In the name of Allah, the Most Gracious, the Most Merciful. Peace and blessings of Allah be upon you.
Alhamdulillah, we are grateful to Allah Subhanahu Wata’ala for His bountiful Grace, we can gather together this morning for the second day of the First Meeting of the 21st Legislative Session of the Majlis Mesyuarat Negara. Blessings and peace be upon our Great Prophet Sayyidina Muhammad Sallallahu ’Alaihi Wassalam, his family, his companions, and his loyal followers until the end of time.
Your Honourable Members, with the blessing of Allah Subhanahu Wata’ala, yesterday morning, and the good fortune of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, Official Opening Ceremony of the First Meeting of the 21st Legislative Session of the Majlis Mesyuarat Negara was successfully completed by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan Negara Brunei Darussalam. This assembly wholeheartedly wishes to express its deepest gratitude for His Majesty's gracious presence and for delivering a decree at the event.
Alhamdulillah, since I begin to speak this morning, please allow me to quote a few relevant excerpts from His Majesty's decree. The decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam is indeed very meaningful and contains much advice and guidance for all Your Honourable Members in carrying out the responsibilities and trust given with utmost sincerity, dedication and commitment.
Indeed, His Majesty harbors high hopes for the Members of the State Legislative Council to play a role in debating key issues, including providing feedback on every government policy to truly achieve a positive impact on the welfare of the people. His Majesty also expressed hope that the State Legislative Council meetings would continue to consult honestly, think creatively, and act strategically.
Therefore, Your Honourable Members are hoped to work together and make the State Legislative Council a platform for generating constructive and positive thoughts in jointly bringing development and progress to the country for the welfare and well-being of the people and residents of this nation.
Alhamdulillah, we express our highest respect for the leadership, integrity and wisdom of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, who always shows concern and follows the developments of the State Legislative Council.
In this regard, Kebawah Duli Yang Maha Mulia has decreed that the meetings of the State Legislative Council be held twice a year starting this year. This involves updating the procedures and work processes according to the standing orders for each member to fully implement.
This change is expected to further strengthen the effectiveness of the meetings through more organized, focused, and continuous discussions. The standing orders should be respected and fully adhered to by all parties concerned to uphold the integrity and dignity of the State Legislative Council as an important platform for sharing views between the Government and the people of this country.
In this connection, we also uphold and highly value His Majesty's forward-looking vision that identifies the need for drafting a code of ethics for the Members of the State Legislative Council. This will certainly strengthen the professionalism of the Members of the State Legislative Council and enhance the integrity of the State Legislative Council as a strong institution.
Alhamdulillah, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam also decreed several matters related to the country's development agenda. His Majesty has endorsed the update of the existing service charge policy for permanent residents who do not have citizenship status or are stateless to be provided with healthcare services as given to citizens of Negara Brunei Darussalam. This clearly reflects His Majesty's high concern and care for the welfare of the people and residents of this country.
Regarding the economy, we are grateful that the efforts and initiatives implemented by the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam in diversifying the economy have also shown encouraging results.
However, efforts to further accelerate economic growth and increase economic diversification must be intensified, taking into account the significance of technological advancement. All of this requires the views and thoughts of Your Honourable Members of the State Legislative Council to consider strategically important issues to be raised through structured and focused consultation and deliberation in constructive debates in this noble assembly as well as outside it.
At the same time, the concerned parties should carefully consider and scrutinize the proposals and opinions put forward solely for the interest of the people and the country.
Certainly, the effort towards achieving Brunei Vision 2035 depends on the dedicated efforts and continuous cooperation of all parties and all levels of society to act and unite as a nation or a whole-of-nation approach.
Your Honourable Members, allow me now to conclude this speech with a quote from the constitutional poem which I deem can be an inspiration and a guide to enliven the discussion atmosphere in this noble assembly.
Focus the heart on the nation, dear comrades sincerely together, united in consensus performing duties, for the welfare of the people of the land.
Your Honourable Members. With pure intentions and guided by a steadfast spirit towards national development, I am of the view that our discussions in this noble assembly can be conducted well solely for the benefit of the country we love.
May all sincere efforts made with dedication yield the results we all desire, Insha-Allah.

I believe all Your Honourable Members will be able to study further the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam that was granted during the Official Opening Ceremony of the First Meeting of the 21st Legislative Session of the State Legislative Council in the following matter.

Yang Berhormat Pehin Yang Di-Pertua, kaola would like to propose a motion that reads, this council agrees to approve a motion to wholly express the highest gratitude to His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for His Majesty's presence at this council and for the speech by His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah. Thank you, Yang Berhormat Yang Di-Pertua, kaola would like to continue the speech.
Bismillahir Rahmanir Rahim., Alhamdulillah (prayer reading). Assalamualaikum (prayer reading). The translation is, 'Enlarge my heart and make my work easy for me, and loosen the knot from my tongue so that they may understand my words.'
Yang Berhormat Yang Di-Pertua. Kaola is grateful to Allah Subhanahu Wata'ala for His mercy and permission that kaola is able again to speak in this honorable council. In this regard, kaola expresses gratitude to Yang Berhormat Yang Di-Pertua for the opportunity given, hopefully fulfilling the intention and purpose to propose as kaola submitted earlier.
Indeed, Yang Berhormat Yang Di-Pertua, in the Official Opening Ceremony yesterday, we have listened attentively to the strategic matters that His Majesty has decreed, which Yang Berhormat Yang Di-Pertua has summarized earlier. It pertains to this National Assembly, where His Majesty is pleased, which is important, to express the highest appreciation for the commitment shown to Your Honourable Members in advancing the national development agenda through dialogue sessions, discussions, and work visits as an important platform for sharing views between the government and the people of this country.
In kaola's view, the commitment of Your Honourable Members mentioned by His Majesty is very strategic in relation to His Majesty's efforts and hopes for progress for the effectiveness of the National Assembly as provided in the national constitution, with its interim implementation as it is now being unique. Its uniqueness, however, does not diminish its function as a discussion platform, which is open discussion as we have now in this Council.
This aligns well with the progress of the National Constitution Amendment 2004, the enactment of which with a signing ceremony took place on 14 Syaaban 1425 corresponding to 29 September 2004. Strictly speaking, the method or system of the National Assembly discussion as implemented now is a cautious step before advancing further steps. In this cautious process is wisely introducing reasonable reforms such as increasing the frequency of this council meeting to twice a year, starting this year, which was consented by His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam and also includes updating the procedures and working processes according to the council's Standing Orders for each member to fully practice. Besides that, His Majesty also sees the need for drafting a code of ethics for the council members in executing duties effectively and with high integrity.
Yang Berhormat Yang Di-Pertua. Regarding this National Assembly, kaola would like to refer to the speech of His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam at the Signing Ceremony of the National Constitution Amendment 2004, where His Majesty stated with confidence that "I believe the people and inhabitants of Negara Brunei Darussalam have high hopes for the government in all matters related to their future..."
Therefore, let us together preserve peace and enhance well-being and always ensure that the stability enjoyed so far is well-maintained." Therefore, in kaola's view, the high appreciation from His Majesty to Your Honourable Members is for the commitment they have shown in advancing the national development agenda through dialogue sessions, discussions, and work visits as an important platform for sharing views between the government and the people of this country.
This means such commitment indicates Your Honourable Members are playing a role in strengthening the consultation method that meets the spirit of syura, which is consultation or discussion in a manner and spirit of seeking to resolve issues to obtain sturdy, beneficial, and well-received decisions for this interest.
Such is syura or consultation according to our religious teachings, Yang Berhormat Yang Di-Pertua, and indeed it is already entrenched in the Bruneian culture and way of life. Allah Subhanahu Wata'aala has ordained on this matter (Quranic verse read) meaning: "and affairs are settled by mutual consultation among them" Surah As-Syura, Ayat 38. Meaning Allah Subhanahu Wata'aala acknowledges that a society wishing for goodness for themselves manages matters with consultation in the spirit as elaborated by His Majesty in yesterday's speech.
Furthermore, another verse mentions in Surah Al-Imran, Ayat 159 (Quranic verse read) 'consult them in affairs in that time, in matters of warfare and worldly affairs.' This is the recognized interpretation concerning this verse. Then when you (al-muhatab, addressing Rasulullah) after consulting, have made a decision, put trust in Allah for its execution.' Meaning our affairs that desire goodness are through consultation, firstly, and secondly, the Prophet is ordered to consult over significant matters like warfare and including worldly matters.
Thus in the meeting, when diverse thoughts emerge, idea development, even leading to dispute or disagreement, the final authority is given to Rasulullah Sallallahu Alaihi Wasallam, (Quranic verse read) So the resolution is given to the ruler after Rasulullah Sallallahu Alaihi Wasallam and His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam according to the Constitution holds such decision-making power if a matter cannot be settled unanimously or by majority decision; it is then deferred to His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam in accordance with this verse's command.
Therefore, despite the interim consultation method being implemented now for quite some time before the National Constitution Amendment 2004, Brunei already had a constitution, a written constitution since 1959, containing such elements.
Its former and current appearance seems unique, and though seen as similarly unique by others outside, while people outside might compare with our situation within. But we say this is Brunei's uniqueness and distinctness, what is seen and experienced outside should not diminish the council's value or question its importance and utility due to this uniqueness as this is Brunei.
Because while we observe and understand the consultation system of others, assessing its suitability for their respective people and nations, certainly, their socio-political conditions differ from us in Brunei.
Nonetheless, we are grateful, Pehin Yang Di-Pertua. Our small yet sovereign Brunei, with a population not reaching a million or even half a million. If comparing, our population of over 450 thousand, not reaching half a million, 500 thousand compared to some countries outside Brunei.
Our population under 500 thousand is akin to the voters in a particular voting area in a country with a large population. Our 450 thousand, if broken down into sections here for whatever political mileage in discussions, could lead to perpetual disagreements with neighboring areas. Due to how we are within.
Yang Berhormat Pehin Yang Di-Pertua, we in this council wisely acknowledge that our National Assembly is amidst progress and development. In this process, it is wise to remain cautious, continuing to use existing grassroots organizational structures like Mukim and Village Consultative Councils, social and cultural organizations, welfare and even volunteers, all are existing grassroots. In developing this council's consultation, materials can be sourced from or using the existing organizational structures.
Not only should the appointed members utilize these existing channels, but we honorable members in this council, now and for future official members to follow, should participate, heeding the guidance from His Majesty in operation on the ground with integrity, capability while openly thinking, consulting orderly, and acting proactively for the country's benefit.
Yang Berhormat Pehin Yang Di-Pertua. Regarding the economic position, kaola will address directly, Pehin Yang Di-Pertua. His Majesty has decreed that efforts to diversify the economy have begun to yield encouraging results. His Majesty cited statistics showing the Gross Domestic Product (GDP) contribution by the non-oil and gas sector increased prominently, with an average growth rate from 2017 to 2023 of 4.3% annually. In addition, during this period, growth in the service sectors contributed by trade and commerce activities experienced an annual average increase of 2.5%. With this, His Majesty stated confidence, Insha'Allah, we will continue to drive economic growth through new economic activities generating additional activities in the downstream oil and gas sector, making the country a hub for chemical manufacturing and food sector while exploring energy transition activities toward a sustainable environment.
Yang Berhormat Pehin Yang Di-Pertua certainly such progress is a delight. Nevertheless, as His Majesty decreed, we cannot be complacent, which kaola understands as not being content with what has been achieved, though it is accepted with gratitude to Allah Subhanahu Wata'ala for His blessings to Brunei and all its creatures. Meaning we accept it up to a point, but we are not fulfilling the gratitude intended by Allah Almighty with His decree, Allah Subhanahu Wata'ala Surah Ibrahim Ayat 7.
Meaning Allah Almighty prepared what's on earth, fortunate to have oil beneath Brunei's lands and waters, already bringing benefits since the end of the 20s and the early 30s. Our country Brunei has enjoyed its benefits.
The abundance was significant for our limited population then, and how was this abundance utilized? At that time, executive power was not with Brunei. Thus, according to some historical analyses, those in power were foreign, hesitant to utilize this abundance to develop Brunei.
Firstly, according to their analysis, fear lingered that Brunei might become impoverished again, burdening them to bear its debts, hence the cautious savings. But, Alhamdulillah, with governance change to a Ruler, His Royal Highness Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien in the 50s, started changing that landscape.
The transformation was not drastic, as hoped. History also shows that Al-Marhum was cautious, not in spending, keen to stall executive desires to bring foreign involvement under development pretexts like infrastructure improvements needing foreign expertise or estate improvements. Perhaps Al-Marhum had experience observing neighboring countries.
If then, there was foreign influx becoming inhabitants, unlike the current situation. Our condition may have mirrored what is seen outside. So, Al-Marhum limited development to mosques, SOAS school, SMJA school, some rural schools, and health service provision. Aligning with Allah Subhanahu Wata'ala's expectations, wealth from Allah's blessings in Brunei, like oil, then in the 70s, gas, is used optimally.
If so, blessings not wasted, misused or, worse, through illegitimate means, then consequences will emerge as Allah Subhanahu Wata'ala warns, ungratefulness to blessings leads to adverse outcomes for receivers.
Thus, recognizing the progress until now, Alhamdulillah, His Majesty rightly decreed not to feel complacency with what exists as Allah Subhanahu Wata'ala directs, be grateful in the sense of utilizing well without waste. Hence industries like Muara, Liang, and others along with diverse efforts.
This adds value to existing resources. Even though His Majesty cited statistics, we still rely on oil and gas revenue, but reliance per statistics, forgive me should there be errors in number usage within this speech, meaning over the past 13 years from 2010 to 2023, GDP share by the non-oil and gas sector in 2010 was 36.3%. While the oil and gas sector exceeded 60% at 63.7%. Ten years later, in 2023, the non-oil and gas sector increased to 52.7% and oil and gas sector to 47.3%.
Consequently, economic undertakings result in our current economic position. Alhamdulillah, Yang Berhormat Pehin, I reiterate my confidence in such dialogues outside these settings that Brunei, Alhamdulillah, enjoys a new, educated generation courtesy of an open educational model nurturing knowledge, discussing various ascendance paths in professional knowledge, not solely religion, propelled by professionals shaping Brunei leading up to 2035 and beyond.
These individuals need educational nurturing to fully commit to Brunei's ideals as found in Al-Marhum Sultan Haji Omar 'Ali Saifuddien's hymn.

Such commitments are sought from future generations beyond Al-Marhum Sultan Haji Omar 'Ali Saifuddien's verse and several decrees pronounced by His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, the son of Al-Marhum Sultan Haji Omar 'Ali Saifuddien currently reigning.
Yang Berhormat Pehin, kaola extensively spoken, hence no further comments on other matters since Yang Berhormat Pehin succinctly summarized, believing colleagues here and associates elsewhere supporting this Motion will address remaining concerns, especially aligning Yang Berhormat Pehin's speech highlighting Baginda's leadership and concern for citizens and the nation.

Yang Berhormat Pehin Yang Di-Pertua and Honourable Members, when we ponder upon the essence of His Majesty's speech during the Official Opening Ceremony of the First Session of the 21st Legislative Council, it contains wisdom and a significant impact that is highly valuable and should be upheld and celebrated as inspiration, guidance, and direction in jointly realizing His Majesty's noble aspirations which are insightful and relevant across various perspectives in the agenda of dynamic and sustainable socio-economic development directed towards strengthening and enhancing the quality of life, welfare, and well-being of the citizens and residents in this country in line with driving the country's achievements toward Brunei Vision 2035.
Yang Berhormat Pehin Yang Di-Pertua and Honourable Members, on behalf of the Appointed Honourable Members and personally, with full respect and reverence, I express the highest appreciation and gratitude for His Majesty's recognition and trust as expressed in His Majesty's speech acknowledging the commitment to jointly advancing the country's development agenda through dialogue sessions, consultations, and working visits as important avenues for sharing views between the Government and the citizens of this country.

In this matter, kaola fully support and further consider the increased frequency of the Legislative Council Meetings to twice a year as a positive transformation providing wider opportunities to voice any opinions and ideas in discussing more focused social issues of policies with a more comprehensive approach. This approach could, Insya-Allah, result in a positive impact or the best decision solely for the national interest.
Additionally, this approach also allows to follow-up on any developments or implementation processes of government policies, projects, initiatives, and programs to ensure they can be implemented according to the planned framework and timeline.
Any arising issues or problems causing delayed implementations will be discussed to identify their root causes and find resolutions so that they do not affect the interest, well-being, and welfare of the citizens and residents in this country.
Kaola also believe that this renewal and update in the Legislative Council intended will, Insya-Allah, enhance the image and performance of the Legislative Council.
Yang Berhormat Pehin Yang Di-Pertua and Honourable Members, regarding the national economy, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, in his speech mentioned the performance of various economies has shown encouraging results.
Among others, the progress includes the downstream oil and gas business sector which has experienced extraordinary growth with a GDP contribution increase from 136 million ringgit in 2017 to 1,241 million in 2023. Clearly, the expansion of the petrochemical industry has produced products such as petroleum, methanol, and urea as major drivers.
Additionally, the economic sector has also recorded an increase from 148.5 million ringgit in 2017 to 1,720 million ringgit in 2023, with an average annual growth of 2.5% contributed by trade and business service activities. In this regard, Alhamdulillah, we are grateful to Allah Subhanahu Wata’ala, as the country's economic performance has gradually shown positive growth, and the government continues to strive to further stimulate more economic and business activities that generate spin-off effects not only to local entrepreneurs but also create local employment opportunities, ultimately enhancing the country's economic growth rate and Gross Domestic Product.
His Majesty further emphasized the need for transformation in enhancing productivity and national results across sectors such as agriculture, transportation, education, health, tourism, security, and public services as well as new industries considering the rapid pace of technology.
Kaola regard, in responding to His Majesty's speech, it is very important for the relevant agencies to pay attention to their respective sectors to continue reviewing and evaluating the strategy for existing initiatives to be transformed not only towards ensuring more remarkable efficiency and effectiveness but also capable of enhancing more sustainable national productivity and results.
For success, it certainly requires cooperation, uniformity, and policy alignment among relevant agencies considering an integrated and holistic approach that is more efficient, effective, and facilitative in alignment with the whole-of-government approach.
Yang Berhormat Pehin Yang Di-Pertua and Members of the Legislative Council, Honourable Members, in this chamber, kaola wish to touch specifically on the importance of the tourism industry which was also addressed in the speech by His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, it is identified as a potential sector in the economic blueprint to significantly impact the national economy.
This not only has the potential to expand other stream industries such as transportation, hospitality, services, local products, food and beverages, but also to increase more employment opportunities. Besides, it is capable of generating income not only for the government but also for traders and the public.
Other ASEAN countries have been actively and vigorously competing by aggressively promoting tourism realizing the potential of this sector to boost income and subsequently solidify a more robust economy. Relevant stakeholders should take more serious steps and aggressive measures to enhance tourism industry promotion in this country. Moreover, this country has its unique advantages and strengths from aspects such as its peaceful, stable conditions, environment, safety, and unique traditional culture as well as attractive eco-tourism.
However, it is observed that the tourism sector in Brunei has not been fully optimized by all relevant sectors especially government agencies, private sector, and non-government but solely dependent on the role of the Tourism Development Department, Ministry of Primary Resources and Tourism.
The tourism growth plan in this country reflects the country's great potential to attract more tourists. Therefore, stakeholders must collaborate and fully support by taking a whole-of-government approach to jointly aim towards the desired direction to enhance and further develop a more distinguished tourism industry by taking into consideration challenges, including improving public facility infrastructure that is high-quality including accessible and efficient transportation and clean public toilets.
Setting strategies and promotions to attract more tourists to the country, such as through social media and increasing flight connectivity involving many airlines in the country. These are some of the challenges we must face.

Firstly, allow kaola to express the highest appreciation and many thanks to Yang Berhormat Yang Di-Pertua for allowing kaola to join in supporting the motion to humbly express deep gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for His Majesty's attendance at the Official Opening Ceremony of this Majlis Mesyuarat on Wednesday, 26 February 2025, and for his gracious speech during that ceremony, as proposed by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, Menteri Hal Ehwal Ugama.
Alhamdulillah, kaola is grateful to Allah Subhanahu Wata’ala and expresses the highest gratitude to His Majesty for the wise and advisory speech filled with insight, wisdom, and lessons for us to deeply reflect upon, uphold, and use as guidance in performing our duties and responsibilities. This speech also reflects wisdom, authority, and conveys His Majesty’s sincere aspirations, high hopes, and full commitment towards the welfare and wellbeing of the citizens and residents of this country, especially in maintaining national unity, peace, and prosperity through achieving sustainable, resilient, and inclusive economic growth so that its benefits will be felt by all layers of people and residents in this country.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. The gracious consent of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Dan Yang Di-Pertuan of Negara Brunei Darussalam to hold the Majlis Mesyuarat Negara sessions twice a year starting from this year, including updating the procedures and working processes according to the Majlis Mesyuarat (Standing Order), reflects His Majesty's confidence, trust, and high expectations towards the role of this Majlis Mesyuarat Negara as an important platform for sharing views between the government and the people of the country in advancing the development agenda, particularly in discussing main issues that yield positive impacts on people's welfare. Kaola personally fully upholds and supports this gracious consent of His Majesty and believes that, as also aspired by His Majesty, these changes will further enhance the effectiveness of the sessions through more organized, focused, and continuous discussions.
If we deeply ponder, the essence of this speech also calls upon all of us here as members of this assembly to strengthen our resolve, to unite, and work together in supporting and realizing this aspiration as we collectively aim towards the goal of Wawasan Brunei 2035, which aims to see this country remain peaceful, prosperous, and harmonious under the wise and caring leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, with its people always in welfare and happiness.
Yang Berhormat Yang Di-Pertua. Alhamdulillah kaola is grateful to the grace of the Almighty because of His permission and the wise and visionary leadership of His Majesty too, the initiative of the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam to enhance the contribution of GLC joint venture companies and direct foreign investment (FDI) in the downstream industry sectors has successfully transformed the economic landscape of the country positively. Industries like petrochemical and Brunei Fertilizer Industries, which are fully operational in 2022, Alhamdulillah have shown significant progress and contributed towards a multiplied increase in GDP at constant prices and growth in exports in non-oil and gas sectors, in addition to enhancing contributions to trade and business services activities. If we closely examine, these downstream industries have also contributed to opening many new and quality job opportunities for local children, fully impacting increased contributions to secondary industries. Towards that, kaola extends congratulations and appreciation and further welcomes the nation’s continuous efforts in driving new economic growth such as the production of petroleum intermediate derivatives, which will generate additional activities in the downstream oil and gas sector, establishing the country as a hub for the chemical and related sectors. This shows the nation's strategy in utilizing or capitalizing on oil and gas supply sources as an attraction to lure FDI active in downstream industries. Alhamdulillah this has shown encouraging results.
Yang Berhormat Yang Di-Pertua. However, while we are grateful for the existing efforts that have provided such positive outcomes for us, as also advised in His Majesty's speech, the country must continue to transform to increase productivity and national output across other sectors such as agriculture, transportation, education, health, tourism, and new industries. His Majesty's speech directly demands us to always have a forward-looking vision and strive rigorously to explore new opportunities to ensure the country's economy becomes more sustainable, dynamic, and inclusive. Education, health, and tourism sectors, for example, have the potential to be further developed given the existing infrastructure in the country. Towards realizing this, it will certainly require us to scrutinize and introduce feasible new strategies, taking into account current regional and international developments, especially rapidly advancing technology with current and future innovations and creativity. This will certainly add value to the country in designing policies to be developed, including FDI to be attracted and collaboration with interested and relevant parties (strategic alliance), especially from abroad.
To meet this strategy, kaola believes the implementation action plan available in the existing economic blueprint must be strengthened and updated so that it becomes more flexible and dynamic, including efforts to involve all stakeholders, especially the business community, to uphold and support this policy as a practice of the whole of nation approach. Equally important are the frontline institutions considered key for policy formulation and the implementation of national economic growth strategies, especially those responsible for attracting FDI, which particularly need to be strengthened in terms of strategy, expertise, capacity, and resources so that they stand on par with the authority and competence of agencies in other countries in this region that have successfully brought in Foreign Direct Investment in various sectors to their respective countries.
Equally, tourism-friendly policies (connectivity) and the provision of industry-ready infrastructure are crucial to be enhanced to attract more FDI in the sectors mandated. This will not only attract more new Foreign Direct Investment but also an increased number of tourists to this country. Insya-Allah, this will increase inclusiveness and generate ripples and spin-off effects on domestic economic activities, especially in the hospitality, finance, and related services sectors.
Yang Berhormat Yang Di-Pertua, once again kaola expresses support for the motion of gratitude for the presence and gracious speech of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan negara Brunei Darussalam at this meeting's opening ceremony, hoping that we all receive guidance from Allah Subhanahu Wata’ala in fulfilling the entrusted responsibilities. We pray that our contributions in this assembly will be blessed and beneficial for continuity not only for the present generation but also for future generations, Insya-Allah.

First and foremost, kaola express my utmost gratitude to Yang Berhormat Yang Di-Pertua for the opportunity given to kaola to fully support the Motion brought forward by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, Minister of Religious Affairs that this Council agrees to approve a Motion of deep appreciation for the presence of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam and further bestowing a titah in conjunction with the Official Opening Ceremony of the First Meeting of the 21st Legislative Session of the National Council on the previous day, Wednesday, 27 Syaaban 1446 corresponding to 26 February 2025.
Yang Berhormat Yang Di-Pertua, the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam once again emphasizes the important role played by Appointed Members in advancing the nation's development agenda. Alhamdulillah, abis kaola as an Appointed Member express utmost gratitude for the trust of His Majesty in the role of abis kaola in the country's development efforts. Insya-Allah with changes in the frequency of council meetings and updates to procedures and work processes according to the Council Meeting Rules, the role of abis kaola as an Appointed Member will be more competent and effective. Kaola welcome the drafting of a code of ethics for Council Members for the National Council Meeting's work to ensure orderly and integrity-driven meetings.
Kaola also express gratitude to Yang Berhormat Members by Virtue of Their Office for giving abis kaola the opportunity to attend Muzakarah Sessions with respective ministries and hold transparent and open discussions for abis kaola to bring issues impacting public interest and specific groups solely to share public feedback and exchange views and suggestions to enhance any ministry's policy or action. Through the Muzakarah Sessions, discussions, and visits, abis kaola as an Appointed Member can present public issues and solutions from field visits as collective efforts to find solutions.
Yang Berhormat Yang Di-Pertua, among the contents of His Majesty's titah is the country's achievements in diversifying the economy, where the Gross Domestic Contribution from the oil and gas sector has shown significant progress in terms of growth from 2017 to 2023, that is by 4.3% annually.
We are all delighted and welcome this achievement as a sign that the country is on the right track in its efforts not to rely entirely on oil and gas revenues to maintain and further enhance the prosperity and well-being of the people and residents of this country. It has been proven that with determination, diligent efforts, and strong integrated cooperation from all stakeholders in the government, non-governmental organizations (NGO), and individuals, through the implementation of identified policies and strategies, the country will succeed in its journey towards Wawasan Brunei 2035, Insya-Allah.
Yang Berhormat Yang Di-Pertua, however, despite the country's achievements in diversifying the economy as we experience now, kaola opine as mentioned in the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam that we still need to strive for economic transformation by increasing productivity and national output across sectors such as enhancing agricultural and fisheries output, transportation, efforts to attract Foreign Direct Investment to this country, investing in general infrastructure development, promoting tourism as an industry with great potential for the country, and new industries that could have a positive impact on the country.
We must continue strengthening the education sector to ensure our students are future ready as a guarantee of the nation's ability to face technological changes. The situation where many graduates are still unemployed should not be tolerated as they have a significant role in determining the country's future and development. Every policy initiative must be monitored to meet our targets within the set timeframe. Achieving objectives as planned should be maintained not just at the beginning but until the end.
Yang Berhormat Yang Di-Pertua, kaola as an Appointed Member will continue to support and always cooperate with any government efforts to advance the country's economy in line with the 2035 vision and goals.
Kaola am confident that in a conducive and friendly atmosphere, we all can unite to support the country's goals. That is all kaola wish to convey and once again kaola fully support the Motion of deep appreciation for the Titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam. Kaola also uphold and warmly welcome His Majesty's consent regarding changes in session frequency and updates to existing work processes in this Majlis along with the need for drafting a code of ethics for Your Honourable Members. These changes, insya Allah, will further enhance collaboration between Your Honourable Members and stakeholders in the government and private sectors in executing tasks more effectively and with high integrity for the well-being of the people and national interest. In addition, it will also ensure more orderly meeting proceedings in line with our national principles of MIB, civility, and traditions, as well as the best practices of parliaments abroad.

The titah of His Majesty regarding updates on healthcare service charges for permanent residents without citizenship status clearly reflects His Majesty's concern for the well-being of the country's residents by ensuring quality healthcare services are accessible to all levels of society regardless of citizenship status.
Alhamdulillah, as for the economic sector, kaola am very grateful for the significant progress shared by His Majesty in the country’s economic growth, including the GDP of Brunei Darussalam in upstream oil and gas sectors and the service sector. In this regard, kaola also wish to congratulate those who have worked diligently towards this positive growth and hope these efforts will continue to be elevated to a better state for national well-being. However, as His Majesty mentioned again, we cannot be complacent as our economy still relies on oil and gas. In this, kaola believe that comprehensive transformation to diversify the national economy must continue to be enhanced and pursued to open up broader and varied employment opportunities for all citizens, insya Allah.
Among them is the tourism sector as elaborated in detail by fellow Yang Berhormat earlier, which is identified as one of the key economic sectors in the Brunei Economic Blueprint. Abiskaola believe this sector can drive high economic growth for the country if addressed more aggressively and proactively. Our country has high potential as a competitive and equivalent tourism destination regionally and internationally due to unique attractions in this country. Additionally, other sectors such as agriculture and the food industry must also be urgently emphasized.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. In our journey towards Wawasan 2035, with less than 10 years remaining from now, kaola uphold His Majesty’s titah that achieving it requires cooperation, innovation, and a high fighting spirit from all parties. Thus, the status and progress of the journey towards the vision must be transparently broadcasted to all citizens to give everyone the opportunity to contribute towards national progress and development according to their respective capacities.
In this regard, the practice of openness and sharing timely information through platforms such as forums and open dialogues between top leaders and the general public must be intensified to build trust and strengthen closer cooperation.

The noble intention of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam to make sessions in this noble Council a platform for honest consultation, creative thinking, and strategic actions, can be nurtured together with sincerity for the sake of upholding religion, race, and country, and to realize the goal of making Brunei a developed nation with highly educated and skilled people with Allah’s permission.

Kaola would first humbly express the highest appreciation and gratitude for the opportunity given to be alongside the other Your Honourable Members to express deep gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's attendance and gracious speech at the Official Opening Ceremony of the First Session of the Twenty-First Legislative Council Session for the Year 2025 on Wednesday, 27 Syaaban 1446 corresponding to 26 February 2025.
Indeed, the content of His Majesty's speech regarding the role of the Legislative Council to debate matters including providing feedback on every government policy to ensure it generates a positive impact on the people's well-being is of great significance and should be fully upheld by us. As council members, we must carry out our duties with integrity, think openly, consult in an orderly manner, and act proactively as decreed.
This includes adhering to updated procedures and a set code of ethics to ensure together we safeguard the welfare and well-being of the people in this country. Thanks to the concern, care, and leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam regarding the welfare and well-being of the residents in this country, the Ministry of Health will update the existing service charge policy for permanent residents without citizenship status or stateless. The comprehensive policy changes will take effect immediately.
Insya Allah, with the update, it is hoped that they receive treatment without being burdened by financial constraints. With this change, permanent residents without citizenship status or stateless will only be charged a registration fee of $1, compared to $3 previously. Additionally, specialist treatment consultations, including stroke, cardiovascular or heart treatment, and cancer and service charges will be aligned with the payment scheme of the Ministry of Health for the citizens of Negara Brunei Darussalam, which is provided free of charge.
Kaola feels immensely delighted and joyful to acknowledge the royal government's efforts through the ministries diligently undertaken to achieve the desired progress and prosperity for the nation for the welfare of the people and residents. May what we strive for be blessed and permitted by Allah Subhanahu Wata’ala and may we be guided by Him in determining the strategic direction towards achieving the National Vision 2035.

Kaola also fully supports the motion proposed by Yang Berhormat Menteri Hal Ehwal Ugama, Negara Brunei Darussalam to express the utmost gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for His Majesty's speech bestowed upon the Official Opening Ceremony of the First Meeting from the Twenty-First Legislative Council Session.
Firstly, kaola conveys the highest appreciation and gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam for the trust and confidence given to the members of the Legislative Council in performing their responsibilities to debate government policies for the benefit of the citizens and the country's progress.
Furthermore, kaola would also like to take this esteemed opportunity to emphasize the essence of His Majesty’s speech filled with wisdom reflecting His Majesty's concern and wisdom in ensuring peace, the well-being of the people, and the prosperity of the nation. Among the endorsed improvements is the implementation of conferences twice a year accompanied by updated procedures and the code of ethics for council members to strengthen this institution's effectiveness and integrity.
Consistent with the importance of continuous national development, kaola recognizes the importance of economic diversification that acknowledges the achievements attained through increased local exports to new international markets specifically within the oil and gas sectors and non-oil and gas sectors. Both have played vital roles in contributing to the country's economic progress and growth. However, as decreed by Kebawah Duli Yang Maha Mulia, economic diversification should not be taken lightly. Therefore, a more proactive approach in empowering these sectors is crucial to broadening the nation's economic base and ensuring a stronger global competitiveness.
Kaola wishes to underscore the importance of the agriculture sector as one of the main pillars in reducing Negara Brunei Darussalam’s dependency on food imports. The enhancement of this sector is not limited to efforts in ensuring national food security but also plays a role as a catalyst for sustainable and resilient long-term economic growth.
In this respect, it is most appropriate to continue strengthening the agriculture sector through the integration of modern technology which can increase certainty and efficiency in producing domestic output.
This step is also aligned with Brunei Vision 2035 emphasizing artificial intelligence integration in national development towards enhancing competitiveness and advancing the respective sector. May the initiatives implemented in this agriculture sector continue to contribute to more progressive, inclusive, and innovative industry development subsequently ensuring the well-being of the people and the nation's prosperity.

Kaola would also like to take this opportunity to convey congratulations to the leadership of Yang Berhormat Yang Di-Pertua and the entire Department of Councils including our fellow Your Honourable Members for the firm dedication and greatly appreciated contributions, the unwavering commitment from all parties has strengthened the legislative function of the National Assembly allowing Your Honourable Members to effectively fulfil their responsibilities. This dedication was proven through the successful organization of the 15th AIPA Caucus last year where representatives of ASEAN member countries gathered in Negara Brunei Darussalam to discuss the theme "Strengthening ASEAN Cyber Resilience through Parliamentary Cooperation: Towards a Future of Safe and Vibrant Digital Economy." This collaborative effort resulted in the submission of resolutions during the 45th AIPA session in Lao PDR. This collaboration has elevated the importance of regional cooperation in addressing current challenges, and kaola believes that this engagement will continue to achieve greater accomplishments in the future.
Additionally, abis kaola welcomes the decision by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam to increase the frequency of the National Assembly Conferences from once to twice a year. This improvement will further strengthen legislative oversight and ensure timelier legislative processes and quicker responses to national issues by facilitating regular discussions which will bolster accountability and strengthen our government's measures. In response to the wise approach by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam regarding human capital development and national capacity, kaola is grateful for His Majesty's governance over the transformative potential of Artificial Intelligence (AI). This visionary approach is essential in positioning Negara Brunei Darussalam as a strong and competitive nation in the digital era. It opens up opportunities for innovation, economic growth, and national prosperity. AI technology can revolutionize various sectors by automating processes, enhancing operational efficiency, and creating new opportunities for economic and social advancement.
A well-structured AI strategy with governance data support will leverage the wealth of diverse data generated across multiple sectors, accelerating Brunei's progress in achieving smart nation objectives. In this regard, kaola eagerly anticipates further consideration and strengthening of the E-Government National Center (EGNC) infrastructure to support AI workload capacity alongside updates to the Digital Master Plan 2025, which was scheduled for review last year.
We are at a pivotal point where technological advancements can empower us to make more informed decisions and accelerate the nation's progress. Through embracing innovation, strengthening governance, and encouraging cooperation, we can build a strong and prosperous future for Brunei. In realizing the aspirations of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam, kaola looks forward to meaningful engagement and discussions, contributing to informed decision-making, and enhancing our collaborative efforts towards Vision Brunei 2035. Abiskaola expresses gratitude for His Majesty's appreciation towards abiskaola's efforts in participating in dialogue sessions, discussions, and working visits in response to His Majesty's speeches during last year's MMN session. His Majesty's advice to Your Honourable Members to go to the ground has given abiskaola the opportunity to meet with various segments of society, professional associations, professionals, senior citizens, and government agencies.
These meetings have been found to be very beneficial as they help kaola identify issues that need attention and successes that can be exemplified and learned from. Abiskaola realizes that abiskaola's responsibility in these engagement sessions plays an important role in ensuring that the concerns and needs of the people are voiced and help in the formulation of government policies. In addition, these meetings also serve as a main platform for sharing views between the government and the people for mutual benefit. Insya Allah abiskaola will continue to work and strive to ensure the progress and well-being of Negara Brunei Darussalam.
Furthermore, kaola welcomes the change to hold the assembly twice a year as this allows for more focused attention on important and pressing issues. This will ensure that every discussion and decision made is more focused and effective. This change, Insya Allah, will bring benefits to both the government and the people, with the hope that every plan can be implemented well. It also enables abiskaola to know the latest developments and understand the challenges and problems faced by stakeholders when executing various issues and plans that have been set.
In relation to this, changes in the procedure for queries also bring great benefits as they provide sufficient space and time for the relevant parties to provide detailed and comprehensive explanations. At the same time, it also allows abiskaola to evaluate and monitor developments and achievements more effectively. Kaola also welcomes His Majesty's decree regarding the drafting of a code of ethics for Members of the Council, which will help clarify the role and responsibilities of abiskaola in carrying out tasks more smoothly, effectively, and with integrity. Kaola also agrees that this code of ethics is an important step in ensuring that Members of the Council can carry out their duties more responsibly, professionally, and ethically for the benefit of the people and the country.
Yang Berhormat Yang di-Pertua and Your Honourable Members, Alhamdulillah, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam has provided another convenience to the residents of Negara Brunei Darussalam by approving the update of service charges policy for permanent residents without citizenship. This step clearly shows His Majesty's concern in ensuring the well-being of the people and access to quality health services enjoyed by all segments of society regardless of citizenship status.
Kaola is very pleased with His Majesty's comment that highlights significant progress in the Gross Domestic Product contribution. Negara Brunei Darussalam, especially with rapid growth in the oil and gas sector and services, as mentioned in His Majesty's speech, the establishment of a petrochemical industry has become a catalyst for economic growth and contributes to Negara Brunei Darussalam's position as a hub for the chemical sector. We need to ensure that the income from these new and developing industries can be fully utilized by local businesses and industries.
Kaola also agrees with His Majesty's statement that it is important to continue exploring and developing new economic activities to reduce the country's dependence on the oil and gas sector to ensure sustainable economic growth in the long term. To achieve this goal, it is essential to adopt a holistic approach, the Whole of Nation and Whole of Government, where every party plays a role in realizing the desired goals. This aligns with His Majesty's emphasis on the importance of cooperation, innovation, and fighting spirit from all parties in the effort to realize Wawasan Brunei 2035.
To achieve this objective, kaola agrees with His Majesty's statement that it is crucial to leverage technological advances, particularly Artificial Intelligence. To empower human resources, increasing digital literacy must be instilled among the younger generation and the older cohort to enable them to develop the knowledge and skills necessary to face opportunities and challenges brought by Artificial Intelligence. With this, productivity in various sectors can be enhanced, work processes can be accelerated, and decisions can be made more accurately and effectively.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. To conclude kaola's speech, kaola will continue to strive with full dedication and commitment to fulfill the role of a Member of the Majlis Mesyuarat Negara in line with the expectations of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam. Insya Allah, this conference will be fully utilized to realize the objectives of national development progress through forward-thinking, creative, and strategic discussions in this esteemed chamber. With the permission of Allah Subhanahu Wata’ala, it is hoped that all these efforts will lead Negara Brunei Darussalam towards excellence, glory, and distinction.

The issues and messages raised in the address by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam are full of service and advice and provide the country's direction, showing the care and concern of Kebawah Duli Yang Maha Mulia Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for his people, alhamdulillah.
Yang Berhormat Yang Di-Pertua, insya Allah kaola will heed the speech of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and trust in Allah Subhanahu Wa Ta’ala, insya Allah will fulfill the role and responsibility as a Member of the National Assembly with integrity and service in debating and providing feedback and Motion on government policies. If necessary, will be ready to cooperate with any government agency so that government policies will have a positive impact on the country's well-being, prosperity, and security.
Insya Allah, kaola will use kaola's experience as a former Technical Professional Executive in the industry and experience in corporate governance when raising public issues with ministries and when discussing ministry expenditures later insya Allah. Insya Allah, kaola will apply kaola's experience in seeking clarification and will not hesitate to provide views and approaches that may differ but insya Allah do not contradict with the ideology and direction of the country.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. Kaola feels excited and grateful to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for the contributions of Your Honourable Members who also advance the national agenda through dialogue sessions, discussions, and working visits as well as interacting with the public, government agencies, NGOs, and interest groups. This is merely to respond to the call of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam for Assembly Members to engage with the community, hopefully, this appreciation and the cooperation extended by government agencies will motivate kaola and fellow Assembly Members to engage with and approach the public.
Kaola is pleased to share one of the significant field engagements conducted, which is a survey initiated by several National Assembly Members, involving 10% of educators from the Ministry of Education and the Ministry of Religious Affairs. Thank you to both ministries for collaborating to make this survey successful. The survey, which took nearly four months and gathered over thirty-five thousand data points, involved nearly six hundred educators from both ministries nationwide. The results of this survey have been collected, analyzed, and shared with relevant parties in both ministries for review and further action.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. One main finding from the field engagement with the public, especially at the grassroots level, is that they appreciate the sessions with Yang Berhormat, giving them the opportunity to connect directly with ministries through a third party.
Insya Allah, kaola and fellow Assembly Members will try to convey the issues and views raised to the relevant parties in this esteemed Assembly and some have already been communicated directly to the relevant ministries. Kaola still believes, this still does not address the basic need for direct communication channels between the public and the ministries. Therefore, kaola believes that the next step to take is to organize forums for more structured communication with the grassroots.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. Regarding the change of the Assembly to two sessions a year, the amendment of the Code of Ethics for Assembly Members, and streamlining the Assembly procedures, kaola welcomes the titah with full approval.
As a former corporate member guided by governance, compliance, transparency in daily management, the formulation of the Code of Ethics for Assembly Members which will insya Allah align with the international parliamentary Code of Ethics will provide assurance that the Members and the National Assembly institution are not only committed but also of high integrity and transparency in carrying out duties and responsibilities.
Meanwhile, the upcoming Assembly sessions will provide Your Honourable Members the opportunity to conduct a mid-term review of the progress achieved. This will also provide opportunities for ministries to receive feedback for the preparation of the budget and action programs for the following year.
Regarding the development of the downstream sector and petrochemical industry, kaola believes that the country must now enhance efforts to equip the local workforce with skills not only to fill vacancies or must be in the industry later but also to prepare local expertise to oversee the operation of this high-risk and challenging industry so that it always operates safely according to international standards.
Therefore, kaola believes we need to ensure our education system can produce a workforce that is not only ready to enter the industry at the working level but also prepared to fill leadership positions in that industry. This includes reviewing the curriculum and training programs of the Apprenticeship Scheme in the industry to align with the needs of the downstream sector and petrochemical industry which will be rapidly developed.
The maturity of the private sector supporting the industry providing services to support the petrochemical industry must be identified now and developed to realize the expected value chain.
Regarding the development of Artificial Intelligence, Kaola fully agrees that Artificial Intelligence is an exciting development and holds great potential to advance the country. However, kaola is also aware of the potential risks that may arise from this development.
Therefore, kaola believes that the time has come to establish a specific team or agency to understand this new technology and address risks associated with Artificial Intelligence and how we can harness the opportunities offered by this technology.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, regarding Kebawah Duli Yang Maha Mulia Sultan's remarks on the journey toward Wawasan Brunei 2035 which requires cooperation, innovation, and fighting spirit from all parties. Since there are only 9 years left to achieve the goals of Wawasan Brunei 2035, kaola believes that the public and some civil servants need to be constantly reminded and shown the progress achieved so far, to demonstrate significant progress from the achievements being pursued.
This is important to convince and enable both the public and government personnel to feel excited and want to contribute towards achieving the goals of Wawasan 2035.

Kaola express gratitude for His Majesty's recognition regarding the dialogue sessions and working visits conducted by Your Honourable Members. This will serve as encouragement and motivation to further enhance efforts towards the progress and well-being of Negara Brunei Darussalam.
Kaola acknowledge His Majesty’s directive to increase the frequency of Majlis to twice a year starting this year. Kaola believe this change will allow Your Honourable Members to focus more deeply on critical and urgent issues, ensuring that discussions and decisions made are more focused and effective.
Kaola fully support His Majesty's directive on the need for the formulation of a code of ethics for the Members of Majlis and agree that this formulation is crucial to ensure that Members of Majlis can perform their duties effectively and with high integrity. Kaola is aware that Your Honourable Members are constantly observed by the public, and therefore, we must always represent and promote ethical conduct.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, Kaola once again express gratitude to His Majesty who has agreed to update the current service charge policy for permanent residents without citizenship status. This demonstrates His Majesty’s concern for the well-being of all residents in Negara Brunei Darussalam.
Kaola welcome His Majesty's statement on the average growth rate of 4.3% from 2017 to 2023. Although our country still relies on the oil and gas sector, kaola also believe that we need to diversify the national economy, including aspirations laid out in the Economic Blueprint published by the Ministry of Finance.
One of the major economic sectors is the downstream oil and gas sector. Kaola welcomes new efforts to focus on the upstream sector by the Department of Energy, which Insya Allah will help expand the nation's hydrocarbon portfolio. The entry of new operators to undertake the oil and gas sector also provides healthy competition and will drive growth in this sector.
Kaola opines that if a high percentage of domestic energy can be met by renewable sources, we can shift our gas sales focus to assist LNG. This will not only enhance our export value but also help strengthen the national economy.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, regarding His Majesty's emphasis on the technological revolution, specifically artificial intelligence, kaola agree with His Majesty that it offers new opportunities that require us to continuously enhance human resources and national capabilities. Kaola also believe that by empowering our human resources, we can fully utilize the opportunities in this field. Kaola also fully support His Majesty's declaration that achieving the Brunei Vision 2035 necessitates innovative cooperation and high determination from all parties.
Therefore, kaola believes that we must equip our citizens with innovative skills and abilities in alignment with the second goal of Brunei Vision 2035, a highly educated, skilled, and successful populace. By equipping our citizens with innovative skills and expertise, we ensure their active and effective contribution to national development.
Insya Allah kaola will, with due diligence, fulfill the responsibilities entrusted to kaola with sincerity and honesty. His Majesty's hope for this conference to continue honest negotiations, creative thinking, and strategic actions towards achieving a prosperous future for the country is highly valued by kaola and will be considered as guidance in putting forward and scrutinizing strategic and policy matters and issues that kaola will raise in this esteemed hall, which will undoubtedly lead to positive outcomes for the welfare of the people.
Yang Berhormat Yang Di-Pertua who is wise and Your Honourable Members, His Majesty's emphasis on the need to continue transforming efforts to increase productivity and national outputs across other sectors besides the downstream oil and gas sector is a concept that we all must pay serious and swift attention and action to.
The need for all parties, especially the Government agencies that exist, to continue examining avenues to further facilitate the business activities of local traders in these other sectors to progress and advance in parity with efforts to diversify the national economy.
In this matter, Insya Allah kaola will always be ready to engage with the Government and whenever possible kaola, together with fellow entrepreneurs and other likeminded individuals, in whatever efforts deemed necessary to assist the country in enhancing and diversifying the national economy.
In this esteemed hall, kaola will continually focus on raising strategies and directions for the ministries and government departments in an integrated, swift, and solid attempt for the continuity of the nation’s economic growth and the sustainability of the people's livelihoods.
Additionally, kaola will also heed His Majesty's decree regarding proposals and ideas that will be put forward, considering emerging issues globally while also addressing the technological revolution of Artificial Intelligence whose necessity is evident.
In this matter too, kaola humbly apologize at the outset of this legislative season, should any issues and matters kaola raise and proposals kaola suggest be not well-received or require debate, not only within this Chamber but also outside. Kaola's intention is merely to create check and balance to what Cabinet Ministers plan and implement.
Kaola hope that healthy and harmonious debates with the Honourable Ministers and Your Honourable Appointed Members will yield the expected results with actions taken swiftly, accurately, and proactively with appropriate policies so that we will continue to advance and accelerate the achievement of the National Vision 2035.

Hopefully, with His Majesty's generosity, it will increase blessings for Negara Brunei Darussalam.

With this guidance, the Legislative Council will be more respected and trusted by the people.
In the health sector, the progressive step to expand access to healthcare services for permanent residents who are stateless reflects the values of care and welfare that are always a priority for the government. To ensure its smooth implementation, it is important that monitoring and resource allocation systems are carefully executed so that the delivery of healthcare services is fairer and more effective for all in need. This effort also needs to be aligned with long-term needs to ensure the national health system remains sustainable and ready to face future challenges.
In terms of the economy, although successes have been achieved in the non-oil and gas sector, efforts need to be intensified to ensure sustainable growth. Dependence on the energy sector remains high and efforts to reinforce further economic diversification need to be strengthened.
The development of high-value industries such as green technology, smart agriculture, and the digital economy should be accelerated to ensure the country's competitiveness continues to increase. At the same time, we also need to look at the tourism and services sector more seriously. Our country has great potential in this sector and with more comprehensive marketing strategies and the empowerment of the tourism ecosystem, the country can become an attractive destination for international tourists and provide benefits to the local economy.
In facing increasingly complex global challenges, the development of local technology capability is also a pressing necessity. Artificial Intelligence (AI) offers great opportunities in enhancing competitiveness and efficiency across various sectors.
Therefore, efforts need to be intensified to strengthen technology infrastructure, encourage research and innovation, and empower human capital in high-tech fields. Close collaboration between government, academia, and private industry should be further strengthened to ensure the country not only becomes a technology user but also contributes to the development of new technology.
A more holistic strategic plan needs to be adopted so that digital transformation can benefit the people as a whole and create new opportunities in the job market.
To ensure the realization of Brunei Vision 2035, every policy and initiative brought into the Legislative Council debates must take into account the ever-changing global developments and challenges. An inclusive and forward-looking approach is required to ensure the nation's goals can be realized sustainably and effectively. This requires synergy and cooperation between the public and private sectors as well as citizen involvement in implementing national development strategies. We need to ensure that all developed policies truly reflect the people's interests and bring long-term benefits to the country.
As the highest institution in conveying the people's voice, the Legislative Council has a huge responsibility to ensure that the nation's welfare and prosperity continue to be preserved. With high determination and team spirit, we can ensure that every decision and proposal presented yields a positive and effective impact.
Thus, insya Allah kaola and fellow members will utilize this debate platform as a means to present constructive views based on solid facts for the country's and people's interest.

First, the role of the Appointed Members. The Members of the Legislative Council play an important role in bridging the gap between the people and the government. This role is not only limited to conveying the people's voice but also in ensuring every policy and project implemented is truly effective and beneficial to the society through Dialogue Sessions, surveys, and various efforts that have been conducted to review past projects to decide if they should be continued, improved, or replaced with more relevant and beneficial initiatives.
Second, this approach ensures that the country's resources are used optimally in line with the people's needs and expectations. In this context, the continuity of dialogue and close cooperation between the government and community leaders is very important. Every planned policy needs to be shaped through comprehensive feedback from the grassroots level. With a more open and systematic discussion platform, we can ensure every decision made truly has a positive impact and contributes to the country’s welfare and progress;
Third, enhancing the effectiveness of the Legislative Council. In an effort to ensure the effectiveness of the Legislative Council, kaola warmly welcome the initiative approved by His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam to increase the frequency of the session to twice a year and update the Council’s Rules.
This step not only allows for deeper discussions but also ensures more systematic and effective resolution of major issues. Additionally, kaola also wish to express full support for the proposal to draft a Code of Ethics for Council Members. This is a very important initiative in further strengthening professionalism and accountability in carrying out the trust given by the people and nation.
With clear guidelines, we can ensure every discussion and decision made is based on the principles of transparency, integrity, and the nation’s highest interest.
Kaola believe that with these positive changes, the Legislative Council will continue to evolve as a more effective and authoritative platform in championing the people's interests and supporting the nation’s development agenda in line with Brunei Vision 2035; and Development and economic diversification. Finally, as conveyed by His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, the efforts to diversify the nation’s economy have begun to show positive results. This step is very important to ensure the nation’s economy remains sustainable and not overly reliant on a single sector.
In this regard, kaola emphasize that village residents also have a significant role in supporting this effort by engaging in new economic activities such as modern agriculture, rural tourism, and Small and Medium Enterprises (SME). They can become more self-reliant in generating income while contributing to the nation’s overall economic growth. However, to realize this, guidance and support from the government and private sector are much needed. We must ensure access to sufficient technology training and financial assistance for these initiatives to be implemented more effectively.
Kaola am confident that with close cooperation between the government, private sector, and the community, efforts to diversify the nation’s economy will continue to yield more excellent and sustainable results. Addressing microeconomic matters, kaola also welcomes the government's efforts in initiating more economic activities that can be leveraged by local small and medium enterprises. This includes providing more attractive business infrastructure and ecosystems. In this regard, kaola hopes for more involvement from entrepreneurs among the youth.
In the tourism sector, community involvement is important toward diversifying local tourism activities, such as in districts and villages, including introducing unique culture, arts, and historical heritage to tourists. The promotion of Brunei tourism should be expanded by providing adequate funding to reach a global level, such as organizing the Year of Visiting Brunei.

Kaola is pleased to fully support the Motion proposed by Yang Berhormat Pehin Udana Khatib Dato Paduka Seri Setia Ustaz Haji Awang Badaruddin bin Pengarah Dato Paduka Haji Awang Othman, Minister of Religious Affairs, Negara Brunei Darussalam, to express utmost gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for His Majesty's speech delivered during the Official Opening Ceremony.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, kaola greatly appreciates the highest appreciation expressed by His Majesty to the His Majesty-Appointed Your Honourable Members for their commitment in striving to advance the national development agenda through dialogue sessions, discussions, and work visits as important tools in sharing views between the Government and the people in this country.
Kaola also welcomes Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam's decision to increase the frequency of Majlis Mesyuarat Negara Sessions to twice a year and update the session rules. This step will ensure more detailed discussions and systematic resolutions of major issues based on transparency.
Kaola is confident that this change will make Majlis Mesyuarat Negara more effective and authoritative in championing the interests of the people and supporting national development in line with Wawasan Brunei 2035.
Indeed, His Majesty's entire speech is highly respected and poses a responsibility and obligation on all involved to fulfill it in ensuring the security and well-being of the people and the country is always assured.

Alhamdulillah, kaola is very pleased to express gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for consenting to deliver a speech at the Official Opening Ceremony of the First Meeting of the 21st Session, Majlis Mesyuarat Negara for the year 2025.
In kaola's opinion, His Majesty's speech is very comprehensive and holds valuable information that should be used as a guide and foundation for driving the country's progress agenda. His Majesty's speech also mentioned several key issues that need to be appropriately addressed.
Among them are the duties and responsibilities of the Majlis Mesyuarat Negara Members. This includes consenting to the change in the frequency of Meetings to twice a year. This is crucial for enhancing the integrity and authority of each Member to think openly, negotiate systematically, and act proactively for the country's benefit.
Yang Berhormat Yang Di-Pertua and Your Honourable Members. Regarding the nation's economy, the country's efforts to diversify the economy have begun to show promising results. This can be observed through the GDP growth of the Non-Oil and Gas Sector, which recorded an annual growth of 4.3% during the period from 2017 to 2023.
This success is attributed to His Majesty's leadership, which is consistently committed to making Negara Brunei Darussalam a developed nation with a stable and dynamic economy. This includes opening business opportunities for local children and foreign investors by producing new products to meet the global market.
Kaola also welcomes His Majesty's address on the transformation in enhancing productivity and national outcomes across sectors such as Agriculture, Transportation, Education, Health, Tourism, Security, and Public Services by considering technology in producing new products.
In other words, producing new products in the agriculture sector using safer bio-technologies with higher market demand.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, finally, kaola wholeheartedly hopes that this session can create a more proactive meeting environment while at the same time providing new thoughts toward achieving the desired aspirations.
Taking advantage of the blessings of the month of Syaaban and the upcoming holy month of Ramadan, kaola and all the citizens pray that Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam and the Royal Family are granted health, longevity, and continuous blessings and guidance from Allah Subhanahu Wa Ta’ala and that Negara Brunei Darussalam is protected from all disasters and misfortunes. First and foremost, kaola is pleased to express gratitude to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for consenting to deliver a speech at the Official Opening Ceremony of the First Meeting of the 21st Session, Majlis Mesyuarat Negara for the year 2025 in which His Majesty's speech provided a clear vision regarding His hopes and aspirations regarding the country's direction towards the developed nation status by 2035.
Indeed, His Majesty's hopes and vision must be embraced by all the citizens and residents of Negara Brunei Darussalam. Yang Berhormat Yang Di-Pertua and Your Honourable Members, apart from that, His Majesty's speech also addressed the role of the Majlis Mesyuarat Negara Members to debate key issues, especially providing feedback on Government policies to ensure they truly produce a positive impact on the people's welfare.
In this regard, kaola hopes that the existing policies need to be reviewed according to current suitability. This includes policies relating to government assistance schemes for flood victims and impoverished families and the like.
In this matter, kaola also expresses gratitude, upon His Majesty's consent, for the Ministry of Health to update the existing service charge policies so that stateless permanent residents receive healthcare facilities similar to what is provided to citizens of Negara Brunei Darussalam. This reflects His Majesty's caring nature that consistently views the welfare of citizens and residents of Negara Brunei Darussalam as a priority.
Yang Berhormat Yang Di-Pertua and Your Honourable Members, in enhancing the country's economy, the micro business sector is also considered important, especially since most sectors are championed by the indigenous population. Kaola welcomes His Majesty's address on the government's continuous efforts in propelling more economic and tourism activities that have a positive impact on local businesses.
In this regard, kaola is pleased to touch upon the 'One Village One Product' community council service tourism products to be revitalized through more comprehensive specific programs, including the management of homestays. Homestay operators bound by regulations and conditions must be considered according to the suitability and capability of the respective entrepreneurs.
Relatedly, transformation programs towards increasing productivity in the tourism service sector need to expand their role scopes. This includes providing incentive assistance schemes, innovative products, and up-to-date marketing methods so they can compete and be resilient.
Lastly, kaola hopes that this Majlis Mesyuarat session will have a positive impact on the country's advancement and the people's well-being.
