Yang Berhormat Yang Di-Pertua. Road repair through patching and resurfacing. The temporary method of pothole patching is implemented as a speedy and temporary measure allowing repairs to be conducted and the repaired roads reopened promptly.

Thus, traffic disruption is minimized, ensuring road user safety by promptly addressing potholes.

However, for more serious road damage or roads with many patches, complete resurfacing or rehabilitation is more effective for long-term measures, and this effort is scheduled in the action plan of the Ministry of Development.

Accordingly, the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam has allocated BND29.5 million through 18 projects for road resurfacing and rehabilitation nationwide through the Annual Budget, Recurrent Expenditure, and National Development Plan.

Projects currently underway and upcoming include major highway and main road resurfacing; for example, resurfacing works are being carried out on Sultan Haji Hassanal Bolkiah Highway, Pengiran Muda Al-Muhtadee Billah Highway, Tungku-Jerudong Highway, Jalan Utama Berakas, Jalan Utama Mentiri, and several other main roads.

In addition to these measures, the Ministry of Development is also conducting trials on new technology usage in road repair works, such as innovative paving materials, among others.

Our intention is that future repairs can be made more effective and cost-efficient. This method is currently being tested on Jalan Utama Mentiri.

Concerning road quality enhancement in border areas, the Ministry of Development is making efforts to upgrade road quality at border areas to facilitate tourist arrivals by land. For this purpose, a special allocation of BND3.8 million has been provided for upgrading and rehabilitating a more comfortable road network connecting Negara Brunei Darussalam with neighboring countries.

For instance, preparations for improvement projects are being implemented for Rasau road, leading to Sungai Tujuh Control Post, Brunei-Miri border, to enhance the smoothness and safety of the border journey.

The upgrade of road infrastructure in the border areas is implemented so land travel facilities are more comfortable to attract more tourists and visitors to travel to the country by land. Hopefully, with these improvements later on, we can see more incoming traffic to this country rather than outgoing.

Regarding grass cutting and road cleaning for safety, grass cutting work on the sides and medians of roads and road cleaning is essential to ensure traffic safety, especially at night and during rain.

Long grass and undergrowth can obstruct drivers’ views of the surroundings and obscure road signs, possibly endangering road users, especially in low-light situations or heavy rain.

Moreover, regular cleaning ensures drains and roadside areas are free from debris or obstructions to prevent water pooling on roads that can cause vehicle skidding.

For this, the Ministry of Development has allocated BND4.4 million specifically for grass cutting and road cleaning nationwide. This work scope includes periodic grass cutting beside highways and roads.

Cutting tree branches that may block views as well as clearing debris and soil that could affect road surfaces or drainage systems. Key areas receiving focus include highways and main connector roads frequently used by the public, for example, Muara-Tutong Highway and Telisai-Lumut Highway connecting Tutong and Belait. These highways are long routes surrounded by flora and prioritized in the grass-cutting schedule.

In summary, the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam allocated a sum of BND29.5 million through 18 contract terms for the maintenance of nationwide roadways to improve comfort and safety for highway users.

This allocation includes BND3.8 million for the upgrade and repair of roads connecting Negara Brunei Darussalam with neighboring countries via Rasau Road.

Therefore, this is a lesson learnt for all of Kaola at the ministry, and this matter has indeed been brought up with the Road Department so that supervision can be enhanced, so monitoring and supervision of contractor work is conducted.

Firstly, repairing and resurfacing asphalt on Pengiran Muda Al-Muhtadee Billah Highway; secondly, repairing and resurfacing asphalt on Tungku Highway; thirdly, repairing and resurfacing asphalt on Tungku-Jerudong Highway; fourthly, repairing and resurfacing on Sultan Haji Hassanal Bolkiah Highway; fifthly, repairing and resurfacing on Jalan Utama Berakas; sixthly, repairing and resurfacing on Jalan Gadong; seventhly, repairing and resurfacing on Jalan Kebangsaan; eighthly, repairing and resurfacing on Jalan Utama Mentiri; ninthly, repairing and resurfacing on Jalan Jerudong; tenth, repairing and resurfacing on Jalan Tutong between Telanai junction and Bengkurong Masin; eleventh, repairing and resurfacing on Jalan Jame 'Asr; twelfth, term contract for ad hoc works nationwide; thirteenth, repairing and resurfacing asphalt on highways, main roads, village roads, national housing roads, commercial government offices, package one highway Negara Brunei Darussalam.

Kaola would like to thank the Your Honourable Members for the question regarding whether we have a master plan that coordinates green project initiatives. Kaola would like to clarify that there is an integrated plan known as the Brunei Darussalam Climate Change Policy (BNCCP).

Adopting a Whole-of-Government approach to address climate change, this BNCCP has been introduced since 2020. By 2023, the country successfully reduced Green House Gas emissions by 15% compared to the Business-as-Usual level through the implementation of strategies under BNCCP.

This BNCCP is also aligned with the country's efforts to develop a clearer direction in addressing the challenge of Net-Zero aspirations by 2050. Within four years since the introduction of BNCCP, various mitigation measures have been implemented to reduce Green House Gas emissions. These include:

Firstly, reducing greenhouse gas emissions in the industrial sector through the reduction of Flaring and Venting at oil and gas production facilities, as well as enforcing Mandatory Reporting of Green House Gases that requires facilities and agencies to report Green House Gas emissions data periodically;

Secondly, increasing the use of renewable energy through the BSP solar project with a capacity of 3MW, a 30MW capacity project in Kampung Belimbing, major PPP projects, the Sinar Hengyi Project with a capacity of 48MW, and small-scale rooftop solar projects actively undertaken by the commercial sector like Expro Sdn Bhd, Bank Islam Brunei Darussalam, and the academic sector like Jerudong International School;

Thirdly, reducing greenhouse gas emissions from power generation and energy use through efforts to further improve power generation efficiency at all power stations and the implementation of Energy Efficiency, Standards and Labelling Order, 2021 to encourage the use of more energy-efficient equipment;

Fourthly, reducing greenhouse gas emissions from the land transport sector by increasing the sale of electric vehicles;

Fifthly, reducing waste disposal rates through reducing waste with the 3R concept (reduce, reuse, and recycle), composting, and waste-to-energy technology to reduce land use for disposal sites and cut down the amount of waste that needs to be disposed of; and

Sixthly, increasing carbon absorption or carbon sink through forest restoration, afforestation, and reforestation.

Moreover, efforts to balance climate action with national development needs are also crucial to ensure that the use of national resources is allocated strategically and evenly between mitigation and adaptation measures and sustainable economic growth. This approach aligns with the aspirations of Wawasan Brunei 2035 and the Brunei Economic Blueprint.

However, the success of this effort is also dependent on several factors, especially adequate financial support, continuous capacity development, and innovative technological advances to ensure more effective implementation.

In addition, to increase the effectiveness of the country's mitigation and adaptation efforts, the Climate Change Office and the Ministry of Education actively carry out educational and awareness programs in schools nationwide. The government also actively runs Public Awareness Campaigns through Eco-Friendly Technology Exhibitions, Community Programs such as tree planting and recycling, and information dissemination through social media, radio, and television.

One of the latest initiatives is the climate change segment in Rampaian Pagi that takes place every month as a public awareness platform for climate change issues in Negara Brunei Darussalam.

In ensuring sustainable and resilient energy, efficiency and conservation initiatives play an important role in optimizing the use of valuable resources like oil and natural gas to meet long-term needs and ensure a stable energy supply.

Public involvement is also important in advancing green initiatives. In 2024, the Energy Department released a video on practical energy-saving tips, which were shared via television broadcasts and social media.

Additionally, a guidebook on energy efficiency and conservation initiatives will be distributed to encourage public participation in the country. This effort will help the country optimize resources like gas and instill responsible consumption behavior.

However, some challenges have been identified in implementing these green project initiatives, including policy readiness for green projects, local capacity to manage green technology, and public acceptance of green projects.

Thus, taking a whole-of-nation approach, a project team has been established to implement existing green project initiatives and devise new initiatives in line with BNCCP strategies.

The project team is actively and will continue to hold stakeholder engagement sessions including with the private sector, educational institutions, and non-governmental organizations to gather information and obtain feedback regarding their conditions, capabilities, and readiness to explore green-concept development in the country.

Overall, these green project initiatives are also being closely monitored under the Energy Safety and Efficiency Steering Committee to ensure their implementation according to the set timeline. Thank you Yang Berhormat Yang Di-Pertua.

Thank you. As kaola explained earlier, the Green Project is still in its early stages in our country. Currently, what is being done by BNCCP or the Climate Change Office is to make policies and so on.

So for us to reduce greenhouse gas emissions. So in terms of business development, some companies have already started installing solar panels and such. So indeed, from a business development perspective, some companies have already worked with several institutions or other companies in the country to encourage them to install solar panels.

As such, we have seen as kaola shared earlier, some companies, Explore Sendirian Berhad as well as Hengyi have started doing this as well.

This involves using foreign technology at present, so in terms of local companies, whether there are skills to involve themselves in this business is definitely encouraged, but at this point, there isn't a consistent business seen sometimes. You know, what you call it, a project installed by the private sector is what we are looking at, but not like a consistent business.

Thank you Yang Berhormat Yang Di-Pertua. Kaola would like to thank the Your Honourable Members for the question regarding the supply of electric power for FDI demand. Alhamdulillah, the infrastructure of the electric power supply system in Negara Brunei Darussalam remains capable of meeting current electricity demand.

Not only for the needs of citizens and residents in this country but also to support the country's economic activities, including Foreign Direct Investment, which is capable of generating high GDP value for the country while requiring low energy intensity.

Priority is given to providing continuous and safe electric power supply with the coverage of almost 100% through the deployment of the electric power network in Mukim Sukang and other interior areas in the Belait District.

In continuously preserving the wellbeing of the citizens and driving competitive and attractive economic growth among Foreign Direct Investments, in line with the Economic Blueprint nation's goals, efforts to upgrade and enhance the country's electric power supply infrastructure in terms of generation capacity and grid network continue to be prioritized in the planning of the Prime Minister's Department through the Energy Department to ensure reliability of power supply while meeting the increasing demand.

In the short and medium term, several new projects are actively being developed. The Department of Electrical Services will implement the Bukit Panggal Phase 2 power generation project under the RKN 12 Budget Provision and the Berakas Power Company will also build a new power plant. Both projects will use more energy-efficient combined cycle technology and are targeted to start operations in 2027/2028.

These projects will increase the total installed capacity of electric power supply to around 1.2 megawatts, which is an increase of over 35% from the current capacity. This increase in capacity is expected to meet projected electricity demand for the coming years.

For long-term demand, the Prime Minister's Department through the Energy Department is currently drafting an Energy Master Plan to shape the direction of the electricity sector that can drive economic growth towards 2035 and beyond.

This effort involves close collaboration with stakeholders, including relevant ministries and the Brunei Economic Development Board, BEDB, to ensure a whole-of-nation approach in assessing the suitability of electricity demand projections and future supply systems.

Robust planning is important to ensure that the additional supply, particularly for FDI activities with high electricity demand, is considered early as electro-supply infrastructure upgrade projects take time and require special financial allocations either under the RKN Budget or alternative financing mechanisms such as Public-Private Partnership funding.

The presence of FDI in Negara Brunei Darussalam is highly welcomed. The Prime Minister's Department through the Energy Department is also ready to facilitate any FDI that intends to establish in Negara Brunei Darussalam to build a private captive committee as seen in the country's major FDIs at present, namely at the Methanol Plant of Brunei Methanol Company, Urea Plant, Brunei Fertilizer Industry, and Petchem Plant, Hengyi Industries Company.

Besides, new industries are encouraged to also consider all renewable alternative energy for their personal energy needs, including solar systems either small scale on the rooftop or large scale. This approach will help competitive FDI activities, especially in the low carbon market.

Aligning with this direction, plans RKN 12 and beyond will be tailored to ensure the electric power supply infrastructure in terms of capacity and grid network can accommodate the increasing electricity demand and also to enable large-scale renewable energy absorption in line with economic growth activities.

Matters related to ensuring energy security for Negara Brunei Darussalam are also closely monitored under the Energy Safety and Efficiency Steering Committee with close cooperation from the Foreign Direct Investment and Domestic Investment Steering Committee.

With these strategic steps, the country will be able to strengthen its position as a competitive investment destination and be prepared to meet energy needs in an increasingly dynamic and diverse economic landscape.

Alhamdulillah, to address these issues, the Ministry of Education has issued the Ministry of Education Notification No. 2/2025, which sets the guidelines and procedures for action at the school level to address bullying, gangsterism, and drug abuse.

Through this Notification, if a student is found to have committed the offenses mentioned earlier, the Ministry of Education, via the Department of Schools, will take appropriate action following the existing Standard Operating Procedures or SOP and will collaborate with relevant agencies when necessary, such as the Royal Brunei Police Force, Ministry of Health, Ministry of Religious Affairs, Department of Community Development, JAPEM, and the Narcotics Control Bureau.

The actions are as follows:

First, undergoing internal suspension at the school level for 5 to 10 school days where the student must attend school for learning under the supervision of an appointed officer, along with community work, either at school or outside school, in cooperation with suitable government or non-government agencies.

Secondly, students are required to sign an agreement not to repeat the offense and adhere to regulations in the presence of parents, guardians, and the school.

Thirdly, parents/guardians are also required to sign a consent form allowing their child or child under their care to undergo the actions imposed by the school.

Fourthly, students will also be required to attend counseling sessions at school.

If the same student repeats the stated offenses, the student will be required to participate in a special program under the management of the National Service Division, Ministry of Culture, Youth, and Sports, for a suitable period to be determined later.

Educational and counseling-based preventive measures have been implemented through awareness modules and intervention programs aimed at educating students to avoid negative influences before the issue becomes more serious.

Furthermore, in the effort to curb negative influences before they become more serious, the Ministry of Education will continuously conduct strict scheduled monitoring to oversee students throughout school hours, organize awareness programs and activities for students from time to time, and conduct the B.E.S.T, Anti-Bullying Program annually at all school levels every year.

Should there be incidents involving criminal elements or drug abuse, authorities such as the Royal Brunei Police Force, the Department of Internal Security, and relevant agencies will also be involved for immediate action.

As for the study on the causes of bullying as per question PL81, the factors leading to bullying cases include:

First, family or parental influence: students bully because they experience aggressive or violent behavior at home from their parents or witness family members being beaten or abused. Secondly, students who lack discipline; thirdly, lack of religious education at home; fourthly, peer influence and residential environment; and fifthly, students who feel they cannot be challenged.

However, data collected over the past three years shows a declining trend in school bullying cases, with a decrease from 734 in 2023 to 447 in 2024.

PL23 pertains to the effectiveness of the G.I.N.I.S Program. This program is implemented integratively with cooperation from 10 government agencies, including the Prison Department, Royal Brunei Police Force, the Islamic Legal Unit, Counseling and Religious Understanding Unit, Da’wah Islamiah Center, Department of Community Development, JAPEM, Narcotics Control Bureau, Department of National Adat, Internal Security Department, and Cyber Security Brunei.

This program enables a comprehensive approach to addressing social issues among students at the secondary level. A total of 31 secondary schools have participated in this program, and 3,911 students participated in 2024.

The program targets Year 9 students, at the age when they reach adolescence and are more mature and brave to think for themselves. The initial evaluation results show that more than 60% of students strongly agree that the G.I.N.I.S initiative has heightened awareness of negative matters, educated students about virtuous values, and reduced negative influences that can affect discipline and safety at school. This effectiveness will continue with ongoing evaluation mechanisms for future improvements.

PL81 also touches on the role of the Parents and Teachers Association (PIBG). In the Parental Program for 2024 alone, the Counseling Division of the Ministry of Education conducted a Socialization Session for the PIBG from January 8 to 17, 2024, for schools nationwide. School attendance during the Socialization Session was 83.66%. The agenda was as follows:

First, dissemination of the Education Act, Chapter 210, PIBG Education Regulations, roles, and responsibilities of PIBG members in line with the Ministry of Education's Strategic Plan 2023 - 2027; second, dissemination of the Anti-Bullying Program, i.e., the B.E.S.T Program, Bantu, Empati, Sayangi, Tanggungjawab, Ministry of Education; and third, explanation of the Parenting Skills Program.

Additionally, in-house training about types of bullying with several relevant agencies is also held, such as the Royal Brunei Police Force, Cyber Security Brunei, CSB, Counseling and Religious Understanding Division, KAFA.

The findings on the activity level of the PIBG Group last year were 81%. The Ministry of Education will continue to provide a more effective communication platform to ensure closer collaboration so that PIBG can support the prevention and handling of bullying issues to ensure a safe learning environment.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Firstly, I wish to express my gratitude to Yang Di-Pertua for giving kaola the opportunity to share kaola's statement in this esteemed Chamber. My statement will touch on two matters, namely:

Firstly, regarding the latest developments in efforts to create a safer and more trusted digital environment, particularly concerning personal data protection; and secondly, to share the status of public transportation service provision and forward planning, the way forward regarding this.

This statement will also address and answer questions PL86 from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman and question PL126 from Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin related to this second matter.

Regarding the first matter, kaola is pleased to share with Your Honourable Members in this esteemed Council that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam in January 2025 has granted His Majesty's consent to approve the Personal Data Protection Order 2025.

Following the gazetting of this legislation, its implementation will be carried out in stages, particularly by providing a grace period towards full compliance with the order within a timeframe of one year.

Your Honourable Members. This order is important because aspects of Digital Data Policy and Governance are among the strategic enablers in the digital transformation journey of Negara Brunei Darussalam, as identified in the Digital Economy Master Plan 2025.

This order also complements the guidelines for data sharing among government departments and agencies introduced in 2023. Data and information control for government departments and agencies is also governed under the Official Secrets Act Chapter 153 and the Protective Security Manual.

Meanwhile, the Personal Data Protection Order 2025 aims to address the policy needs, legislation, and regulatory frameworks for personal data protection and data governance among non-government organizations and the private sector.

This also includes those who process or handle personal data for the public sector or government departments. This is to ensure that the practices and procedures of collecting, storing, using, disclosing, and processing personal data by any relevant parties in this country align with best practices and are controlled by law. Among the main provisions of this order are:

Firstly, designating the Authority for Info-communications Technology Industry of Negara Brunei Darussalam, AITI, as the authority for matters related to personal data protection; secondly, establishing procedures and governance in collecting, using, and disclosing personal data; thirdly, outlining the obligations of private sector and non-government organizations in ensuring that the data collected is accurate and adequately protected; fourthly, stating the rights of individuals over their personal data; and fifthly, with this order, it is believed that it will benefit individuals and organizations as follows:

Individuals have rights over their personal data shared or submitted to an organization. This includes ensuring that personal data collected is accurate and used only for the specified purpose. Therefore, individuals also have the right to either permit or withdraw permission for the use of their personal data;

Providing protection to individuals regarding their personal data from any misuse. This is implemented through governance practices and procedures that are mandatory under the law;

Firstly, fostering trust and confidence in individuals regarding organizations that store and handle their personal data through the best governance practices and procedures; and

Secondly, ensuring accountability among private and non-government organizations in handling individuals' personal data. This aims to create a culture of accountability among these individuals and organizations.

For an organization, this order will enhance its reputation and credibility through the implementation of best practices mandated under this order and by requiring an organization to establish protection procedures and measures to address data breaches. This will provide confidence to the public, customers, and business partners that the risk of data breaches is addressed and can be reduced.

Thus, this can expand the use of services or increase the number of customers for that organization.

Moving forward, to implement this order, initiatives towards raising public awareness about personal data protection have begun. AITI has conducted several initial briefing sessions involving members of the business and enterprise chamber, micro, small, and medium enterprises, financial companies, telecommunications companies, and others.

They have also been actively conducting personal data protection briefings throughout 2024. Going forward, AITI will continue to intensify programs about personal data protection. This is alongside supporting skill-building and competency activities.

For information, this order also contains obligations for the private sector and non-government to designate at least one officer responsible for ensuring compliance with this order and who will be known as a Data Protection Officer. Toward this, AITI has undertaken capacity-building initiatives for the private sector, such as conducting a competency program for Data Protection Officers. Cohorts 1 and 2 of the program were held in November 2024 and January this year.

The program was joined by participants from various private sectors and will also lead them to obtain an Industry Certification, namely Certified Information Privacy Manager. This competency program is planned to be extended further, with Cohorts 3 and 4 scheduled for the third and fourth quarters of this year. Additional training courses, i.e., Personal Data Protection Practitioner Courses are also planned to be introduced in mid-year.

The competency framework for data protection officers is also being prepared. At the same time, efforts are being made to provide public reference information, advisory guidelines, and practical guides on personal data protection and steps that an organization needs to take to comply with this order and regarding best practices.

This includes providing public reference information in the form of infographics, frequently asked questions, video clips, websites, and others.

To conclude regarding this personal data protection order, the order generally also places Negara Brunei Darussalam on par with other countries in creating a conducive environment for personal data protection and promoting the implementation of best practices through specific laws.

Thus, this order will also contribute to Negara Brunei Darussalam's involvement in the international arena such as fulfilling commitments at the ASEAN level regarding personal data protection, in line with ASEAN initiatives like the ASEAN Economic Community Blueprint, Master Plan on ASEAN Connectivity, ASEAN Digital Master Plan, ASEAN Framework on Personal Data Protection, and ASEAN Digital Data Governance Framework.

In addition, it also positions Negara Brunei Darussalam better in negotiations regarding cross-border data flow for transaction purposes and can facilitate the involvement of local organizations in regional and international digital economic activities.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Moving on to the second matter, which is regarding the status of public transportation service provision and forward planning or way forward on it.

Kaola is pleased to share that the Ministry of Transport and Infocommunications, through the Land Transport Department, is actively working on providing a public transportation system envisioned to be safe, efficient, scheduled, and comfortable for users. Its implementation will focus on three aspects, namely:

Firstly, enhancing connectivity and reliability of major bus route networks; secondly, improving and expanding coverage of taxis and ride-sharing services on demand; and thirdly, leveraging the use of technology to monitor vehicle movement and passenger facilities through the application of the Intelligent Transport Specialization System.

In this context, the current effort is focused on identifying service providers interested and capable of providing, operating, managing, and maintaining public transport services in Negara Brunei Darussalam, consisting of core bus network services and demand-based catchment area services to enhance connectivity and service levels that meet public needs and at the same time increase ridership and passenger numbers.

Secondly, to optimize the efficiency and effectiveness of bus route networks and transportation services within catchment areas consisting of school areas, providing reliable services according to consistent schedules and routes, offering comfortable and quality services using modern fleets and standards, and introducing sustainable, efficient, and innovative public transport systems to reduce carbon footprint and operating costs.

For Your Honourable Members' information, this project is currently at the Request for Proposal (RFP) stage. The advertisement was opened on 28 September 2024 and will close on 11 March 2025, a change from the original closing date of 28 February due to a request for an extension from RFP participants.

During this period, an Information Day session was also held on 5 November 2024 to provide a clear understanding and guidance on this project to any qualified companies interested in participating in the RFP.

Two additional clarification sessions were also held, and written responses were provided to all participants at the end of November and December 2024. Among the discussions and questions raised were regarding government incentives and assistance for this project to succeed, considering the passenger numbers are still relatively low.

In this regard, the approach taken by this RFP is to assess optimal expenditure and revenue proposals from proposers. The proposed business and economic models must include an assessment of costs and revenues obtainable within the contract period, which is also a long-term period of up to 10 years.

Besides projections from passenger fares, additional revenue sources like advertising platforms, leased asset rentals, and others also need exploration. Based on this, the government will be able to evaluate and decide on intervention if necessary. At present, the government has committed to investing in bus stops, bus interchange terminals, and digital management systems under the 12th National Development Plan allocation.

This Ministry also believes that by developing a well-managed, accessible, and efficient public transportation system accompanied by strategic marketing and public engagement, ridership can gradually be cultivated to shift public behavior towards higher usage of this service in the future. However, investment and seeds must be planted early.

This is all kaola can share for now, and I believe all these initiatives aim to guide us forward regarding this request proposal.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, Alhamdulillah, with permission on behalf of the Ministry of Development, we fully support the National Budget Allocation for the Financial Year 2025/2026 amounting to BND 6.35 billion as presented in this esteemed chamber on Saturday, 30th Syaaban 1446/1st March 2025 by Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II.

Yang Berhormat Yang Di-Pertua. The National Budget for the Financial Year 2025/2026 themed “United in Building a More Prosperous Future” is in line with the aspirations of Brunei Vision 2035 and the vision of the Ministry of Development, which is “Quality Life, Sustainable Development, Prosperous Nation”. This theme emphasizes our collective efforts to build a prosperous future by focusing on enhancing the well-being of the people of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, providing a high quality of life, and fostering a dynamic and resilient economy.

Under this theme, the Ministry of Development, among other things, prioritizes four basic infrastructures to meet the daily needs of the people and act as a catalyst for the country's socio-economic growth.

In line with the first focus of the budget, which is Improving Public Welfare and Productivity. The four areas in question are clean water supply, drainage and sewerage, road infrastructure, and housing.

Yang Berhormat Yang Di-Pertua, allow kaola to elaborate on the plans and initiatives in these four main halls and their impact on the well-being of the people and economic development in line with the aspirations of Wawasan Brunei 2035.

First, clean water supply. Clean water is a basic necessity that must be continuously and qualitatively provided. The importance of this basic necessity is reflected in the largest allocation specifically for clean water supply projects under the Ministry of Development.

The focus is on increasing water supply capacity and improving drainage infrastructure to ensure a resilient water service, which is:

First, expanding water treatment plants: The project for the Construction of Bukit Barun Water Treatment Plant Phase 8 is underway. Bukit Barun is the largest water treatment plant in the country that supplies water to a large part of the population in the Brunei-Muara and Tutong Districts. With the completion of phase 8, the country's clean water production capacity will increase from around 412 megaliters per day to 532 megaliters per day. The current demand is around 408 megaliters per day. This added capacity means our water supply is not yet guaranteed for future generations while supporting population growth and industrial development.

Second, upgrading plants in other districts: Besides Bukit Barun, the Government is also upgrading water treatment plants in each district. Among the important projects are improvements to the Layong Water Treatment Plant in Tutong District, the Seria Water Treatment Plant in Belait District, and the Batang Duri Water Treatment Plant in Temburong District. These plants are enhanced with the latest technology so that the clean water supply in these districts is more stable, of higher quality, and guaranteed. For example, the Batang Duri Water Plant in Temburong has been upgraded to ensure that the residents of Temburong receive ample water supply now and in the future. At the same time, the Seria Plant and the raw water intake system in Badas are being upgraded to meet the needs of the community in Belait District.

These water supply initiatives will ensure public health well-being and support economic activities. Adequate and continuous clean water supply not only enhances the quality of life of the people but is also crucial for the development of the food business, tourism, and investment industries, which are the non-oil and gas economic sectors that require a reliable water resource guarantee.

Second, regarding drainage and sewerage, along with water supply, enhancing drainage systems and flood mitigation projects are also major focuses of the ministry. We are aware of the challenges of climate change that cause more frequent flash floods, such as the flood incident that hit the entire country in January this year, 2025 recently.

Among the projects being implemented is the first flood mitigation project. Several areas identified as frequently flooded are now under flood mitigation projects. Among others in Tutong District, Care Scheme, Mukim Flood Prevention Scheme, Pekan Tutong, and Kampong Keriam have started, including the construction of a new drainage system, overflow retention ponds, retention ponds, and water control gates to control the level of Sungai Tutong during heavy rains.

Meanwhile, in Brunei-Muara District, the Kampong Pasai Mulaut Flood Management Project Phase 1 is in the design stage. The Pasai and Mulaut areas frequently experience floods due to the overflow of Sungai Bunut. Through this project, the drains will be enlarged, and a flood retention pond will be built to hold water during heavy rains before being controlled for discharge.

In addition, the Sungai Kedayan Flood Mitigation Project Phase 6 in Kampong Pangkalan Gadong is being implemented to complete a series of efforts to prevent floods along Sungai Kedayan. This initiative includes deepening the river, constructing riverbank embankments, and installing water level warning systems to provide early warnings to the public before a flood occurs.

Second, is the Construction of Retention Ponds and Floodplains Project. The government also plans to build floodplains and retention ponds in other frequently flooded areas, as an example, design studies are being conducted to establish floodplains in Temburong District and along the Belait River. This step aims to provide natural storage space during excessive rain while protecting downstream residential areas from floods.

The third effort is to upgrade the drainage and pump system. New water pumping stations are being planned, upgrading the existing pumping stations to expedite the outflow of water from low-lying areas, such as the pump station at the outfalls of Jalan Maulana, Kuala Belait, and the drainage pump station at F-17 Seria, which are planned to be tendered in August this year.

In addition, the pump station at Jalan Jerambak, Berakas is currently undergoing capacity enhancement in phase 3 to pump out water from the retention pond more efficiently during heavy rain, thereby reducing the risk of flooding in the surrounding area.

Besides that, projects to upgrade the drainage system are actively being carried out, including deepening ditches, widening drains, and constructing concrete drains to replace soil drains in residential and village areas. For instance, the Jerudong Drainage Improvement Project Phase 1 has started to enlarge drains and improve water flow in the area. Similarly, the drain in the Kolej Universiti Perguruan Ugama Begawan Seri Begawan, KUPUSB area is being upgraded under RKN-12.

Yang Berhormat Yang Di-Pertua, through these initiatives, flood and drainage issues will be addressed more efficiently and effectively. Insya Allah, citizens will be less affected by flood disasters, property damage can be reduced, and basic infrastructure facilities like roads will be less disrupted.

The budget priority for the clean water and drainage sector is clear because a continuous water supply and a flood-free environment are prerequisites for a prosperous society and a sustainable economy. A disaster-free environment will enhance investor confidence and protect existing investments while supporting long-term economic prosperity.

The third improvement is road improvement. The Ministry of Development is aware that an efficient road system is the backbone of facilitating people's movement and economic activities. Hence, the ministry is focusing on projects to upgrade and build roads to be of higher quality, smooth, and safe for use.

Among the main projects include, first, upgrading highways and main roads. Several highways and main roads are in the process of expansion and repair. For instance, the Tungku highway is planned to be widened to increase traffic flow capacity from the Rimba overpass heading to the Gadong Estate overpass.

This is hoped to reduce traffic congestion, especially during peak times in the area. At the same time, Jalan Muara will be upgraded in one of the critical sections from the Jalan Aman junction to the Jalan Salambigar junction to facilitate daily travel for road users there. The increased capacity and quality of these roads are expected to reduce congestion and enhance user safety, thus saving travel time and reducing accident risks.

The second effort is the construction of new flyover overpasses to improve connectivity at highway junctions. Several new overpasses are also planned at strategic locations. For example, a new overpass at the Muara-Tutong Highway junction near the Tanjung Kajar industrial area is currently under implementation. This overpass project will facilitate access to the industrial area and reduce congestion at overpass junctions, making it more investor-friendly as logistics access to the industrial area becomes better and smoother.

In addition, the Road Connection Project from Tanah Jambu to Mentiri, which includes the construction of an overpass at the Mengkubau junction, is also underway. Insya Allah, when completed, this new route will open more alternative roads and improve connectivity between the Tanah Jambu, Mentiri, and surrounding housing areas, easing the movement of local residents and reducing congestion.

Third, connecting remote areas. In an effort to ensure that no area is left behind in terms of progress, projects to upgrade village and rural roads are underway under RKN 12. The Program to Pave Dirt Roads to Paved/Asphalt Roads is being implemented in all four districts.

Village roads, previously dirt or gravel roads, are now paved and equipped with a better drainage system. For example, roads in remote mukims in Tutong / Belait Districts are being upgraded in phases. As also highlighted by several Your Honourable Members yesterday, this is important to ensure that these isolated villages have better access to main connection roads for ease of daily activities for rural residents such as going to school, clinics, places of worship, to markets, and conducting economic activities.

The fourth effort is Road Maintenance and Safety Improvement. In addition to new construction projects, the existing regular road maintenance program is also given attention. Repair and resurfacing works for damaged roads are carried out on a scheduled basis.

This includes roads in residential areas under the National Housing Scheme, village roads, junction roads, and roads in government and commercial office areas. These repair projects are implemented through packages by district to ensure road quality is consistently maintained and safe for public use.

Moreover, efforts are also being made to upgrade several main junctions with the installation of new traffic lights to enhance safety and smooth traffic flow at high-risk junctions for accidents.

Furthermore, older bridges, especially those with steel structures, will be upgraded to sturdier concrete bridges. The ministry also conducts regular safety audits and road condition monitoring. For example, the installation of the Bridge Health Monitoring System on the Sultan Haji Omar 'Ali Saifuddien Bridge aims to detect early signs of any issues to ensure the safety of bridge users. Overall, road improvements are crucial investments for contributing to the economy and enhancing the well-being of citizens, with better roads facilitating the faster transport of goods and services, generating new economic opportunities in previously less accessible areas, and ensuring citizens can move comfortably and safely. The focus on spending in this sector demonstrates the Government's commitment under Kebawah Duli Yang Maha Mulia to address traffic congestion issues, reduce road accident risks, and bridge the urban-rural connectivity gap for long-term benefits.

Yang Berhormat Yang Di-Pertua, the fourth matter is regarding housing. We recognize that having comfortable and affordable housing is fundamental to the quality of life of citizens and the formation of a stable and prosperous society under the National Housing Plan Scheme.

The Ministry of Development will continue efforts to build new houses to meet the demand of eligible citizens, especially applicants currently on the waiting list. Several main housing projects that have been and are being implemented include:

First, the RPN Kampung Lugu Project Phase 2. A total of 1,500 units of terrace and semi-detached houses have been completed in Kampung Lugu, Brunei-Muara District, and Alhamdulillah, this project was fully completed in May 2024.

Second, the RPN Tanah Jambu Project Phase 7. Construction of 1,208 units of houses in Tanah Jambu is actively being carried out and is almost entering the final phase. Insya Allah, with the completion of Phase 7 scheduled at the end of this year, the Tanah Jambu area will become one of the largest RPN areas, connecting Mentiri and Lambak Kanan areas. This will create a vast housing community with better infrastructure, providing a more comfortable neighborhood environment for residents.

Third, plans for new RPN Projects. Besides the 2 mentioned projects, the ministry is also planning several new housing projects under RKN12. These include the Kampong Lumut Phase 7 National Housing Plan project in Belait District, the Kampung Rimba Phase 6 National Housing Plan project in Brunei Muara District, and the Kampung Salambigar National Housing Plan project. These projects are currently in the early stages. Studies, design, and site analysis are being conducted, and once detailed planning is completed and approvals are obtained, construction will commence in stages.

At the same time, proactive steps are also being taken by preparing new sites, conducting land works, and building early basic infrastructure for future housing schemes. This effort is essential to ensure the country's long-term goals in the housing sector are achieved in an orderly manner. As also aspired, our overall goal is to increase the homeownership rate among citizens to 85% by 2035 to meet the aspirations of the vision.

In addition to building new houses, under the National Housing Plan, the Affordable Housing Initiative is also given special attention by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam. The housing needs among citizens not only come from registered National Housing Plan applicants but also from those not eligible under the National Housing Plan criteria, yet still require assistance to own their own homes.

Therefore, the Ministry of Development is formulating several more sustainable and cost-effective financial models for the housing program, including exploring partnerships with the private sector through the concept of Public-Private Partnership as suggested by Your Honourable Members before for future housing projects. This government-private sector collaboration approach is hoped to reduce the government's financial burden in the long term while ensuring more affordable homes can be built.

As a starting step, several pilot projects are being explored where private developers are given the role to build affordable homes on government-owned or private land with the government assisting in providing basic infrastructure or offering certain incentives. Although these efforts are still in the early stages, they demonstrate the government's commitment and innovation to ensure every family in the country has the opportunity to own a perfect place to live.

Besides building new residences, the Ministry of Development does not forget the existing housing that has long been inhabited by citizens. There are RPN areas and Skim Tanah Kurnia Rakyat Jati that have existed for decades and now require upgrading works to remain safe and comfortable to live in.

The steps being taken include repairing the drainage system in old housing areas that are prone to flooding, repaving internal roads in housing estates that are damaged, repaving roads, and also repairing damaged housing estates as well as refurbishing and upgrading local public facilities such as community halls, playgrounds, and suraus.

For instance, drain upgrading works are being carried out in the RPN Kampung Rataie area in Temburong District to address flash flood issues in the village. Similarly, scheduled maintenance programs for government houses, such as repairing leaking roofs, cracked walls, and so on, are also being intensified through relevant departments.

These measures will ensure that old housing areas remain preserved, comfortable, and safe to live in. By ensuring more citizens own their own homes that are perfect, the government aims to create a more stable and prosperous society, which will contribute to a generally higher standard of living for the people. Housing initiatives directly support the aspirations of Wawasan Brunei 2035 where citizens who are educated and highly skilled can also enjoy a high quality of life as a result of the social infrastructure provided.

Yang Berhormat Yang Di-Pertua. Insya Allah, the focus on the 4 basic infrastructures presented is aimed at creating a conducive environment for investment and economic growth. When the country has reliable infrastructure facilities, assured utility supplies, and efficient services, investors and the private sector will be more confident to invest and conduct business in the country. This will open up more opportunities for the local population and further stimulate the country's economy sustainably. The government's efforts in providing high-quality infrastructure form an important foundation for attracting foreign and domestic investments, thereby supporting the economic diversification agenda we are targeting.

In conclusion, kaola would like to express gratitude for the strong support of all Your Honourable Members towards the initiatives of the Ministry of Development that have been presented. It is hoped that we can work together to achieve government initiatives in a Whole of Nation approach with full trust and dedication.

Peramba/ kaola/ I would like to express appreciation for this opportunity to present a comprehensive debate on the Supply Bill for the Financial Year 2025/2026 submitted by Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Kewangan dan Ekonomi II with the National Budget Theme for Financial Year 2025/2026, “Bersatu Membina Masa Depan Yang Lebih Makmur”, the Whole of Government and Whole of Nation approach plays an important role in supporting the government's efforts towards sustainable and inclusive national development.

Accordingly, with a provision of $6.35 billion, it will be able to finance various infrastructure development initiatives that will catalyze economic growth and the welfare of the people. The transportation and infocommunication sectors continue to be one of the main drivers in generating national income and supporting sustainable economic growth.

Peramba/kaola/I would like to share that for the Financial Year 2024/2025, Alhamdulillah, as of February 2025, departments under the Ministry of Transportation and Infokomunikasi have contributed revenue to the government amounting to $32.55 million. In addition, the Authority for Infocommunications Technology Industry of Brunei Darussalam, AITI has contributed its revenue to the government amounting to $19.5 million in 2024. Meanwhile, the Maritime and Port Authority of Brunei Darussalam is also expected to contribute $17.4 million.

The total revenue reflects the important role of the transportation and infocommunication sector in promoting economic activities, strengthening the country's competitiveness and supporting more efficient infrastructure and logistics development.

It is acknowledged that in achieving the goals of the National Vision, various challenges must be addressed. This includes fast-moving digital advancements and increasing complex cyber threats.

These changes certainly bring great opportunities, but at the same time demand that we be more prepared and resilient in adapting technology and protecting critical systems and data. Ensuring a balance between innovation and security requires strengthening digital policies, developing workforce capacity, and intensifying cooperation between government and non-government agencies and the private sector.

As a step forward and an effort to enhance the digitalization of government services, $146.5 million is allocated to finance information technology projects in all government ministries and departments. This aims to enhance the public sector's digital capabilities, empower service delivery systems, and speed up the country's digital transformation. In this regard, for example, 73.3% of the ministry's total recurring expenditure is allocated for technology and infocommunication needs, covering digital management, technology development, and cybersecurity.

This priority reflects the role of strengthening the country's digital ecosystem. Peramba/kaola/I also want to share that 103 digital transformation projects submitted by ministries and higher education institutions have been discussed and supported following the Chief Information Officer, CIO Forum meeting procedures.

This aligns with the national needs towards contributing to efficiency, productivity, and avoiding waste by incorporating the Whole of Government approach. In line with the government's commitment to realizing the digital transformation agenda and taking into account recommendations put forth by Your Honourable Members concerning the effectiveness of project implementation, one of the MTIC initiatives by the National E-Government Centre is conducting the Business Process Improvement workshop for government services. This initiative was discussed in the first CIO Forum meeting in February 2025, aiming to identify and improve existing work processes before they are digitalized, so that service delivery becomes more efficient, transparent, and user-friendly.

By embedding Business Process Improvement, BPI skills through this workshop, it is hoped each ministry will have its own BPI team to ensure the continuity of initiatives in the long term, aligned with increasing the efficiency of public service delivery. Insya Allah, the BPI workshop will start in April 2025.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Peramba/ kaola/ I am also pleased to take this opportunity to inform that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam has graciously approved the implementation of one of the flagship projects under the digital economy master plan 2025, namely the Digital Identity project, to be known as the Brunei Identity Digital, or Brunei ID for short.

Among its main goals is providing a digital credential to verify individual identity when conducting digital or online transactions efficiently, easily, and securely.

The trial rollout phase for Brunei Identity Digital, Insya Allah, will be conducted shortly for 6 months. It aims to assess user experiences, gather feedback for improvements, and ensure the platform's availability before its full public launch.

This trial phase will involve utilizing Digital Identity for selected online services from both governmental and private sectors, which will increase user numbers while benefiting the relevant parties.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. With technological advancements like Artificial Intelligence and rapid global economic changes, there is a need to take appropriate actions so the country does not lag behind and remains competitive.

Through AITI, a working group on AI Governance and Ethics has been established, comprising representatives from 24 government and non-government agencies, private sector entities, and higher education institutions.

The main objective of this working group is to provide guidelines for any organization in forming, developing, and using AI, considering the complexity of technology and risks related to AI systems. Even though AI has the potential to drive innovation and development, it also poses ethical risks regarding AI use.

Furthermore, in supporting research and development innovation efforts through the Council for Research and Advancement in Technology and Science, CREATES has to date approved 16 projects with a total cost of $34 million. These research projects are expected to produce products and services with high commercial value and competitiveness at the international level, contributing to economic growth and improving the well-being of the people in this country. Recommendations and suggestions put forth by Your Honourable Members in this assembly will also be considered later.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Maintaining and repairing government assets play a critical role in ensuring operational efficiency and infrastructure resilience supporting public service delivery.

In the air transportation sector, priority is given to enhancing safety and operational capacity of Brunei International Airport to support economic growth and the country's strategic interests in the aviation industry.

Among projects and works upgrading and renovating Brunei International Airport include runway repairs and aircraft movement areas to ensure flight safety and compliance with international standards. Upgrading security inspection equipment and surveillance systems and upgrading aerodrome infrastructure and airport facilities, including lighting and air navigation systems. By modernizing Brunei International Airport, Insya Allah, it will enhance the preservation of existing infrastructure and equipment and indirectly provide effective user facilities and comfort.

In planning to improve the country's trade and logistics infrastructure, the Maritime and Port Authority of Brunei Darussalam, MPABD, plays an important role in developing and facilitating the use and development of shipping and maritime industry ports. MPABD has opened several invitations for managing Serasa Ferry Terminal, Inland Container Depots, and modification and management of Serasa shipyard.

With this initiative, it aims to stimulate the growth of the maritime sector, capitalize on commercial opportunities, and enhance the competitiveness of the maritime industry in this country. To comply with international standards, MPABD is also preparing a user-friendly and integrated digital platform known as Maritime Single Window, an accessible platform to ensure smooth operations in the maritime and port ecosystem. This system will support comprehensive services for port operations, including ship piloting and towage services. Access via the application will be web-based and mobile and integrated with MPABD's main systems.

With this planning and initiative, it also plays a role in attracting Foreign Direct Investment by creating a strong maritime ecosystem, offering strategic incentives, and introducing modern infrastructure and technology that can attract international investors. Insya Allah, this system will be used in the first quarter of this year.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Overall, the national budget for Financial Year 2025/2026, focusing on enhancing public welfare and productivity, fostering sustainable economic diversity, and developing a dynamic and visionary human capital, is consistent with the strategic planning and implementation of the Ministry of Transportation and Infocommunication, based on the ministry’s value drivers planning, namely ensuring the safety of the transportation sector and cyberspace, enhancing public well-being through the provision of efficient, clean, and technology-utilizing services that facilitate economic progress and sustainable national development.

Finally, the Ministry of Transportation and Infocommunication will remain committed to improving the well-being of the people through the provision of efficient and integrity-based services.

In line with Wawasan Brunei 2035, this ministry also strives to strengthen public service systems through various planned initiatives and activities to fortify transportation and infocommunication infrastructure and expand digital services. These efforts are crucial in supporting sustainable economic growth and ensuring the overall well-being of the Brunei community.

First and foremost, kaola would like to express gratitude to Yang Berhormat Yang Di-Pertua for the opportunity given to kaola to present comments regarding the proposal paper on the Supply Bill (2025), 2025/2026, and kaola would also like to express highest respect to Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd. Amin Liew bin Abdullah, Minister in the Prime Minister's Office and Minister of Finance and Economy II, for presenting the proposal paper on the Supply Bill (2025), 2025/2026. Kaola confidently express full support for this effort, which reflects the ongoing commitment towards the country's progress and well-being.

Kaola’s comments will be more focused on the budget of the Ministry of Primary Resources and Tourism. The proposed allocation supported for the Ministry of Primary Resources and Tourism for the Financial Year 2025/2026 amounts to BND107.45 million, which includes BND70.68 million under regular expenditure allocations to finance emoluments totaling BND41.55 million; and recurring expenses amounting to BND29.13 million. For the RKN12 project, a plan costing BND284.96 million is allocated, of which BND36.77 million has been supported to be provided under Development expenditure allocations for the Financial Year 2025/2026.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. The key emphasis in the appropriation proposal provided for the Ministry of Primary Resources and Tourism for the Financial Year 2025/2026 is to focus on the planning and execution of programs and initiatives aimed at efforts to:

Firstly, support the growth and increase of industrial output in the food sector;

Secondly, support the growth and development of the tourism industry; and support the development and conservation of forest resources, not just towards environmental conservation but also to contribute towards the country's economic development.

In supporting growth and increasing outputs from the food sector and ensuring the country's food security, it not only focuses on efforts to increase outputs from primary commodity activities but also emphasizes efforts to increase outputs from processing and value-added activities based on agriculture and fisheries, including strengthening the entire ecosystem and value chain related to this industry.

Domestic food production will continue to be intensified through ongoing planning and implementation by the ministry and relevant agencies. With close collaboration, entrepreneurs as the main players of the industry, and the Whole-of-Nation and Whole-of-Government approaches, the challenges of this sector can be addressed, God willing, while exploring new opportunities.

Throughout 2024, various initiatives have been implemented, and future success depends on everyone's commitment. Yang Berhormat Yang Di-Pertua and Your Honourable Members, the main focus of the allocation usage for this year will be aimed at upgrading and providing basic industry infrastructures where it's hoped all agricultural and fisheries development areas have sufficient and conducive electricity, water supply, and drainage. This is to facilitate entrepreneurs in starting and expanding businesses in contributing towards food security.

Apart from that, funds are also allocated to encourage the use of modern technology in agriculture and fisheries to increase farm productivity. Efforts are also being strengthened to practice good farm governance and attract more new entrepreneurs, especially the youth, to this sector.

Priority is also given to capacity and capability enhancement programs for departments as competent authorities, especially in food safety and quality as well as market access. This includes the provision of recognized reference laboratories and trained experts to meet international standards such as Brunei Good Agricultural Practice, Brunei Good Aquaculture Practice, and HACCP.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, this focus and emphasis align with the Food Industry Roadmap that serves as a foundation to drive growth and increase food sector outputs, particularly halal, safe, and quality food products.

With positive developments and growth in outputs and the strengthening of the overall ecosystem and value chain related to the industry under this food sector, it can significantly contribute to an increase in GDP, food security, and the growth in the country's export quantity and value.

This ministry has also introduced Regenerative Agriculture, which is hoped to enhance the productivity of crop yields by restoring soil fertility through the use of farm manure compost, while diversifying biodiversity and producing quality crops without compromising natural resources.

To strengthen the country's rice and paddy production, the Ministry continues to conduct research to identify superior rice varieties that are high-yielding and meet consumer preferences. The Ministry of Primary Resources has signed a memorandum of understanding with the Ministry of Agriculture and Rural Affairs, People's Republic of China on 25 December 2024, which includes the proposal for establishing a Hybrid Rice Research Centre and facilitating the supply of hybrid rice seeds to the country.

In terms of export, since the end of 2023, we have successfully exported 22 million chicken eggs valued at around $4 million to the Republic of Singapore. Additionally, we successfully exported processed meat-based products to Sabah, Sarawak, and for the first time to the Republic of Singapore in December 2024. Overall, the value of agriculture and food exports reached around $5 million, which is a 72% increase from last year.

These efforts towards encouraging and increasing exports will continue to be carried out, among others, through the Export Drive Initiatives program.

Furthermore, apart from the Primary Industry, the Ministry, in collaboration with other agencies such as the Brunei Economic Development Board, through the Capacity Enhancement Programme is actively working to develop the agri-food industry, including involving home-based companies. This effort aims to encompass the entire food industry value chain so it can be explored and benefited within this country.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Furthermore, to support the growth and development of the tourism industry, the Ministry is in the process of preparing and updating the strategic direction and identified initiatives to be implemented as outlined in the Tourism Industry Roadmap.

With the given allocation, the Ministry will continue to emphasize efforts towards developing, diversifying, solidifying, and promoting tourism products based on culture, nature, and adventure; in addition to ensuring facilities, infrastructure, and the provision of tourism services will continue to be enhanced, to attract and increase the number of tourists to the country.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, in terms of promotion and marketing, several project initiatives and events have been implemented such as organizing the Brunei December Festival, Brunei Gastronomy Festival, Kenali Negara Ketani, Local Product Expo, and Mid-Year Conference and Exhibition. The Ministry has also participated in exhibition events or expos and networking sessions abroad, such as the Republic of Korea, Republic of Singapore, Japan, and recently in the Republic of Indonesia and also Miri, Sarawak.

Aside from that, the Ministry also promotes Negara Brunei Darussalam as an attractive tourist destination by inviting social media influencers; and also organizing familiarization visits with travel agents from targeted overseas countries. Among the specific tourism products focused on are educational tourism, golf, Islamic, birdwatching, and diving. The Ministry also collaborates with online travel agents like TripAdvisor, Expedia, and Agoda to allow customers to make direct room bookings.

In terms of product development, among the Ministry's efforts in enhancing attractions and diversifying tourism products is providing an online tourism product directory, ExploreBrunei, to assist local travel agents in developing more attractive activity and tourism product packages.

Further from the workforce and capacity building aspect, various courses and training have been initiated to further enhance the achievement and quality of services provided to tourists. Among others are the Basic Birdwatching Specialized Tourist Guide Course, Ulu Temburong National Parks Trail, Bandar Seri Begawan Heritage Trail, Knowledge Training in Storytelling. As a further strategy, briefings and roadshows are also organized in educational institutions, and Competency and Career Pathways are also mapped out under the Manpower Industry Steering Committee for Hospitality and Tourism to attract more locals to get involved in the tourism industry.

Additionally, National Development Plan projects and Public-Private Partnership projects have also been implemented to provide and improve infrastructure in tourism destinations in this country. For instance, installing information boards at tourism destinations and signboards along highways and village roads to facilitate visitors and enhance tour guides' knowledge.

The Ministry and stakeholders like the Brunei Economic Development Board and foreign embassies in the country will continue efforts to attract Foreign Direct Investment involvement especially in the development of new and existing tourism products and offerings. Currently, the Ministry is reviewing two proposal papers received involving Public-Private Partnership and Foreign Direct Investment.

Moreover, the ministry is also collaborating with airlines such as Royal Brunei, AirAsia, Singapore Airlines, and new airlines to strengthen air connectivity in order to increase the number of tourists to Negara Brunei Darussalam.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, in supporting the development and preservation of the country's forest resources, the ministry will continue to emphasize forest conservation efforts to support sustainable development, the National Forestry Policy, and the National Climate Change Policy. This ministry remains committed to supporting forest resource conservation for the Greening and Forest Rehabilitation Program aimed at enhancing the forest's capacity as a carbon sink.

Since 2020, cumulatively, a total of 185 thousand trees have been planted, achieving 37% of the target to plant 500 thousand trees by 2035. This ministry is also implementing various initiatives to explore carbon trading potential in increasing government revenue collection including feasibility studies on forest carbon projects, forest resource inventory projects, and also collaboration with relevant parties like the Brunei Climate Change Secretariat. This initiative supports the sixth strategic initiative, carbon pricing, under the National Climate Change Policy for Negara Brunei Darussalam.

To expand the timber industry towards increasing forestry sector resources in GDP, the downstream and value-added timber industries will focus on enhancing the supply chain. From the premier industry through the use of local timber for processing. Since 2022, timber product expos have been organized to introduce and promote local timber products. The Ministry also launched the Brunei Wood Product logo during the 2024 Timber Product Expo aimed at recognizing high-quality local timber products and subsequently ensuring their acceptance in local and overseas markets, with emphasis on using timber material supplied from sustainable and traceable forest sources.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, kaola would also like to express appreciation to Your Honourable Members and welcome the proposals debated last Tuesday. Among others from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Awang Haji Suyoi bin Haji Osman, who recommended the importance of sufficient allocations for advancing agricultural fields and providing infrastructure facilities such as water supply, electricity supply, drainage, marketing, sewerage, financial subsidies, research and development, and allocations to assist the food industry such as rice production, livestock, and others. Besides the food industry, Yang Berhormat also proposed regarding sufficient allocations for the tourism industry requiring attractive destinations and packages, efficient public transportation facilities, as well as accommodation, dining facilities, and tourist conveniences at other locations to be provided.

Yang Berhormat Awang Lau How Teck proposed suggestions concerning the agricultural sector especially a more comprehensive national food security action plan including strategic studies on agricultural land that holds potential for enhancing more efficient irrigation systems and technology use in agriculture.

Additionally, Yang Berhormat Dayang Hajah Rosmawatty binti Haji Abdul Mumin also suggested a study of the supply chain with a focus on a particular food product brand and identifying solutions to enhance efficiency and reduce costs.

Meanwhile, Yang Berhormat Awang Zainol bin Haji Mohamed proposed that the government introduce special incentives for local entrepreneurs wanting to venture into the tourism sector including in developing homestays, ecological tourism services, and community tourism programs. In regard to the above proposals, the ministry will ensure that the allocations provided are optimally utilized for the provision of adequate infrastructure in agricultural and fisheries development areas. As kaola mentioned earlier, research and development activities will also be implemented including the proposed establishment of a Hybrid Rice Research Centre in this country.

This ministry is also drafting a food security assurance action plan including the supply chain with relevant agencies. Additionally, financial allocations have also been made to enhance promotional activities, strengthening tourism products in this country. Regarding the proposal to introduce special incentives to local entrepreneurs wanting to venture into the tourism sector including developing homestays, ecological tourism services, and community tourism programs. Actually, if managed commercially not just as social events, these activities can yield profitable returns and do not require financial incentives from the government.

Yang Berhormat Yang Di-Pertua and Your Honourable Members, any proposals stated by Your Honourable Members earlier, the ministry takes note of them and will study further the suitability and those proposals for consideration into this ministry’s implementation plan. The Ministry of Primary Resources and Tourism along with its departments are deeply committed to continuing existing programs and formulating new strategies to enhance production in agriculture, fisheries, forestry, and tourism sectors. Efforts are being intensified to attract more entrepreneurs including GLC’s and foreign direct investors and encouraging them to be progressive, spirited, and integrate modern technology and good governance. Bismillahir Rahmanir Rahim. Yang Berhormat Yang Di-Pertua, Your Honourable Members. Assalamualaikum warahmatullahi wabarakatuh dan Salam Sejahtera. Firstly, kaola would like to express the highest appreciation and thanks to Yang Berhormat Yang Di-Pertua for the opportunity given to kaola to provide comments on several issues raised by some Your Honourable Members during the policy debate session on Tuesday, 3rd Ramadan 1446 corresponding to 4th March 2025 and Wednesday, 4th Ramadan 1446 corresponding to 5th March 2025 relating to the Ministry of Culture, Youth and Sports.

Peramba, kaola, I would like to extend the highest gratitude and express many thanks for the questions posed. Firstly, regarding the actions of the Ministry of Culture, Youth and Sports towards empowering and involving the youth in shaping the economic future of Brunei Darussalam raised by Yang Berhormat Dayang Chong Chin Yee. The ministry’s approach in continuing efforts to enhance programs for generating aspiring and visionary youth as pioneers of national development is based on increasing empowerment, strengthening, and inclusive involvement of youth grounded on the concept of Melayu Islam Beraja, MIB.

First, youth empowerment continues to be a priority through various initiatives in skill training, leadership, identity building, entrepreneurship incubation, and provision of micro grants to enhance their employability in securing meaningful jobs and starting entrepreneurial ventures. These efforts are managed by the Youth Development Centre, Pusat-Pusat Bahagia, Outward Bound Brunei Darussalam, and also the National Service Division. The effectiveness of this program is seen through the employability rate of Youth Development Centre trainees, which has reached 78%, with 61% successfully finding employment, 5% venturing into entrepreneurship, and 12% continuing their studies to higher levels.

In addition, this year, 15 alumni of the National Service Program or PKBN have been qualified as instructors for the first series, signifying the program’s success in producing competitive young individuals ready to contribute to society.

Secondly, youth strengthening is also prioritized by providing opportunities and platforms for them to be directly involved in decision-making processes, policy drafting, and youth development strategy formulation. In this regard, mechanisms such as Instagram, youth hubs, youth dialogues and forums, the National Youth Congress, and Youth Town Hall play a key role in forming the National Youth Policy and Strategy 2020 - 2035, which forms the basis for the action plan and comprehensive youth development direction.

To ensure that the National Youth Policy and Strategy action plan or DBNS remains relevant to current developments, youths are also involved in the review process and implementation monitoring to ensure that the policies and initiatives outlined genuinely meet their needs and aspirations. Additionally, the involvement of some Your Honourable Members as Members of the National Assembly Council is also an example of youth involvement and recognition in helping the government in policy formation and drafting in the country.

Concerning the National Youth Congress, inshAllah, it is planned to be carried out at the end of 2025 to evaluate the implementation of the 2019 National Youth Congress resolution and prepare new resolutions to assist in planning the National Youth Policy and Strategy action plan for 2026 to 2030.

Alhamdulillah, Youth Town Hall or YTH is also another successful initiative implemented by the Youth Professional Network, YPN, which remains an important platform for youths to voice opinions and contribute to national development. All these initiatives align with the Youth Development Index study conducted by the Centre for Strategic and Policy Studies, CSPS, which will produce an assessment review of the National Youth Policy and Strategy implementation for the 2020 - 2035 period and the action plan's impact for the 2020 - 2024 period.

Thirdly, active youth involvement in leading youth development initiatives or programs continues to show a remarkable increase. This is a result of the close collaboration of youths supporting the ministry's abiskaola and the nation's goals, for example, youth participation in volunteer activities during the Day of Action, DOA, has seen an increase of 29% with the involvement of 9,000 youths compared to 7,728 youth involvements in 2024. Furthermore, more than 12,000 youths participate each year in various awareness campaigns, including Mental Health campaigns, religious events, green innovation, climate change, and youth identity, along with activities related to cultural heritage, arts, and creativity.

Peramba/kaola/I also want to share a recent example where, during the country's recent flood disaster, youth volunteers showed a high spirit of caring by spending time and working together with the government and non-government organizations, such as Youth Volunteers and the Brunei Off-Road Unit, PKTLB. Through this joint effort, they successfully delivered food aid, namely food rations, to those in need, reflecting the youth's volunteerism spirit and concern in assisting affected communities. All these were successfully conducted with short-notice notifications. It was successfully executed with strong and solid cooperation between the government, youth associations, and the Brunei Off-Road Unit.

Regarding the action of providing a youth development fund, the ministry abiskaola welcomes this proposal, which will be further reviewed in detail. I am pleased to share that this ministry has allocated a total of $70,000.00 in the Financial Year 2024/2025 under the PERKASA Scheme for capacity-building programs led by youth. This ministry will enhance efforts, and socialize this scheme to attract more youths to become motivated and active in organizing youth development programs.

Yang Berhormat Yang Di-Pertua and Your Honourable Members. Subsequently, kaola notes and welcomes the proposals put forward by Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin regarding efforts to maximize the use of sports complexes, specifically soccer fields, to generate national income and also the proposal put forward by Yang Berhormat Awang Abdul Aziz bin Haji Hamdan regarding updating the rental rates of sports facilities.

This is in line with the continued efforts of the ministry abiskaola to ensure that sports facilities provided can be optimally and efficiently utilized by the public, thereby enhancing the quality of services provided by the Ministry of Culture, Youth and Sports and departments under it. In particular, work related to the maintenance and upkeep of sports infrastructure under the ministry abiskaola's control.

For the information of Your Honourable Members, there are 17 soccer fields, including shared-use fields under the control of the Youth and Sports Department and the Ministry of Culture, Youth and Sports. These fields are indeed used optimally, always kept in good condition, and leased in an orderly manner. However, the ministry abiskaola remains committed to exploring the best methods to further enhance the usage of soccer fields under its control to benefit the community and generate income for the government.

In this effort, the ministry is exploring new opportunities to optimize soccer fields' usage through privatization methods or PPP, allowing identified fields to be used more strategically. Several potential soccer fields or sports complexes have been identified to be offered for privatization projects to certain private parties or organizations for sports activities, tournaments, and more systematic sports development programs.

Furthermore, the ministry abiskaola is also in the process of updating the rental rates of soccer fields, including sports complexes, to ensure that the rates charged are reasonable and appropriate for the facilities provided. This updating also considers various factors such as maintenance costs, the level or standard of the facilities provided, and the added value that can be offered to users while also encouraging the public and youth to engage in sports towards a healthy lifestyle.

This step aims to ensure that the rent rates charged are suitable and competitive, indirectly contributing to the generation of government income that can eventually be used to upgrade and maintain existing facilities to always be in good condition and comfortable for use.

In line with this, the coordinated efforts of the ministry abiskaola in improving the quality of service and management of sports facilities, this ministry is also actively carrying out the upgrading of sports complexes, including halls and fields with the potential to be subject to more competitive rental rates. This initiative not only enhances the quality or standard of the facilities provided but also plays a role in supporting more sustainable and comprehensive sports development.

Additionally, this ministry is also exploring other opportunities and strategies to expand the use of sports complexes and soccer fields by involving more private sectors, local football clubs, or youth football academies in leasing soccer fields for training and tournaments more systematically, following existing requirements.

This ministry will also continue collaborating with other stakeholders such as football associations, educational institutions, and the corporate sector to ensure these facilities can be utilized more structurally, making sports complexes and soccer fields under this ministry’s control a platform to identify and develop local athletic talent.

The ministry abiskaola will remain committed to ensuring that existing sports facilities are used optimally while providing positive returns to the country and benefits to the community in contributing to a sustainable increase in government revenue.

Regarding the question posed by Yang Berhormat Dayang Hajah Safiah binti Sheikh Haji Abd Salam concerning poverty levels in the country and efforts undertaken for this group.
