plan to review the terms and criteria for JAPEM applicants, given that only 23,044 applications have been approved and received aid under JAPEM and the Department of Zakat, Waqaf, and Baitulmal, JUZWAB.
Kaola is also intrigued by the data and information shared towards reducing dependence on aid to produce self-reliant and resilient communities. The two programs, namely the Entrepreneurship and Employment Program and the Skills Training and Marketability Improvement Program have been implemented where 204 aid recipients have ventured into entrepreneurship, 504 recipients have been placed into the employment scheme through the Skills Training and Job Matching Program with the private sector, and 1,914 aid recipients have registered with JobCentre Brunei.
The statistics indicate that a significant number of these individuals still rely on government assistance for daily sustenance. In this regard, Kaola suggests encouraging and motivating a portion of these recipients to enter fields of work such as grass cutting jobs, sales clerks, and assistants in retail shops, cleaning services, and other non-labor-intensive jobs that can be undertaken by our local youth.
As we know, most workers in the grass-cutting, retail, and cleaning services sectors have been predominantly foreign workers. That is all. Wise Yang Berhormat Pengerusi. Thank you.

Yang Berhormat Pengerusi. Kaola wishes to refer to Title SL03A Youth and Sports Department for Code 1206 Improving Public Service Quality such as stadiums, sports courts, swimming pools, and more. The maintenance of sports complexes plays a crucial role in ensuring public facilities remain in top form for community use.
In the development budget for Code 1206, how much allocation has been provided to upgrade and repair facilities and sports complexes? This step indicates a commitment to developing sports infrastructure, but it should be ensured that maintenance is thorough and consistent. The need for regular maintenance is an aspect that cannot be overlooked. Although repair work is carried out from time to time, the condition of several sports facilities still shows signs of lacking an effective routine maintenance schedule. Swimming pools, for example, need frequent chlorine treatment as well as periodic cleaning of floors and walls to ensure user hygiene and safety standards are always met. Also, changing rooms and toilets need to be kept clean and comfortable as they are used by the public.
Understanding that the government's expenditure priorities are extensive, it is worthwhile to consider more sustainable methods in ensuring ongoing maintenance of sports complexes. One approach that can be considered is involving the private sector through privatization models, allowing parties with more experience in facility management to take on maintenance standards from a more professional perspective.
In implementing this strategy, a balanced approach can be created by shifting maintenance allocations towards subsidies for users, ensuring facilities remain accessible to the general public at a reasonable rate. This not only allows facilities to be maintained optimally but also creates a more comfortable and quality experience for all levels of society. Enhanced efficiency in managing sports complexes can also contribute to the growth of the national sports sector, attracting more participation in sports and recreational activities and reinforcing healthy lifestyles among citizens.
With better facilities, public trust in public services can be further enhanced, contributing to a more productive and inclusive sports ecosystem. Therefore, strengthening the maintenance strategy through a more systematic and sustainable approach is a step that ensures national sports facilities always meet the best standards in line with the needs and interests of society. Sports Complexes are important national assets that must remain in top condition for full utilization by the community.
With an allocation of more than $4 million under Code 004/003, attention must be given to effective management and strategic improvements to ensure these facilities not only function but also meet current and future needs. Among the main aspects that can be enhanced include comprehensive and regular maintenance to ensure facilities like court floors, running tracks, ventilation, and lighting systems are safe and comfortable.
Furthermore, improvements to changing room facilities, cleaner toilets, and sufficient parking spaces should also be addressed to ensure user comfort. In terms of strategic development, the function of sports complexes can be expanded by providing enclosed spaces for indoor sports and sheltered areas for open spaces, especially for outdoor activities often affected by weather conditions. In addition, the use of sustainable materials and more environmentally-friendly designs can be incorporated into facility improvements to reduce long-term maintenance costs and increase the infrastructure's resilience.
The need for special pathways for people with disabilities and better access facilities should also be part of the planning to ensure the sports complex is truly inclusive for all layers of society. Therefore, kaola believes that sports complex management should not only focus on routine maintenance but take a progressive and planned approach to facility enhancement, ensuring that sports complexes are more efficient, durable, and user-friendly.

Kaola wishes to extend the highest appreciation to the Department of Community Development, JAPEM for the allocation provided to the Disabled, OKU group. This step not only meets the basic special needs but also reflects the concern and commitment towards the well-being of every layer of society without exception.
The OKU community is not just part of our society. They are our parents, children, relatives, and friends. They have dreams, hopes, and potential that need to be continuously nurtured and cannot be ignored. Therefore, the efforts and initiatives that have been and will be undertaken by JAPEM in empowering this group are highly appreciated. However, more than just financial allocations, we need to ensure that support for them is continuous, comprehensive, and truly inclusive. Among the steps that need attention are; First, Increasing access to quality education, skill training, and broader employment opportunities so that they can live independently and contribute to the national economy.

Kaola would like to start by emphasizing a few challenges faced by the youth today. The job market has undergone drastic changes. Traditional careers are increasingly disrupted, automation is replacing roles held by workers, and job security is becoming more threatened. In fact, what students learn today may no longer be relevant when they graduate.
Apart from job challenges, young people also face rising living costs, unstable incomes, and limited job opportunities. At the same time, many bear the responsibility of supporting aging parents while facing risks such as cybercrime, financial fraud, and the spread of misinformation. Even though various efforts have been made to reduce the unemployment rate, job opportunities remain limited. So, what alternatives are available for our youth?
If you search for financial advice on Google, many financial experts emphasize "Never rely on one income stream." Even Warren Buffett has long advised, "Never depend on a single income. Make an investment to create a second source." This advice is very important today given the uncertain economy and technological changes that make diversifying income sources a necessity. With the establishment of the Brunei Stock Exchange, we must ensure financial literacy becomes a priority. Warren Buffett also reminded, "Never invest in a business you don't understand." Therefore, while we encourage young people to explore alternative income sources, we must ensure they have the financial knowledge to make wise financial decisions.
Referring to crime cases in 2023, there were 834 cybercrime cases, including 123 loan and money fraud cases, and 103 investment fraud cases. More worryingly, 39% of the victims of cybercrime were young people aged 18 to 35. This year, the Royal Brunei Police reported losses of $5 million due to online fraud, almost double compared to the previous year. This shows that young people are not only at risk due to the challenging job market but also from the growing financial threats. In line with this, kaola would like to suggest that the Ministry of Culture, Youth and Sports, together with financial authorities such as the Brunei Darussalam Central Bank, introduce financial literacy programs that cover financial planning, financial fraud risks, and investment education such as understanding Mutual Funds and Shariah-Compliant Stocks.
The next point. Kaola notes the allocation of $70,000 for the year 2024/2025 under the PERKASA Scheme for capacity-building programs led by youth. However, sound financial management is the key to the sustainability of youth organizations. Without a solid plan, youth initiatives may face difficulties in resource management, maintaining programs, or achieving sustainable impact.
Therefore, kaola suggests that the Ministry of Culture, Youth and Sports introduce special workshops related to financial management to equip youth with budgeting and strategic planning skills for organizations, proficiency in fund management and financial resource allocation, and long-term financial sustainability strategies for youth initiatives.
Investment in financial education not only reduces the burden on youth towards their families and government, but it also protects them from financial risks and enables them to thrive in an uncertain world. Kaola addresses the topic of SA06A, Department of Community Development, Code 002/000 General Assistance Services and Empowering Welfare Beneficiaries. The objective is to ensure assistance is provided to targeted groups, especially the elderly, the underprivileged, and victims of natural disasters, both domestically and internationally.
Kaola refers to Code 002/003, Housing Natural Disaster Assistance with an allocation of $720,440.00. As we know, assistance for flash flood victims is based on property damage with floodwater levels reaching 0.3 meters qualifying them for the assistance. In kaola's view, flash floods have a significant impact on property damage, such as refrigerators and other electrical appliances, as well as household furniture, especially those made of wood and materials prone to damage that cannot be repaired after being submerged in water.
In connection with this, kaola suggests that the disaster assistance policies and assessment criteria for flash flood assistance need to be reviewed based on the actual conditions observed on-site by the affected victims. It should not be assessed solely based on water level height. Clarification on this matter is requested. Thank you.

The importance of establishing a museum or gallery in a certain area or place is beneficial not only for the local population but also for the general public and the nation as a whole as it contributes to preserving local historical and cultural heritage. Additionally, it provides educational and learning benefits and tourism attractions, while also enhancing local economic development. Firstly, RKN 1211 Advancing the Tourism, Public Facilities, and Environment Industry. Kaola refers to 1211/01, the Establishment of the National Library, NADIR, and the National Gallery at the Dewan Majlis. The total allocation is $10,200,000.00, and the budget for the Financial Year 2025/2026 is $102,000.00.
Referring to Title SL01A Code RKN 1211/010, kaola seeks clarification on the main objectives of establishing the National Library, NADIR, and the National Gallery at the Dewan Majlis, including the criteria for place selection. Considering that the Dewan Majlis is a controlled place, kaola's question is, will it be open to the public? Who are the target groups that will benefit from it? Taking into consideration the significant allocation, to what extent can this initiative generate or contribute to national revenue?
The second question refers to SL06A Community Development Department. Referring to the performance indicators KPI for Title SL06A, namely the third KPI, the percentage of trained Persons with Disabilities obtaining employment. The fourth KPI, the number or percentage of aid recipients who gain employment, and fifth, the percentage of recipients exiting the Welfare Assistance Program. As these KPIs are crucial for evaluating the effectiveness of programs enabling them to be independent and improving socio-economics, kaola seeks clarification on why these three KPIs have no targets for the financial years 2025 to 2028? What are the ministry's initiatives for conducting a detailed development analysis to identify factors affecting the success and failure in achieving KPI goals three, four, and five? Alhamdulillah, kaola expresses gratitude for the opportunity to debate the budget of the Ministry of Culture, Youth, and Sports and its departments for the allocation of the Financial Year 2025/2026. Kaola touches on Title SL06A Community Development Department, with an allocation amounting to $22.1 million referring to Code 002/000, General Assistance Services and Empowering Welfare Beneficiaries.
Among the department's objectives are creating programs aimed at employment for people with disabilities and encouraging an entrepreneurial culture among aid recipients. According to performance indicators, the percentage of recipients exiting the aid program is very low, with an estimated 2023/2024 of 5% and the actual percentage was only 3%. Likewise, the estimated 2024/2025 is 5%. The effort to break free from poverty requires a comprehensive and continuous approach through a whole-of-government and whole-of-nation.
In addition to direct financial assistance, aspects such as education, skills, job opportunities, and social support are important in forming a more prosperous and free society from poverty. Collaboration between government, community, and the private sector in ensuring these groups have access to better opportunities is key to sustaining positive changes.
In line with this, kaola seeks clarification from the 3% achieved, what form of success was reached that allowed them to exit the Welfare Assistance Program? And has the number of aid recipients increased? Are there future steps by the government to strengthen relevant programs in collaboration with the private sector? That's all kaola can convey.

Firstly, kaola observed that in the previous Financial Year, Code 004/006 Youth Development Assistance was allocated a provision of $1.13 million, but in the Financial Year 2025/2026, the provision allocated is only $80,000. Towards this, kaola seeks clarification on the rationale for this drastic reduction and whether the assistance provided thus far has achieved the targets set within this Youth Development Program?
Secondly, also within the same code, during the visit of Your Honourable Members of the National Assembly to the Youth Development Center, we witnessed the ministry's initiative to develop self-reliant youth by conducting skills training, such as barbering, sewing, pastry making, and also courses like car welding, among others.
Towards this, kaola seeks clarification on two matters. First, what efforts are being made by the ministry to assist these youths in accessing financial capital? Kaola does not mean handouts but rather negotiations with existing local financial agency institutions so that these financial institutions will be more confident in providing financial loans to these youths to start their businesses.
And secondly, what policy and regulatory changes can assist these youths in using their skills, for example, as plumbers, air-conditioning maintenance, car welding, technicians, and perhaps also electrical wiring, which is currently mostly dominated by foreign workers?
Kaola means, for example, imposing certain conditions so that such jobs must have specific certificates issued by recognized institutions in the country. This will not only provide business opportunities for these youth graduates but will also increase job standards and at the same time reduce the country's dependence on foreign labor in fields that can be managed by these youths.
Finally, kaola wishes to touch on one Key Performance Indicator of the Department of Youth and Sports, which is the number of programs/projects led by youth, namely Youth Lead, targeted at 150 projects/programs for the Financial Year 2025/2026 and subsequently increasing the number by 50 projects/programs each year.
Alhamdulillah, a commendable initiative. This will not only expose the involved youths to valuable experiences but also provide them with golden opportunities to become experienced, potential, successful, and capable managers in the future. Kaola only seeks clarification on what criteria are used for selecting these youths and what specific training is given to these youth leaders so that their leadership can be enhanced in line with national requirements. Has this program achieved its targeted objectives? It is recommended that the department introduces another more stable KPI to assess the effectiveness of this program in forming the identity of the youth. This is crucial to identify to what extent PKBN has succeeded in producing competitive youths capable of contributing to the country's socio-economic development.
And next, SL04A KKBS Department of Museums, Code 004/000 Research and Publication Program amounting to $1,049,240. Referring to this Title, the Research and Publication Program with a provision of $1,049,240, seeks clarification on what types have been achieved through this Research and Publication Program? Kaola has three to four questions. SL01A Department of Ministry of Culture, Youth and Sports, RKN 1214 Development of the Creative Industry, Creative Culture Industry Hub valued at $31 million. Certainly, the creative and cultural community is excited and eagerly awaiting the establishment of this hub. On their behalf, kaola seeks clarification on the objectives and further details, and whether there is a plan to consult with the creative and cultural community as key stakeholders. They hope to be informed early of any plans or activities to be carried out at this hub, and how this hub being built will support the development of their industry, create job opportunities, and meet the target for national economic growth.
SL06A Department of Community Development. Code 004/000 Family Institutions with a salary emolument budget of $966,000 and a decrease in the recurring budget from $30,000 to $15,000. There is a reduction in Recurring Expenditure from the Budget for the Welfare Management of Families, Women, and Children. How does the ministry plan to ensure that the welfare needs of families, women, and children continue to be met even though the provision has been reduced given that this group is a vulnerable group that needs monitoring and assistance?
Code 005/003 Strengthening Social Security, budget $4,454,000. In connection with Community Development and the Improvement of the Elderly's Living Standards. According to the statement of Yang Berhormat Menteri Kebudayaan, Belia dan Sukan, there are 46,000 citizens receiving old-age pensions, and some of them receive specific assistance like those who are impoverished, the disabled, and others. However, some elderly people depend entirely on a self-sustained pension of $250 per month and do not qualify for any financial assistance. The old-age pension rate of $250 is below the basic minimum cost of living, which in Brunei is set at $283, thus automatically placing them in the category of the impoverished. Kaola believes it is time we know and monitor how many residents are in the category below the basic minimum cost of living and what steps the government will take to enhance assistance to improve their living standards.
Code SL06A Department of Community Development General Assistance. Climate change clearly impacts daily life, and the increase in frequency and severity of natural disasters is real. Maintenance costs are often not covered by insurance, what steps is the government taking to empower communities to address disaster impacts independently, offering assistance such as low-interest loans for residents to repair their own homes affected by natural disasters, and assist them with affordable loans to repair homes that have been damaged.

Kaola touches on the direction and progress of the arts and culture of Negara Brunei Darussalam, where our country is rich in treasures and heritage of arts and culture inherited from bygone eras. Indeed, it is the responsibility of all parties to uphold this artistic heritage, and efforts toward empowering it are important towards contributing to the development of local industry.
Kaola has previously voiced the establishment of the National Arts Academy, aimed as a platform toward the progress of arts and culture in Negara Brunei Darussalam during the 19th Meeting Season and as a response, the ministry is preparing a curriculum book for the Arts Academy as a guide to sustain Brunei's cultural arts to provide understanding about culture and customs and to provide exposure to knowledge and skills in traditional music, dance, creative writing, and traditional and contemporary performances toward realizing the academy. On this matter, kaola seeks clarification on the current development regarding the proposal to establish the National Arts Academy.

Kaola would like to refer to Title SL01A Ministry of Culture, Youth, and Sports under Code 1214/005 Creative Industry Development, Cultural Industries Hub, and Community Library. Alhamdulillah, kaola supports the allocation of $317,500 for the year 2025/2026 out of a plan cost of $317.5 million over this Title. It reflects the government's commitment to further enhance the facilities and conveniences of the creative and cultural industry, which will undoubtedly have a significant impact on society, particularly in providing space to grow and further strengthen the cultural and creative industry sector. Moreover, the development of this community library will also benefit young people, including students and the community in general, to enhance literacy and the dissemination of knowledge and information in society. However, kaola seeks clarification on the provision allocated for the 2025 session, does it encompass infrastructure development, or is it more towards planning costs and master plan preparation?
Secondly, kaola seeks clarification on the status of its development within and also the planning and strategy of the ministry in terms of continuity towards the development of the CCI Hub and Community Library to ensure that this project can be implemented according to the desired schedule and subsequently create continuous effects to the socio-economic development of the citizens and residents of this country and Insya Allah, likewise meet the main targets of Brunei Vision 2035: An Educated, Successful Nation.
Thirdly, kaola would like to refer to SL01A under Code 003/000 Cultural Arts, which is also related to Code 002/000 Brunei Darussalam History Center under the History Center.
As we all know, the primary function and main responsibility of the Cultural and Arts Division are responsible for developing, enhancing Bruneian cultural values comprehensively with the intention of acting as a digging machine of all the roots and resources of Brunei's riches and also as a media or expanding agency of that culture while guaranteeing the implementation of its basic principles, which is the concept of a Malay Islamic Monarchy state. For example, customs in wedding ceremonies, hadrah benendong, art of hadrah, and so on. They are, what do you call it, being eroded.
What can also be observed is that the youth at present seem to be less concerned and less aware of the history of Bruneian culture and customs. It is also understood that the aim of establishing the History Center is to socialize the country's historical legacy to the citizens and residents of this country. This also includes organizing exhibitions related to the history of Brunei to provide understanding of the historical development of this country.
In relation to this matter, kaola seeks clarification on what strategies and initiatives are being undertaken by the Ministry of Culture, Youth, and Sports in efforts to increase dissemination to more drive to strengthen self-identity more targeted with a basis on the Melayu Islam Beraja concept while upholding Bruneian culture, heritage, and identity. Kaola welcomes the government's initiative since 2015 to ensure the preservation and conservation of the nation's historical heritage, including the Kota Batu Archaeological Park in 2015, the Belait District Museum in 2016, restoring the tombs of Sultan Bolkiah and Sultan Sharif Ali in 2020, the Royal Dock Energy Hub in 2022, and the conservation of Omar 'Ali Saifuddien Mosque and Coal Mining Site in 2024.
Kaola is also informed of the Antiquities and Treasure Trove Order Act which includes 27 historical sites and 15 monuments and 12 Royal Tombs. In relation to this, kaola seeks clarification on whether there are still newly identified historical sites, and what plans are being made to elevate historical values such as river mouths, old jetties in Kampong Kuala Tutong and Kampong Danau. Kaola's question, I would like to start with the Title SL04A Department of Museums. Kaola refers to the development expenditure estimate for this Title, Code RKN 1211-005, namely the Restoration and Upgrading of Brunei Museums and Kota Batu Exhibition Buildings. The total RKN cost is $7,277,967.00 with the Estimated Expenditure for the Fiscal Year 2025/2026 amounting to $6,122,741.00. Kaola seeks clarification regarding this project on whether it includes the upgrading of the three museums located in the Kota Batu area, given that the museums are still operating and are in a less satisfactory condition, particularly in terms of maintenance and somewhat static exhibits. Kaola feels that this improvement is necessary to ensure that these museums attract more visitors and have great potential as centers for learning and for preservation of historical heritage.
Given the proximity of the three museums and their surrounding significant historical heritage sites in the Kota Batu area, kaola would also like to take this opportunity to suggest the provision of access facilities connecting these museums with the available historical heritage sites, such as constructing an interactive walking trail. Consideration should be given to accessibility needs for people with disabilities and the elderly so that they can be benefited by all segments of society with various needs.
Kaola believes that with strategic planning, this area can be developed into an excellent historical heritage hub which will not only attract more domestic and international tourists but also increase public awareness on our cultural heritage. This development, God willing, will have a positive impact on the tourism industry and contribute to the country's revenue growth in the long term.
Furthermore, kaola has a few questions related to the Title SL06A Department of Community Development, Code 004/003 which is the Rehabilitation and Protection Program with an estimated expenditure for the Fiscal Year 2025/2026 of $359,000.00. Kaola seeks clarification on how well the planned programs for child care centers can address the primary causes of social issues that are of concern among adolescents and children placed in these centers. Are there any proven successes in significantly reducing these issues that can be shared?
How can the allocated expenditure support quality and effective rehabilitation, education, and welfare services for children in these child care centers? Kaola is convinced that investment in the education, rehabilitation, and welfare of these children is crucial and forms the foundation for long-term community development. What steps have been taken to ensure that the programs remain relevant to the current social challenges, and what is the monitoring mechanism or follow-up program after the adolescents and children are released from the center? As a center of excellence for Brunei history and sultanate since 2023, PSB has planned and implemented various initiatives and programs aligned with the main cultural sector initiatives leading to the KKBS Strategic Plan 2020-2024, especially to produce quality research and publications and also in enhancing capacity development.
In this context, kaola is pleased to inquire about the achievement status of PSB as a center of excellence in Brunei history and sultanate, particularly regarding capacity development in increasing the expert personnel of PSB who are still lacking, especially with PhD or Doctorate qualifications. As excellence, PSB requires expert officers as successors and continuers of the former PSB's legacy to continue researching, documenting, writing, and publishing the history of the beloved Brunei sultanate.
Kaola is also pleased to inquire about the human resource planning of PSB, including the succession planning for the next 5 years to enhance capacity development to produce more expert PSB officers skilled in various fields, especially in line with the role of the Brunei History Centre as a center of excellence for history and sultanate in the country specifically and in the Borneo region generally. Kaola would like to refer to the Key Performance Indicator of Pusat Pembangunan Belia graduates entering the Micro, Small and Medium Enterprises, MSME targeted at only 15%, while the percentage gaining employment targeted at only 50%. Kaola seeks clarification on which field MKS is largely involved in? Will it help PPB focus on the ongoing programs? Among those who gain employment, in which industries are they involved? Are they related to the programs they attended?
Kaola had the opportunity to visit the Pusat Pembangunan Belia along with other Your Honourable Members and saw several programs that are already running. In kaola’s view, overall, the programs conducted are beneficial for the participants of the Pusat Pembangunan Belia. However, considering the percentage who successfully get involved in Micro, Small, and Medium Enterprises and gain employment, kaola opines that this target can still be improved. One of its issues is the lack of funds to start their own business. Second, there is a lack of self-confidence to start their own business and they require encouragement and support, as well as advice from PPB.
Third, kaola believes it should be considered to assist in providing business premises that are affordable for them, with nominal rent or without any rental fees at the initial start-up of their business. For the purpose of job seeking, kaola hopes the Pusat Pembangunan Belia will constantly explore available job fields in the market and adjust their programs so that the followers or participants of PPB can venture into those job fields.
Finally, under this Title, kaola emphasizes the importance of PPB’s role in providing opportunities for the youth to be independent. Kaola further wishes to refer to Title 004/001 Youth and Sports Management. Overall, sports in this country are less prominent, except in a few sports events such as wushu and silat. The allocation under 003/001, amounting to $240 thousand for Developing Capability. In kaola’s opinion, it is small for transforming the national sports’ competitiveness or to an international level.
Kaola thinks, although Brunei wants to develop a variety of sports, we focus only on enhancing just a few sports like football, badminton, golf, and others, along with wushu and silat which already have their own successes. Kaola also suggests fostering collaboration and partnership with the School of Sports under the Ministry of Education to identify early potentials among students. Concerning this, kaola refers to Title 005/001, Capability Development with an allocation of $300 thousand Recurrent Expenditure. Kaola seeks clarification on this Title and the results of sports research that has been conducted.
Finally, kaola welcomes the allocation under development expenditure for repairing and upgrading the Hassanal Bolkiah National Stadium and several sports complexes in this country and hopes it will be implemented soon.

Assalamualaikum warahmatullahi wabarakatuh and greetings. Yang Berhormat Pengerusi and Your Honourable Members. Firstly, peramba/kaola/I would like to express my heartfelt gratitude for all the questions and proposals submitted.
In general, the estimated Budget for the Ministry of Culture, Youth and Sports for the Financial Year 2025/2026 has been formulated with an evidence-based approach and best practices. This is to ensure that the allocated resources produce quality services and impact intervention programs without compromising the well-being of the community, especially the targeted groups. Insya Allah, this allocation will be fully optimized to further enhance the provision of quality services towards realizing an excellent Bruneian nation.
Therefore, to answer the questions from Your Honourable Members, peramba/kaola/I will try to respond as best as possible within the allotted time or flexibility. However, for questions that require more detailed explanations, insya Allah, the ministry will provide written feedback on it later and welcomes collaboration from Your Honourable Members to jointly realize the ministry's aspirations to bring these matters to fruition.
Allow kaola to move to the question posed by Yang Berhormat Dayang Chong Chin Yee, for which kaola, on behalf of the Ministry of Culture, Youth, and Sports, is very grateful and gladly welcomes the proposal to implement a Financial Literacy Program, especially for youth aimed at equipping them with long-term financial management skills and competency.
This aligns with the National Youth Policy Goals and Strategy 2020/2035, which is to generate visionary youth who are holistic in all aspects. Therefore, kaola is pleased to share that this has been in the ministry's planning through the Department of Youth and Sports to empower youth associations and movements in financial management skills and governance.
Additionally, the National Financial Literacy Council, of which the Ministry of Culture, Youth, and Sports is a member, is actively implementing several programs aimed at increasing financial literacy, including awareness of financial fraud in Negara Brunei Darussalam, such as financial literacy roadshows in collaboration with relevant stakeholders.
Under the National Financial Literacy Council, three pillars were implemented from 2018 to 2022 according to the set KPIs, producing and teaching the Brunei Darussalam Financial Literacy Competency Framework at the primary level in 2021 and at the secondary and pre-university levels in 2023. Therefore, in this regard, the Ministry very much welcomes cooperation with the Brunei Youth Council or any youth association or movement to move forward together with the MMKCK, towards embracing and benefiting from existing programs. That is all [kaola's] response about the financial literacy program.
Then, kaola moves to the question from Yang Berhormat Awang Amran bin Haji Maidin and also, if kaola is permitted, to combine it with the question from Yang Berhormat Lau How Teck regarding the management of sports complexes that is progressive and well-planned to contribute to a healthy lifestyle, youth development, and community comfort overall, and kaola once again expresses sincere thanks for the question. As kaola takes seriously the input from Yang Berhormat-Your Honourable Members, this certainly aligns with the ministry's policy and strategy under the Sports Infrastructure Development and Management strategy as explained during Yang Berhormat Awang Mohammad bin Abdullah on March 4, 2025. Basically, the improvement and upgrading of sports infrastructure is carried out in phases and progressively according to the priority and long-term return, liability, safety, and strategic planning.
We indeed hope that all these facilities can be improved and upgraded, but given the limited allocation, we need to plan strategically. For the information of Your Honourable Members, there are 37 sports complexes and facilities provided nationwide. The majority of these complexes have been operational since 1999, and certainly, over this long period, they require continuous maintenance for the safety and comfort of users. With an allocation of $4 million, priority is given to critical maintenance aspects such as building structure, lighting systems, ventilation systems, and basic facilities including changing rooms and toilets. However, it should be noted that this amount is not solely for sports complexes but also for the maintenance of all other assets under the Department of Youth and Sports such as medical centers, sports science research, youth centers, and the branch offices of the Department of Youth and Sports across all districts.
The Department of Youth and Sports has arranged a list of repair and upgrading needs strategically according to each district's needs and priorities as well as the requirements for maintenance and necessary refurbishment projects for each sports facility. Among the initiatives being currently explored include using solar energy to save operating costs and building roofed outdoor courts to ensure these facilities are more user-friendly and usable in various weather conditions, meaning that any equipment there or are protected and not easily damaged by weather elements with the presence of roofs and so on. Kaola agrees that managing sports complexes should not rely only on routine maintenance but must also be progressive, sustainable, and inclusive.
To ensure more sustainable and comprehensive facilities development, the Ministry invites a whole-of-nation approach, involving multiple sectors, including the private sector and government-linked companies as strategic partners through corporate social responsibility initiatives and exploring public-private partnership (PPP) initiatives for upgrading and developing sports infrastructure that meets international standards.
Kaola is also pleased to share that some of our sports facilities currently meet international standards when they were initially developed, but over time, the international standards they once met have evolved. At present, some of our facilities fail to meet these international standards, making it challenging if we aim to host any international sports event. Therefore, we need to take steps for improvements, upgrading facilities to meet these international standards so any investment we make to enhance and upgrade them will be worthwhile, leveraging the opportunity to host international sports events.
Our ministry is also exploring the potential of some sports complexes to be offered for privatization projects to private companies or specific organizations aimed at sporting activities, championships, and more systematic sports development programs.
Then Yang Berhormat Pehin Yang Di-Pertua, kaola moves to the question from Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann for which kaola is grateful for the suggestion given by Yang Berhormat and this Ministry gladly welcomes it. Firstly, the role of the Ministry of Culture, Youth, and Sports in disaster management is to safeguard the welfare of disaster-affected victims by ensuring timely assistance and providing comfortable shelter. This is achieved through three types of assistance - financial aid, temporary shelters, and the delivery of food rations. These aids are extended through the Department of Community Development (JAPEM) according to set criteria and disaster assistance assessment conditions.
Specifically for flood disaster assistance, JAPEM guidelines stipulate financial aid of $500 that is provided only if the main part of the house, kitchen, and regularly inhabited parts are affected, with the house being flooded at a depth of 1 foot or more inside the house.
One foot equates to 0.3 meters. Through the Department of Community Development's working procedures, field observations or on-site visits are routinely carried out to make actual situation assessments ensuring appropriate and timely interventions, alongside reports from village heads, district officers, and other involved agencies. The 0.3 meters mentioned by Yang Berhormat is indeed a guideline, but this does not mean we won't consider any complaints or damages resulting from floods and so on.
So site observation assessments, evaluations are conducted from time to time, and they may be reported from institutions of districts and villages. This assistance is only intended to lighten the burden of disaster victims and not to replace the damage to homes or properties affected by such occurrences, as replacements are usually made by insurance companies and JAPEM does not intend to become one of these insurance companies.
Accordingly, homeowners are always encouraged to obtain insurance protection. Just as vehicle insurance can provide financial protection in accidents, home insurance can provide protection against unforeseen losses of property or finances. However, insya Allah, the existing disaster assistance policies and evaluation requirements will be reviewed, reconsidered according to its suitability, and this review will be pursued through consultation and negotiation with concerned parties, particularly from the Ministry of Home Affairs such as the District Office and the Fire and Rescue Department to ensure disaster assistance interventions for victims like floods are carried out efficiently.
Kaola moves to the question from Yang Berhormat Awang Abdul Aziz bin Haji Hamdan. Once again, kaola thanks Yang Berhormat Awang Abdul Aziz bin Haji Hamdan for inquiring about the Brunei Cultural Art Academy. The 12th National Development Plan (RKN) has approved an allocation of $31.75 million to transform the former Radio Television Brunei building and the Library of Language and Literature Bureau in Bandar Seri Begawan into a Creative and Cultural Industry (CCI) Hub, including the development of the Brunei Cultural Art Academy.
Since the last session, this ministry has endeavored to realize the academy including preparing the curriculum book as highlighted by Yang Berhormat earlier. The Brunei Cultural Art Academy Curriculum Book is a primary reference for preserving Brunei Cultural Art. A policy study was also conducted last year assessing the cultural and creative industry’s impact in the country as a strategy to contribute to the nation's economic diversification. To date, several implementation steps have been undertaken to ensure the realization of this hub and Cultural Art Academy. These include a project kick-off meeting, followed by technical briefings, design study, and preparation of infrastructure requirements for the Cultural and Creative Industry hub including the academy. In examining these needs, we will of course open consultations with stakeholders, including youth involved in this creative industry because without their input and suggestions or proposals the actual needs may not be met. Hence, it is very important for us to open up opportunities to obtain inputs and feedback on the relevant project.
Kaola moves to, with permission Yang Di-Pertua, if there is still time, I request permission to continue to the question from Yang Berhormat Awang Haji Md. Salleh bin Haji Othman, regarding the conservation and preservation of Brunei's historical heritage and the plan to elevate the historic value of old jetties.
Currently, several monuments and historical sites have been identified for gazetting as steps towards preserving national heritage. This gazetting covers identified government buildings, schools, mosques, mosque buildings, monuments, parks, and sites over 50 years old based on historical value, architectural, cultural learning, and economic potential criteria. To date 104 monuments and historical sites have been listed with 68 in the Brunei and Muara District, 11 in the Tutong District, 20 in the Belait District, and 5 in the Temburong District. This step aims to ensure the continued preservation of historical heritage and its bequeathing to upcoming generations.
To elevate the historical value of the old jetties in Kampung Kuala Tutong and Kampung Danau, the government is planning conservation efforts in collaboration with the Museums Department and the Public Works Department. These jetties played a crucial role as main routes before roadways that connected major towns in the 1930s through the 1950s when most of us in this hall were not yet around.
So their historical value is, of course, invaluable. Among the proposed conservation steps include constructing historical information panels, providing safety signages, and repairing the jetties’ structures, which are now dilapidated and unsafe. These efforts hope to increase community awareness on the importance of historical heritage and benefit the cultural tourism sector in these areas. Moving forward, the government is also striving to obtain UNESCO recognition for these heritage sites. Currently, the Omar 'Ali Saifuddien Mosque has been included in the tentative ISESCO list as a preliminary step before nomination to UNESCO. Soon we might see the Omar 'Ali Saifuddien Mosque listed on, what do you call it, UNESCO's list. This will later benefit Negara Brunei Darussalam in terms of increased heritage tourism attraction, more systematic conservation, and opportunities for collaboration with international heritage experts to ensure historical sites like it remain preserved.
Yang Berhormat Pengerusi if it is still possible kaola to continue a bit more, there is still a bit more, maybe the rest may not be finished.
Kaola moves to the question from Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya’akub regarding planning to establish a gallery as a medium to showcase the historical and cultural heritage and arts of the Tutong District. Once again, kaola thanks Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya’akub for the question posed. Kaola is pleased to share that the Museums Department now prioritizes ongoing projects, meaning projects currently in the pipeline. Insya-Allah, the proposal to provide this gallery will certainly be examined and considered together with the relevant District Office, factoring in the need for more organized planning particularly in terms of location, content, including allocation, so insya-Allah this matter will be reviewed.
Kaola moves to the question from Yang Berhormat Haji Awang Sulaiman bin Haji Nasir regarding the performance percentage of recipients exiting the assistance program. Kaola also thanks Yang Berhormat Haji Awang Sulaiman bin Haji Nasir for the inquiry regarding assistance recipients who exit or graduate. Referring to recipients exiting the assistance program, kaola would like to share that the available data at the Department of Community Development shows the number and percentage of monthly welfare assistance recipients who, after review and reassessment, are no longer qualified to receive aid as they no longer meet the eligibility criteria.
For instance, they may now have a monthly income exceeding the Basic Minimum Needs Cost (KMKA). Perhaps when they initially applied, the rate was below KMKA, but after renewal and so on it was reassessed, their KMKA now exceeds the set KMKA rate, so this means they no longer qualify. Considering it as a graduation might involve a broader definition perhaps. It is also shared that in 2024, 180 BKB recipients out of 2,441, which equals 7.4%, exited the assistance program. Overall, the number of monthly welfare assistance recipients showed a declining trend from 2021 to 2023.
Where the recipient numbers decreased from 3,838 in 2021 to 2,161 in 2023. This reduction is attributed to the effectiveness of intervention programs that abiskaola has outlined through the Minister's previous statement, highlighting strategic planning and execution in poverty eradication like entrepreneurship and employment programs, skills training programs, and enhancing employability including educational assistance programs especially for recipients’ children.
Therefore, kaola will not repeat those details in entirety, and kaola has also circulated copies of the Minister’s statement.
Regarding private sector involvement in poverty eradication strategies, the Ministry abiskaola will continue to work closely with the private sector, providing ample opportunities for all interested parties in this regard. Firstly, strengthening skill training programs to provide skills training relevant to actual industry demands or related sectors to ensure recipient employability.
Secondly, increasing employment opportunities to open more job opportunities for those in need of assistance particularly within growing sectors like new technologies and service sectors; and thirdly, entrepreneurship support. This partnership will be strengthened in this field with the private sector to provide resources and platforms for recipients to venture into entrepreneurship like providing seed capital, business management training, and networking opportunities.
Kaola is pleased to give an example here, through the Ministry of Culture, Youth, and Sports and other governmental agencies there are indeed grants already prepared from various bodies. Specifically, the purpose and objective are to assist these groups so they have appropriate capital to continue their endeavors. But at the same time, we certainly do not wish to see these groups continually rely and depend on such grants or assistance.
Eventually, they will, their enterprises will grow, will develop and reach a point where they could transition from relying on grant-provided capital to financing offered by market financial institutions because this will be the foundation of their enterprise success in the future. Therefore abiskaola sees this matter, assistance has its stages, at the initial stage, intermediate, and then in the long-term stage.
We want to see and this is indeed possible. There have been individuals from assistance recipients originally receiving welfare assistance and began running businesses selling woven fabrics initially from one unit can now advance into two units and no longer look back, no longer depend on grant-based assistance, moreover their income has steadied providing an example and motivator for other parties or groups in similar positions.
Then kaola already mentioned access to easy financing, collaborating with financial institutions and private banks to offer easier access to financing for assistance recipients who wish to start businesses or advance their skills. So insya-Allah, this cooperation will ensure many opportunities are available for recipients to stand on their own, improve their quality of life, and reduce reliance on welfare assistance as kaola mentioned earlier. The government is committed to strengthening the role of the private sector in ensuring similar program effectiveness and sustainability.
