The first question raised by Yang Berhormat Awang Zainol bin Haji Mohamed is seeking clarification on whether the Ministry of Development plans to construct dams as a long-term mitigation measure to reduce flood risks in rural areas, thereby enhancing water flow control and preventing recurrent effects each year. This comes in view of the less effective upgrading of roads and existing drainage systems in controlling water flow.
And the question from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Awang Suyoi bin Haji Osman regarding the status of infrastructure and services like highways, roads, drains, and gutters, which are damaged and unmaintained due to heavy rainfall and flooding in several areas. The issue is the effectiveness of retention ponds constructed several years ago, including internal and drain cleaning to ensure rapid water flow and secondly, whether there is an improvement plan for past efforts?
In response, Yang Berhormat Yang Di-Pertua, under the 11th National Development Plan, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam's government constructed 21 retention ponds in flood-prone areas at a cost of BND80 million, comprising 10 retention ponds in Brunei-Muara, 5 in Tutong District, 5 in Belait District, and 1 in Temburong District.
Alhamdulillah, these retention ponds have shown impact as they have significantly reduced flooding in at least 9 areas previously frequently affected by floods. For example, Kampung Selayun no longer experiences flooding after the completion of the Kolam Takungan Barangan. Similar positive effects with these ponds were also seen in other areas like Kampung Jangsak, Kampung Lugu, and Kampung Burong Pingai Berakas, where flood incidents either significantly decreased or no longer occur after the retention pond was built.
However, unusual rainfall events last December and in January of 2025, which resulted in floods in several other areas, indicate that continuous improvements are still necessary, particularly in Belait District and Tutong District. Therefore, the Ministry of Development has planned and started executing several new projects to enhance long-term flood mitigation infrastructure under the 12th National Development Plan as follows:
First, the Pond and Drainage Project in Belait District. Four primary projects in areas recently affected by flooding have been designed, namely the Main Drainage Construction to Pump Station at Kampung Sungai Bera, Seria; Drainage System Improvement in Belait District Phase 1; Flood Prevention Scheme, Pump Station Construction at the Jalan Maulana, Kuala Belait river mouth; and Drainage Pump Station Construction in Phase 17, Seria. These projects will be tendered in the last quarter of March 2025.
Second, the Expansion of Retention Ponds and Drainage in Tutong District. The retention capacity in Tutong District will be enhanced with the expansion of the Kolam Takungan Kuala Abang, with tenders opened in January 2025. Additionally, the Flood Prevention Scheme in Pekan Tutong, Kampung Keriam, and Bukit Bendera has begun offering includes the construction of a new drainage system, an overflow retention pond, and a sluice gate to control water level before entering Sungai Tutong during heavy rainfall. This offer was also opened in December 2024.
Third, the Drainage Project in Brunei-Muara District. Focus is given to areas still frequently experiencing floods. The Kampung Pasai/Mulaut Flood Management Project Phase 1 is currently in the design stage. Furthermore, the Jerudong Drainage Improvement Project Phase 1 has commenced, aimed at enlarging drains and improving water flow, followed by Phase 2 works scheduled for 2025, as well as upgrading works on drains in Kampung Lambak Kiri Jalan Pasir Berakas, Kampung Sungai Akar, and Kampung Sungai Buloh. The Sungai Kedayan Flood Mitigation Project Phase 6 in Kampung Pangkalan Gadong is in the planning stage as a flood mitigation effort along Sungai Kedayan. Additionally, the Jalan Jerambak Berakas Pump Station is undergoing enhancements to pump out retention pond water more efficiently during heavy rains, thereby reducing the flood risk in its surroundings.
Fourth, Widening and Dredging of Main Rivers. Dredging and widening of main rivers, streams, and ponds across the country are ongoing to increase river flow capacity. Through the 11th National Development Plan, several major rivers had their dredging completed, such as the Sungai Kedayan, Sungai Kedayan, Sungai Brunei, and Sungai Damuan. This effort continues under the 12th National Development Plan, with a similar concept where several other rivers will be widened and dredged, such as Sungai Pepakan, Sungai Telamba, and Sungai Kelakas in Tutong District. The construction of the second outlet for Sungai Tutong Phase 1 also provides an alternative flow route for Sungai Tutong to reduce overflow risks in the upstream river zone. Offers will open in May 2025. In Temburong District, the Sungai Temburong Drainage Upgrade Project Phase 1 is expected to improve the drainage system around Pekan Bangar. This offer will open in May 2025; and
Fifth, future studies. The National Drainage Master Plan and flood management studies for the Belait and Temburong River basins will be undertaken under the 12th National Development Plan. Additionally, preliminary studies for coastal protection projects are conducted to assess measures for addressing coastal erosion and seawater overflow in coastal areas. Offers for both studies will open in March. The objective of these studies is to obtain detailed data to plan more comprehensive, controlled, and effective flood mitigation initiatives. Besides the National Development Plan projects, flood mitigation efforts are also carried out under the annual budget expenditure of the Department of Drainage and Sewerage. Among others:
The Department of Drainage and Sewerage assists the Housing Development Department in improving drainage systems to prevent flash floods by constructing larger drains, culverts, and additional sumps in the National Housing Plan. Four projects are underway namely Jalan Wasai Limuru, Jalan Binglu in the National Housing Plan Tanah Jambu, Jalan Sungai Cerana National Housing Plan Mengkubau, and National Housing Plan Bukit Beruang with a total cost of approximately $1.55 million.
Between 2023 and 2026, the Ministry of Development through the Department of Drainage and Sewerage holds term contracts for scheduled maintenance such as dredging drains and ponds, grass cutting, cleaning, replacing safety fences at retention ponds, and operation and maintenance of drainage pumps. Overall, around $8.2 million is allocated for 9 term contracts nationwide according to zones, i.e., 4 in Brunei-Muara District, 3 in Belait District, 1 each in Tutong District and Temburong District. In conclusion, the long-term Flood Mitigation Plan will be based on the study results and master plan mentioned under the 12th National Development Plan, particularly to identify significant projects needed in the upcoming plans like RKN-13 and beyond. This approach along with the projects under the RKN-12 presented earlier reflects the ongoing commitment to enhance resilience in facing future flood challenges and risks. In conducting cleaning after a flood, if it involves public areas, then action will surely be taken by the departments within the district authority areas also involving the role of the Public Works Department and agencies under the Municipal Department and District Department, and where it involves private areas. But what has happened before is the involvement of one, with the role taken by the Ketua Kampung involving and liaising with agencies involving district agencies and also JKR itself to provide equipment and volunteer staff to assist in these cleaning efforts.

Firstly, kaola would like to express gratitude to Yang Berhormat Awang Abdul Aziz bin Haji Hamdan for the question PL74 regarding the ministry's planning in conserving and preserving historical buildings protected under the Antiquities and Treasure Trove Order Act.
For information, the Museums Department through this act has gazetted 27 historical sites, comprising 15 monuments and 12 Royal Tombs, which are recognized based on historical, architectural, cultural, and economic value. However, not all these buildings are under the administration and control of the Museums Department but are still subject to the stipulated act.
Since 2015, various initiatives have been implemented to ensure the conservation and preservation of the nation's historical heritage. Among them include the restoration of Kota Batu Archaeological Park in 2015, Belait District Museum in 2016, preservation of the Tombs of Sultan Bolkiah and Sultan Sharif Ali in 2020, Brunei Energy Hub Dermaga Diraja in 2022 and conservation of Omar ‘Ali Saifuddien Mosque and Coal Mining Site in 2024.
Additionally, the Heritage Trail project introduced since 2017 has connected several historical monuments in Bandar Seri Begawan and has successfully attracted more than 30,000 visitors each year.
To ensure the safety and preservation of historical sites, several measures have been taken and planned. These include installing information and prohibition signage at risky locations, providing safety fences and visitor information centers, and collaborating with UNESCO for expertise in heritage conservation.
This ministry is also actively compiling a list of potential buildings to be included in the National Heritage Inventory, to ensure historical heritage with high value continues to be preserved.
With this continuous effort, heritage preservation not only maintains the history and identity of the nation but also has the potential to positively impact Brunei's tourism and economy sectors, in line with the aspirations of Wawasan Brunei 2035.

Regarding alternative assessment for 'O' Level as if there is already a plan from the Ministry of Education to switch to another form of alternative assessment, kaola would like to ask if there is already a plan for teacher training, curriculum, and recognition. Bismillahir Rahmanir Rahim. Thank you Yang Berhormat Yang Di-Pertua and thank you Yang Berhormat Dr. Awang Haji Mahali bin Haji Momin for that question. It is related to the alternative method, if kaola/I am not mistaken, it is not just an alternative route, but it also involves assessment.
Currently, besides the 'O' Level, children are taking the GCE 'O' Level and also the IGCSE exams. There is indeed a plan from the examination board offering this program or assessment to change it to another exam where possibly its content or examination format will change slightly, notably for IGCSE, the breadth and the depth, or it might change and might take effect in a few years. It requires preparation, not just from teachers and the curriculum but also the students' mentality because the method of answering will change from a knowledge level to a comprehension level, and it requires very thorough preparation.
So, this question is a good and very appropriate one to raise at this time because we have just received information about this examination change a few months ago. Therefore, Insya-Allah, the Ministry of Education will continue to liaise and cooperate with the responsible body that offers or, excuse me, the body that provides this Examination Board to further clarify curriculum and assessment format so that it can be continuously disseminated to the school authorities and subsequently to the students.
Regarding alternative assessment, the Ministry of Education plans to conduct tests and evaluations which might differ slightly from my previous response, but just to provide some clarification. Regarding more holistic and inclusive evaluation tests, the Ministry of Education through the EDGE unit or the Centre for Talented and Gifted Education under the Department of Special Education is also implementing the use of the Morrisby Platform. It is a psychometric assessment platform to assist students exhibiting tendencies and academic achievements that are excellent, smart, and talented. It identifies the strengths and natural abilities of the students.
The Morrisby profile measures potential, not skills or knowledge gained and is not heavily influenced by educational or social backgrounds. It provides a comprehensive outline of an individual's intellectual makeup and how their abilities are utilized. Since using this platform starting July 2022, 78 students aged 15 and older have completed the Morrisby profile and 48 students aged 12 to 14 have completed the Morrisby aspirations. For now, the Ministry of Education has no plans to extend the use of Morrisby to all students nationwide. Thank you.

Bismillahir Rahmanir Rahim. Yang Berhormat Yang Di-Pertua, kaola express gratitude for the opportunity to answer the question posed by Yang Berhormat Dr. Awang Haji Mahali bin Haji Momin. Simultaneously, kaola also request Yang Berhormat Pehin if kaola may answer the seventh question from Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya’akub. Yang Berhormat Dr. Awang Haji Mahali bin Haji Momin asks what steps the ministry can take to ensure transparency, which is intriguing in its wording, the word used here is to ensure transparency in the use of funds, even though collection statistics have been published on the ministry's website, the breakdown of expenditures is still undisclosed. This is about transparency, and then what efforts are being made to encourage more donations since statistics as of June 30, 2024, show the Masjid Construction Fund collection reaching $2,340,388 and expenditure of $695,640.17. There are two things kaola would like to mention as background to kaola's response to this question.
Firstly, the figures mentioned in Section (B) are indeed the collection from June to December 2024, not the entirety, because the total collection of the fund since its launch in 2015 until 2024 is a different figure, Yang Berhormat Yang Di-Pertua, and kaola will mention it in the transparency context explained by Yang Berhormat.
Secondly, the issue of transparency, yang ini telus, kaola would like to quote what is meant in the dictionary, Kamus Dewan. Firstly, the management of the fund is administered by the Secretariat of the Fund for the Construction of Mosques in Negara Brunei Darussalam, handled by the Department of Mosque Affairs, Ministry of Religious Affairs. This is temporary until a board is established according to the law; efforts have been ongoing, but the law has not been finalized to be gazetted. Meanwhile, it is managed this way.
Secondly, a committee previously mentioned by kaola is to oversee it, the Collection and Expenditure Committee, to supervise what is handled by the Department of Mosque Affairs and reports to this committee every month and also to the Islamic Religious Council.
Up to this point, perhaps, it can provide an overview of how to avoid suspicions. Encouragement to donate, in fact, has been greatly emphasized, Yang Berhormat Yang Di-Pertua, not only what is currently running through mosques, through monthly fixed deductions for public service officers and uniformed personnel, but also from GLS officers.
One of the very interesting participations is from local telecommunications companies from time to time to assist in collection, and alhamdulillah, it has been successful thus far. This expenditure is $9,906,742.06, without including forward-planned expenditure for several mosque construction projects that will be detailed later, Yang Berhormat Yang Di-Pertua.
With $37 million and $9 million expenditure so far on repairs, enlargements, and modifications already executed, remaining is $27,497,806.17. So with that, what's called transparency, if it can be referred to as transparency, what kaola conveys today can also be seen on the Ministry of Religious Affairs website, these are the figures kaola mentioned.
Regarding the use of the fund to prevent any misunderstandings or suspicions, kaola would like to mention that since the establishment of the fund, several projects have been executed, including the construction of three new mosques, thus far: Ar-Rahman Mosque in Kampong Tanjung Bunut costing $3.56 million, Ar-Rahim Mosque in Kampong Bukit Panggal, Tutong District at $3 million, and As-Salaam Mosque in Kampong Junjungan, recently inaugurated last month costing $5.2 million.
Second, the addition of mosque buildings mentioned here includes Kampong Sungai Buloh Mosque, Brunei/Muara District, extension costing $876,094.03. Kampong Kupang Mosque, Yang Berhormat from Kampong Kupang, may be less certain. The Kampong Kupang Mosque project is currently underway with a cost exceeding $1.129 million, Yang Berhormat Yang Di-Pertua.
Third is mosque preservation: Pengiran Muda Abdul Wakeel Mosque in Mukim Kiudang with expenses amounting to $128,917.00 in Kiudang. Second, Sultan Sharif Ali Mosque in Mukim Sengkurong at $113,510.00, and third Kampong Pulaie Mosque at $106,225.10.
Then, plans for mosque construction, this is crucial, this involves budget planning Yang Berhormat Pehin, planning in a five-year cycle, planning with the approval of the Islamic Religious Council back then made a five-year plan, based on income. Estimated income from 2018/2022 was initially priced at $3 million Yang Berhormat Pehin, before COVID-19. So planned for 2018 to 2022, five mosques were planned, but due to certain technical reasons and additional COVID-19 circumstances and continuing subsequent preparation, the cost differed. Hence $3 million per mosque was no longer feasible, Yang Berhormat Yang Di-Pertua.
However, for moving forward with developments, first a new mosque at Kampong Lamunin. Then the proposal for a new mosque in Kampong Ukong, the current status is to re-tender, with an estimated allocation of $3.35 million. Further proposed new mosques, i.e., Tanjong Nangka Mosque estimated at $4.9 million, Kampong Lumut I estimated at $5.05 million, Kampong Sibut, Temburong District estimated at $3.06 million.
The project status for Tanjong Nangka Mosque and Kampong Lumut I is in tender document preparation by JKR, while the Kampong Sibut Mosque project will be discussed in meetings related to construction, additions, modifications, maintenance, repairs, closures, demolitions of mosque buildings and halls, referred to as 5P Committee, quite extensive.
So when looking at what kaola presented, perhaps kaola can least diminish suspicion with transparency regarding the presented collection statements as mentioned earlier, because concerning the Detailed Expenditure Report for the Mast Development Fund of Negara Brunei Darussalam mosques, although previously mentioned breakdowns weren't available, a full report is indeed made and presented to firstly, the Collecting and Expenditure Committee of the Fund, secondly the Islamic Religious Council, and thirdly to the Auditor General, this is critical.
All three bodies receive monthly reports, effectively to eliminate any suspicion and overcoming or ensuring it mitigates, hence guaranteeing transparency.
On the question from Yang Berhormat Dr. Haji Mahali bin Haji Momin, as previously mentioned, the stated amount by Yang Berhormat pertains to fund collection from January to June 2024 only. Not for the entire year of 2024. It accounts for six months. Then the total fund amount was shared as earlier mentioned, after subtracting the expenditure on renovations, repairs, extensions, etc., it indeed leaves a balance of $9.9 million, but post forward-planning subtraction, the remaining amount is approximately over $2 million.
Also included, not referenced here, a sunken account or the 10% of collection is specially retained for maintenance expenditures of mosques built under the fund, and such accounts are indeed established.
Therefore, kaola hope that any suspicion concerning the transparency statement as previously mentioned, Yang Berhormat Yang Di-Pertua, might carry suspicion, skepticism aside from misunderstanding since in terms of collection, featuring it excessively virally can create suspicion affecting the fund, but alhamdulillah Yang Berhormat Yang Di-Pertua, thus far the collection trend is consistent and continually increasing from 2015 to 2024. Initially, in 2015 before having a system for fixed collection, the donation was just $1.2 million, but after instituting that scheme, it rose to $3 million, $3.06 million then on to $3.2 million in 2018 from $3 million to $4 million, continuing in 2019 and onwards not falling below $4 million.

Secondly, regarding the question from Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya’akub, whether the ministry has plans to establish a special committee or utilize Artificial Intelligence, AI to monitor religious activities on social media such as independent speakers, deviant teachings, and the like.
In short, kaola can assert that monitoring of religious activities is not something newly planned or implemented. It's actually under the ministry's committee, two special committees regarding such matters have long existed, namely the Religious Activities Control Committee and the second is the Religious Practices Review Committee. These committees also address religious practices related to tariqahs and updating criteria for banning religious congregations and groups in Negara Brunei Darussalam. Regarding AI technology, kaola previously answered signifying no present plans to use technology, but the Ministry of Religious Affairs forward-looking move intends to adopt such technology in administrative functions, etc. It is pleasing to inform that currently, the Ministry is exploring and testing AI use in specific fields and within selected groups. It's yet to reach a level whereby monitoring matters concerning faith or the like can occur.
The second focus is on how AI can aid decision-making. Daily task decision-making, based on existing data analysis and reporting. This is not easy. We must prepare data and what AI will utilize, substituting our mind must be pre-prepared.
So while there are no plans for using AI in monitoring deviant teachings on social media yet, we must recognize the challenge of accurate reliable sources. It’s essential. What’s termed deviant or non-deviant may just a matter of disagreement. That is contention in perspectives.
Thus, a reliable source must confirm the arising issue is truly deviant, and we aim to rectify. If it's a contention, just following trends adds to differences. For instance, when the fasting month arrives, social media from five to six or even ten years ago still resurfaces debates about injections nullifying fasting or not. There are varied opinions, so it never concludes if we follow. But we adhere to what we've learned, hold onto, and practiced. Thus, whatever arrives, we apply what we practice here.
Similarly regarding whether followers should recite Al-Fatihah after Imam during prayers. Audible or not, known as Jahri. These discussions are recurrent annually.
Indeed religious scholars relish these contentions but ultimately complicate the public, but hopefully, we in Brunei will not encounter such because we've studied religion. Attained certain religious understandings. Our da'is are applicable da'is and decreed laws, either through fatwa or irshad, are clear. First, kaola would like to correct a fact that liver transplants have been conducted at Jerudong Park Medical Centre, JPMC, and not at Pantai Jerudong Specialist Centre. The Ministry of Health continuously reviews the need to increase the capacity of doctors and other health professionals in the required specialties.
Local doctors undergo specialist training in internationally recognized institutions abroad. The Ministry indeed recognizes those who have completed their specialist training as experts comparable to those abroad. They can carry out clinical tasks and responsibilities as specialists immediately after returning from their specialist training.
Moreover, local doctors and other health professionals are also invited and have the opportunity to gain experience by presenting and publishing papers and journals globally. With this exposure, it recognizes local doctors and other health professionals at an international level. Additionally, the Ministry of Health also brings in state-of-the-art and advanced medical machinery and treatments for use by local experts.
The number of local doctors obtaining specialist qualifications has also increased year by year. Fifteen years ago, the number of local specialists in the Ministry of Health was only about 30. Now, there are 128 local doctors who have gained specialist consultant experience and qualifications in various fields conducted in health centers, public health, dentistry, and specialized fields in hospitals such as pediatrics, surgery, emergency, which is an increase of over 400%.
Although it has taken a long time to reach this point, it is a very significant achievement. With local doctors who have specialist qualifications in their respective fields, they can also become trainers for in-house courses or training conducted in institutes of study in this country.
In addition to the increasing number of local specialists and medical infrastructure, the transfer of skills from foreign specialists has also been apparent. For instance, some patient care procedures and surgeries that previously needed to be sent abroad or done by foreign specialists can now be conducted in Negara Brunei Darussalam, such as heart surgery, kidney transplant surgery where the surgical team is led by local consultants and specialists. For complex surgeries like liver transplant surgery, local consultants or specialists collaborate with foreign experts brought to Brunei to lead the surgery and subsequently provide tutorials or transfer of skills to our specialists.
This is an aspect of returns on investment for the government where their expertise can be fully utilized and optimized in training other local doctors in internship or basic specialist training, conducting procedures and surgeries, and the like. The Ministry anticipates that treatment procedures will be increasingly handled by local specialists in line with the growing number of local specialists.
Meanwhile, the ministry continuously identifies additional needs such as suitable equipment and facilities. The ministry hopes that the citizens and residents of this country extend their trust to the Ministry of Health in providing specialty care comparable to international standards. Furthermore, to strengthen clinical service delivery, the Ministry of Health continually identifies the required medical workforce. The Ministry of Health still requires foreign doctors to fulfill the provision of clinical services due to a shortage of local workforce, considering nearly 70 branches of expertise provided in this ministry.
Continuous planning is conducted to strengthen the needed clinical workforce by examining a more orderly procurement strategy to ensure that needed doctors can be employed timely so as not to affect clinical service delivery.

I have answered this question, I think, either in writing or orally later. Nevertheless, briefly, kaola responds. Alhamdulillah, it is a very important question and brain drain is not just a problem for our country; many countries are experiencing the issue. So, what is required are several factors:-
First of all, obviously is financial, its remuneration. Alhamdulillah, our salary level can be said to be on par with certain countries, but of course, there are states that surpass us, so then another point to update is the recruitment process. Alhamdulillah.
Through the wisdom of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, the Ministry of Health has established a special committee so that the recruitment of local doctors no longer takes a long time.
Usually, it will take a year or two before confirmation. Now, Insya Allah, this can be expedited from day-wage to monthly-wage within a few months; and
Furthermore, every specialist obviously wants to expand their experience and skills. So, with the presence of in-service training where specialists can also deepen their skills or subspecialty in specific locations.
This is also included in the service scheme within the government, and furthermore, ensuring work-life balance to ensure they are not too burned out which leads to brain drain.
Therefore, to ensure the situation in a particular specialty is not too burdensome even though we could not accommodate everything, the Ministry of Health is working towards it because, for instance, in pediatric specializations, our Children's section has only three specialists.
Thus, this is very challenging for the entire country. So it's not that the Ministry of Health doesn't want to recruit. Alhamdulillah, we have positions, but finding doctors who want to work foreign employees also has its difficulties; even when they come, they might stay in Brunei for a year or two and then jump to another country. So, the brain drain doesn't just apply to local specialists but also to foreign specialists.
Furthermore, to ensure safety and in the workplace, for instance, we also equip up-to-date machines to ensure local doctors remain enthusiastic to, what is it, enhance their skills and that's part of the factors undertaken by the Ministry of Health to ensure local experts want to continue working here not just staying to fulfill their 10-year bond then leave. Kaola proposes that the funds provided in the revenue and expenditure estimates for the Financial Year 2025/2026 for purposes titled SA01A to SA28A, SB01A to SB04A, SC01A, SD01A to SD09A, SE01A to SE12A, SF01A to SF06A, SH01A to SH06A, SJ01A, SK01A to SK08A and SL01A to SL06A, SM01A and SN01A to SN09A for the relevant Ministries and Departments to be part of the Schedule and for Title SP01A, which is no more than B$480 million allocated in the Development Fund Estimates for 2025/2026 for purposes titled 1201 to 1223 for development purposes for ministries and departments.

Yang Berhormat Pengerusi, the increase in allocation for the management of Wawasan Brunei 2035 affairs and the Sustainable Development Goals, SDGs Account Code 010/000, is an important step that demonstrates the country's commitment to ensuring that every national development target is effectively achieved.
However, in efforts to ensure more tangible and comprehensive achievements, monitoring the implementation of this vision needs to adopt a Whole of Government and Whole of Nation approach where responsibility does not rest solely on one entity or secretariat but involves the participation and active involvement of all stakeholders.
Currently, the monitoring of data related to Wawasan Brunei 2035 and SDGs is largely managed by a secretariat under the Prime Minister's Department. This secretariat plays a crucial role in collecting, organizing, and analyzing data.
However, this monitoring mechanism can be expanded to be more interactive and inclusive by enabling each ministry, government agency, private sector, and the general public to contribute to the integrated monitoring system.
In this regard, a proposal to create a Wawasan Brunei 2035 monitoring dashboard might help realize a Whole of Government approach where monitoring is no longer concentrated in one secretariat but extended to all ministries and agencies involved in policy implementation under this vision.
With this dashboard, each ministry and agency can update the progress and achievements of projects directly, ensuring that monitoring is conducted in real time and based on the latest data.
This approach could allow more effective coordination among various parties, reduce duplication and policy implementation, and enable each sector to see how they contribute to the overall national achievement.
Information is no longer concentrated in one unit alone but shared openly to ensure quicker and more integrated action can be taken. For example, if a ministry is implementing a Sustainable Housing Project while another ministry manages green energy, both parties can use the same platform to ensure that planned initiatives move in tandem and support each other.
This will not only ensure efficiency in policy implementation but also strengthen the integration between various sectors to achieve the country's sustainable development objectives.
Besides monitoring at the government level, the Whole of Nation approach is also crucial in ensuring that every layer of society can play a direct role in national development. To achieve this goal, a Citizen Reporting Dashboard proposal can be created as a platform that allows citizens to share information and provide feedback on policy implementation that directly affects them.
With a Citizen Reporting Dashboard, citizens can not only convey information and feedback about a development project in their area but also report issues such as delays in implementation, the effectiveness of initiatives that have been carried out, or any challenges they face in getting benefits from the introduced projects.
This system will ensure that development monitoring is not only done by the government but also driven by input from the community, making it more transparent, comprehensive, and responsive to the real needs of the people.
For example, if there is an infrastructure project that is supposed to benefit a certain community but is not proceeding as planned, local residents can report the actual situation on the ground through this platform. This information can then be systematically collected and analyzed by the responsible parties, allowing corrective actions to be taken more quickly and accurately.
With the existence of the Wawasan Brunei 2035 dashboard and the Citizen Reporting Dashboard, we can ensure that the national monitoring system is truly comprehensive and inclusive, not only involving policy implementation at the government level but also allowing citizens to play a more active role and ensuring the effectiveness of national development.
With a more transparent, open monitoring mechanism based on active monitoring by all parties, we will be in a stronger position to achieve the goals set out in the long-term framework.
By strengthening the whole of government and whole of nation approach, Wawasan Brunei 2035 can not only be realized more effectively but also reflect the desires and needs of the people and the country as a whole. Thank you. That is all, Yang Berhormat Pengerusi.

Kaola's question under Topic Code 002-000 - Government Policy Management. As we know, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, alhamdulillah, has consented to the establishment of the Public Service Transformation Committee in conjunction with the Public Service Day on 30 September 2024.
With the establishment of this committee so far, what transformations or initiatives towards creating a more excellent, effective, integral, and holistic public service reform, with emphasis on the Whole of Nation Approach and Whole Of Government Approach?
Secondly, under the topic Manpower Planning 006/002 Management. How does the Prime Minister's Department empower the function of MPEC in addressing unemployment issues, including providing training programs to local children to make them more marketable, whereas the allocation provided decreased from the year 2024/2025 from B$4,554,168 to B$1,863,059 for the year 2025/2026. Perhaps there are other allocations provided, where clarification is requested on this issue.
The third matter is concerning the Audit Department SO03A Code 0100 Corporate Affairs Policy Management and 002/000 - Auditing. Alhamdulillah, in kaola's observation, the Audit Department has achieved auditing the government agencies with a KPI of 71 out of an estimated 75% for the years 2023 and 2024 and the target for 2024/2025 and subsequently 2025/2026 is 75%.
Kaola requests clarification on the extent of the effectiveness from the results of this audit in preventing any financial or power diversion, optimizing financial resources usage prudently and providing value for money while complying with financial regulations. Furthermore, what improvement measures are in place to cultivate good governance and enhance stakeholder accountability?

First, in the 2025/2026 Budget, the PMD has set 8 programs similar to last year, except this year the overall operational expenditure allocation for the PMD decreased by B$13.97 million, while the PMD Proper allocation decreased by B$25.78 million.
Towards that, kaola seeks clarification regarding the reason for this reduction and whether it will not affect the PMD's role in further empowering its function as the lead and coordinating agency.
Second, kaola is interested in a new key performance indicator for the PMD, which is the number of engagements with stakeholders and strategic partners of the Social Blueprint in ensuring the effectiveness of resilient and inclusive social development.
I seek clarification on this program, especially its targets and intended outcomes, including its significant impact on the stakeholders involved.
Third, kaola would like to address Sub-Title 002/001 Modernization of Public Service, which has an allocation of B$302,000. If kaola is not mistaken, in the past few years, the PMD introduced the Civil Service Framework.
It is an important initiative as this framework is not just policy change but a planned transformation step to enhance the efficiency, transparency, productivity, and quality of public services comprehensively.
Furthermore, this framework aims to create a more dynamic, innovative, people-oriented civil service that is customer-friendly and business-friendly.
It also emphasizes the importance of accountability, integrity, and high commitment in executing responsibilities, actions, and decisions made, as a country's civil service's efficiency, transparency, and quality greatly influence investors' decisions, whether local or international, to invest in this country.
This framework covers many essential components, including focusing on capacity building enhancement and succession planning, where the first step requires updating performance appraisal criteria for public servants comprehensively.
Therefore, kaola seeks clarification on the latest developments in implementing the initiatives kaola mentioned. If this framework is still in use, kaola suggests that the progress of each achievement milestone of this framework be shared with public servants and the public to secure ownership and support from all parties, as public servants need to understand their role in implementing this transformation, while the public needs to see how these changes benefit them.
Additionally, kaola also seeks clarification on JPM's strategic plans to help enhance alignment, especially in improving the country's business ecosystem to make it more conducive, business-friendly, and receptive in line with the modernization of public services.
Last year, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam consented that the appointment process for position fillers be managed by the respective ministries. This policy change will certainly expedite and enhance the effectiveness of the appointment process.
Kaola seeks to know how many vacant positions have been filled using this method and what alignment, control, and monitoring steps have been taken by the JPM, JPA, SPA, and ministries to ensure these appointments are consistent, fair, and equitable, with uniform criteria across all agencies.
And lastly, concerning the Audit Department, which was also touched upon by kaola's colleague.
Kaola wishes to address one of this department's key performance indicators related to the percentage of auditing and reporting performed on statutory bodies or Government companies targeted at 80% annually.
Congratulations, however, kaola observes that this target appears to be at the same percentage until the year 2027/2028.
This means that in the next 3 years, the cumulative number of unaudited reports will increase to 60%. Therefore, kaola wishes to seek clarification on JPM's forward steps in enhancing this achievement.
Kaola raises this matter because on-time auditing of these entities could avoid potential losses suffered by the Government if there are implementations not adhering to procurement regulations and governance that is not robust. Thank you, Yang Berhormat Pengerusi.

In this regard, kaola wishes to refer to the Key Performance Indicator for this title, which is the number of renewals or updates to Public Service Regulations targeting 5 programs for each financial year starting from 2023 until the 2028 financial year.

Climate change continues to be a major challenge for the agricultural and business sectors in this country. Weather uncertainties and rising temperatures not only affect food production but also impact the competitiveness of the local economy.
Therefore, the allocation in the National Budget 2025/2026 is a significant step in strengthening the resilience of the country's economic sector.
In this regard, the allocation of over $1 million for the management of climate affairs of Negara Brunei Darussalam and almost $295,000 for the management of Sustainable Development Goals (SDG) affairs also displays the government's commitment to addressing the effects of climate change and reinforcing a more sustainable economic sector.
In line with Brunei's National Vision to achieve sustainable economic diversification, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam has also highlighted the need for economic transformation that does not rely on a single source only.
Hence, to ensure the effectiveness of this strategy in the agriculture and business sectors, kaola would like to present several proposals hoped to strengthen these sectors.
One avenue that could be given attention is to encourage the use of modern technology in agriculture. Methods such as automated irrigation systems, AI technology to predict weather forecasts, and the use of soil sensors can not only increase agricultural yields but also assist in operational cost efficiency.
Additionally, research and development (R&D) in the field of agriculture should be enhanced to produce crops that are more resistant to climate change. This not only ensures a more stable national food supply but also reduces dependence on food imports.
Therefore, incentives for farmers and agricultural companies practicing sustainable farming methods should also be considered. With such support, the agricultural sector will be able to grow in a more sustainable and competitive ecosystem.
In the business context, efforts to diversify exports to markets like Chile, Mozambique, Colombia, Peru, and Mexico show great potential for local businesses to expand internationally. Therefore, to ensure the business sector can grow in a more sustainable ecosystem, it is important to provide genuine incentives to companies that take steps to reduce carbon emissions or transition to renewable energy.
This step will not only help companies identify changes in the global market that now emphasize sustainability aspects but also support the nation's green development agenda. To further strengthen this initiative, kaola suggests expanding green financing facilities to businesses to transition to eco-friendly technology.
With more comprehensive financing schemes, companies will be more prepared to implement changes in their operations without significant financial setbacks.
Periodically, green certification for local agricultural products should also be introduced as a step to enhance the competitiveness of the country's products internationally. This certification will not only ease access to foreign markets but also add value to the national agricultural industry.
In the context of long-term economic planning, if the country aims to become a hub in the chemical, manufacturing, and food sectors, maximizing support for local companies needs to be clarified further.
This includes ensuring local companies are prepared to transition to more sustainable business practices to compete with industry players globally.

Good morning and greetings. Kaola would like to refer to the title code 002/006 Climate Change Affairs Management of Negara Brunei Darussalam, which recorded a 15 percent increase in allocation this year.
Kaola welcomes Negara Brunei Darussalam's commitment to addressing climate change as outlined in the Brunei Darussalam National Climate Change Policy (BNCCP) and its ten strategic goals introduced in 2020.
This commitment is further strengthened with the launch of the UK – Brunei Green Economy Framework in 2024, the establishment of the Green Technology and Sustainable Research Centre at Universiti Brunei Darussalam (UBD), and the ASEAN Climate Change Centre. These initiatives are greatly appreciated, but their practicality is a major question. How does the government prioritize these goals to ensure the achievement of Net-Zero Emissions by 2050? The next question is, what are the main achievements or milestones set between now and 2050 to measure progress?
Why are these targets not stated in the performance indicators (KPIs) in the National Expenditure Estimates Book? For example, BNCCP has set an approximate target of 60% of vehicle sales consisting of Electric Vehicles (EV) by 2035.
Kaola understands that the Electric Vehicle Joint Task Force has been established to support this goal, but based on a policy brief published by Universiti Brunei Darussalam in January 2025, only 19 EVs have been registered as of 2023.
So, what is the current percentage for EV and hybrid car sales? Is the government considering setting a leading example by converting government vehicles to electric vehicles or mandating that all new registered vehicles be EVs?
Kaola also takes note that the Brunei Climate Change Secretariat (BCCS) has now been renamed the Brunei Climate Change Office (BCCO).
What is the significance of this change? How does BCCO strengthen coordination between ministries to ensure climate change goals and commitments are effectively implemented?
Lastly, considering the 10 strategic goals of BNCCP involve various ministries, how are the responsibilities for each strategic goal divided among the involved ministries?
Will this division of responsibilities be officially listed on the climatechange.gov.bn website to ensure accountability?

Request clarification on why it remains steady and does not show a declining target? What is the actual unemployment rate? Kaola suggests the department allows for more specific KPIs that define the actual unemployment rate based on permanent employment, full-time employment, and underemployment rate.

Kaola is guided by budget questions raised through the book on revenue and expenditure estimates, KPI analysis that has been voiced, and comparing them with the objectives of the agencies' programs.
Three questions from kaola. SA01A - Prime Minister's Department, namely Vision Brunei 2035 with a budget of $238,000. Kaola requests clarification on how we measure progress and see tangible results that have been achieved to date in realizing Vision Brunei 2035 in terms of addressing national issues and country goals.
Kaola also wants to ask, given there are only nine years left, is there a plan to ensure all government agencies that contribute either directly or support, have the appropriate KPIs to measure their annual vision target performance. This ensures a whole-of-government approach is realized. The second question, 006/001, which is Manpower Planning and Employment Council.
Referring to SA01A, Code 006/000, is there any future work planning and including a deep analysis of 75,000 foreign worker permits, included in the initiatives under this code.
Work planning when knowing the work permits will be abolished can help plan more strategic programs, improve the employability of our graduates, ensuring they are prepared for absorption into an ever-changing industry.
Prime Minister's Department, Audit Department 002's main performance indicator; KPI for SA's title is the percentage of auditing reports issued on statutory boards and government companies.
Request clarification whether this auditing and reporting encompasses GLCs and FDI companies where the government has a strategic stake in them. Why is the target percentage of auditing and reports issued only set at 75%?

With the budget increase from last year, what programs can be implemented now that provide immediate benefits to Negara Brunei Darussalam while waiting for all 10 signatures? These programs should support Brunei's Green Economy. Thank you.

Thank you, Yang Berhormat Pengerusi. Assalamualaikum warahmatullahi wabarakatuh. I am pleased to refer to Title SA01A Code 1202-001 and also allow me to link it with Title SA28A: Strengthening Human Resource Development - Public Buildings, which involves the reconstruction of a cooperative building at Jalan Perindustrian Beribi, Brunei JobCentre, JCB.
I note that the allocation for human resource development for the Fiscal Year 2024/2025 amounting to approximately $24 million has been taken over to the allocation under the Brunei JobCentre, JCB about $19 million.
My question is what is the rationale and justification for the reconstruction of the building when the building and its internal area remain intact, good, and comfortable. I believe the focus should prioritize the development of our local workforce.
Secondly, regarding human resource development activities specifically for local residents, Alhamdulillah there are many activities conducted in the ICT, health, and education sectors.
In recent years, I have heard less about the development activities of the local workforce in sectors that were active several years ago such as the construction sector and the transportation and logistics sector.
Are these sectors still relevant or are there changes in direction regarding them? I seek clarification.
Thirdly, also concerning human resource development that relates to reducing the country's unemployment rate.
The issue is about local citizens shifting from traditional full-time employment to the gig economy trend. According to my understanding, the gig economy can be related in two ways:
Firstly, working and earning income where individuals choose to work independently, freelancing, and short-term or task-based contracts;
Secondly, income through forex trading, which can be considered a part of the gig economy due to its independent and flexible nature, even though its activities lean more towards investment and speculation.
The involvement of local citizens in gig economy activities, including foreign exchange trading, has contributed to reducing the unemployment rate in this country, including among youth.
What I would like to touch on here is the income through forex trading, which I believe hundreds if not thousands of locals may take this as a source of self-employment income.
In this regard, if my question is not a transgression, is there any planning or study by the concerned parties for this activity to be permitted?
In my view, if it is allowed following Islamic financial principles and with appropriate controls, it will not only be beneficial in reducing unemployment in this country but also advantageous and profitable to the banking sector in the country through transaction handling, deposit, and withdrawal of funds resulting from such investments into the respective forex trader accounts.
Fourthly, Title SA06A 217, specifically to enhance national security. As we are aware, numerous arrests have been made specifically to address the issue of smuggling of prohibited items in this country.
This smuggling activity occurs at borders and waters of our country through hidden routes. These routes are already being monitored by authorities to curb these activities.
I believe criminals will continue to devise various means to smuggle these illegal goods. To further enhance Government efforts, I suggest the government introduce and use a Drone Surveillance System utilizing Artificial Intelligence (AI) at our borders and waters, especially those hidden routes.
This AI-integrated system is already being used globally and has proven effective. With this system and 24/7 control from designated control centers, it will reduce the need for border control by authority officers, eliminating the necessity of patrol in forests.
Fifth, Code 002-000, which is the Program of Affairs of State Council Meetings. Specifically, I refer to the program's objective of enhancing the provision for handling online or video conferencing sessions of the State Council.
This is the third year I stand in this honorable house, and I express gratitude that all the conference proceedings have gone smoothly from logistics and related facilities to complete coverage. Congratulations and many thanks to Yang Berhormat Yang Di-Pertua, the clerks, officers, and the secretariat of the MMN who have been working diligently all this while.
Through my observation, during these three sessions, one area identified for improvement is the process and method of recording and documenting all deliberations throughout the MMN session.
My observation is based on the fact that there are answers and discussions from some of the Yang Berhormat Cabinet Ministers to questions and proposals from the Yang Berhormat, which were either unanswered or misquoted regarding who the questions were directed to. This happened to me twice during the MMN-21 so far.
This will affect the recording and documentation in the hansard, impacting the accuracy of references both immediately and in the future. Hence, I would like to propose that the secretariat of the MMN consider using modern technology including AI technology for recording and documentation processes.

First and foremost, I wish to express the highest appreciation to the Yang Berhormat Menteri in the Prime Minister’s Department and the Minister of Defense II for the statement on the functions of the Prime Minister’s Department and the departments under it in planning and managing the allocated expenditure totaling B$552.3 million, which consists of B$324.3 million for staff salaries and B$228.1 million for recurring expenses.
Yang Berhormat Pehin Pengerusi, as stated, the Prime Minister’s Department focuses on three priorities within the national budget as efforts towards supporting the Nation’s Vision.
In implementing the program objectives, namely the Management and Monitoring Progress of the Implementation of the Nation's Vision 2035 and Sustainable Development Goals (SDG).
This includes promoting a whole-of-government and whole-of-nation approach towards raising awareness about Wawasan Brunei 2035 and the SDGs. This encompasses strong cooperation from all parties in realizing the Nation's Vision, as outlined in the department’s key performance indicators, recording 100% KPI National reported to the Wawasan Brunei Supreme Council by relevant stakeholders. Meanwhile, if measured by achievements made, where do we stand in the index of achievements for Wawasan Brunei 2035?
Yang Berhormat Pehin Pengerusi, regarding public safety, I welcome the efforts of the Prime Minister’s Department in introducing a new initiative pioneered through the fiscal consolidation program, which will be executed by the vehicle and motorcycle leasing project for enforcement agencies.
This matter is crucial for building public confidence in the capabilities of enforcement agencies in handling potential threats.
In discussing a national approach towards maintaining political stability and sovereignty of the country against undesirable elements, I hope the involvement of Neighbourhood Watch, PK, and Village Council Consultations, MPK, through the security bureaus needs to be intensified and broaden the scope of its task implementation.
This includes continuous providing relevant training courses and equipping suitable security when conducting joint patrols with security agencies.
As a precautionary measure, I also suggest that training, membership appointments in Neighbourhood Watch and the village consultation security bureaus should consist of individuals with appropriate backgrounds such as retirees from the police and army or any individual deemed suitable and capable in security matters.

First and foremost, kaola would like to thank Your Honourable Members for the several questions posed in Titles SA01A to SA07A.
Insya Allah, kaola will try to answer some of the questions under my portfolio, mainly regarding climate change affairs and also the Manpower Planning & Employment Council and a bit about Wawasan.
If kaola does not manage to answer all, Insya Allah kaola will respond in writing.
Firstly, kaola would also like to clarify some questions regarding the allocation provided under the Manpower Planning and Employment Council, why there is a decrease, which is a question from Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof and also Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim.
Actually, starting from July 1, 2024, the MPEC Permanent Secretariat has undergone restructuring, making MPEC into two separate organizations where the policy and strategy roles are handled by the Manpower Planning Office, MPEC.
Meanwhile, the handling and implementation of training programs are under the Brunei Job Centre, which has now been elevated to a department under the Prime Minister's Department. The provisions listed under SA28A will be discussed, Insya Allah, tomorrow.
With the upgrade of Job Centre Brunei to a department, the implementation of existing training programs for human resource development previously under the affairs of the Manpower and Employment Council is now placed under SA028A Brunei Job Centre.
Next, kaola would also like to answer some questions regarding Wawasan. First of all, regarding the monitoring of achievements. This was raised by Yang Berhormat Awang Zainol bin Haji Mohamed, also Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin.
So, for information, the country's vision achievement is currently monitored online. In fact, the public can view it through the KPI Executive Management System. Improvements to this monitoring system are underway with the integration of the Brunei Vision index for a more comprehensive display of Brunei Vision 2035 developments.
In this regard, emphasis is placed on data transparency, key performance indicators related to the Vision for the public so that it can increase awareness, understanding, and participation, fostering the understanding that the nation's success is a shared responsibility of all community members.
In line with this aspiration, an online platform will be created that allows ministries and agencies to update the status of their respective national KPIs so that the monitoring of Brunei Vision 2035 will be more transparent, efficient, accurate, and based on current and future data to implement planning and strategic decisions.
Next on climate change affairs. Kaola has some questions on this matter from Yang Berhormat Dayang Chong Chin Yee, Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin.
So kaola, to answer, Alhamdulillah, Brunei Darussalam is on track to achieve the commitment target of reducing greenhouse gas emissions by 20 percent by 2030 compared to the business-as-usual level.
Since the introduction of the Brunei Darussalam National Climate Change Policy, BNCCP in 2020, the country has successfully reduced greenhouse gas emissions consistently, and by 2023, the country has managed to reduce emissions by 15 percent compared to the business-as-usual level due to the implementation of strategies under BNCCP.
The upgrade of the Brunei Climate Change Secretariat to the Brunei National Climate Change Office, BCCO, considers the additional mandate given in managing the country's commitments to the Paris Agreement and achieving the targets set under BNCCP.
Therefore, BCCO plays an important role in managing and monitoring mandatory reporting directives and the national greenhouse gas reporting system.
The provision of a framework for reducing greenhouse gas emissions manages the initial establishment of the ASEAN Climate Change Center as the country's focal point and assesses the country's international position in major global forums such as the UNFCCC Conference of Parties, COP.
This year, BCCO will update the BNCCP in terms of existing policy analysis, methodologies, and regulations with the involvement of key agencies to study and assess performance and targets in the current context.
With this, the upgrade of BCCS to BCCO also reflects climate change issues as a key area of focus given close attention by the government in addressing global issues in cooperation with domestic and international parties.
Regarding electric vehicles at present, the number registered so far is 136. Although the outcome is not yet very encouraging, actually the main goal of this strategy is to reduce greenhouse gas emissions.
Currently, even vehicles using internal combustion engines are decreasing as observed.
Therefore, we continually monitor this situation as in terms of EV adoption, it has not yet been very encouraging due to our oil or petrol prices still being low at the stations, so the public might not yet see a lot of savings.
One thing to remember is that we also observe challenges faced internationally regarding EVs. Therefore, we need to take the time to learn from other countries; we do not necessarily have to be the first to achieve the highest EV adoption. Thus, we can also learn the challenges faced by other countries so that when the time comes to implement our EV strategy, it is more orderly.
Regarding MPEC. On questions about being future-ready, work forecasting, and others, if kaola can, Insya-Allah, answer as soon as possible. So the government, through the Manpower Planning Office, JPM, has been and is currently cooperating with stakeholders, including the industry and public sector, in ensuring workforce planning is always aligned with industry needs, both current and future requirements.
From 2023 to 2024, the Manpower Planning Office has conducted eight sharing and data collection sessions for manpower forecasting, participated in by more than 300 private sector companies. The results from these sessions have helped identify skill areas, qualifications, and the number needed to meet current and future industry needs. Overall, the industry emphasizes STEM, Science, Technology, Engineering, and Mathematics, as well as health fields. Emphasis is also given to strengthening basic skills and transferable skills such as analytical thinking and system thinking among school leavers and graduates to enable them to enter the dynamic job market in various industries.
Touching on the Foreign Work Permit analysis, analysis is being conducted by the Manpower Industry Steering Committee, which estimates that more than five thousand positions currently filled by foreign workers can be replaced by local employment in the coming years. For your information, findings and recommendations regarding industry needs are continuously shared with higher education institutions and secondary schools in Brunei Darussalam, including the Special Action Committee on Higher Education and the Scholarship Committee, so that the provision of local youth can be prepared according to current and future needs.
In this matter, the government continuously cooperates with stakeholders in ensuring our local youth are adaptive to current changes. Perhaps that's all kaola can answer at this point, and any questions that kaola haven't been able to answer, Insya-Allah kaola will answer in writing. Firstly, kaola is pleased to extend thanks and appreciation to Your Honourable Members for the questions earlier and the valuable suggestions offered by Your Honourable Members. Regarding Title SA03A – Audit Department, kaola is happy to respond to questions related to the Department of Internal Security, namely addressing the use of technology such as drones and Artificial Intelligence to monitor border security. For the information of Your Honourable Members, I think Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin just discussed using drones and Artificial Intelligence.
For Yang Berhormat's information, the country's borders are guarded by various security and enforcement agencies specifically to ensure national sovereignty and security are maintained. These agencies also play a key role in addressing illegal activities. This includes using equipment such as drones, which we are already using, but to protect and secure the modus operandi of the enforcement side, kaola will not discuss issues being carried out on an operational or tactical level because it could be a double-edged sword for those listening in, hence it's sufficient to state that new systems are being used and will continue to be used and upgraded from time to time.
As for the vision monitoring touched upon just now, there is indeed an executive management system being run and meetings are held regularly to ensure it can be attended to and planned for optimally and indeed has been reviewed from time to time. Also previously, perhaps, Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin, Yang Berhormat Dayang Chong Chin Yee or others concerning the issue of neighborhood watch.
Neighborhood watch is indeed a good suggestion involving retired military police or other interested parties. However, the neighborhood watch issue involves a whole-of-government approach where grassroots leadership also plays a role, with the Ministry of Home Affairs monitoring these activities through the Penghulu and Ketua Kampung sessions. Its effectiveness will rely on the success of certain relationships and approaches because as we know, circumstances have changed. The village atmosphere, districts, municipal areas have changed from the past, now with the arrival of foreigners and so on. Insya-Allah, this matter is well received and it is also important that grassroots parties continue to collaborate in jointly addressing it.
And all questions about public service transformation, indeed several measures have been implemented, and some are still in the process of being implemented in the near future. But it's too early to say it can immediately change what has already been instituted.
We need to continue monitoring and ensure that the intended outcomes can be improved appropriately. Additionally, questions concerning the transfer processes at certain levels between ministries where Division II and so forth, this is still essentially in its early stages of the first year of implementation, indeed there are occurrences of aspects needing full enhancement and Insya Allah will only be able to be clarified in the Written Response later, Yang Berhormat Pengerusi. So that's roughly it for now among other matters, but I am also trying to clarify further because it requires complete data especially concerning audits, so questions related to audits. Assalamualaikum warahmatullahi wabarakatuh. Kaola refers to SA10A – that is the Public Service Department.
The issue kaola wants to raise is regarding the attendance of government officers and staff. As we know, the system currently in use is the Human Resource System, SSM, which has many functions including officers and staff recording their own attendance in the system when they arrive and leave the office. The system has its weaknesses, where some staff instruct colleagues to record using provided Username and Password. In fact, they have not yet arrived at the office. This issue is unhealthy and affects the quality and effectiveness of Government services.
Kaola proposes a reform for attendance recording, using a Face Recognition system with AI technology supported by the installation of CCTV in relevant department areas. Kaola believes, if this system is programmed appropriately, it won’t burden public service personnel and will benefit the Government by further enhancing the effectiveness of public services and preventing some public service personnel from manipulating the current system.
The second point is also about public service, specifically concerning the length of service policy for civil servants. Looking back, to fill jobs in the Government sector, the relevant department would seek people to fill the available positions.
However, for the past few years and currently, people are competing to find jobs and many are still hoping to be employed, either in the public or private sector. In the public sector, in the past, a civil servant would be given a letter to report and there was no contract.
Due to this changing trend, kaola’s question is, does the Government have plans to conduct any study and review the length of service policies for civil servants currently in effect? As we know, under the Public Service Commission Act Chapter 83 stipulates the main aspects of the civil servant contract including retirement age criteria, pensions at 55 years, and TAP at 60 years, which is a long period on a permanent basis. Is the government planning to study the modality of service period offers on a contractual basis introduced for service periods? For example, the Royal Brunei Armed Forces Chapter 149 offers service periods of 15, 18, and 25 years.
With this policy change, it will benefit the civil servants themselves, the government, and the private sector. For civil servants who wish to terminate their service and venture into business, they could take it at the 15 years, 18 years, or 25 years service level. The current policy of 55 or 60 years is limited for them to make decisions, fearing it might affect the acceptance of gratuity amounts and/or their pension. With their experience, it eases civil servants to work in the private sector.
For the Government, it will at least reduce the Government's burden on salary allocation and will be able to use this new policy later to take action to terminate those who do not meet performance criteria, including those with attendance issues during working hours.
And lastly is Title SA11A Code 005-00 - Public Sector Improvement Program.
In line with the department's function to ensure reforms and improvements implemented in the public service will have a high impact towards enhancing the organization’s performance and the quality of public sector service delivery that meets the expectations of stakeholders such as the public and the business community, besides the existing incentive programs.
Does the Management Services Department have any plans to devise mechanisms to transform public service productivity specifically aimed at enhancing the country's economy? Thank you, Yang Berhormat Pengerusi.

Yang Berhormat Pengerusi, kaola wants to discuss the Provision under Title SA10A - Public Service Department Code 003-000 Human Resource Planning.
Specifically, the transformative steps that can be implemented to create more agile, innovative work with unexpected capabilities. One aspect rarely discussed but very relevant in human resource planning is how we address situations where civil servants have high expertise but can no longer fully contribute in their roles due to a rigid work structure. In the current system, long-serving officers often reach a plateau phase in their work that is often not fully utilized or face clear career path limitations.
In this regard, perhaps the public sector could consider a Public Sector Career Re-Energization Scheme that allows civil servants who have reached a certain service period to be given the option to transition into more strategic special roles or participate in high-impact short-term tasks. This scheme does not merely offer the usual promotion pathway, but opens up opportunities for officers to use their experience in a more effective and meaningful form for the Government.
For instance, for officers who have served more than 15 years in one sector, they could enter a new, more flexible service phase, where they are no longer tied to daily administrative tasks but are placed in think tanks, strategic think tanks within their respective ministries. Their roles will focus more on formulating policy solutions, providing input for system changes, and mentoring the new generation of officers in the public service.
Additionally, experienced workforce can also be given roles as Government policy advisers in specific fields requiring extensive experience without needing to leave the public sector. This gives them the opportunity to continue contributing to the country in a higher capacity without being tied to daily work routines that may no longer challenge or be relevant to their expertise.
Moreover, the public sector can also introduce a National Contribution Program for Public Officers, where officers who have reached senior levels in their service are given the opportunity to join major national initiatives as part of their contribution before retirement.
These officers can contribute to special government projects, whether in the economic, security, education, or social development sectors depending on their expertise. This approach creates a more dynamic workforce and avoids a situation where experienced civil servants become passive or merely await retirement without making a strategic contribution. With the Career Re-Energization Scheme and national contribution program for public officers, the public sector will be able to retain the value of experienced workforce, optimize existing expertise, and ensure officers are not limited to a rigid career path.
This approach not only increases long-term motivation for civil servants but also significantly impacts the effectiveness of the public sector in formulating the country's policies and initiatives in a more comprehensive manner.

In maintaining national harmony, the Information Department, the government’s official media, plays a role in nurturing and strengthening religious and national awareness to unify the nation and enhance the country's development and prosperity. This initiative is among the main objectives of the department through national, community, and public relations programs.
If we look at the department's key performance indicators, the estimated number of publications and the departmental calendar for 2023/2024 is 29 publications, but the actual number achieved is 18 publications. However, there has been a significant achievement in the average access to Pelita Brunei online, with the actual number soaring to 87,924 compared to the estimated 46,000 for 2023/2024. This is a good sign of the role in moving towards digital media. Moving forward, the estimated access is expected to continue increasing to 100,000 per month. What are the strategic efforts of the department to achieve this target? This is regarding the matters under titles SA09A and SA14A.
Apart from that, Pelita Brunei is still printed in limited numbers for the public. Therefore, kaola requests clarification on the quantity printed per month and the cost incurred annually to publish Pelita Brunei physically and what are the plans and direction of the department towards fully transitioning to a digital system.
Kaola welcomes the implementation of the staff recruitment system transformation concerning smart scanning initiative and validation process. Decision applications to simplify and expedite the recruitment process in ministries. At the same time, the use of artificial intelligence, AI, also contributes to the increase in innovation efficiency, providing decisions to assist the current public service sector.
However, there are several issues kaola wants to voice out regarding the existing written test process for each job application in government departments. This issue is often raised about the location where it is held, which is too far for each applicant living in other districts. There are also problems faced by applicants working in private companies who sometimes do not get permission from their employers to attend the written tests.
In this regard, kaola hopes that these matters can be given due attention towards improving the existing job application process by reviewing and considering the issues kaola have mentioned.

Yang Berhormat Pengerusi and Your Honourable Members. Thank you for the opportunity to discuss the Budget of the Prime Minister's Department and its departments for the Fiscal Year 2025/2026.
In doing so, kaola hopes that the commitment, efforts, and initiatives towards supporting Wawasan Brunei 2035 can be enhanced, especially in exploring new, more relevant, and efficient opportunities to improve the quality of services and productivity of departments in terms of management and administration, particularly in ensuring all expenses can be managed in a more organized and transparent manner to achieve the intended goals.
Yang Berhormat Pengerusi and Your Honourable Members. In preserving national harmony kaola extends gratitude and appreciation to the government’s official media agencies, namely Radio Television Brunei (RTB) and the Information Department as the main channels for conveying government information accurately and effectively through various media platforms. Besides good cooperation and relations with grassroots leadership through specific programs aimed at engaging the informed public gives a positive impact and should be expanded from time to time.
In addition, kaola wants to touch on efforts and initiatives to find new talents of caliber within the local creative arts industry, which also aims to promote the arts, culture, and heritage of Brunei Darussalam to continue being held in high esteem. This responsibility is not solely entrusted to the government but is a shared responsibility. Stakeholders, especially those directly involved in this industry, should work together to make this initiative successful through a whole-of-nation approach.
In this regard, kaola is pleased to refer to the objectives of the Radio Television Brunei (RTB), within the allocated budget for the Fiscal Year 2025/2026 amounting to $40.1 million. Based on the RTB's main performance index, it targets 8 platforms (competitions) to showcase and develop local talents, where the performance for 2023/2024 did not meet the target.
Nevertheless, kaola welcomes RTB's continued commitment from the past in organizing song competitions such as the Bintang RTB competition, Juara Lagu, Bintang Kecil, RTB Karaoke Challenge, and others.
Therefore, kaola hopes that this commitment will be continued for the development of local arts. Kaola also acknowledges that organizing any competition requires high costs.
In this regard, future steps need to be carefully planned regarding the direction of the local arts industry, particularly in ensuring adequate provisions to implement the advancement agenda. This is in line with the goals of the national budget towards dynamic and visionary human capital development, particularly in the advancement of the local creative industry.

My question relates to the Department of Radio Television Brunei under Code 002/001 - Current Affairs and Sports News.
My inquiry is why the allocation for this title has decreased from $9,430,057.00 to $8,391,053.00. I believe that TV is one of the most important mass media as the official mouthpiece of the government to effectively and accurately provide information about policies and current national activities to all levels of society and residents in Negara Brunei Darussalam.
Secondly, I would like to address the topic of SA10A - Department of Public Service, Code 002000 - Human Resource Development. My question here is whether there are incentives given to public service officers who perform exceptionally well, showing outstanding, competent, credible performance for at least three consecutive years.
The presence of specific or identified incentives is intended to encourage and motivate those with talent to showcase and develop their potential in efforts to prepare and elevate succession planning in the public sector, especially among prospective responsible leaders in the future.
Thirdly, under the Title of the Department of Management Services, SA11, Code 005, improvement of public sector performance. I found that the KPI for the number of agencies targeting 3 stars and above, only 2 agencies successfully achieved that target in 2023/2024, and the following two years’ target is 3 agencies.
I request clarification on how we can improve and increase the number of government agencies achieving 3-star levels and above in efforts to strengthen and enhance the quality and excellence of public services towards realizing the Public Service Vision for the 21st Century and Brunei Vision 2035? Insya-Allah.

Bismillahir Rahmanir Rahim, thank you, Yang Berhormat Pengerusi. Firstly, I observed that overall, RTB's budget for this year increased by $650,000. This increase is largely for emolument rather than adding positions, in fact, the number of positions decreased by 9.
As we know, today's technology changes very quickly and rapidly, not only making existing equipment quickly obsolete but also requiring ongoing staff training, aligned with technological and current developments.
I observed the target percentage of staff and officers in established posts who have undergone training. Alhamdulillah, it increased by 10% this financial year to 75%. However, I seek clarification on RTB's future steps in addressing the changes brought about by technological advancements, particularly in terms of equipment upgrades needed.
And most importantly is the capacity building to ensure RTB continues to function as an efficient and effective government media, delivering accurate, fast, and credible information.
Secondly, I would like to address one of the Main Performance Indicators of the Information Department related to the target number of participants attending the department's awareness courses and outreach programs. Each year, the target capacity is 6,000 people. Alhamdulillah, but I would like clarification on this program's plan and why the target cannot be increased beyond 6,000 people, and whether the effectiveness of this program in terms of content and output is also evaluated by independent third-party assessors?
Thirdly, I am interested in seeking clarification on 2 newly introduced Performance Indicators of the Public Service Commission Office in the 2025/2026 budget. The first is regarding the percentage of processed appointments targeted at around 55%, while the second pertains to the percentage of vacant position fillings Division I finds, which targets the TPOR between 60% to 90% in terms of its process.
Both targeted percentages are projected to stagnate over the next 2 years. I assume with the delegation of Division II officer appointments to ministries, the percentage of processed appointments will naturally increase, but it appears my assumption is incorrect. There are still laggings in related processes. Therefore, I request clarification on the SPA's future steps to improve and enhance these target achievements.
Lastly, I notice that the allocation provided for the Department of Public Service for the Financial Year 2025/2026 for regular spending has decreased by $411,000. Likewise, the KPI related to the number of policy updates or new policies issued for service improvement in the public sector is targeted at only 3 for the Financial Year 2025/2026 compared to 8 last year.
This target also seems to stagnate for the next 2 years. I expect with the rapid changes and challenges brought by technological instigations like the introduction of Fintech, AI, and cybersecurity, they would also require updates in policies and regulations to keep up with such changes and challenges. Similarly, some government position service schemes also need updating according to current developments.
Therefore, I request clarification on whether existing policies and regulations are adequate or sufficient to holistically handle public service modernization now and in the future, considering the changes and challenges I mentioned earlier. Thank you, Yang Berhormat Pengerusi.

I would like to bring up Title SA09A under the Title of the Information Department.
I want to refer to the proposed Capacity Development provision 001/003, which is only $25,620.00, a slight increase from 2024, which was $20,000 in 2024. I want to know how this budget was utilized last year and whether it is sufficient to enhance the capacity of officers and staff in the Information Department? I think this budget is too small, and it will be interesting to know how it was utilized last year, whether it was effective or not.
My second question is under Title SA10A, which is the provision for the Department of Public Service, under Title SA10A amounting to B$23,747,660. One of the KPI indicators of the Department of Public Service is the percentage of officers or staff who achieve high-standard levels through Continuous Training and Development, and the target for three consecutive years starting from 2025 is 88% of officers and staff reaching the high-standard level.
I seek clarification on what the features are of officers and staff who have achieved high-standard levels, whether in terms of efficient thinking, quick action, wise decision-making and problem-solving, knowledgeable, having integrity, creative, and innovative? I feel we need more clarity on the product and quality of public service resulting from the budget allocated for what we call Continuous Training and Development to ensure value for money for every budget provided.

I refer to two titles, namely SA10A - Department of Public Service and SA under Code 002/000 - Human Resource Development with a total allocation for the Financial Year 2025/2026 amounting to B$5,055,430.00 and Title SA11A - Department of Management Services, Code 005/000 - Improvement of Public Sector Performance and 005/001 - Public Sector Performance Grading Program through 3-star rating.
Seeking clarity regarding the results or impact of existing executive development programs for senior government officers on the improvement of public service sector performance in this country.
What percentage of officers have so far been appointed to leadership positions after completing the program and incorporated into the Overall Succession Planning in the public service to replace officers retiring in departments across all ministries?
I also refer to the KPI for SA10A as mentioned by a fellow Yang Berhormat earlier, which is the percentage of government officers or staff reaching high standards through Continuous Training and Development. The actual KPI achievement for the Financial Year 2023/2024 is 96%, which is higher than the original target of 88%, Alhamdulillah.
However, in the same year, only 17% of government agencies achieved a good level in the 3PSA Grading Program. This achievement shows a misalignment between the results of officer development training and the performance of agencies in the public sector. I seek clarification on this issue.
Finally, like previous fellow Honourable Members, I also refer to the very low target set for the KPI under Title SA11A - Department of Management Services, which is the number of agencies obtaining 3 stars and above.
Here, I want to add and emphasize once again that public service is the heartbeat and engine of the government. Therefore, it should be the priority, I believe, it should be the priority for the Prime Minister's Department to ensure all government agencies enhance efforts to achieve the level of excellence within the timeline set to achieve Desired Public Service Modernization and subsequently realize the Brunei Vision 2035 aim of improving the quality of life of the people.

Yang Berhormat Pengerusi. I will address SA11A - Department of Public Service. Efficiency and professionalism in public service reflect the level of progress and effectiveness of a country's governance.
The public service sector must always be dynamic and adaptive to current needs so that every introduced policy and initiative can be effectively implemented and have a clear impact on the people's well-being.
In the 2025/2026 budget, an allocation of $23.7 million is given to the Department of Public Service, with a significant portion allocated for human resource and financial management. This investment demands assurance that the public service can operate more responsively, efficiently, and results-oriented in fulfilling the needs of the people and aligned with the Nation's Vision.
A total of $6.5 million is also allocated for human resource development, which forms the foundation for strengthening work culture in the public sector. Training and development of public servants should not only emphasize technical skills alone. It should also cultivate more innovative, strategic, and proactive thinking among government officers.
Therefore, it is crucial to ensure that training programs are not only relevant to current needs but also capable of developing officers' abilities in addressing administrative challenges more holistically.
I see the need to increase flexibility in public service training by emphasizing a skill-based approach through Mentor-Mentee Programs and periodic role exchanges. This step enhances deeper understanding of the administrative ecosystem and makes the workforce skills more versatile.
Besides, performance-based rewards should be expanded not just in financial terms but also in the form of promotions and greater responsibilities. This approach encourages more dynamic and competitive work among public servants.
In service delivery, improving the efficiency of frontline officers is essential, particularly in communication skills and interaction with the community. Effective counseling and communication training should be introduced to better prepare public servants to provide services that are not only effective but also people-friendly.
The information delivery mechanism needs to be expanded by introducing more user-friendly digital communication methods. Community empowerment platforms should also be developed for people to voice their views and understand government policy directions more clearly. This not only enhances transparency in public service delivery but also strengthens public trust in government policies and initiatives.

Referring to the topic of SA08A, how does RTB play a role in disseminating government policies and achievements towards Vision 2035 through broadcasted programs? Does the allocated budget include support for local production companies to develop the creative industry in this country as an alternative employment source to enhance the national economy?
Then regarding the Public Service Commission – SA014A, advertising and selection. The process of filling vacancies aligns with TPOR by 10 percent for 2023/2024. Referring to the main performance indicator SA014A, I request an explanation of why this KPI is low and what efforts are being made to improve the process of filling vacancies?

Kaola have one question only SA014A – Public Service Commission Department which refers to the performance indicator percentage under title SA01A of 1,000 new appointments per year.
May I ask for clarification, how many public servants retire each year? It is estimated that there are more than 1,500 to 2,000 job vacancies due to retirement, relocation each year, and some public servants are re-employed on contract after retirement in the same positions. How many retirees are re-employed? Why does the KPI only target 1,000 positions each year? Considering there are 1,500 to 2,000 vacancies and about 11,000 graduates seeking employment.
What actions or changes are required to target 100% of future vacancies that are identified to be filled with suitable candidates before the officers retire? With effective succession planning, the vacancies in public positions can be filled immediately and help enhance government efficiency.
And what approach should the ministry take to ensure that vacancies are filled in a short period, say within 2 months, and what steps are needed to expedite the recruitment process?

Regarding SA08A – RTB. Initiatives and efforts by the National Radio Television Department in seeking new talents of caliber in the creative arts industry of the country. For the information of Your Honourable Members, the art industry, now known as the creative industry, is growing and needs to evolve with the times.
From the beginning, broadcast fields like radio and television have been the main platform for artists to showcase the best content. Their talents are honed through auditions in band competitions, drama, arts, and others. Nowadays, those platforms have been diversified to online internet platforms like social media and several music platforms that can provide direct financial returns to artists.
The creative industry also includes performing arts, visual arts, design, advertising media, and computer games. This field is among those that need to be explored and nurtured through a whole-of-government and whole-of-nation approach, as the creative industry plays an important role in economic growth and innovation, providing job opportunities, and contributing to cultural development. At the same time, government agencies and private companies also hold activities or initiatives to support and develop the creative industry.
The National Radio Television Department, RTB, as the main broadcaster, is always committed to diversifying initiatives to support the development of the creative industry, among them through hosting local talent arts competitions, award ceremonies in line with the financial allocation for the Financial Year 2025/2026, and the target of 8 platforms or competitions as outlined in 4 Key Performance Indicators, KPI.
Although there are challenges in achieving the target for 2023 and 2024, for the Financial Year 2024/2025, RTB has successfully implemented 9 platforms or competitions, exceeding the target of 8 KPIs set, proving the effectiveness of strategic planning with program execution designed. RTB has taken proactive steps by strengthening and making reforms to the existing flagship programs like the Creative Media Festival, Brunei Music Video, Brunei MV, Bintang Harmoni, Anugerah Pelangi, best 91.4, and Bintang Kecil to expand opportunities for local creative arts talents.
RTB also provides various platforms to showcase local talents through TV and radio-produced programs. Among local arts talents highlighted through several exposure programs like documentaries, reality programs, live performance sessions, and special interviews that give opportunities to local artists and creators to showcase their work to a wider audience.
This strategic approach allows local talents to gain broader and ongoing exposure in the broadcasting industry, thus able to advance and expand the local creative industry.
Kaola through RTB agrees with and welcomes Yang Berhormat Awang Abdul Aziz bin Haji Hamdan's statement that organizing a competition requires a high cost. Each arrangement for local creative industry events is thoroughly and systematically reviewed each year with stakeholders.
This approach aligns with national budget goals and developing dynamic and visionary human capital, and we also acknowledge that this creative industry, in terms of whole-of-government, not only involves the Prime Minister's Department but also other ministries, such as the Ministry of Culture, Youth and Sports, which also pioneers and empowers certain areas specifically in building youth capacity in engaging in creative arts.
And the question kaola wish to answer at this early stage is related to JPA, which is the suggestion from Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin earlier, which is related to the proposal of using facial recognition in SSM to address the attendance issue of government officers and staff.
In the context of its inclusion in the Human Resource System, SSM in the public service at present, attendance logging during office hours has been generated through QR codes that are unique to all government buildings and offices because it uses a GPS coordinate method which is currently considered adequate.
However, the use of facial recognition in SSM is welcomed and will be evaluated for its suitability. The mobile app project for SSM is a platform that will be explored or evaluated for the use of biometrics, including facial recognition.
Indeed, Yang Berhormat Pengerusi, many questions were also raised regarding JPA, MSD, and SPA, and in the mentioned relationship, regarding the information field, there were also many KPI questions.
Nonetheless, kaola needs time also to provide accurate answers on this, and if there is Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II to add at this time. If not, questions related to those departments will be reviewed by kaola and answered in writing.

First, kaola wish to clarify what was mentioned earlier regarding the online platform for monitoring the achievement of the national vision where kaola shared that currently, there is one online system, namely the KPI Executive Management System, KEMas. This is actually an internal system for monitoring by Vision Officers, not open to the public.
Insya Allah, perhaps in the future, it can be considered whether there is a mechanism for the Vision Office to share the achievement progress publicly from time to time. However, before that, the Vision Office always shares with the public regarding activities at the Vision Office, Insya Allah, to be further improved in the future.
Furthermore, kaola wish to touch on one question from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman regarding government officers and staff achieving high standards through continuous training and development. So, what are the criteria used to measure and consider the performance of officers and staff?
For the information of Yang Berhormat Pehin, this KPI is measured from the percentage of participants in the Civil Service Leadership Pipeline or CSLP development programs where if the participants achieve Excellent Grade and Very Good Grade B, that is taken into consideration in the leadership program measurement. So, in 2023/2024, it was higher than estimated, and moving forward, Insya Allah, this will continue to be monitored as suggested by Your Honourable Members on whether it is value for money or not.
Additionally, there is another question from Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim regarding the second KPI, which is the number of policy updates and new policies issued for improvement in the public service with a target of roughly 3 updates. Interestingly, when reviewed before, in 2024/2025, it reached 8 and before that 6. So, truly, this KPI was given a minimum, an update. So, the achievements in the coming years are subject to policies that need to be updated, not necessarily changing the number of updates to be as high as possible. So, if needed, we address it.
So, this target of 3 is noted as at least the Public Service Department examines at least 3 policies for improvement, if more are needed for updates, Insya Allah, it will be carried out as we have seen in previous years.

Yang Berhormat Pengerusi, may I humbly request. Actually, there is one more question I could answer if time permits, regarding the Development of the Public Service Framework and the Public Service Transformation Committee. The initiatives under the 2016 - 2020 Public Service Framework are still being continued and improved according to current needs.
For example, under the theme of Organizational Productivity, such as the Public Service Capability Development Framework, PSCDF aims to assess the competency level of the public service and plan development to enhance the quality of public service work so that it is highly capable, high-performing, and productive.
To date, the implementation of PSCDF pilot workshops has started with the Prime Minister's Department beginning in November 2023 over 81 Departments/Sections and Units. Secondly, the Prime Innovation Award, AIP, is also held annually to honor and recognize government agencies that successfully implement improvements and innovations in good governance within the Public Service in Negara Brunei Darussalam. Thirdly, the implementation of the Human Resources System, SSM, to enable online information generation, providing faster, more efficient, and effective information sharing, systematic human resource management, and work process implementation to avoid duplication. This has actually already been explained in my initial remarks last Saturday.
Under the theme of Leadership Excellence, the Prime Minister's Department continues to implement the Civil Services Leadership Programme, CSLP, providing and offering training to officers identified as potential candidates for high-level positions, especially as future leaders, through flagship programs such as YEP, EDPMMO, EDPSGO.
These programs are further enriched through collaborations with strategic partners from abroad. Furthermore, several development programs were introduced, such as the Placement Program for Public Service Officers in the Republic of Singapore, and the leadership program with the United Arab Emirates, UAE.
Under the theme of a Pro-Business and Public Environment, where I am confident that other government agencies in a whole-of-government approach also play a role in its success. To support this, the Prime Minister's Department has issued Guidelines for Public Approach Implementation by Government Agencies through Circular Letter number 6/2018 to provide guidance for government agencies to obtain input and feedback from relevant parties, stakeholders, in formulating policies including facilitating public business conduct.
The next step is planning the implementation of e-Participation, aimed at becoming a one-stop digital hub developed to simplify policy and regulation consultation, real-time policy consultation involving the public and other stakeholders.
Looking forward, the establishment of the Public Service Transformation Committee, JTPA, is aimed as a major platform in leading the direction of the country's public sector transformation. JTPA will play an important role in outlining strategic policies and reform initiatives aimed at enhancing public sector excellence. A whole-of-government and whole-of-nation approach is embedded to ensure cross-sectoral policy coordination, supporting Wawasan Brunei 2035 and the 21st Century Public Service Vision, WPA21.
To strengthen government policy coordination, JTPA will prioritize pro-business policy aspects, empowerment of digital governance, and collaboration with the private sector and NGOs as a main agenda in its meetings. Through this approach, the Public Service Transformation Committee will evaluate the effectiveness of existing initiatives, identify implementation gaps, and accelerate public service transformation.
This includes a focus on improving workforce productivity, work processes, and workplace effectiveness. At this stage, JTPA focuses on current state analysis to identify gaps in the Public Service to evaluate priority areas while ensuring any transformation efforts align with other Government initiatives towards Wawasan Brunei 2035, including considering the three blueprints of Wawasan Brunei 2035, namely the Economic Blueprint, Manpower Blueprint, and Social Blueprint.
Insya Allah, the results of this current state analysis will guide in outlining the agenda for Public Service transformation in focusing on strategic and high-impact priority areas. As a benchmark and reference, studies are also conducted on transformation efforts in other countries like the Republic of Singapore.
