During yesterday's Committee Meeting, we were still discussing topics under the Ministry of Development and we have already heard questions from several appointed Your Honourable Members which have been answered by Yang Berhormat Menteri Pembangunan, hence I now would like to invite Yang Berhormat Menteri Pembangunan to continue responding and further explain to the questions raised, which we had postponed from yesterday. Thank you, Yang Berhormat Pengerusi, for giving me the opportunity to continue addressing the questions raised by Your Honourable Members the day before yesterday.
As we followed in yesterday's debate, there were many significant questions with views and suggestions that were ideal and excellent from Your Honourable Members on improving the discussion topic regarding the Housing Development Department in the provision of housing under Skim Perumahan Negara and Skim Perumahan Rakyat Jati.
Therefore, allow me, because of these questions that brought great and excellent ideas, after observing these questions, permit me to make a summary by encapsulating the matters and ideas that have been raised in the questions from Your Honourable Members, for instance, questions regarding the incorporation of the Housing Development Department to become a statutory body to carry out the construction of this national housing more effectively and efficiently and to be self-sustaining in framing forward steps for the provision of housing in the country.
Secondly, about alternative financing and public-private partnership and issues of arrears in housing payments and also the linked planning as raised in questions from Yang Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Awang Suyoi bin Haji Osman, Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Mohd Yusuf, Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abdul Rahman bin Haji Ibrahim, Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin, and Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin.
For its summary, the matter about housing raised questions about the design of housing. That's one experience gained from efforts made last year, and God willing, with the suggestions made, it will give me a platform to find spaces where and also opportunities to see where in this case "we" find a formula and model that gives a win-win advantage to public and private partnership (PPP).
Another thing about alternative financing, but in discussing this, Yang Berhormat Pengerusi, one thing that I felt we needed to take a quiet moment to understand and acknowledge and appreciate the reality of the housing subsidy scheme under Skim Kurnia Perumahan Rakyat and Rumah Rakyat Jati is.
First, these houses are granted with a subsidy price more than 60% off the actual cost for a house. We also need to know that the price paid after receiving these houses is less than half the original construction cost.
Second, the beneficiaries of the house grant are given a period of up to 30 years to repay the price, which is less than half.
So, I feel the need to say that all these are generosity from the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Almarhum Sultan Haji Omar 'Ali Saifuddien, which reflects his love, his concern in taking care of the welfare of his people in fulfilling the desire so that his people who are unable to own a house are given the best assistance.
And in this matter, if a comparison is made, I guess there is no comparative example elsewhere, provided land, subsidized houses, less than half the cost and payment up to 30 years, payment with no charges, interest, and so on.
Therefore, the challenge, Yang Berhormat Pengerusi, for me and also the Housing Development Department in considering incorporation or cooperation through PPP that can maintain some of these bestowed privileges is a challenge.
The government's yearly investment expenditure to provide this housing is not a formula where after made repayment, the capital acquisition from that repayment can be invested again to make further houses. However, in our formula, it's not that simple because of our capital since it's 30 years, also considering one of the conditions where people who are given priority and preference to follow this national housing scheme is one whose salary ranges from $445 a month to $3,000 a month.
These are the people also given priority as deserving to be considered receiving in this scheme. Imagine from that salary with a monthly payment, there are payers with monthly payments from $90 up to more than $200 a month over 30 years.
There are those who apply again to be reduced from the minimum price to pay, and there are those who forget to pay for months, some for years. So, there lies our challenge too in collection and issues of arrears as raised in the question from one of the Your Honourable Members.
These are among the challenges we need to overcome. Even if the person cannot pay in full, 'that's it', if they can pay half, that's what will be collected, but always to be billed so that the payment is consistent and meets the condition for the house to be allowed without any actions.
Besides that, in this housing issue, the Housing Development Department is also grappling with issues like making house additions without permission. That's one thing, making additions without permission. Secondly, some have turned their homes into businesses, leading to complaints from neighboring residents about traffic jams toward their area because people to their side have businesses, making it difficult for them to exit and enter their area. There are also noise issues, some make additions not only within their allocated land but beyond governmental land boundaries.
So, to take actions on these, it's like we are haggling with them consistently, we have to debate with them on these issues. These are among the issues, besides the great, excellent ideas we go through. We are also aware previously, recently, there was an incident of a house fire and it was found that the burnt house had been running a car workshop at the house, which was the cause of the fire.
Returning to incorporation challenges, alternative financing. If we go to alternative financing targeted at this time are financial institutions like banks. But now, we have a payment system for 30 years.
If reduced according to the bank system, it will not amount to 30 years; hence, the monthly payments will be higher. That's the capacity we are considering. Unless there’s a change in the bank's policy that would allow for the extension of payments up to 30 years. That is among the challenges to consider.
Moreover, among the issues raised yesterday was about houses not being paid for with high arrears. The issue of non-smooth payments is indeed an effort by the Housing Development Department to 'nudge' them, sending reminders and urging payments. This is done even at the minimum level, without any action in terms of ownership or occupation of the house.
Another issue concerns the vacant houses yet to be filled. From the latest data about houses under housing projects yet to be filled, currently, there are 600 houses not yet allocated. Out of these 600 houses, 591 houses in the Projek Pembangunan RKN Panchor are yet to be allocated due to the houses needing repairs.
Therefore, the repair process being undertaken and the processes for repairs will need to be sequenced and require engagement with several agencies including Brunei Economic Development Board to understand the allocations and other fundamentals to continue with the repairs.
Furthermore, about the issue raised, is the very large gap from the supply and demand matrix as raised by Yang Berhormat Pehin Orang Kaya Laila Setia Awang Haji Abd. Rahman bin Haji Ibrahim. As mentioned in the answer earlier, that is also being worked on like corporatization and also PPP, which was given as an example earlier with efforts that have been made through consultations that have been held with a consultant who has made an offer to undertake this.
Regarding the Native Land Gift Scheme, whether the scheme is still ongoing or otherwise? In fact, the land grant scheme was documented in 2009.
One of the reasons it was documented, from the perspective of targeting after an approach was made, is those considered given priority with salaries ranging from $445 to $3,000 per month. This is the target.
Previously, those given special privilege to receive these land grants were those with salaries above $3,000 to build their own houses.
Out of a total of 1,977 land lots allocated so far, it was found that 1,819 recipients have developed the land by building houses. The remainder of 158 recipients has not yet developed these lands. This is found to be non-compliant with the land management regulations.
Some have been given the land for a period of 30 years and yet have not built houses. Some for 20 years, some for 15 years, and some for 6 years who have yet to build houses, and a few of them were found to have houses elsewhere.
Thus, kaola is still in consultation with the Housing Development Department to consider what actions will be taken in cases like these. So regarding the summary that can be made about this housing.

Another separate question that kaola feels necessary to answer is about the 20 questions raised by Your Honourable Members yesterday regarding the Sultan Haji Omar 'Ali Saifuddien Bridge.
Firstly, it is about how to obtain resources for the maintenance, management, and operational upkeep of this bridge and also questions about introducing a toll charge system for foreign vehicles passing through this bridge, similar to what is done on the ASEAN Friendship Bridge at Sungai Baram.
Kaola expresses gratitude for these suggestions and kaola will take them into consideration and will discuss this matter with relevant ministries, especially the Ministry of Transport and Infocommunications and the Ministry of Finance and Economy on how 'we' can move forward with these suggestions.
Apart from that, regarding the issue raised, complaints from the residents of the National Housing Scheme Tanah Jambu in the Jalan Binglu area, especially about the long duration to enter the said area.
The Road Department will conduct an inspection survey in the area and after the findings from that investigation and will consider the best next steps to address the safety issues and inconveniences as raised.
Next, regarding several questions about the construction industry and ABC. Regarding the high professional prices to appoint a qualified person. As usual, I would like to provide an opportunity under this ministry, before it is debated, and I would like to invite Yang Berhormat Menteri Kebudayaan, Belia dan Sukan to present their introductory remarks on the planning and direction of the ministry and explanations and details regarding the budget preparations for the Ministry of Culture, Youth, and Sports for Fiscal Year 2024/2025.

Kaola is profoundly grateful that the theme for Fiscal Year 2024/2025, 'United in Building a More Prosperous Future,' is very much in line with the continuous efforts of kaola's ministry in collaboration with the nation in achieving the goal of an Excellent Brunei Nation towards Brunei Vision 2035.
Kaola, on behalf of the Ministry of Culture, Youth, and Sports, with full respect and reverence, extend the highest expression of gratitude towards the Council of His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for the provision of the budget estimate for Fiscal Year 2024/2025, amounting to $85,276,630.
At the 19th Session of the Legislative Council, this ministry has outlined several strategies and actions as delineated in the Strategic Plan of the Ministry of Culture, Youth, and Sports 2020/2024. Overall, since 2020 up to 2023, 41% i.e., 34 out of 83 initiatives have been successfully implemented.
While the remainder is in progress to be completed by Fiscal Year 2024/2025. Nonetheless, a mid-term review or what we know as the mid-term review, the implementation of the strategic plan 2020-2024, has helped the management to promptly update planning, implementation, and management so as to produce the expected impact while taking into account current changes and upcoming challenges along with the availability of existing resources.
Among the major progresses and results seen over the past 4 years, and which will continue to be achieved are:
Under the community field, over 40% of the target group, which totals 862 individuals out of 1,965 registered under JobCentre Brunei, have found employment, with 39% of them, which is 337 individuals out of 862, being recipients of financial assistance from the Department of Community Development, Department of Zakat Affairs, Wakaf and Baitulmal, and Yayasan Sultan Haji Hassanal Bolkiah.
Furthermore, over 160 individuals targeted under the Department of Community Development are actively involved in various entrepreneurial activities. In enhancing skills, more than 209 aid recipients have also participated in various training and capacity-building programs conducted in partnership with strategic partners such as DARe and the Youth Development Center.
In terms of temporary housing assistance, 77 families who have faced hardship or disaster have been provided with temporary housing. Additionally, with a nationwide approach, this Ministry has also collaborated with strategic partners such as the Prime Minister’s Office, Ministry of Development, Royal Brunei Armed Forces, Department of Zakat Affairs, Wakaf and Baitulmal, and Yayasan Sultan Haji Hassanal Bolkiah in constructing and repairing a total of 68 houses since the year 2020.
Regarding further extending support to the Special Needs Group (SNK). Since the enforcement of the new Old Age Pension and Disability Allowance Act in 2021, the total number of double benefit recipients, those receiving old age pension and disability allowance, amounts to $500 each month, increasing from 152 recipients to 728 recipients.
Meanwhile, support for Special Needs Individuals has also increased from 5,900 disability allowance recipients, as more than 1,200 Special Needs Individuals also receive the care provider allowance, which undeniably enhances the quality of care.
All the strategies and programs implemented are under the mandate of the National Council on Social Issues (MKIS), towards improving the welfare and quality of life of the needy and will certainly support the vision of a progressive society;
Under the youth sector. An average of 13% increase can be seen in youth engagement each year with an average of over 50,000 youths involved in various capacity-building programs.
An average of 4% increase in initiatives or activities led by youths each year. An average of 30% increase in young entrepreneurs with business startups generating total revenue exceeding $930,000. 13 young farmers and planters under the Agriculture and Plantation Program have cultivated 55 hectares of land and produced a total of 208.28 tonnes, rice production valued at more than $550,000.
This ministry also provides more platforms for youth involvement in policy drafting and decision-making on issues encompassing the environment, mental well-being, employment, entrepreneurship, skill training, and youth image visibility at regional and international levels.
All strategies and programs implemented align with the National Youth Policy Action Plan and Strategy 2020-2024 and are on the right track towards achieving the goal of a 75% Youth Development Index by 2025 and the achievement of the Future-Ready Youth vision.
Next, under the sports sector. There is a 22% increase in the empowerment of national athletes with an actual number of 884 athletes in various capacity-building programs including participation in high-performance sports competitions or championships at regional and international levels each year.
13 elite athletes have won a total of 18 medals which include 5 gold, 5 silver, and 8 bronze, competing in 3 prestigious contingent championship events.
Recorded also is an average of over 52,000, an actual number of 52,817 participants who have joined community sports events comprising 232 programs with a 69% increase in community-led sports initiatives, including from private agencies such as Sports Event Management and National Sports Associations.
This reflects a nationwide effort towards enhancing and supporting the status of public welfare and health through sports. All strategies and programs implemented under the planning of capacity development for athletes, coaches, and national sports associations are on the right track towards the achievement of a Glorious Sports Nation vision.
Meanwhile, under the cultural sector. Seen cumulatively, there’s a sixfold increase in capacity-building activities involving more than 156,000, an actual number of 156,505 participants in various Community Capacity Development Programs since the year 2020.
Towards contributing to the enhancement of community and scholarly knowledge under the Research Development Program, there has been an increase in research, publication, and documentation by 63% from the Language and Literature Bureau, an actual number of 5,656, 23% in the literature field from the Brunei History Centre, an actual number of 2,055, and 14% from the Department of Museums, an actual number of 1,214 with 8,925 materials and references on language, literature, Jawi writing, cultural heritage, and history in total.
Facilities and amenities like museums, galleries, and libraries remain relevant and are a fundamental basis in civilization and community development. This is clearly seen with an average of 14% increase in local and international visitors, with an average of nearly 160,000 visitors each year.
Post-COVID-19, over 290,000 visitors to museums and galleries demonstrate that they are not only tourist attractions but also an increase related to the awareness and interest in Brunei’s cultural heritage among citizens and residents in this country, including among the younger generation.
Meanwhile, more than 400,000 visitors to the Language and Literature Bureau Library clearly prove that the library rebranding strategy has achieved its objective in making the library a community center and this means libraries remain relevant in this information and communication era, in addition to fostering a reading culture in Brunei society.
From the aspect of enhancing the image and development of cultural heritage and history, the success of these efforts can be seen through the achievement of the Brunei History Center as the Center of Excellence for History and the Sultanate of Brunei.
The nomination of the kebaya attire as UNESCO Intangible Cultural Heritage jointly with other countries, that is Brunei Darussalam along with the Republic of Singapore, Malaysia, the Republic of Indonesia, and Thailand, and Brunei Darussalam is the first ASEAN member country that has a complete ASEAN sculpture showcasing sculptures from all 10 ASEAN members with a sculpture garden renamed as the ASEAN Walk, located at the Damuan Recreational Park.
In fostering the spirit of cultural unity, patriotism, identity, and Malay Islamic Monarchy (M.I.B), we see the impact of participation in the National Day apex event with a cumulative number totaling more than 41,000 participations. All strategies and programs implemented under the planning to enhance the preservation of cultural heritage and history are on the right track towards the achievement of a vision of dynamic culture and preserved heritage.
Kaola would like to take this opportunity as well, allow kaola to express the highest appreciation and thanks to all layers of the citizens and residents who have been involved in the successful organization of the Grand Assembly Celebration of the 40th National Day of Brunei Darussalam recently including the guests, National Day participants, Committee Members, and strategic partners.
Special appreciation is also recorded by kaola to everyone for leaving the celebration venue in a clean, tidy, and organized condition. الخيرُ بكم, may this nationwide approach become the cultural norm of 'our people' in Brunei which will be passed down to the younger generation, the successors, and future generations.

In upholding the decree of His Majesty Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam on the occasion of the Opening Ceremony of the 20th Legislative Session of the Majlis Mesyuarat Negara 2024, which is
Efforts to diversify the economy by focusing on strategic industries must be continued and enhanced; and
The allocation provided must be used more prudently to improve the quality of services for the population.
Based on this direction, allow kaola to elaborate on 5 strategic focuses to complement the efforts of this ministry in continuing the strategic plan of the Ministry for the Financial Year 2024/2025 centered on empowerment, scrutiny, and engagement through:
First Strategy: In the community field, 'peramba's' continuous advance towards a distinguished, united, resilient, and caring society focusing on eradicating poverty and improving self-reliance and the socioeconomic status of target groups.
A total of $23.6 million has been allocated for the Program to Develop a Progressive Society including improvement of infrastructure and facilities encompassing $12.9 million for assistance, grants, transfers, and subsidies.
Alongside enhancing the provision of basic needs and other social amenities, this Ministry will continue to emphasize further coordination of targeted intervention programs across sectors such as:
The Wawasan Youth Innovation Program implemented by the Community Development Department (JAPEM) is specially aimed at children of aid recipients and includes a module for entry as PKBN trainees in an effort to enhance leadership qualities, self-identity, and resilience spirit;
Further increasing youth volunteer involvement in community programs; and
Expanding the Capacity Building and Skill Development Program for the differently-abled group through various methods such as sheltered workshops and job placements.
Specifically, for the community sector, بِسْمِ اللّٰهِ this year, this Ministry will execute several significant initiatives such as:
The Women's Action Plan resulting from research on women's development in Negara Brunei Darussalam in which this Action Plan will be prepared by the Work Committee of Family, Women, and Children's Institutions and subsequently submitted to the National Council for Social Issues for approval;
Reviewing the guidelines for monthly welfare assistance to ensure there is no hardship on aid recipients;
A new Family Action Plan towards strengthening the family institution;
The Senior Citizen Action Plan towards successful ageing; and
The launch of Social Blue Print as a joint effort between the Prime Minister's Office and this ministry.
Second Strategy: In the youth sector, 'abiskaola' continues to generate visionary youths as leaders of national development, focusing on enhancing both self-identity and human capital among youths. For this, a budget of $11.2 million has been allocated for programs to produce visionary youths including infrastructure and facility improvement encompassing $3 million for the Youth Development and Entrepreneurship Program, $2.1 million for the Strengthening Identity and Generating Human Capital Program and $5 million for the Youth Empowerment Program.
To further enhance this effort, this Ministry will focus on addressing the immediate impact and drivers of self-identity and human capital among the youth, reviewing 3 main objectives namely:
Revise the methodology and approach of more innovative and long-term intervention programs such as the Youth Development Program, National Service Program, and OBBD Program;
Review the methodology and approach efforts to enhance productivity and the economy of empowered youths, initiatives led by the Youth Entrepreneurship Steering Committee include exploring external markets through partnerships, advancing products or business services at regional and international levels, and examining and creating policies that support social enterprise development including establishing an effective and conducive social enterprise ecosystem;
Review targeted intervention programs that can drive more directed, aligned, and coherent self-identity formation. These programs will focus on aspects of M.I.B unity and the mainstreaming of culture, heritage, and history.
Third Strategy: In the sports sector, 'abiskaola' continues to strengthen the inclusive and excellent sports ecosystem, with a focus on high-performance sports and sports for the community. A total of $16.7 million has been allocated for programs to further strengthen the sports ecosystem including $7.8 million for the maintenance of infrastructure and assets, $2.1 million to strengthen high-performance sports comprising $700,000 for the development of sports associations and $1.8 million for the overall development of athletes and coaches.
To enhance this effort further, the ministry will focus on reviewing the role of sports in community development, examining 6 main objectives. First, to increase community involvement in practicing a healthy, active, and vigorous lifestyle inclusively.
Second, to extend partnerships and private investments or non-governmental organizations to assist in capital growth, financing, and enhancing the income of the sports sector.
Third, to leverage social media, promote the role of sports in healthy lifestyles, mental and physical health including aspects of leadership, cross-generation, environment, social and effective governance. This objective could lead to enhancing the role of athletes as sports influencers where sports organizations could leverage or explore branding or become role models in sports development and encourage sports fan engagement to provide constructive feedback for advancing and improving the performance of the country's sports.
Fourth, to increase the participation of the differently-abled by enhancing infrastructure support and sports facility access.
Fifth, to support sports tourism by encouraging the organization of regional and international sports championships and festivals such as the 2nd SEA Age Group Swimming Championship in April 2024, the 1st International Wushu Championship in May 2024, and the 9th World Junior Wushu Championship in September 2024.
Sixth, to study the suitability of sports development indexes to measure the progress and impact of sports on the country's socio-economy, focusing on physical literacy, involvement, health, fitness, sports facility space, and the economy.
The fourth strategy in the cultural sector, abiskaola continues to enhance the preservation of culture, heritage, and history, focusing on elevating Malay Language, Jawi writing, and the application of culture, heritage, and history. A total of $26.5 million has been allocated for programs to strengthen identity and patriotism including the construction, application, and appreciation of heritage, culture, and history and infrastructure and facility improvement encompassing $2.2 million for strengthening language, history, and cultural art activities, $7.7 million for language, literature, and libraries, and $3.4 million for strengthening research, documentation, and preservation of language, history, and culture. To further enhance this effort, the ministry will focus on exploring further the role of elevating, advancing, and preserving cultural heritage.
Towards this, the ministry will examine 3 main objectives. First, to further enhance the image of Negara Brunei Darussalam at the regional and international levels. One more intangible cultural heritage to be nominated to UNESCO is Malay pantun. Second, to further explore the empowerment of intangible cultural heritage among the community such as empowering cultural expression, utilizing creative media and digital platforms that are culture-based.
Third, to conduct research on enhancing the understanding and appreciation of culture, heritage, and history which will provide insights into the level of understanding, knowledge, and application of culture, heritage, and history among the young generation and the community in general.
The fifth strategy, abiskaola continues to ensure the development of efficient, effective, and timely systems and processes, focusing on enhancing resource optimization and sectoral development under this ministry including asset management to improve operational efficiency, productivity, and return on investment.
For this, a total of $7.2 million has been allocated for programs on skill enhancement, optimization of digital technology use, and infrastructure and facility improvement including $504,000 for human resource development programs and $1.8 million for asset management programs.
To further enhance this effort, the ministry will focus on reshaping and expanding revenue generation models by attracting more private agency and non-governmental organization involvement. We will examine 6 main objectives.
Review asset management through fiscal consolidation programs that are impactful with added value.
Review the approach of updating and restructuring targeted service functions leading to privatization and corporate development.
Enhance governance of systems and processes by leveraging digital and technology so that customer services will become more efficient and effective.
Explore and review revenue-generating services such as leveraging research and data monetization as well as facility usage.
Further explore collaboration through corporate social responsibility (CSR) to fund capacity development programs.
Implement improvements from the Customer Friendly Day earnings of this ministry in 2023.

Kaola also warmly welcomes the efforts and initiatives that have and will be undertaken by KKBS especially in enhancing the capacity of local youth groups to remain actively engaged in all fields towards producing excellent and visionary youths. As the saying goes, "to bend a bamboo, start when it's a shoot".
However, kaola is confident that with the skills and knowledge, professional groups among the youths can contribute to the prosperity and progress of the country.
This includes helping the government address community issues that require attention by creating youth projects that can create social impact, such as through consistent and highly contributive projects.
The social projects kaola refers to are like the installation of solar systems to remote houses, promotion projects for Micro, Small, and Medium Enterprises (MSMEs) to provide promotional videos among single mothers, green energy-based water supply projects for rural agriculture, poverty eradication projects through initiatives creating simple technologies in cottage industries, and so on.
In relation to this, kaola would like to suggest that high-contributive projects for youths are created by incorporating creativity, innovation, and technology to create social projects that are returnable and beneficial to the society and country.
Next, concerning unemployed youths, kaola would like to know what challenges are faced by the ministry in addressing the issue of unemployed youths and whether these efforts have been successful? kaola seeks enlightenment from Yang Berhormat Menteri on this matter.

May it be enriched effectively and efficiently. Kaola is pleased to mention the indigenous tribes of Brunei defined in the Constitution of Brunei Darussalam 1959, comprising 7 ethnic groups namely Malay Brunei, Dusun, Belait, Murut, Bisaya, Tutong, and Kedayan.
One initiative to showcase or revive the art and culture of these Brunei tribes is by holding dance competitions according to specific dances of the mentioned ethnic groups.
The objective is to encourage traditional dances of these groups so that they are not lost over time and should rightfully be inherited by the new generation. It also reflects the lifestyle of the people of Brunei Darussalam that is full of unique culture, unity, and mutual respect which is a heritage from generation to generation. With this competition, it encourages local art activists to delve deeper into the value and uniqueness of culture through art dances, traditional music play, and so on.
This effort and initiative can stimulate the local creative industry and serve as pulling factors for visitors and tourists to come to 'our country'. The competition format should meet the targets and objectives and, most importantly, contribute to the advancement of the country's economy.
Therefore, kaola suggests that the Ministry of Culture, Youth and Sports, through a whole of nation approach, can enrich this initiative and make it an annual event organized according to age categories and performance styles based on the creativity of the respective ethnic groups.
Furthermore, kaola is pleased to suggest the construction of a multipurpose hall that can be built in the Bangar town area aimed for local residents to carry out sports activities like netball, futsal, sepak takraw, volleyball, badminton, squash, and others.
Besides, this hall is also vital as a community and economic activity center that can make Bangar town an option for any event.
Therefore, kaola requests the relevant parties to duly examine this matter. It is intended as one of the means for the advancement of sports in the Temburong District. kaola requests an explanation from Yang Berhormat Menteri regarding this.

Kaola congratulates on the achievements of the ministry's strategic plan so far, especially in removing people who receive assistance from the scheme.
As Yang Berhormat Pengerusi advised, kaola will not touch specifically on the issue of 3Ps, namely employment, unemployment, and poverty eradication, unless there are additional methods Yang Berhormat Menteri would like to share on more effective ways to reduce these aid recipients, which kaola welcomes any additional information on this.
For kaola, what is important in eradicating poverty is to increase economic activities which will raise new employment opportunities in this country and at the same time able bodies involved strive on their own to lift themselves out of this poverty.
Yang Berhormat Pengerusi, before kaola continues to bring questions related to KKBS, maybe allow kaola to take this opportunity to extend the highest congratulations to the Ministry of Culture, Youth and Sports, the Supreme Committee, and all involved on the success of the 40th Anniversary of the National Day of Brunei Darussalam.

I take note of the introductory remarks of Yang Berhormat Menteri Kementerian Kebudayaan, Belia dan Sukan regarding the achievements of trainees at the Youth Development Center in Micro, Small and Medium Enterprises and those who have gained employment, which I describe as still at a moderate level.
I understand that to improve this percentage is one of the most challenging tasks and will require dedicated effort, resources, and different learning methods based on a market-driven approach.
This includes providing additional training to enhance their skills (upskilling) in technology, finance, management, and marketing, as well as fostering a sense of self-identity as an advantage for them to compete with other job seekers or entrepreneurs.
I would like to request clarification from Yang Berhormat Menteri Kementerian Kebudayaan, Belia dan Sukan. What are the strategic measures of the ministry to further enhance these achievements so that it will become a platform to identify, nurture, and highlight talented and potential youths to succeed in their respective fields, especially in the businesses they are involved in?
Secondly, I noticed under Title 1214 - Industry Development. There is 1 Program 1214-005: Creative, Cultural Industries Hub (CCI Hub) and Community Library allocated with a Plan Price of $31.75 million. I just wish to request clarification from Yang Berhormat Menteri Kementerian Kebudayaan, Belia dan Sukan.
What exactly is the function of this CCI Hub? What are the targets set and to be achieved by this CCI program in terms of enhancing stakeholder involvement in the intended industry development?
As we are aware, the National Service Programme (PKBN) managed by Kementerian Kebudayaan, Belia dan Sukan has proven successful in enhancing self-identity, confidence, and positive attitudes of its participants. Congratulations and well done. Given its significant impact, last year while discussing the Prime Minister’s Department Budget, I myself suggested exploring the possibility of aligning this program to newly appointed graduates or new recruits in the Public Service.
This program does not necessarily have to be as lengthy or have a 100% similar curriculum to PKBN but tailored to instill positive attitudes, teamwork, self-identity, cooperation, and networking among participants. Perhaps this suggestion could be explored together with JPM, JPA, and any relevant agencies.
Towards that, I would like to request clarification from Yang Berhormat Menteri Kementerian Kebudayaan, Belia dan Sukan and concerned agencies. Has there been any assessment conducted to evaluate the viability of the proposed program and what is its status at this moment?
Lastly, every year during National Youth Day, the country identifies and recognizes outstanding youths for their services in their respective fields. To date, perhaps dozens of youths have received this honor.
Therefore, I would like to request clarification from Yang Berhormat Menteri Kementerian Kebudayaan, Belia dan Sukan. Is the progression or development of these outstanding youths still monitored by Kementerian Kebudayaan, Belia dan Sukan?
What facilities are provided by Kementerian Kebudayaan, Belia dan Sukan to these youths so that their contributions to society can be enhanced and remain effective, considering they can still be regarded as agents of change in their respective fields which can have a positive impact on other youths?
I mean their potential should continue to be nurtured and their experiences utilized in youth inspection and motivation programs. For example, those related to volunteerism and their involvement should be increased in any committees directly related to policy formulation or youth activities in general.

I hope it can be successfully implemented. I would like to address matters related to the Community Development Department (JAPEM), regarding the system of delivering old age pensions and welfare assistance.
As we know, the delivery of pension and welfare assistance is carried out by village heads, where the delivery process is done using the same method and has not yet seen any change.
Recipients are required to attend, and the village heads need to review the lists of recipients in documents provided by JAPEM. This delivery process sometimes takes too long to facilitate the distribution process.
This method has been commonly used for a long time. I suggest, from a different perspective, that there be innovation and progress enjoyed. To find new methods that are easier and faster without compromising security features and user-friendliness.
To replace the old method, the use of smart cards through a scanning system could speed up the delivery process in a more systematic way. In this connection, I suggest that the relevant parties pay due attention to planned system changes as improvements to the quality of public service.
Furthermore, I speak about essential food aid to those in need. The government and other parties always extend aid in the form of food and kitchen necessities to the needy, and these welfare activities increase as the month of Ramadan approaches.
However, I am concerned whether the donated goods are genuinely needed by the recipients, fearing it might become a burden and lead to wastage. Some kitchen items may not be suitable, especially in terms of health and the like.
In this regard, I suggest that the provision of essential food aid should be scrutinized and studied for its necessity. Does it truly benefit the recipients? This includes establishing a special position or special working group under the relevant parties to assess the needs of aid to the needy on the ground.
That is all that can be conveyed, Yang Berhormat Pengerusi.

First, I address the Community Development Department (JAPEM) concerning the National Welfare System (SKN). As we are aware, SKN began operating on 15 July 2020, as an online application system for the public to apply for Monthly Welfare Assistance (BKB) and Majlis Ugama Islam Brunei (MUIB) for the destitute and poor.
However, there have been some complaints from the public about the handling of this SKN system.
In this connection, I want to know whether the government is aware of this and what the ministry's plans are in ensuring SKN is user-friendly, especially for applicants who are not IT-savvy, including the elderly.
Next, I voice concerns about the delay in applications for the elderly pension for nationals of Negara Brunei Darussalam who have reached the age of 60 and hold a yellow smart card, which takes 5 to 6 months.
I want to know why this application process takes so long. I seek clarification on this matter.

May it be successfully realized, in the name of Allah, The Southeast Asian Games, known as the SEA Games, were hosted in Negara Brunei Darussalam in 1999. It was the 20th SEA Games, and our country was the host for the first time to this major sport event.
Kaola views from the perspective of the country's capability in handling and hosting such large regional and international sports events.
In this regard, kaola wishes to know what are the government's plans in terms of readiness for Negara Brunei Darussalam to organize and host regional and international sports events?
Regarding the cultivation of Jawi writing in Negara Brunei Darussalam, kaola welcomes the efforts of the ministry, especially stakeholders, always stating exhibitions and roadshows towards promoting the use of Jawi writing among 'our community'. This includes placing Jawi writing prominently on signboards, road names, buildings, and business premises.
Meanwhile, kaola seeks clarification regarding the rules and conditions provided for the provision of signboards. Is there a task force established to ensure regulation compliance and what actions are taken if any violations occur? There are also several signboards that translate business brands into the Malay language. However, there are also brands that are not translated into Malay, such as JobCentre Brunei which has been Jawi-ized. Kaola requests an explanation regarding this matter. That is all kaola can convey.

Thank you, Yang Berhormat Pengerusi. Kaola will try to answer the questions raised by Your Honourable Members earlier.
Firstly, the question raised by Yang Berhormat Awang Abdul Aziz bin Haji Hamdan, and kaola would like to express my heartfelt thanks for the suggestions and questions he raised about the issue of unemployment.
Regarding the suggestions made by Yang Berhormat about high-impact projects such as creativity, innovation, and technology, kaola welcomes these suggestions. Indeed, such suggestions are something that can be implemented with the cooperation of all parties. The matters raised are outlined in the ministry's strategic plan for 2020-2024.
To achieve a Future-Ready Youth aligned and equipped with the National Youth Policy and Strategy 2020-2035, which focuses on strengthening the youth development ecosystem. All youth development efforts are based on empowerment, enfranchisement, and involvement of youth.
Under youth empowerment efforts, to increase their involvement in leading high-impact projects, there are already several platforms that have been organized, such as CIPTA awards, BICTA awards, National Youth Day awards, Projek Cemerlang for Youth, Prime Innovation Award, Brunei Business Award, DST Innovation Award, and various other platforms.
'Abiskaola' acknowledges that there is still much room for improvement and pioneering, such as the Brunei Innovation Lab under the Ministry of Transport and Communication including project opportunities and research under higher education institutions in this country. Thus, in youth inspection and empowerment programs to increase youth marketability, equipped with relevant industry skills training so they can obtain meaningful employment, engage in entrepreneurship activities, and pursue further studies.
The employability status of Youth Development Centre trainees for the Fiscal Year 2022/2023, where 77% of trainees have been employed, 12% have pursued further studies, 5% have ventured into business, and 23% are still actively job hunting.
So, entrepreneurship training programs such as incubators, youth entrepreneurship, agriculture and farming, entrepreneurship grant assistance, business startup, and platforms like Youth Development Central Carnival, Santai di Indoor, and Ramadan Bazaar for Youth also produce youth entrepreneurs and generate income.
The efforts being made at this time are still at a minimal level that impacts a target youth group.
The issue of unemployment among the youth is a factor that requires extensive scrutiny and should be addressed through a nationwide and whole-of-government approach which, as Yang Berhormat Pengerusi mentioned earlier, has already been touched on and discussed, so kaola do not wish to delve into detail.
Secondly, kaola wish to touch on the question from Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim regarding strategies of this Ministry to enhance platforms for talented youths which kaola have outlined in the response to the suggestion by Yang Berhormat Awang Abdul Aziz bin Haji Hamdan earlier.
Regarding the CCI question, in short, the RKN-12 project, i.e., Creative Cultural Industries (CCI) and Community Libraries. This project is for the refurbishment and upgrading of 2 buildings, namely the former headquarters of Radio Television Brunei and the building of the Language and Literature Bureau, Bandar Seri Begawan proposed to be made into a hub for the Cultural and Creative Industry (CCI) and Community Library (Community Library). This project is combined for the purpose of creating the Brunei Arts and Culture Academy.
Secondly, the concerned buildings are intended to strengthen the cultural and artistic infrastructure in this country that is dynamic and creative, especially to the country's youth.
Aligned with this Ministry's strategic plan, which contains the aspiration of dynamic culture and heritage preservation in achieving the vision of an excellent Brunei nation, now is also the time for both buildings to undergo new branding that considers current needs and the strategic location of the buildings in the city center.
With the construction of the project purpose, such projects will become landmarks of knowledge, centers of knowledge, and community centers that lead to the development and progress of the cultural and arts sector in this country. Moreover, if permitted, kaola would like to provide further information later in writing about this matter.
Kaola missed earlier regarding the question from Yang Berhormat Haji Awang Sulaiman bin Haji Nasir regarding the proposal to highlight the traditional dance competition of the 7 ethnic groups. 7 ethnic groups certainly have high cultural value and expression, whether from intangible cultural heritage even from the aspect of art and expression.
This Ministry through the Art and Culture Division also has conducted 6 cultural festivals of the 7 ethnic groups covering various cultural art aspects. This festival is in the form of performing arts, cultural talks, exhibitions, and eventually, the results of this festival can be made into a book as reference material.
The 7 ethnic group dance competition has been held by the Ministry of Education in collaboration with the Ministry of Culture, Youth, and Sports.
Regarding the proposal to hold annual dance competitions, this is a good proposal and kaola together with 'abiskaola' officers will examine this matter at the operational level in kaola's Ministry to assess suitability based on existing competitions so that planning can be organized more orderly and effectively.
Regarding the proposal to build a multipurpose hall in the area of Pekan Bangar. This Ministry welcomes the proposal from Yang Berhormat, so surely this matter requires detailed scrutiny from the aspect of construction suitability, logistics, especially the cost of expenditure and planning, and the need to build a building or facility that also will surely involve several interested agencies.
Next, kaola refer to the question raised by Yang Berhormat Awang Haji Mohamad Danial @ Tekpin bin Ya'akub. This Ministry welcomes the use of smart cards to accelerate the pension distribution process more systematically.
This Ministry will examine this matter from the aspect of suitability, management, and feasibility. Among the initiatives adopted are as follows:
The COVID-19 pandemic and the post-pandemic period have triggered changes in the distribution and receipt of old age pensions and disability allowances. Notifications through WhatsApp from Village Heads to recipients about the scheduling of old age pension and disability allowance payments.
The use of digital technology methods is also employed, including online management. It has long been proven as the best practice, particularly in improving the speed of efficient processes and timely service delivery.
For example, since 2018, JAPEM has introduced a system for the payment of Old Age Pensions and Allowances through the respective banks.
For everyone's information, the number of recipients of old age pensions and allowances as of March 2024, meaning the total number of recipients, is 49,391 people, and as of February 2024, more than 18,000 recipients have received their old age pensions and allowances through their respective banks, which amounts to 37% of the total.
Referring to the preparation records for March 2024, the number of recipients will increase to 18,433, which includes 181 new recipients receiving through banks.
During the second wave of the COVID-19 pandemic in 2021, recipients of old age pensions and allowances through banks alone totaled over 3,000 recipients.
This method clearly provides convenience and benefits as expected. However, the method of payment and receipt through banks is only an option for recipients, as there are still those who prefer to receive cash.
Furthermore, regarding the proposal to examine and study the need for providing basic food assistance to recipients and the proposal to establish a special committee or task group under relevant parties, this ministry welcomes the proposals.
The provision of basic goods is under the control of the General Welfare Assistance section (JAPEM) during or in the event of a disaster when JAPEM will go to the field to assess the situation of the victims and subsequently provide food rations on the same day or the following day to the disaster victims.
As usual, food rations will be provided if it involves damage to the house, especially the kitchen, and disrupted communication roads. A detailed investigation will be conducted to ensure that the assistance provided is appropriate to the actual needs such as temporary housing assistance and financial assistance, subject to the type of recipient's issues, including food rations or basic food assistance. In this respect, we will certainly try our best to avoid wastages or unnecessary foods, etc.
As of February 2024, a total of 558 food assistance had been provided to disaster victims, $29,500 in financial assistance. The quantity of basic goods supplied is sufficient for a week's needs.
However, this ministry welcomes the proposal by Yang Berhormat earlier to revisit the suitability of these basic goods from the health aspect. Next, kaola addresses the question from the issue raised by Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann.
As the operator of the SKN system, this ministry always ensures that this system is of quality, has optimal reliability, and is user-friendly especially for applicants who are less IT-literate.
Initiatives often implemented to improve the efficiency of this system include examining accreditation that matches the system's and the public's needs.
Therefore, this ministry plans to conduct a public feedback study or survey on the overall online applications of SKN, with the analyzed feedback later, God willing, will help this ministry to improve the weaknesses in the SKN system.
This ministry also takes note and cares for applicants who are less proficient in IT, including the elderly, in making applications for state welfare assistance.
In this regard, counter services are also provided at aid agencies such as the Community Development Department (JAPEM) and the Department of Zakat, Waqf, and Baitulmal Affairs (JUZWB).
From the beginning of this year until 29 February 2024, the total number of public visits to the counters is 2272 people, with 994 people attending JAPEM counters and 1,278 people attending JUZWB counters.
It further explains that the application for old age pensions has not yet been implemented in this system. However, بِسْمِ الله, in phase 4 of SKN recognition, the ministry will try to integrate not only old age pension applications but also disability allowances. Firstly, I would like to thank Yang Berhormat for raising the question. أَعْجَبَنِي The Prime Minister's Office has taken action to use names in Malay to dignify and prioritize the use of Malay as the official language of the country.
The changes taken are the use of Brunei Employment Centre (PPB) as the official name for JobCentre Brunei and the use of Manpower Planning and Employment Council (MPTMP) as the official name for Manpower Planning and Employment Council (MPEC), Jawi script for Brunei Employment Centre and Manpower Planning and Employment Council (MPTMP) has been standardized and obtained from the Language and Literature Bureau Brunei.
With this change, existing signage will be updated, currently in the process of opening bids for the respective works.

The example touched by Yang Berhormat earlier was the SEA GAMES, Southeast Asian Games, for which we last hosted in 1999. Hosting large-scale sporting events like this is indeed a challenge for us.
This is because when hosting such large sports events, it involves a lot of manpower in terms of committees and most importantly in terms of existing infrastructure.
Time has passed since a few years ago when we hosted, criteria and quality or minimum safety criteria, for us to use our infrastructure have changed according to current circumstances.
For example, our national stadium. Our national stadium was already established and developed over quite a long period before 1984 and in terms of design and so on, indeed at that time it met the requirements of that time.
After several years, it changed in terms of requirements and international standards. Thus, the design we have is difficult for us to try to meet those standard requirements.
Even with us having upgraded the condition of the stadium. In conclusion, for us to be ready to host large-scale sports events like this, we need new infrastructure so that we can organize and host international standard sports events like this.
So, what are the plans of this ministry? I would like to share that the steps being taken at this time are to examine the overall existing sports infrastructure and start planning in stages how we will try to develop infrastructure facilities that can meet international standards.
This certainly is not an easy step because 'kitani' also take into account our existing financial resources and the existing preparation period, and also considering that at some point 'kitani' may not escape from becoming a host and perhaps 'kitani' have no choice but to be forced to host.
So, in considering these matters, the approach taken is to examine and try to improve or upgrade or develop new infrastructure in phases by taking the PPP approach and also other options that can be utilized to allow 'kitani' to develop such infrastructure.
As long as such infrastructure cannot be provided by 'kitani', it is quite difficult for 'kitani' to raise hands to host international level sports like this.
However, not all such sports 'kitani' cannot handle.
There are international-level sports that 'kitani' can handle by considering the existing infrastructure at this time. What kaola is confident with the national approach, with the approach of government and non-government parties, with the approach and involvement of all parties, nothing is impossible for us to join hands to make it a success.

Kaola just wants to share. Starting in January 2021 and until now, there have been 5 intakes into PKBN for IBTE students who want to complete the programs they take especially from the iSkill ISQ program.
They follow this identity program for 3 months and they are from the programs taking scaffolding, marker fitter, rigger, welding, and also plaster painter. Until today, there have been 865 students who have completed the identity program at PKBN. Thank you.

One of the main goals in this policy is Empowering Youth, but to what extent have the youth been involved in understanding and knowing their role in the implementation of this policy?

Here, kaola would like to suggest for a re-examination by the Ministry of Culture, Youth and Sports through cooperation with youth associations and youth movements in our country as a solid foundation to ensure the voices of youth can be heard through existing platforms and to devise action plans and implement them through support from youth associations.

However, after the end of the pandemic, what is the existence of these volunteers? Are they no longer relevant to continue?

Kaola is interested in the content of the presentation about the drafting of the Women's Action Plan currently in the process of obtaining approval from the relevant Committee to enforce it.
Kaola takes note that this Action Plan will focus on the examination and protection of women's rights, health care, economic examination, employment, and work-life balance, that is, between work and family life of women in this country. It also aims to enhance the maximum potential of women in this country and fair development for women actively involved in realizing Vision Brunei 2035.
This Action Plan will outline government policies and national-level initiatives that need to be developed and strengthened for the development and examination of women in Negara Brunei Darussalam.
Therefore, kaola seeks enlightenment from Yang Berhormat Menteri Kebudayaan, Belia dan Sukan, what are the ministry's mechanisms to assess the effectiveness of the policies and initiatives contained in the Action Plan and whether the ministry will propose any policy changes in public and private services in this country, to introduce a more flexible working environment and more supportive to the work-life balance of working women in this country. Kaola's question is about the Youth Town Hall. In 2022, there were approximately 151,200 youths aged 15 to 34 years in Brunei. This shows that one-third of Brunei's population is among the youth.
The youth group needs to be seen as an engine capable of bringing new changes. Town Halls play an important role in fostering civic engagement by providing space for residents, especially youths, to actively participate in local administration, voice their opinions, and contribute to community and national development in line with the government's whole of nation approach.
They help strengthen the relationship between the government and the people by facilitating communication and cooperation.
Kaola welcomes the Youth Town Hall organized by the Ministry of Culture, Youth and Sports (KKBS) along with the Young Professional Network (YPN) established in 2020 with the objective to foster solution-driven minds, forward-thinking, and a collaborative youth community eager to contribute to our country's development by giving youths the opportunity to interact with Cabinet Ministers.
Kaola has been informed that seven sessions of the Youth Town Hall have been held since 2020. Kaola's questions:
How effective is the Youth Town Hall in achieving its objectives?;
What are the main focuses of the sessions of the Youth Town Hall that have been held? Kaola's suggestion is, kaola believes the impact and effectiveness of the Youth Town Hall initiative in ensuring youths' voices and contributions are valued can be enhanced by increasing the number of Youth Town Hall sessions with Ministers.
This can be achieved by organizing an annual calendar and planning the Ministers' schedule earlier. Conducting Youth Town Hall sessions in all four districts, with Temburong District possibly combined with Brunei-Muara District. This will ensure that opportunities for youth engagement are broader and more evenly distributed across the country.
This could also serve as a model for Cabinet Ministers to bridge the development and aspiration gap, especially from the youth perspective; and
Highlights from the discussion of the Youth Town Hall shared to the general public and also developing a special website. Kaola is also interested in the youth conversations initiative carried out by our neighboring country, which provides a safe space for their youth to dialogue and share various views, and they also issue a full report to share with the community. Kaola hopes the hopes and fears of our youth can be content of conversations at the Youth Town Hall and that their ideas are taken seriously and implemented.

In the 60s and 70s, many youth associations grew rapidly, and these associations were mostly led by the youth with qualifications such as 'O' Level, SPM, and some only up to grade 6 among clerks, teachers, but they had high commitment and dedication driving their associations.
This can be seen in terms of their involvement in the fields of the economy, culture, religion, sports, and society. They successfully established cooperative companies, transport companies such as school buses.
Currently, many youths are widespread and highly educated, both domestically and internationally.
Youth with higher education should be able to bring a new spirit, innovative ideas, and deep commitment to making positive changes in our society and creating a multiplied impact in society.
These young blood can bring fresh perspectives and innovative solutions to address complex issues.
By supporting and providing opportunities to lead youth associations, we can encourage effective growth and transformation of society. Youth associations led by highly educated youth are also more likely to be sustainable in the long run.
They bring expertise in organizational management, strategic planning, and fundraising. By promoting professionalism and accountability, we can attract more funding and gain trust from stakeholders.
To achieve this goal, we need to encourage more highly educated youth to get involved in the management and handling of youth association teams. They are the new, spirited, and innovative generation, and by giving them adequate support, we can ensure that the leadership of youth associations remains dynamic and effective.

Kaola would like to summarize perhaps one issue raised. The issue raised is the involvement of youth in providing inputs or contributing to policy formulation in nation-building.
Kaola wants to depart from the context of the youth versus the golden age group. Actually, in 'kitani' together building the country doesn't mean only one group gets the opportunity.
Any proposal, idea, and contribution should be evaluated based on the merit of the contribution, idea, and proposal. Regardless of whether the proposal comes from the youth group or from the group that is no longer youth.
So in conclusion, what is important here is the cooperation between these two groups. The young youth group together with the group that is no longer youth and the mutual respect towards each other's viewpoints.
So what kaola wants to highlight here is the approach 'kitani' have taken is opening up space for interaction between these two different groups and this opportunity brings 'kitani' closer, reducing the gap of differences in opinions or stances in contributing together to nation-building.
It does not mean to set up these two groups with different opinions and stances which certainly will not benefit 'kitani' in jointly advancing our country.
So what has happened in recent years, kaola greatly welcomes what has been 'diungkayahkan' between the youth town hall from the youth town hall side and the involvement of the Young Professional Network because it opens up space for the merging of thoughts between these two groups.

In this noble assembly, let us as citizens and residents of Negara Brunei Darussalam express our gratitude to Allah Almighty and with full respect and reverence, offer our highest appreciation and gratitude for the concern, care, wisdom, and prompt action of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar `Ali Saifuddien Sa’adul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam who has graciously granted the approval for funds from Tabung Kemanusiaan Rakyat Palestin in Gaza amounting to USD$1,050,000.
And it is estimated that $1,399,544 has been used to send humanitarian aid in form of ready-to-eat and long-lasting food packages to Palestine through air drops, totaling 5920 packages.
Allahu Akbar, Negara Brunei Darussalam also successfully conducted the first delivery on 13 March 2024, which included 2 air drops and was executed in cooperation using the aircraft of Jordan's air force. Meanwhile, the execution of the next 2 air drops has been scheduled on 14 and 15 March.
As we are aware, this Palestinian humanitarian aid is the result of the establishment of the Tabung Bantuan Kemanusiaan Rakyat Palestin in this country through the National Committee of Tabung Kemanusiaan Rakyat Palestin aiming to help gather financial funds from all citizens and residents of Negara Brunei Darussalam to ease the suffering and burden of our Muslim brothers and sisters affected in Gaza, Palestine.
"Innalillahi wa inna ilaihi raji'un" highlights the concern, care, generosity, and willingness of the Brunei people 'kitani' which becomes a culture. May such charitable efforts and help continue and, Insha'Allah, receive multiplied mercy, blessings, forgiveness, and rewards from Allah Subhanahu Wa Ta'ala. Amin Ya Rabbal Alamin.

During the 19th Session last year in this honorable hall, Yang Berhormat Menteri Kebudayaan, Belia dan Sukan shared about the role of the National Council on Social Issues as the Main Committee to Address Poverty Issues alongside other social issues faced in this country.
It is also understood that the Council has formulated an action plan to eradicate poverty as a primary mechanism to implement strategic actions through a whole of nation approach to move more people out of the poverty cycle by ensuring they are able to be independent without relying on government aid.
Through the methods and action plans that have been undertaken so far, aiding in other efforts, kaola seeks clarification from Yang Berhormat Menteri Kebudayaan, Belia dan Sukan on how effective these initiatives through the National Council on Social Issues have been in successfully moving people out of the poverty cycle without relying on any form of government aid anymore. What are the latest statistics of the poor who have successfully been lifted out of the poverty cycle?
Regarding basic needs, the minimum basic standard is 'kitani' understand that the rates of assistance through the National Welfare Scheme are calculated based on estimates implemented by the Department of Economic Planning and Statistics, Ministry of Finance and Economy based on the 2015/2016 expenditure study.
As we all know, the situation is changing now. Especially since the price of food including basic necessities has increased from time to time. This also means that the cost of living has increased.
In connection with this, kaola requests clarification from Yang Berhormat Menteri Kebudayaan, Belia dan Sukan whether the minimum cost of basic necessities has been reviewed or updated, while the minimum cost of basic necessities previously introduced was nearly 9 years ago.
For the guidelines on the amount of aid to be given to those eligible under welfare schemes.
This is in ensuring that those eligible under the National Welfare System at least can support the daily life and family due to the rise in price costs, the cost of living that has been experienced.

First of all, kaola would like to extend my heartfelt thanks to Yang Berhormat Menteri Kebudayaan, Belia dan Sukan for the presentation of the Ministry Budget 2024/2025 that encompasses all departments under it.
Yang Berhormat Pengerusi. Kaola also welcomes the statement from Yang Berhormat Menteri Kebudayaan, Belia dan Sukan who has plans to upgrade sports in this country by establishing a sports ecosystem. Kaola only has one question out of many. In this relation.
Kaola also would like to inquire about the sports school which is currently under the Ministry of Education. Is there any cooperation between the Ministry of Culture, Youth and Sports and the Ministry of Education to advance this sports school, which currently seems, in the English saying, neither here nor there.
Kaola believes that if the sports school is properly managed as in other countries and fully supported by the Ministry of Culture, Youth and Sports, it has the potential to produce athletes and sportspeople who can achieve success at the international level aside from wushu and silat.
The sports school established in 2003 started operating in its own building in 2009, has facilities that propose to build to nurture sports talents at the school level. For kaola, it is a waste if this sports school is not fully utilized to produce youths who can compete internationally.

Kaola's question is about the 12th RKN allocation amounting to $11 million for the new headquarters building of the Department of Community Development (JAPEM).
Isn't there an additional allocation for the Child Protection Unit Complex Welfare House which is only allocated $631 thousand?
What kaola means is that the Child Protection Unit Complex Welfare House would be able to be added or better upgraded with its facilities containing spaces for business for JAPEM recipients and low-income citizens or those struggling to help them find a livelihood towards becoming independent citizens.

The national museum in Kota Batu is one of the tourist destinations in the Brunei-Muara District and it is a treasure trove of knowledge for students and seekers of knowledge. The museum has been temporarily closed for repair and renovation works since 2014. This project is within RKN-11.
Kaola is often asked at public assemblies and also often hears it discussed by concerned citizens, what is the status of our 'kitani’s' national museum that is still not opened to its security walls to this day.
This matter has been raised perhaps in the previous Majlis Mesyuarat Negara but still, whispers or loud voices from concerned citizens are heard.

In this connection, kaola would like to extend my congratulations and thanks to Yang Berhormat Menteri Kebudayaan, Belia dan Sukan for the compact, comprehensive, and detailed introduction and presentation.
Yang Berhormat Pengerusi and Your Honourable Members, kaola would like to propose a motion related to youth participation and involvement.
Kaola would like to suggest that cooperation should not only come from the government but also involve the private sectors to work together, strategizing to realize the whole nation approach especially for youth development.
For example, supporting venture agriculture for youth so that companies in the private sector can provide some incentives in terms of capital or support and mentorship.
Kaola understands that this has been done by a company previously, which helped clear and level land and constructed drains in Kampung Selangan, Mukim Amo, Temburong a few years ago through collaboration with the Youth Development Centre under the Ministry of Culture, Youth and Sports in the Skim Belia Tani program. Thank you, Yang Berhormat Pengerusi. Perhaps kaola would like to first take a selective 'mangkali' approach as there are many questions and kaola do not wish to simply answer off the cuff for fear of 'dragging on'.
So, kaola will touch on the museum issue raised. As of December 31, 2023, the readiness status of the project to repair and upgrade Brunei museum and exhibition building is at 84%.
This project encountered issues of contractual disputes and scope of work requiring immediate rectification by the Ministry of Culture, Youth and Sports and the Ministry of Development which no longer grants additional extension time requests for the contractor GR Technic Sdn. Bhd. and the consultant Peridot Architects. Therefore, all works have ceased after the third extension of time (EoT) expired on January 24, 2024.
The Ministry and the Ministry of Development have decided to terminate the service contracts of the contractor and consultant. The Ministry of Development issued a Certificate of Practical Completion to the contractor on January 24, 2024. Thus, the consultancy services officially ended.
The Ministry of Culture, Youth and Sports is currently exploring and will further seek legal advice from the Attorney General's Chambers on possible legal actions to ensure the process is orderly.
Phase 2 of the project has been implemented through an open tender process, and the tender advertisement was published on March 2, 2024, and will close on April 2, 2024. Phase 2 actually involves the production of gallery content.
In terms of the physical building, it has already reached 84%, and the remainder involves the production and completion of gallery content. So, that is all that kaola can convey regarding the progress of the national museum upgrading status.
Second, kaola seeks permission from Yang Berhormat Pengerusi for kaola to respond in writing to the remaining questions to ensure accuracy and to avoid droning on too much in my responses. Seek advice from Yang Berhormat Pengerusi.

Before this committee discusses the Ministry of Health, I would like to first record our appreciation and convey our highest respects to Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzadin Waddaulah ibni Al-Marhum Sultan Haji Omar `Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan Negara Brunei Darussalam for his arrival and the gracious speech at the Official Opening of the First Meeting coinciding with the 20th Session of Majlis Mesyuarat Negara for this year.
Towards collectively upholding, supporting and realizing the aspirations proclaimed by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan And Yang Di-Pertuan Negara Brunei Darussalam, a nationwide approach is most critical especially in enhancing the country's economic development to ensure the welfare and prosperity of the nation for future generations.
In this regard, the crucial role played by health and its relationship with economic growth cannot be denied, where international studies have repeatedly shown that good health status directly has a positive impact from various aspects such as labor productivity, reduction of treatment budget burden, business income, achievement of educational levels, life expectancy increase, and overall quality of life.
Discussing the prudent use of allocation to enhance service quality for the population and citizens, the Ministry of Health is always committed to cost-effective approaches following the concept of value-based healthcare in delivering excellent healthcare services. The strategic direction of the Ministry of Health is to develop a resilient and sustainable national healthcare system by leveraging health technology and innovation.
Yang Berhormat Pengerusi and Your Honourable Members. Next, allow kaola to share some achievements that have been implemented in the Fiscal Year 2023/2024 and then explain in general the focus, priorities, and planning of the Ministry of Health for the Fiscal Year 2024/2025.
The Ministry of Health extends its highest gratitude to the Government of His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam for the trust and support given, allowing the Ministry of Health to fulfill its responsibility in ensuring the effectiveness and quality of healthcare delivery to all layers of the population in this country.
With the allocation for the Financial Year 2023/2024, the Ministry of Health has implemented initiatives to improve public service delivery quality.
Some implemented initiatives include infrastructure or repairs to temporary buildings while some, though not visible to the eye, are even more significant compared to what is openly seen and are more important in the effort to enhance life quality.
For instance, initiatives in addressing mental health issues, non-communicable disease screening programs, infectious disease control, and efforts to promote health. The results may not be seen in a year or two but should be continuously done until it becomes the culture of everyone desiring a quality life.
Yang Berhormat Pengerusi and Your Honourable Members. In line with the Ministry of Health's strategic planning to continuously strive to strengthen the quality of health care services to the public for improved quality of life, as targeted by Brunei Vision 2035.
Several initiatives have been successfully implemented leading to improvements and upgrades in health services provided. This includes adjustments and certifications of infrastructure such as the certification of 2 surgery rooms at the Raja Isteri Pengiran Anak Saleha Hospital specifically for eye surgery, orthopedics, and neurosurgery. Addition of a new block at the Jubli Perak Sengkurong Health Centre, which will start to be utilized shortly.
This new block houses facilities for Basic Health Services and Maternal and Child Health Services and modifications of the phlebotomy service or blood collection at Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah Hospital, Tutong, and Suri Seri Begawan Hospital, Kuala Belait specifically to improve accessibility and meet the needs of specific groups such as the elderly and the differently-abled.
In terms of service development and improvement, Medical Emergency Service has been strengthened with an additional 30 ambulances in December 2023.
To accommodate emergency needs and patient transportation. Additionally, 5 four-wheel drive types are in the registration process, and 2 ICU ambulance types are still in the tender stage.
The Newborn Hearing Screening Clinic service has been extended to Belait District in August 2023 as a step towards making more comprehensive and accessible service coverage, enabling early detection and treatment of hearing problems among infants. The need for this screening service arises due to the annual increase in the number of infants found to have hearing problems. In 2023 alone, 50 infants were detected to have hearing issues compared to 18 in 2015.
The Non-Communicable Diseases Screening Program continues to be conducted ad hoc at ministries, the private sector, and during specific events such as the BandarKu Ceria Program. To make the Non-Communicable Diseases Screening Program more systematic and not merely opportunistic but also able to reach the desired target groups.
The program is being strengthened using the BruHealth app as the main screening method. Through the app, four (4) types of screenings are introduced in stages where anyone meeting the screening criteria based on information in the Bruhims system will be invited to undergo a screening test.
Currently, cardiovascular disease and colorectal cancer screenings have begun through the app.
In 2023, from a total of 2,861 individuals who underwent cardiovascular disease screening, 29% were found to have a Body Mass Index (BMI) in the obese category, 54% detected with high cholesterol levels, 17% with high blood pressure, and 7% detected with high blood sugar. This detection allows those involved to be treated and included in clinical monitoring to prevent cardiovascular diseases and diabetes.
The next screening to be introduced by the BruHealth app is cervical cancer and breast cancer screening.
In 2023, a total of 9,144 women underwent breast cancer screening where 1% of them had abnormal mammogram test results.
It is hoped that with the use of the BruHealth app, more women meeting the screening criteria will undergo the tests.
Meanwhile, towards higher quality services, a new mammogram suite specifically for breast cancer screening is under construction at the Raja Isteri Pengiran Anak Saleha Hospital, as an addition to the current facilities.
On this occasion, the Ministry of Health calls upon the citizens and residents in this country to undergo screening tests, especially those at high risk or receiving notifications to present themselves during the organized tests. This is solely to ensure each citizen and resident in this country can enjoy good health levels while preserving their quality of life. Strengthening disease screening programs is meaningless if diagnostic capabilities are not enhanced.
Towards this end, several new lab tests have been introduced alongside upgrades of various radiology and lab machines, more advanced and recent, including Magnetic Resonance Imaging (MRI) and Computed Tomography (CT Scan) machines at Raja Isteri Pengiran Anak Saleha Hospital and machines in hematology, biochemistry, immunology, Blood Donation Center labs, and so on.
Both the new MRI and CT Scan machines utilize artificial intelligence technology where the work process is performed automatically, making the scanning more consistent, easier to reproduce, and faster.
Mental health remains a priority addressed through a holistic approach, balancing religious endeavors and conventional treatment in dealing with mental health problems, as also decreed by His Majesty Sultan and Yang Di-Pertuan of Negara Brunei Darussalam on the occasion of Hari Raya Aidiladha 1443 equivalent to 2022.
In strengthening mental health treatment services and increasing public knowledge and understanding about it, several initiatives have been and are being pursued, such as mental health drives or psychoeducation (the process of teaching patients and their families about the nature of the illness including etiology, development, outcomes, prognosis, treatment, and alternatives) for the public conducted in collaboration with relevant agencies for specific target groups and to reduce or eliminate the stigma against mental health that can cause someone not to seek help.
Publication of guidebooks such as the e-book Student Wellness: A Mental Health Guideline for Students in collaboration with a non-governmental body, JIWA, and The Guidebook of Prayers and Dhikr for Mental Health in collaboration with the Ministry of Religious Affairs and Seri Begawan Religious Teachers University College (KUPU SB). Copies of pamphlets and e-book references will be provided to all Your Honourable Members.
The operating hours for the Talian Harapan 145 were extended to 24 hours 7 days a week since March 2023.
The renaming of the Outpatient Clinic, Department of Psychiatry, Kampong Kiarong to As-Syafii Clinic in December 2023, in line with a proposal from one of the Honourable Members in this noble council, as one of the methods to reduce mental health stigma.
Planning for the conduct of basic mental health and counseling training to imams and preachers in cooperation with the Ministry of Religious Affairs and the State Mufti's Office.
And for the public sector, the Public Service Department has published a Counseling Code of Ethics Guidebook in collaboration with the Ministry of Health, aiming to harmonize ethics for counselors in each ministry.
Towards strengthening mental health clinical services, the capacity of professional manpower has also been enhanced. Currently, the Ministry of Health has four (4) local psychiatry specialists compared to only one in 2014, and seven (7) local psychiatry medical officers compared to two (2) in 2014.
The number of psychologists also increased from four (4) clinical psychologists and fourteen (14) psychologists in 2014 to six (6) clinical psychologists and eighteen (18) psychologists this year. Currently, six (6) psychologists are undergoing training abroad to become clinical psychologists.
Moreover, the Ministry of Health has also obtained an additional fourteen (14) psychologists through Corporate Social Responsibility (CSR) from Jerudong Park Medical Centre to handle Talian Harapan 145.
And improvement in service qualities guided by international standards such as the accreditation of forensic laboratories to the international standard ISO/IEC 17025:2017 from the American National Standards Institute National Accreditation Board in May 2023.
And the launch of the National Health Laboratory System of Negara Brunei Darussalam at the beginning of last February through the collaboration with the Ministry of Primary Resources and Tourism to strengthen the laboratory system nationwide following the guidelines of the World Health Organization (WHO), the World Organisation for Animal Health (WOAH), and internationally recognized standards to support diagnosis, treatment, surveillance, prevention, and control of diseases.
In terms of the need for professional human resource capacity, I believe without a doubt that the number of local doctors who have successfully achieved specialist qualifications has increased year by year.
In 2023, a total of twenty (20) local doctors in 15 different specialties have been appointed to consultant or specialist positions upon completion of their specialty training, bringing the total number of local specialists and consultants to 120, which constitutes 70% of the total number of specialists and consultants at the Ministry of Health.
In an effort to strengthen treatment delivery, some services also need to be expanded and strengthened to improve treatment financing standards.
Therefore, it requires the addition of professional health workers to ensure the number of workers is at a safe level to provide treatment to patients. The Ministry of Health expresses its gratitude to the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda dan Yang Di-Pertuan Negara Brunei Darussalam for considering the addition of 996 positions to be established in phases from 2023 to 2027.
Out of this number, 507 positions were established in the Financial Year 2023/2024 and 2024/2025. This includes 84 doctor positions, representing an increase of 8% from the number of doctor positions in the Financial Year 2022/2023.
Furthermore, 323 nursing positions, an 11% increase from the number of nursing positions, and 100 Allied Health Professional (AHP) positions, a 21% increase for AHP positions.
These additional positions are planned and committed to be filled by health professional graduates graduating from local and overseas educational institutions.
Additionally, in an effort to support job fulfillment and ensure graduates are equipped with qualifications aligning with job market needs, the Ministry of Health acknowledges that the Manpower Planning and Employment Council (MPEC) has introduced the Structure Apprenticeship Programme (SAP), the first program being the Clinical Supervisory Program (CSP) which will be conducted in collaboration with the Ministry of Health.
This program will enable graduates from certain health professional fields to undergo on-the-job training, namely pre-registration training required for them to obtain licenses and registration with relevant professional bodies such as Allied Health Professionals Council of Brunei Darussalam and Brunei Darussalam Pharmacy Board.
Improving the quality of services implemented by the Ministry of Health is not limited to the Ministry of Health.
Collaborating with the private sector and collectively developing the healthcare sector in the country is crucial to provide the public with treatment options.
Throughout 2023, a total of 49 private health clinics and 8 private dental clinics were operational, an increase compared to 28 private health clinics and 6 private dental clinics providing services to support health and medical services in this country over the past 10 years.
While for 2023 alone, an addition of 3 new medical clinics, 2 dental clinics, and 2 Allied Health Professional service centers. The contributions given by these clinics are vital in ensuring that healthcare services in this country can be easily accessed.
At the same time, the presence of these clinics can alleviate some of the burdens on government health clinics that are overwhelmed with visitors every day.
The Ministry of Health is also making efforts to collaborate with private clinics to allow the outsourcing of some services provided by the government to private clinics.
Among the efforts that have been carried out with the private sector include the screening of swab tests during the COVID-19 pandemic, which was efficiently and effectively managed by private clinics.
Collaboration with Jerudong Park Medical Center in the management of a dialysis center and cooperation with Pantai Jerudong Specialist Center (PJSC) in handling prosthetic and orthotic services for the manufacturing of artificial legs or arms which previously had to be referred and made overseas.
In ensuring the management of patients and visitors to hospitals is assisted to receive their respective treatments, the Ministry of Health has implemented contracts for patient care assistant services placed in the RIPAS Hospital, Suri Seri Begawan Hospital, Kuala Belait, and Hospital Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah.
With these services, not only can patients be helped, but it also provides at least 200 job opportunities for local residents.
Yang Berhormat Pengerusi and Your Honourable Members, "Strengthening the Health Prevention System" is the budget theme for the Ministry of Health for the Financial Year 2024/2025. It aligns with the national budget theme "United in Building a More Prosperous Future" where the Ministry of Health's theme more specifically addresses one of the main focuses of the budget which is improving the welfare and productivity of the public.
To support this theme, the Ministry of Health will focus on efforts to meet customer needs through more effective and cost-effective approaches for the long term and directly improve the health status of the citizens and residents of this country, particularly towards achieving the goals of Wawasan Brunei 2035.
Alhamdulillah, the supported budget amount for the Financial Year 2024/2025 is $573,640,540 which is an increase of 37% from the budget approved for the previous Financial Year.
This increase is due, among other things, to the addition of doctors, nurses, and allied health professionals, maintenance and repair of assets, supply of medical materials and consumables, rent and lease, and human resource development.
However, the most significant increase is the transfer of allocations for patient treatment at Gleneagles JPMC and Pantai Jerudong Specialist Center amounting to $157 million from the allocation of the Ministry of Finance and Economy to the Ministry of Health, which is 35.9% compared to the allocation for the Financial Year 2023/2024.
In achieving the goals of the Ministry of Health, the implementation of the Ministry of Health Budget focuses on 5 main areas.
The first priority is upgrading facilities including the conservation of buildings, medical equipment in hospitals, health centers, and government clinics.
The Ministry of Health's upgrading projects planned are handled considering cost-effective and innovative methods especially in improving the maintenance process and supply of medical equipment.
Among the priorities is upgrading critical infrastructure in hospitals and health centers that are outdated and require upgrading or repair.
This includes the upgrading and improvement projects of the Raja Isteri Pengiran Anak Saleha Hospital building which will reach 40 years in August 2024 and the Suri Seri Begawan Hospital Kuala Belait which has passed 50 years since its construction.
With the advancing age of the buildings, it is appropriate to carry out upgrading and improvement works to ensure the safety and welfare of patients and visitors.
The infrastructure projects include, at the Raja Isteri Pengiran Anak Saleha Hospital, continuous efforts to upgrade wards, the Intensive Care Unit (ICU), repair buildings, equipment, and installations of energy-saving devices, and ongoing improvements to surgical rooms, where 3 more surgical rooms will again be upgraded to be equipped with the latest advanced equipment.
While at the Suri Seri Begawan Hospital, Kuala Belait, planned infrastructure projects include ongoing upgrade and improvement works of buildings, air conditioning, installation of energy-saving devices, and upgrading of the liquid oxygen tank supply to a higher capacity to accommodate the increasing demand.
Efforts for improvement and upgrading are also actively implemented at other district hospitals, health centers in this country, and other health facilities including phased implementation.
Maintenance of health center buildings nationwide includes repairing waterproofing, replacing electrical wiring in health centers that have exceeded 20 years, repainting buildings, and upgrading public toilets in all health facilities in phases.
Insya'allah, these efforts will continue in the coming years to ensure the safety and welfare of patients in particular and visitors in general.
Replacement of medical equipment in hospitals, health centers, and clinics that have expired or are outdated, addition of diagnostic examination equipment, treatment, and early screening of chronic diseases.
Among them included the addition of an MRI machine, 3 Mammography machines, 1 Extracorporeal Shock Wave Lithotripsy unit, and an addition of 1 CT scan with higher capability, which is a 128 slice dual energy. And the increase in the number of laboratory equipment, which is not only required at hospitals for the detection of diseases, but also for scientific laboratories closely related to valuable criminal cases, amounting to nearly $1.5 million.
The second priority is to improve screening activities for non-communicable diseases (NCD) and related health promotion activities through collaboration with the private sector or interested parties to disseminate and carry out such screening activities. Among the new services to be introduced is a screening test for women to detect Human Papillomavirus (HPV) which is the cause of cervical cancer using the latest methodology, which is a molecular test.
This new screening test is of high potential as it can detect the virus's genetic components at the earliest stage, that is before cancer cells start to form, and especially before showing any symptoms.
This test uses a self-sampling method where women can take samples at their own homes to send to the nearest clinic without the need for a queue. In the name of God, the Most Gracious, the Most Merciful, this method will further facilitate women's healthcare and not only allows treatment to be given at an early stage but will also reduce the rate of cervical cancer in this country.
Next, the National Diabetic Retinopathy Screening Program will also be introduced, using artificial intelligence, especially for diabetic patients. Diabetic retinopathy is damage to the retina, one of the complications of diabetes.
Data shows an increase in the number of patients suffering from this complication is 283 people in the year 2023 compared to 251 people in 2022.
That is an increase of 13%. The AI technology to be introduced will further enhance the efforts of screening to detect changes in the characteristics of the retina more precisely, that is earlier compared to the current methods.
In addition to allowing early detection and treatment, this innovative method also increases screening capacity where each test only takes a short time of about 10 – 15 minutes per test, compared to 2 – 3 hours per test at present.
Screening using AI also does not require eye drop medication before undergoing the test procedure, therefore patients no longer need to take sick leave due to undergoing eye tests.
In addition, Artificial Intelligence Diabetic Retinopathy Screening can also be operated mobile, specifically to be brought to clinics in remote areas such as Sukang and Melilas.
The cost of each screening, which is only a few dollars, in the name of Allah, the Most Gracious, the Most Merciful, can prevent eye damage requiring surgery and intensive treatment which can cost tens of thousands of dollars and can reduce blindness problems.
The Ministry of Health also encourages the involvement of private health centers and clinics to acquire this AI system and screen their patients to increase accessibility and coverage of screening where the AI system also has potential to detect other eye conditions such as Glaucoma, Age-Related Macular Degeneration, Cataract, and systemic diseases such as Alzheimer.
To further strengthen disease prevention measures in this country, the Ministry of Health through the Health Promotion Center will continue to showcase several health programs to promote a healthy lifestyle among the society and these programs are actively and continuously being implemented.
Among the targeted promotion programs is school health services, aimed at ensuring optimal healthcare for school students while promoting a healthy lifestyle and reducing health problems among school students.
Second, school health promotion. One of the initiatives to control obesity in schools is an approach recommended by the World Health Organization (WHO) in constantly enhancing the capacity of schools to create a conducive environment for healthy living, learning, and working for the respective school's inhabitants.
And third, the Fit and Active Lifestyle Program. The pilot weight reduction program known as the Fit and Active Lifestyle Club (FALC) was initiated in June 2022 involving 6 ministries. The Health Promotion Center also received funding donations from Gleneagles JPMC which were channeled for the implementation of additional health programs like the Workplace and Health (WAH) Program, Healthy Environment and Lifestyle (HEAL) Program, and the Growing, Learning, Optimizing Towards Better Well-being in Schools (GLOW) Program for school students.
The third priority boosts human resource planning to produce skilled and competent staff. The recruitment of qualified and suitable staff, as well as ongoing professional training, are crucial to ensuring capacity development in line with the country's needs.
The ratio of health professionals such as doctors, nurses, and other allied health professionals to the population is also continuously monitored.
According to international standards, a total of $1,216,000 was allocated for human resource development, which increased by $226,000 compared to the previous year. This does not include the costs of staff sent for in-service training (LDP), the allocation for which is provided under the Public Service Department, the Prime Minister's Department.
This increase indicates the importance of enhancing the skills of staff at all levels and in all fields. Although this allocation seems higher compared to some other government agencies, it is still considered small compared to the cost of training in increasing the level of professionalism in the medical field.
Throughout the financial year 2023/2024, several in-country trainings have been managed by international experts, which altogether involved an expenditure of as much as $178 thousand.
The trainings focus on professional capacity development in various fields and aspects of health and medical such as Biosafety, ISO 151189 standards, Laboratory Quality Management System, Health Technology Assessment, Ethical Practices, Cognitive Behavioural Therapy, Paediatric Child Development, and training for Child Development Centre.
For the upcoming financial year, several international-standard trainings have been planned and will be managed by international experts, which altogether are estimated to involve a cost of as much as $309 thousand.
One of them is the Healthcare Leadership Executive Program, a strategic initiative of the Ministry of Health in enhancing the leadership quality among the officers identified as future leaders in this ministry.
This program is specifically designed for service managers and health professionals through the implementation of training components that focus on the administrative management of health organizations.
This collaboration with Singhealth Singapore will begin in May this year. In addition, training courses in professional skills development are also in planning, among them concerning infection prevention and control Frontline Field Epidemiology and healthcare quality. The Ministry of Health adheres to the principle 'our workforce is our most valuable asset'.
The government has spent a lot to provide skills training to health professionals, especially local youths.
Therefore, the management and development of human resources at the Ministry of Health is a priority that must be strengthened with succession planning. Dynamic and progressive recruitment and training ensure the number of experts and health professionals at each level is optimal to meet the needs of the people and population in this country.
Moreover, the Ministry of Health has also initiated an initiative to develop the capacity and skills of i-Ready officers through the i-Usahawan program.
This program is intended to stimulate innovation and creativity among i-Ready officers through entrepreneurship skills that can be applied or ventured into especially after completing the i-Ready program in this ministry. Consequently, supporting the country's aspiration to diversify and generate economic growth through entrepreneurship.
The fourth priority, to increase the use of digital or digitisation in work processes, especially for government payment systems such as digital payments through BruHealth, OCBS and other online payment platforms.
It not only provides convenience to customers through the provision of alternative methods in payment transactions but also helps to reduce the risk of embezzlement.
Improving the management of financial revenues more efficiently and regularly.
The fifth priority, supporting the implementation of the Green Protocol by leveraging information technology systems in daily work processes.
This priority specifically supports the country's aspiration to create a clean and green environment in line with the second goal of Wawasan Brunei 2035, which is "Ensuring People Have a High Quality of Life".
Initiatives carried out comprehensively and consistently, even if on a small scale, will contribute to environmental protection and health.
Yang Berhormat Pengerusi and Your Honourable Members. The Ministry of Health will implement 3 RKN-11 Projects brought forward with a total Project Cost of $185.688 million and under the 12th National Development Plan, 4 new infrastructure projects are planned with a total Project Cost of $130.340 million. With a total Project Cost of $319.330 million, an allocation of $48.171 million is designated for the Financial Year 2024/2025.
These projects are designed to enhance the resilience of the health system in this country, as early preparations for the construction of a new block at the Raja Isteri Pengiran Anak Saleha Hospital are being actively pursued. This project has been approved under RKN-11.
The extension of this new block will provide an additional 500 beds and more treatment spaces for specialty services. The construction of the Emergency Services Building at Suri Seri Begawan Hospital Kuala Belait will commence soon.
This project was originally allocated under the 11th National Development Plan with an increase in Project Cost from $2.2 million to $3.18 million.
The project for the transition of the existing Bru-HIMS system to the latest Bru-HIMS 2.0 system which can provide analytics for comprehensive, complete treatment purposes, and can support an Artificial Intelligence System.
This system represents an upgrade from various aspects with new features such as integration with non-health systems across the country, Intelligent Electric Medical Record, Intelligent Care Plan and Clinical Pathway which facilitate health risk assessment, predict diagnoses and create personalized care plans, in addition to the collection of more structured and quality data.
The Care Information System (CCIS) module specifically for Intensive Care Unit services in managing and monitoring critical patients accurately and effectively.
Integration with the BruHealth mobile app so that the app can be utilized more effectively by users and can be extended to private hospitals and clinics to ensure the direction of One Patient One Record can be achieved.
Meanwhile, for the 12th National Development Plan, the main project is the construction of a new block for surgery and a Rehabilitation Center for Adults and Children at Suri Seri Begawan Hospital, Kuala Belait.
The new block will make the management of emergency cases requiring immediate surgery more efficient and organized, providing more effective and quality healthcare and ensuring patient safety.
Meanwhile, the Rehabilitation Center for Adults and Children will enable the provision of comprehensive and holistic rehabilitation services through the gathering of expertise in various disciplines towards improving the quality of life for adult and child patients concerned.
The next 2 projects aim to ensure universal health coverage continues to be provided through the Universal Health Coverage.
These projects are the construction of a Health Center in Mengkubau that will accommodate the basic healthcare needs of residents in Mentiri Mukim and part of Kota Batu Mukim, and the construction of the Bandar Seri Begawan Health Center that will cater to the needs of residents in Gadong 'A', Gadong 'B', Kianggeh, and Sungai Kedayan. This Health Center is also designed to house the National Screening Center and National Blood Center.
The last project is the construction of the National Reference Laboratory Complex which will not only enhance and solidify the analytical capabilities of laboratories for domestic use including the country's preparedness for emergency situations like pandemics and major medical emergencies.
It will also enhance the ability to support the development of industries such as the food industry and ensure food security.
Meanwhile, the construction of this infrastructure will reduce the country's reliance on overseas analytical services.
Yang Berhormat Pengerusi and Your Honourable Members. The Ministry of Health is committed to performing its duties and responsibilities to the country and to all citizens and residents in this country well and perfectly through services and programs that are currently ongoing.
At the same time, the Ministry of Health is aware and concerns about the shortcomings and challenges faced and will continue to strive to address them well for the prosperity of the country and the well-being of all citizens and residents in this country.
In the meantime, the public also has a role and duty to take care of their health such as practicing a healthy lifestyle, striving to protect their own health avoiding harmful activities and visiting a doctor when feeling unwell.
Results from a recent Health Literary Survey in Negara Brunei Darussalam show that health literacy among those with higher education is low.
This means that although people with higher education know and understand the consequences of diseases or health risks, they are less likely to follow health advice and make wise health choices.
Therefore, I call on all levels of society to take good care of their health, exercise as much as possible, and care for mental health and get health screenings, prevent before it worsens.
I would also like to take this opportunity to call for the avoidance of harmful substances such as drugs, cigarettes, and vape because الله سبحانه وتعالى said "And do not throw yourself into destruction," Surah Al-Baqarah verse 195.
