Your Honourable Members, the Legislative Council is still hearing about the General Allocation (2024), Fiscal Year 2024/2025 proposed by the Minister at the Prime Minister's Office and Second Minister of Finance and Economy.

Before we proceed to the next matters, I am reminded that the Minister at the Prime Minister's Office and Second Minister of Defence wants to make a statement and respond to some questions posed by Your Honourable Members regarding the Bill discussed last Thursday.

Thank you, Yang Berhormat Pengerusi. In the name of Allah, the Most Gracious, the Most Merciful, Praise be to Allah, Lord of all the worlds, and peace and blessings be upon the most honorable of the Prophets and messengers, our leader Muhammad, and all his family and companions.

Firstly, peramba/kaola/I would like to express my gratitude to Yang Berhormat Awang Abd. Aziz bin Haji Hamdan for his concern in raising issues such as non-functioning streetlights. On this occasion, allow me to give a brief overview.

The projects for the installation of bridge lights are a priority for the Electrical Services Department in ensuring a safe environment for the residents of districts and mukims to guarantee the well-being of all community layers.

Therefore, the department has allocated projects for improving street lighting under RKN-12, giving priority to enhancing public lighting systems in the Leluh rea Mura-Tutong area and parts of the main roads in the Temburong District, as well as the installation of new public lights for areas in Mukim Lumapas, Brunei and Muara District, and Mukim Labi, Belait District.

Under the annual budget, allocations include the Standardization Program aimed at repairing non-functional streetlights. This will be improved through the maintenance contracts for public lighting to address complaints received and by conducting continuous monitoring.

Moreover, an initiative to reduce electricity usage includes replacing streetlights with more efficient ones and implementing alternating lighting without compromising road safety.

الْعَمَلِ وَالَد جَارِيَة, the maintenance work and project management will continue to be closely monitored in collaboration with relevant parties to enhance service quality in terms of safety and electrification. Towards the initiative of the national electric energy, prioritizing projects based on ongoing contracts for street lighting by the Electrical Services Department.

Yang Berhormat Yang Di-Pertua. Furthermore, peramba/kaola/I welcome the suggestion by Yang Berhormat Dayang Hajah Rosmati binti Haji Abdul Munjin on increasing renewable energy projects undertaken by the Energy Department.

To further strengthen the reliability of electricity supply, especially to meet the growing needs of the people of Brunei Darussalam, the Energy Department aims to develop large-scale solar energy by installing up to 200 megawatts by 2025. The 30-watt solar energy project in Kampung Belimbing, Subok is currently being tested and is expected to commence operations in 2025.

Meanwhile, other projects include solar energy projects developed by various agencies including companies like Brunei Shell Petroleum, Total Energies, and others. To maximize land use in Brunei Darussalam through other economic activities, several floating solar projects are also considered for developing solar power plants.

At the same time, the development of small and moderate-scale solar energy is being pursued through measures to encourage the public to voluntarily install solar energy systems on rooftops. To expedite the planned renewable energy projects, a Whole of Nation approach is required, and towards this end, a safety and energy expedited committee has been established involving relevant parties.

Moreover, to further strengthen this planning, input from Your Honourable Members is welcomed. I encourage the exploration of alternative electric energy sources to further support economic development and allow natural gas to be directed to higher-value activities such as liquified natural gas (LNG) production or downstream oil and gas industrial activities, enhancing the country's export value.

Yang Berhormat Pengerusi and Your Honourable Members whom peramba/kaola/I respect. peramba/kaola/I express gratitude to Allah SWT because, by His permission, mercy, and guidance, we are granted the well-being and provision to gather and meet in this noble Hall, at the First Meeting of the 20th Session of the State Legislative Council, in an atmosphere where the country continues to maintain peace, prosperity, harmony, and tranquility.

On this occasion, peramba/kaola/I, representing all levels of leadership and personnel of the Ministry of Defence, express the highest level of gratitude to His Majesty's Council for the generous allocation of $796,304,785.00 to the Ministry of Defence and its departments for the Financial Year 2024/2025.

This entrusted allocation is greatly appreciated and is a sincere effort in responding to the call of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam to sustain frugal spending and the practice of saving, and embodying the budget theme "Together Building a More Prosperous Future" into the Ministry of Defence's planning for this Financial Year will continue to focus on efforts to realize efficient, quality defence management, based on the Ministry of Defence's principles in ensuring the security and sovereignty of the country are always preserved.

Peramba is greatly honored for the opportunity to deliver the introductory speech for the Ministry of Defence. This year marks a historic year for Negara Brunei Darussalam as it celebrates the 40th anniversary of its independence. Alhamdulillah, we recently celebrated the 40th National Day with the theme "United in Achieving the Nation's Aspirations" successfully, full of meaningful diversity.

In this joyous occasion, it reminds us of the importance of national sovereignty and the constant need to ensure the peace and security of all corners of the country's populace, for without it, we would not be able to continue our efforts in developing and progressing the country while enjoying the wellbeing, prosperity, peace, and progress we have today.

The year 2024 is also significant as it marks the 4th decade since the official establishment of the Ministry of Defence, a milestone in the governance of the country, particularly in matters of security and safety. The existence of this ministry is a step forward for Negara Brunei Darussalam in showcasing an image and a status of an independent and sovereign nation that is capable of safeguarding its peace and security and maintaining its defence without any foreign interference.

This 4th decade of the Ministry of Defence also signifies that our national defence organisation has reached a level of maturity. Beyond this age of maturity, the Ministry of Defence is committed to maintaining best practices, showing openness to positive change, and focusing activities towards improvement, enhancement, and renewal in aspects that are deemed important and a priority.

Thus, the Ministry of Defence will continuously conduct assessments in the military and defence field, taking into account various factors including the selection of technology, utilization of skilled human resources, purchase costs, and their impact in terms of return on investment, which will be emphasized and given due priority. This will typically be articulated through the publication of the Defence White Paper.

In the last session of the State Legislative Council, peramba explained the priorities of exchanges that form the basis for the ministry, taking into account the military defence position and its surrounding conditions including the country's economic landscape, current geostrategic competition, local initiatives, and the impact of regional and global security developments.

The current complex and unpredictable security challenges, such as uncertain geopolitical turmoil, threats to public health, post-COVID-19 economic developments, climate change, and rapid technological advancements necessitate a transparent and robust defence strategy aimed at ensuring the nation's interests are continuously protected and the people's wellbeing is always secured.

Considerating the surrounding atmosphere and with an awareness of our country’s rich history, the Ministry of Defence will steadfastly support its main mission of defending the nation’s sovereignty and territorial integrity, upholding the constitution, and the philosophy of Melayu Islam Beraja. Thereby, it will realize the ministry’s vision towards establishing A Formidable Armed Forces and A Reliable Partner.

The Defence White Paper update launched in 2021 with the theme Defending The Nation's Sovereignty: A Secure And Resilient Future will continue to be the blueprint and guide for the Ministry of Defence in its efforts to double the capacity and growth of the Royal Brunei Armed Forces both in assets and the quality of members across all civilian and military ranks.

Towards this, as peramba have explained in the previous session, the defense strategy of Negara Brunei Darussalam remains based on 3 primary pillars that are still relevant and complementary, namely:

  1. Deterrence and Response;
  2. Defence Diplomacy; and,
  3. Holistic Defence.

Fundamentally, deterrence efforts remain the basis of defense to repel elements that try to compromise national security. Thus, continuous efforts to utilize capabilities through acquisition, maintenance, and activation of assets are among the keys to its success.

The Ministry of Defence and the Royal Brunei Armed Forces are actively working on enhancing capabilities for intelligence, surveillance, target acquisition, and reconnaissance (ISTAR), where a new system will soon be implemented. Meanwhile, the Unmanned Aerial System (UAS) has been operational since its launch in May 2022.

Additionally, enhancing maritime defence capabilities has also been prioritized with the recent acquisition of 2 Royal Brunei Naval vessels, KDB As-Siddiq and KDB Al-Faruq. Focus is also placed on enhancing the capability for underwater threat surveillance and detection to ensure effective retaliatory measures in safeguarding the territorial integrity of Negara Brunei Darussalam.

In January 2024, the Ministry of Defence made history with the successful delivery of 2 C295 Royal Brunei Air Force aircraft and, God willing, 2 more will be received soon to replace the C235 aircraft that have been operational for almost 3 decades with the Royal Brunei Air Force and have reached their service end. The new transport aircraft are capable of performing various roles and missions (multirole simulation) as required.

The utilization of these new assets is among the methods to solidify the country's defense posture and prepare for defense diplomatic efforts with regional and international partners.

The Ministry of Defence will consistently review and conduct in-depth research to strengthen and assess the level and capability guided by the Force 2025 vision and Force Structure Review, aligned with the Contemporary Operational Environment, and in line with the defense posture of the Royal Brunei Armed Forces.

This effort is crucial to ensure the Royal Brunei Armed Forces always meet the requirements to face current challenges and demands. Towards this, a Defense Capability Committee is responsible for assessing, planning, and managing the suitability of infrastructure to ensure any contemplated assets are based on long-term needs through comprehensive, meticulous, and systematic acquisition.

Meanwhile, addressing the issue of replacing outdated military equipment and balancing it against the need to ensure optimum readiness in this contemporary era will always be a critical consideration for the Ministry of Defence.

Thus, the Royal Brunei Armed Forces have taken steps for replacement, upgrading, and lifetime expansion programs to enhance capabilities and also prioritize infrastructure improvements before transitioning to new acquisitions in the future.

The Ministry of Defence is proud of the wise and sovereign leadership of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam and the full attention focused by defence through several development projects of capabilities and defence infrastructure under the Country Development Plan (RKN-12).

These projects will be implemented in phases in line with the development of the Royal Brunei Armed Forces to ensure the related platforms can be utilized in the long term. Continuous maintenance will be a necessity considered in the future financial allocations of the ministry.

In the field of defence diplomacy, the Ministry of Defence will continue to support Negara Brunei Darussalam’s policy of fostering good relations with all friendly nations through bilateral and multilateral cooperation based on mutual respect and peaceful coexistence. In this context, defence diplomacy will remain a mainstay and support for the Ministry of Defence in balancing rapid regional and global changes.

The role of defence diplomacy will also be highly valued as a platform that fosters understanding among nations and balances towards promoting regional and global prosperity and stability. Towards achieving these targets and in commemoration of the historical moment of Negara Brunei Darussalam celebrating four decades of diplomatic relations with friend countries, diversifying and expanding the scope of defence cooperation both in quantity and quality will be a primary approach.

The Ministry of Defence will enhance the level of interaction and exposure outside the region, not limited to providing exposure and awareness but also calculating the overall interest of Negara Brunei Darussalam. Accordingly, aligned with the ministry's vision, the Royal Brunei Armed Forces are always ready to undertake any suggested missions that contribute to harmony and shared interests, whether at the regional or international level.

We are proud of the involvement of the Royal Brunei Armed Forces, which so far has brought honor and elevated our country's name on the global stage through its participation in peacekeeping missions and humanitarian and disaster relief efforts, especially the United Nations Interim Force in Lebanon (UNIFIL) under the management of the Malaysian Battalion (Malbatt) since 2008. It continues to actively participate in the Independent Decommissioning Body Verification, Monitoring and Assistance Team (IDB VMAT) in the Republic of the Philippines, following its involvement in the International Monitoring Team from 2004 to 2022, successfully establishing peace in the Mindanao islands, Republic of the Philippines.

Moreover, the Royal Brunei Armed Forces also places officers in experienced workplaces at Sepanggar such as the Information Fusion Centre (IFC), Counter-Terrorism Information Facility (CTIF), and the Changi Regional HADR Coordination Centre (RHCC) in efforts to contribute collectively to regional and international security. All these symbolize the country's steadfast commitment to the aspirations of universal peace and prosperity, indirectly polishing the Royal Brunei Armed Forces as a professional, efficient military force that affirms a credible and authoritative defense image.

These deployments, undoubtedly high-cost with intangible returns, collectively hold immense value, especially for the beloved Nation of Brunei Darussalam. One standard or criterion for the effectiveness of defense diplomacy is the positive reciprocal gesture from friendly nations, particularly through participation in various courses and training offered in recent years, either hosted by the Defence Academy of the Royal Brunei Armed Forces, the Royal Brunei Armed Forces Training Institute, and the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies, Ministry of Defence.

This measure will continue to be enhanced over time, hoping to become a catalyst for more robust and persistent defense diplomatic efforts. Simultaneously, this endeavor also aims to drive the ministry to ensure high-quality training infrastructure which will foster a more conducive learning, training, and course environment. Moreover, the support of friendly nations in the ASEAN region, in particular, and internationally during the celebrations of the Royal Brunei Armed Forces Anniversary, immensely enriches and reflects the close relations between the Royal Brunei Armed Forces and the countries with which it maintains defense cooperation through the signing of Memoranda of Understanding (MoUs) in the field of defense and military.

Yang Berhormat Pengerusi and Your Honourable Members whom I respect, the importance of defense as one of the pillars of national security cannot be denied or doubted. Efforts to enhance and strengthen the organization are crucial, where several internal initiatives have been executed, including acquiring technology to detect root causes or issues within the defense institution and fostering a security awareness culture among all levels of the Ministry of Defence, civilians, and the military.

Several security upgrade projects throughout the ministry and Royal Brunei Armed Forces installations are underway this year, including the implementation of the Radio Frequency Identification (RFID) Smart Card to replace existing staff and civilian member cards, and the installation of the latest Closed Circuit Television Camera (CCTV) systems and access controls to strengthen perimeter security of infrastructure under the ministry's jurisdiction, information security, and assets.

I am reminded that despite advanced technology, any organization's driving force still requires high-quality and competent human resources to realize Brunei Vision 2035. The Ministry of Defence values and emphasizes the well-being of its personnel, whether in meeting basic needs such as housing or in job satisfaction and career development through progressive training, career exposure, and more targeted and effective succession planning based on merit.

These measures aim to ensure the workforce and governance smoothness for both civil and military services at all leadership and subordinate levels are not affected. Indirectly, this guarantees the availability of a reserve generation for the Ministry of Defence that will further enhance the ministry not only as manageable, qualified, compatible but also competent for future entrusted positions. Additionally, the Royal Brunei Armed Forces continually ensure existing facilities can accommodate the training needs of military service members towards maintaining quality members in line with the Royal Brunei Armed Forces' development and producing skilled workforce.

Furthermore, the Royal Brunei Armed Forces' planning through the Defence Academy has established the Faculty of Military Studies in collaboration with Universiti Brunei Darussalam, which will instill the concept of lifelong learning in professional military education.

This step indirectly supports the national aspiration to produce educated, highly skilled, and successful citizens besides empowering defense diplomacy efforts through the participation of military officers from friendly nations. Consistent with the holistic defense concept, this ministry continues to practice a whole of ministry approach through civilian-military synergy by constantly updating policies and processes towards streamlining the implementation of duties and initiatives both within and outside the ministry.

This approach fosters a spirit of unity among civilians and the military, promoting the practice of 'keeping an eye out' in general defense management. This synergy also enables the ministry to always be ready to coordinate with government and non-government agencies towards supporting a whole of nation approach in achieving the national vision of Brunei Vision 2035.

Aligned with the vision in the strategic plan of the Ministry of Home Affairs: "Together Upholding a Prayerful, Prosperous, and Dynamic Brunei Darussalam," it supports the enduring measures of initiatives towards 3 main aspirations:

  1. Safety and welfare;

  2. Urban and district development transformation and empowering community development; and

  3. Good governance and the delivery of quality services.

Towards this, to achieve the aspirations that kaola mentioned earlier, cooperation and involvement from all levels, including grassroots leaders, other government agencies, the private sector, non-government organizations (NGOs), government-linked companies (GLC), and all segments of society and residents in this country are necessary through an immediate approach (Whole of Nation Approach).

To achieve the aspiration of the safety and welfare of the people in this country, the Fire and Rescue Department as one of the frontline agencies responsible for handling emergency incidents, fires, and always being ready regardless of time to ensure the safety and welfare of the citizens and residents in this country.

Towards further enhancing the service of purchasing Light Fire Attack Vehicle, under the 12th National Development Plan is to reduce the response time in handling any emergency incidents especially in areas that are difficult to be accessed by existing fire vehicles.

The issue of forest and bush fires has become of concern, especially with the hot and dry weather conditions starting from last February and expected to continue until March. Towards this, as a preventive measure, several plans and efforts have been and are being made to facilitate the creation of buffer zones in specified locations identified as frequent fire areas with the cooperation of relevant government agencies, higher education institutions, and Brunel Shell Petroleum. These buffer zones or fire breakers function as barriers to slow down and stop forest and bush fires from spreading, which could threaten public areas such as residential, schools, and buildings.

In this regard, the Fire and Rescue Department, in collaboration with the Public Works Department, has been actively carrying out repairs and replacements of 700 fire hydrant units over 2 years. To date, 120 fire hydrants have been completed for replacement and repair. This project also includes GPS Tagging for easy tracking through the project that will be implemented later under the National Development Plan, which is One MOHA System.

To ensure compliance with the Immigration and Labour Acts and Regulations in this country, various enforcement operations, either independently or jointly, have been carried out, and in 2023, the Immigration and National Registration Department has conducted 1,166 observations, 338 operations, and checks.

A total of 41 individuals have been prosecuted, and 2,285 individuals have been fined compound for committing various immigration offenses such as overstaying under Section 15(1), holding passports causing immigration passes to expire.

Meanwhile, the Labour Department has conducted 748 observations, and 308 operations were carried out, and the highest offense committed by employers is under Section 10, which states employers not providing employment contracts, and Section 112 (2) Breaching Foreign Workers Licence Conditions, such as misplacement of work and working not according to the approved positions.

Under the ASEAN Senior Labour Officials Meeting (SLOM), the Labour Department is implementing the ASEAN Guidelines to implement two ASEAN declarations approved by the ASEAN heads, namely ASEAN Declaration on Portability of Social Security Benefits for Migrant Workers in ASEAN, aimed at forming suitably migration policies including social protection for foreign workers, and ASEAN Declaration on the Placement and Protection of Migrant Fisheries Workers, aimed at improving working conditions and protecting the rights of migrant fishermen, including efforts against violence and exploitation. This initiative will benefit Negara Brunei Darussalam by providing a structured approach to addressing regional challenges related to migrant workers and fishermen, and improving their welfare and protection.

Kaola explains regarding the long term pass proposal and the implementation of the age limit policy previously discussed in this honorable hall, especially for two categories namely Positions Requiring High or Specialized Approval including positions in the company owner categories and technical roles (Specialist and Professional), the Labour Department can still allow permission for the renewal of Foreign Worker License even for those who have reached the specified age limit.

However, this permission is granted based on evaluations made by relevant government agencies and meeting criteria such as filing corporate tax, employment opportunities given to local children, businesses providing value-add to economic development, and generating a pro-business ecosystem to further develop the economy.

This is also in line with the speech of His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam during the Official Opening of the First Meeting from the 20th Session of the Legislative Council for the year 1445/2024, aimed at supporting efforts to build respective industries towards assisting the government in generating employment opportunities, improving business sectors, economy, and development of human resource capacities, including among local entrepreneurs and certain other groups.

Based on the Guide Passport Ranking Index, the passport of Negara Brunei Darussalam ranks 20th where 168 countries have issued to obtain visas to enter their respective countries. In support of the government's initiative to encourage tourists to come to this country, as of December 2023, Negara Brunei Darussalam has recorded visas referring to periods between 14 to 90 days for 65 countries, while 7 countries have been given permission for visa on arrival.

(missing Jawi words) in 2023, as many as 2,089 individuals have been granted citizenship as well as provided under the Brunei Nationality Act (Chapter 15). The 37th to 39th Nationality Certificate Presentation Ceremonies were each held in May, July, and November 2023.

One of the roles of the Labour Department is to ensure and guarantee the welfare of workers, both among local citizens and foreign workers serving with private companies in this country. Towards this, the enforcement of the Employment Order (Minimum Wage), 2023 under the Employment Order 2009 began on July 12, 2023, aiming to set a reasonable minimum wage to meet the living needs of workers, protect workers from too low wages, encourage motivation and productivity of the local workforce, and stimulate socioeconomic growth.

The implementation and policy of the minimum wage will be carried out in phases, where the first phase involves two sectors namely the Banking and Finance Sector and the Technology and ICT Sector with a minimum wage rate of $500 per month before any deductions such as contributions in the National Retirement Scheme.

Regarding the laws under the Employment Order 2009, about the responsibility of providing worker housing as stipulated under Section 80, it is the obligation of the employer to provide living space and sanitary arrangements satisfactory in terms of safety, cleanliness, and comfort.

This falls under Chapter 81, which states that buildings must comply with legal requirements meaning all provided dwellings must be constructed and maintained as well as always kept clean according to specific provisions consistent with any other written law required by relevant government agencies, and under Chapter 86 concerning the approval of workplaces and the prohibition of employing workers if arrangements are insufficient. In this case, the Labour Department through its Law Enforcement Division will from time to time conduct inspections on workers’ dwellings as certified in the housing address confirmation form presented to the Labour Department.

In 2023, a total of 716 workers' dwellings were inspected and out of that number, 681 workers' dwellings were found to comply with the regulations and 35 did not comply with the regulations under Chapter 80, Employment Order, 2009.

Starting 1 February 2024, all applications to bring Bangladesh nationals to Negara Brunei Darussalam for the purpose of employment must be conducted through Bangladesh Overseas Employment Services and Limited (BOESL).

This process renewal is following the signing of the Memorandum of Understanding between the Government of Negara Brunei Darussalam and the Government of the People’s Republic of Bangladesh signed on 16 October 2022. The implementation of this new process is to ensure the recruitment process of the People’s Republic of Bangladesh workers is transparent and organized especially to prevent fraud and human trafficking issues. Moreover, this process will further improve the quality of services provided to the public.

(missing jawi words) Another Memorandum of Understanding was signed between the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Negara Brunei Darussalam with the Government of the Democratic Republic of Timor-Leste on 6 November 2023, for the recruitment process of workers from that country to Negara Brunei Darussalam.

In an effort to protect the welfare of the People and Residents living in the hinterlands and frequently affected by floods, the ministry through the National Disaster Management Centre in collaboration with the Public Works Department has been actively implementing projects to upgrade road levels at 21 locations on the outskirts of the Tutong, Belait, and Temburong Districts, where to date, the road level upgrading works for the Temburong District have been completed, while readiness for the Belait District has achieved more than 70% and Tutong District exceeds 60%.

To strengthen and solidify coordination in handling emergency incidents and disaster management including in the border areas of Brunei Darussalam and neighbor country, Malaysia, here kaola like to share developments on the Memorandum of Understanding (MoU) signed between the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan And Yang Di Pertuan of Negara Brunei Darussalam and the Government of Malaysia in 2021, that is, in January 2024, the first Joint Table Top Exercise was successfully conducted involving a total of 166 officers and members from both countries in Negara Brunei Darussalam represented by officers from the National Disaster Management Centre (NDMC), Fire and Rescue Department, Immigration and National Registration Department, Department of Health and Self Care, Electric Transport Department, Public Order and Management Department, and the Ministry of Health. Meanwhile, Malaysia was represented by the National Disaster Management Agency (NADMA) and the Fire and Rescue Department of Malaysia.

In the meantime, the National Disaster Management Centre and the Fire and Rescue Department, besides ensuring the safety of assets and infrastructure, are also actively implementing public awareness programs in an effort to enhance understanding, involvement, and preparedness of the community in facing disasters.

A total of 11 Public Awareness Programs with 417 occurrences were implemented throughout 2023 with a total participation of 27,055 people, also coordinated and conducted such as Program Community Based Disaster Risk Management (CBDRM), School Based Disaster Risk Management (SBDRM), Disaster Preparedness Coordinator (DPC), Public Safety Health and Security (PSHS), Community First Aider, Course LifeSaver 995, Course Fire Marshall, Fire Safety Briefing, Fire Station Visits, Fire Drills, and Communities Outreach. This program is carried out continuously at the ministry and government departments level, as well as at schools, companies, and the general public.

Community First Aiders, a collaboration between the National Disaster Management Centre with the Brunei Darussalam Red Crescent Society and departments under the control of the Ministry of Home Affairs, is to empower and further prepare the people and residents in this country to assist families, and the community in emergencies whether at home, workplace, school, and public places or anywhere, through comprehensive emergency aid training provided.

To date, a total of 51 participants consisting of government officers and staff, village and community residents, and youth have completed the 14 Basic Community First Aid Course in December 2023. The next advanced course, the Trainer Certification Course (Training of Trainers (TOT)), will be held this year.

Meanwhile, the Prisons Department in its continued effort to empower in-care Prisons Department programs such as sports activities, drilling, gardening, and vocational training for inmates, the construction project of the new block Maraburong Prison Phase Four has begun under the National Development Plan. With the construction of this new block, it will certainly provide space in conducting vocational programs that will be introduced such as bakery and so on.

At the same time, the Construction Project of Maraburong Prison Block Phase Five, which will house female inmates to allow centralization of control, administration and operation of the Prisons Department in one area, compared to the current situation where female inmates are still placed at Jerudong Prison.

The Prisons Department will also provide a dental clinic for the allocation in the Financial Year 2024/2025 for inmates at Maraburong Prison through assistance services from the Ministry of Health. It aims to reduce the ingress and egress of inmates from the prison institution.

The Prisons Department also continuously empowers the Incare and Aftercare Program by exploring several collaboration programs with government agencies among them such as the Islamic Da'wah Centre, Department of Islamic Studies, Brunei Technical Education Institute, Department of Agriculture and Agrifood, Youth Centre, Community Development Department, and Mosque Affairs Department, Non-Governmental Organizations (NGOs) like Livewire, Bank Islam Brunei Darussalam, Nadi Quranic and the Brunei Counselling Association and companies related to the Government (GLC's) that have been identified to offer opportunities for technical and business skills enhancement for the inmates as preparation when they are released or complete their prison sentences, besides exploring and attracting the interest of private companies to provide job opportunities to former inmates.

In 2023, a total of 64 former inmates registered to become Supervision Partners. The Prisons Department has also been and is actively conducting Grassroot leaders and Community Engagement programs so that grassroots leaders and the community also join hands in addressing the issue of repeat entrances of inmates. In addition, the One Village One Family Program (1K1K) under the National Council on Social Issues led together with the Ministry of Religious Affairs and the Ministry of Culture, Youth and Sports is also hoped to reduce social stigma such as guidance and counseling. Through programs like this, it is hoped to shape the families of inmates and former inmates themselves to change their lifestyle towards a better direction.

On the international arena, the Labour Department has deposited the instrument of ratification of the Forced Labour Convention CO29 (Forced Labor Convention CO29) on 12 June 2023, during the Convocation of the 111th Session of the International Labor Conference and the High-Level Plenary Session, World of Work Summit: Social Justice for All which was held at the headquarters of the International Labor Organization in Geneva, Switzerland.

Through this ratification, the government has made an official commitment in protecting the rights of workers in Negara Brunei Darussalam and upholding the highest labor standards in eradicating forced labor and human trafficking through applicable legislation and continuing cooperation with other countries.

The National Disaster Management Centre (NDMC) in an effort to improve disaster response capabilities, has been involved in the ASEAN Standards and Certification for Experts in Disaster Management (ASCEND) course and ASEAN-Emergency Response and Assessment Team (ASEAN-ERAT). This year, Negara Brunei Darussalam will chair the ASEAN Ministerial Meeting on Disaster Management (AMMDM) and ASEAN Committee on Disaster Management (ACDM) with the theme "Building a Resilient ASEAN through Inclusive and Sustainable Disaster Recovery".

The Fire and Rescue Department through the Memorandum of Understanding with Singapore Civil Defence Force (SCDF) signed in September 2022 also sent several fire officers and members, in an effort to provide expertise, knowledge including learning best practices in developing urban search and rescue capabilities and disaster management.

(missing jawi words) Until February 2024, a total of 120 members have gained skills and experience in various operational fields in controlling, preventing, and extinguishing fires in addition to strengthening the capability and ability of fire and rescue members in using current technology while performing duties.

The Prisons Department, meanwhile, has also taken steps to show a bilateral relationship between Negara Brunei Darussalam and Malaysia through the agreement on International Transfer of Prisoners (ITOP) where the Government of His Majesty Yang Maha Mulia Paduka Baginda the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam with the Government of Malaysia was signed on 3 August 2023 which includes several objectives among them to facilitate the transfer of inmates between the two countries.

Subsequently, kaola shared the actions that have been taken by the Ministry through the Departments and the District and City Department Divisions and other related departments. In the effort to address this issue, the Ministry of Home Affairs has established the Stray Animal Team to capture and suppress the relevant stray dogs that pose dangers and disturbances in areas with high visitor traffic to the stray dog shelter, the National Animal Shelter for Strays (NASS) operated by the Ministry itself.

It was also shared that in terms of health and care aspects for these dogs and the level of guaranteed condition, 54 dog capture cages have been prepared, and 31 dogs have been relocated to the said shelter.

Regarding the transformation of urban and district development, the Ministry of Home Affairs and its departments are actively implementing initiatives including alignment, rebuilding basic infrastructure including bridges and concrete walkways in Kampung Ayer areas, implemented continuously to consider conveniences for residents and the areas, and the activation and maintenance of social areas for community halls in districts to improve ease for users, merchants, and visitors.

In the Fiscal Year 2023/2024, the Brunei Muara District Department has implemented the opening of 6 halls in the Brunei Muara District, 6 halls in Tutong, while the Belait District Department and Temburong District Department have also carried out the construction of community halls and halls.

In line with the bridges in Kampung Ayer, a total of 210 areas covering approximately 1.38km have also been maintained in-house by the Brunei and Muara District Department throughout the year 2023. While the purchase of bridges in boxes has been carried out for a total of 159 meters in Kampung Serdang and for 198 meters near Haji Tarif Primary School, Kampung Tamoi Tengah towards land with an expenditure of $90,725.00.

Meanwhile, construction of a new bridge spanning 105 meters is in progress from the jetty of Pengiran Bendahara Lama Primary School towards Jetty No.10 Mukim Tamoi with an expenditure of $65,572.00.

In addition, works to repair cracked bridge pillars in several areas in Kampung Ayer and jetty damage have also been carried out with an expenditure of $47,455.50

Furthermore, upgrading works and rebuilding damages to public facilities in Kampung Ayer will be allocated in the Fiscal Year 2024/2025, which include upgrading wooden bridges to concrete in several Kampung Ayer areas. Similarly, works to repair 5 other community halls.

In addressing issues of stalls located by the roadside, a total of 13 sites throughout the country have been provided through the Land Use Planning Council in collaboration with the Ministry of Development.

Alhamdulillah, one site in Kampung Tagap, Mukim Sengkurong has been proclaimed under the Brunei and Muara Land Department, while 12 more sites are in the process of declaration, where 7 sites have been granted early development permission by the Ministry of Development. The management of these stalls will be handed over to the relevant Mukim and Village Councils.

Continuous Muzakarah sessions with district heads and village heads as the eyes, ears, and voice of the government involving several concerned ministries.

Alhamdulillah, a total of 8 muzakarah sessions have been held at the Ministry level in the year 2023 until February 2024. Meanwhile, at the district head and village head level with their villagers, there are a total of 401 sessions across 4 districts. On February 5, 2024, a muzakarah session with Yang Berhormat the Minister of Development along with district heads and village heads was held to review issues or problems often reported by the villagers.

Visits to villages and project sites are also carried out in all four districts to closely examine the progress and development in the respective districts, including the provision of infrastructure such as roads, markets, and stalls, economic progress, support-local entrepreneurs especially the One Village One Product (1K1P) project, and the welfare and safety of district and village residents.

Based on the Brunei Darussalam Penghulu Mukim and Village Head Service Scheme book, the role of district heads and village heads is as leaders and community leaders at the village level as a two-way intermediary between the government, community, village, role model to the village community, initiator of renewal and development, and as drivers of unity, harmony, prosperity, security and well-being as well as movers of the socio-economic development of the village community.

This includes their appointment as Your Honourable Members representing their zones to discuss openly with district officers and convey issues raised by their people including economic matters in a mukim or village.

As contained in the Service Scheme for Mukim and Village Heads, the terms of appointment and service of village heads, namely duties and responsibility number 3 (5) "Mukim and village heads shall hold consultations with the Mukim and Village Business Council, district heads, and village residents to propose and implement welfare matters including coordinating matters privately or to be presented to the concerned parties.

Towards this, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan of Brunei Darussalam has consented for the Ministry of Home Affairs to implement the key performance indicators of district and village heads, to enable district and village heads to implement duties and responsibilities more directed, structured, and with an element of achievement based on KPIs driven encompassing 5 main objectives, namely leadership management, welfare of residents of mukim or village, security, readiness of infrastructure, and the economy in mukim or village.

Briefings have been held for all district and village heads on February 13, 2024, at the Ministry of Home Affairs to continue every district and village head having the same understanding towards the government's expectations on the level of their service performance in carrying out their responsibilities and in maintaining the welfare of their respective mukim or village.

As of February 2024, 13 out of 31 district head positions across the country have been filled, while 74 out of 190 village head positions have been filled.

Meanwhile, the remaining positions, 134 positions have been advertised of which 25 are still in the appointment process, 20 positions will be brought to the Mukim and Village Head Candidate Election and Selection Council. 89 positions are still in the process of advertisement, where the Mukim and Village Head Election Councils are scheduled every week.

On this occasion, peramba / kaola / I would like to express my gratitude to all district and village heads, whether still serving, acting, or retired, for their service and relentless efforts, sacrificing time and energy as well as personal safety to ensure the welfare, prosperity, and well-being of the district and village residents in this country are preserved. In ensuring urban and district development, the aspect of cleanliness is also emphasized, i.e., the Ministry of Home Affairs through district and city departments actively enforces and implements programs related to the Miscellaneous Offences Act concerning issues of littering by the public and companies.

In 2023, enforcement agencies have carried out a total of 1,140 patrols and as a result of these patrols, 313 offenses were littering by the public. Congratulations to the Belait District for being recognized as an ASEAN Clean Tourist City during the ASEAN Tourism Standards Award Ceremony in the Lao People's Democratic Republic on January 26, 2024.

To support development and activate urban and district community activities including the direction of the 1K1P project, several initiatives have been highlighted as follows:

  1. Empowering the Entrepreneurship Program under One Village One Product. Towards this, a Memorandum of Understanding with Ghanim International Corporation Sdn. Bhd. was signed on September 27, 2023, aimed at strengthening this Entrepreneurship Program to be more sustainable and hence produce high-quality and impactful products for broader market penetration at the regional and international levels.

    11 Entrepreneurs MPK from all four districts attended the introduction and product selection session, Product Pitching and Production Trial held at the Brunei Food Industry Development Ghanim International Cooperation Sdn Bhd Processing Facility at Salambigar Industrial Park, Jalan Utama Tanah Jambu, Bandar Seri Begawan and so far only one entrepreneur has stepped forward to integrate product and business, and at this time still in the trial process for production and packaging.

  2. The Kampung Shop Project, Temburong District Department as a Sales Center for 1K1P products, entrepreneur products, and other village products in Bangar Town as well as the Temburong Bisai Program with participation from the Mukim and Village Consultation Councils have provided opportunities for small and medium entrepreneurs to promote their products while attracting more visitors from outside the district and abroad to visit and shop in Temburong District.

  3. The Tunas Marketplace Project in collaboration with Bank Islam Brunei Berhad, which has been expanded with the opening of a business space for Tunas Project in government department buildings, Temburong District starting on January 30, 2024 as a continuation of the commercial space implemented in the Ministry of Home Affairs since 2022. In December 2023, 28 1K1P entrepreneurs participated in enlivening the Local Product Expo during the December Festival under the auspices of the Ministry of Primary Resources and Tourism and the Ministry of Finance and Economy, and recently, traders under the Tunas Project including One Village One Product products from the Mukim and Village Consultation Council participated in the MSME Festival held at Bridex Hall for 3 days starting from February 29 to March 3, 2024, aiming to highlight and promote their products which will indirectly provide a clearer direction for the development of these products.

  4. Furthermore, the Green Jewel Night Market has also been held since September 28, 2023 every week from Thursday to Sunday, providing opportunities for entrepreneurs in Temburong District including counters from the Mukim and Village Consultation Councils aimed at diversifying the economic activities of the inhabitants of Temburong District and enlivening the atmosphere of Temburong District at night as well as attracting foreign tourists.

  5. Organizing Night Street Food at Bendahara Street every Thursday night until Sunday as the continued intention of the Bandar Seri Begawan Municipal Department and as a continuation of the Bandarku Ceria Program to enliven the city at night. In addition, other initiatives include organizing Uptown Gadong at Gadong Market area and Foodtruck at the Jubli Perak Sultan Haji Hassanal Bolkiah area held every night. These initiatives are aimed at providing business opportunities to Micro, Small, and Medium entrepreneurs, especially local traders.

  6. Alhamdulillah, with such initiatives, it has somewhat helped and contributed towards increasing the sales volume of 1K1P products from all four districts with the total in Year 2023 amounting to 917,596.24 compared to Year 2022 with 160 entrepreneurs compared to Year 2022 amounting to $821,405.00 for 152 entrepreneurs.

The Ministry of Home Affairs, in collaboration with its departments, related agencies, and the Mukim and Village Consultation Councils, has also implemented the Menucang-Mucang Kitaniti Program aimed at instilling the values of consensus among the staff of the Ministry of Home Affairs and its departments concerning the well-being of villagers, especially the needy and marginalized groups. This program is also expected to contribute to maintaining the cleanliness of urban and district areas.

In line with the ministry's aspiration to deliver quality services and uphold the government's desire as stated in the Digital Economy Masterplan 2025 led by the Ministry of Transport and Infocommunications, the ministry has gradually implemented IT projects and digitalization as a mechanism to further improve the delivery of ministry and department services to the public. This includes:

  1. Implementation of modules under the Immigration and National Registration System (INRS), where currently 2 modules, namely Border Management System and Smart Identity Card System are identified, while 4 more modules, namely Visa & Passes, Foreign Marriage, Citizenship, and Entry Permit are in testing phase targeted to be launched soon and 2 modules are still in development.;

  2. Implementation of the National Labour Management System (NLMS) starting April 1, 2023, to facilitate the reception and application process online aimed at improving the service quality of the Labour Department towards the public.;

  3. Also, several other digitalization programs are in planning such as e-COMPOUND, e-visits, One MOHA System, e-gate installation, and online payment are hoped to benefit various parties in terms of easing the delivery of services including to the public, government sectors, the community including villagers and will create systems for preparedness of all concerned parties before an emergency occurs and in terms of management and use of data analytics for more efficient daily operations through system automation including monitoring and policy formulation;

  4. Meanwhile, the e-gate project for installing 8 e-gates at the International Airport as a continuation of the Border Control System project used since April 2022 and the E-Arrival Card System which began testing on February 9, 2023, is expected to increase service efficiency with automated and fast clearance processes using technology with the provision of additional automated immigration system to be implemented under the 12th National Development Plan.

In an effort to improve services to the public, especially in providing more effective, efficient, and safe services to the public, this ministry through the Immigration and National Registration Department has also initiated discussions with the Ministry of Development for the Land Immigration Control Pass-Tracking Project, which is the Immigration Control Post and the Immigration Control Post Complex at Sungai Tujuh, especially the Immigration Control Posts at Labu and the End of Road Control and Inspection Complex under the 12th National Development Plan. These initial discussions aim to provide specifications and to ensure that the study process to be conducted later can be completed within the set timeline.

The project will encompass work on renewing existing buildings and repairing damaged structures to provide more consistent and comfortable control post services to the public and the workers providing services at the respective control posts.

The Bandar Seri Begawan Municipal Department has also updated data on property tax assignments until September 30, 2023. This data update is due to clarifications according to the Municipal Board Act Chapter 57 such as Chapter 13 which is the Exemption Provision for taxes, Chapter 15 which is the Exemption Provision for tax due to vacancy, Chapter 22 which is Property tax exemption from the building owner, Chapter 24 which is the Alignment of all tax interpretations, and Chapter 32 (7) which is Buildings that are demolished.

From 2020 until January 2024, at least 36,039 reminder letters have been issued, and 278 building owners were brought to court. In this regard, a total of $46,147,657.53 in building taxes have been successfully collected from the Financial Year 2020/2021 until January 31, 2024, including current tax collection amounting to approximately $11 million a year.

Collaboration with relevant government agencies such as the Building Control Authority and Construction Industry (ABCi), Land Department, Shariah Court, and Executor's Office has helped to improve the collection of overdue building taxes.

Furthermore, at the same time through this initiative, it is also a primary requirement for debtors to settle all current claims.

It is with pleasure to share the status of the achievements of the Seri Begawan City Master Plan since it was approved and directed for implementation from 2011 until February 2024, where after revisiting the internal affairs of the state and the Municipal Department, Seri Begawan City overall in the 5 identified action areas, a total of 14 projects have been implemented according to planning, 16 projects have been implemented not in line with planning, 43 projects identified with potential for guarantee and two projects currently in implementation.

Therefore, to align with the Seri Begawan City Development Master Plan, the Ministry of Home Affairs, through maintenance approach via stakeholders engagement, has established working committees at the departmental level involving municipal departments, district departments across all districts with resource person from related departments such as the Department of Urban Planning and Village and the Ministry of Transport and Infocommunications, which so far aims for aligning direction taking into account district plans in urban and district areas under the Department of Urban Planning and Village and the planning of the Land Transport Department aiming to ensure development in urban and district areas is taken into account and more attractive if adorned with beautifully maintained buildings, well-kept parks, clean surroundings, and sufficient basic amenities, which can make Seri Begawan City and other cities as picturesque as a moony painting.

In supporting the Fiscal Consolidation Program (FCP), the Ministry of Finance and Economy has initiated several service consolidations such as the provision of security officers, grass cutting, and tree pruning under the Ministry of Home Affairs and the Prisons Department, cleaning works at the Immigration and National Registration Department and the Labor Department, as well as cleaning and development or upgrading works of permanent buildings in the district departments and chief minister’s office across all four districts alongside the Labor Department and Immigration and National Registration Department’s systems aimed at more efficient and effective resource use.

For instance, the consolidation of the Cleaning Contract for the Headquarters Building of the Immigration and National Registration Department, Labu Control Post, Sungai Tujoh Control Post including the area of the Royal Customs and Excise Department, and the Labor Department Headquarters has shown government expenditure of $178,840.00 for a 3-year contract period.

Similarly, with the repair contracts of district department buildings, namely the Brunei-Muara District Department and Temburong District Department with repairs amounting to $60,000 and the Belait District Department and Tutong District Department with financing amounting to $33,008.00 compared to if these works were tendered competitively by each department.

Meanwhile, the Human Resource Competency Framework (HRFC) for the Ministry of Finance and State Department and its subordinate departments including Penghulu Mukim and Village Head is at the final stage of preparation.

This Human Resource Competency Framework is not only expected to help enhance salary grades and competencies among officers and members of the ministry and its departments but also to facilitate the ministry in the implementation of succession planning.

In the Financial Year 2023/2024, as many as 106 officers have undergone overseas courses for specific technical competencies for departments under the ministry such as management, communication, emergency response, and disaster management. This includes competency programs for Penghulu Mukim and Village Head which have been started in-house like the Leadership Course, Customer Service, Adat Istiadat, etc.

God willing, other programs according to the set competencies such as the Self-Resilience Building Program from core competencies, Strategic Thinking from leadership competencies, and Societal Knowledge from functional or technical competencies.

Apart from improving the quality of service delivery to the public, the welfare of officers and staff has also been given priority, including paying attention to workplace environmental conditions such as building and office renovations, air-conditioning unit replacements, and internal and external office building renewals. The ministry will also make available the leasing of 12 vehicles for ministry and department use.

In conclusion, by the grace of bismillah ar-Rahman ar-Rahim and under the wise leadership of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, the Ministry of Home Affairs and its subordinate departments will always ensure that all initiatives planned and implemented are aligned and conducive to achieving the Brunei Vision 2035, while ensuring more prudent expenditure and value for money that brings significant impact and in terms of safety and well-being of all community groups in this country as well as developed urban and district development with improvements on all stakeholders through a Whole of Government and Whole of Nation approach.

Based on this explanation, the Ministry of Home Affairs and its subordinate departments have been supported for an overall allocation amounting to $133,954,439.00 where Emoluments and Running-maintenance Expenses amount to $130,185,520.00 and Development Expenses amount to $3,768,819.00 to finance 9 development projects.

Yang Berhormat Pengerusi, this ministry has arranged the budget for the Ministry of Home Affairs and its subordinate departments for the Financial Year 2024/2025 and kaola pray that all planning and efforts are accepted and facilitated by Allah Subhanahu wa ta'ala as a benevolence and can be executed successfully.

Regarding the projects under the 12th National Development Plan, a number of these projects have started their implementation as I have presented earlier.

It would be better if we specifically focus our attention on the flooding issues presented by the concerned ministers in the coming days.

On this occasion, kaola would also like to extend my gratitude and congratulations on the introduction by Yang Berhormat Minister of Home Affairs who comprehensively presented the allocation for the Ministry of Home Affairs for the session 2024, referring to directions of action plans and initiatives besides focusing on the achievements pursued.

What is hoped for is that the initiatives planned can be executed with full commitment according to the specified timeline perfectly solely for the well-being, comfort, welfare, convenience, and ease of the citizens and residents of Brunei Darussalam. First of all, kaola would like to bring up matters related to the district departments.

Issues regarding the efficiency of penghulus and village heads in their roles in community development at the grassroots level, not only need to be scrutinized for upliftment regarding their relevance so that this institution remains relevant not only at this time and tomorrow but for future generations. It also serves as a two-way intermediary, as the eyes, ears, and voice between the government and the local community.

Also importantly, as suggested by Yang Berhormat Minister of Home Affairs just now, is to nurture fellowship, harmony, prosperity, diversity, and especially progress, as well as driving the success and socio-economic development of the community.

Additionally, it plays a role in strengthening, consolidating, defending, and preventing the state governance system based on the Malay Islamic Monarchy concept under the leadership of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

While establishing village consultation districts, village and community consultation councils, it is hoped to strengthen the effectiveness of the institutions of district heads and village chiefs while together shaping and influencing various activities of unity, interest, social, welfare, entrepreneurship, and alignment to close the community gap.

This also includes encouraging economic activities especially through 1 Village 1 Product aimed specifically at generating income to improve the socioeconomics and standard of living of the community and residents in the concerned village.

Alhamdulillah, as introduced earlier, the progress from 1 Village 1 Product is very encouraging, successfully producing various forms of food, beverages, crafts, agriculture, and the like.

However, kaola see the challenges still faced by local traders and entrepreneurs, specifically in villages, are in aspects of marketing, packaging, improving product quality, innovation and creativity, increasing productivity and large-scale product production.

In conclusion, kaola believes that by instilling and further strengthening unity, cooperation, consensus, respect, collaboration, and discussion within the local community among the citizens and residents of districts and villages, based on platforms through the institutions of district heads and village chiefs, village and district consultation councils, and 1 Village 1 Product (1K1P), it is declared capable of shaping advanced and sustainable socioeconomic development dynamically in our collective effort towards achieving Wawasan Brunei 2035, God willing.

This is also in line with the Malay proverbs we inherit as guidance and learning to be absorbed and then used as a morale booster among our society, which is "consensus brings blessings", "united we stand, divided we fall" and "heavy duties are shared, light duties are carried together".

Regarding these matters, we delight in enlightenment from Yang Berhormat Menteri Hal Ehwal Dalam Negeri, that apart from renewals and updates to the district head and village chief system in 2015 and then 2018, what are the planning or strategies of the Ministry of Home Affairs to further enhance capacity development including leadership skills and credibility to further dignify the leadership of district heads and village chiefs and empower their roles and further strengthen community and government confidence.

We also heard that a KPI has been introduced to commend the performance of district heads and village chiefs, I commend the Ministry of Home Affairs. Secondly, to what extent has the overall progress and movement of the District and Village Consultation Councils in this country achieved the intended targets and objectives?

What are the initiatives and medium and long-term action plans to realize the actual purpose of changing the District and Village Consultation Councils?

Kaola also seeks enlightenment on the planning and strategy of the Ministry of Home Affairs in advancing and dignifying 1K1P as stated earlier, challenges in aspects of improving quality, packaging, innovation, creativity, productivity, and large-scale product production to be competitive and penetrate foreign markets.

Regarding the districts, kaola would also like to raise here the question, are there initiatives from the Ministry of Home Affairs for the establishment and movement of cooperative societies in villages and districts in an effort to encourage and involve more village inhabitants in economic activities especially 1K1P which can also increase income and improve the socioeconomics of the community towards sustainability.

Kaola further touches on the Department of Municipal. As we all know, the area of ​​Bandar Seri Begawan Municipal Board has been expanded from 12.587 square kilometers to 100.38 square kilometers enforced starting August 1, 2007.

With this expansion, it is expected that the collection of building taxes will increase over time, but after kaola examined the State Revenue and Expenditure Budget for the Financial Year 2024/2025 for the Bandar Seri Begawan Municipal Board, it was recorded that the tax collection received in 2022/2023 amounted to $10,344,049.14 and also the estimated tax revenue for the Financial Year 2024/2025 is expected to decrease to $10 million.

What are the reasons for the Municipal Board's tax collection not showing an increase but decreasing as stated in the revenue estimate?

Kaola also wants to know how much is the current amount of building tax arrears in the Bandar Seri Begawan Municipal Board area?

Is there a drastic decrease in tax collections and kaola also understands the measures that have been taken by the Ministry of Home Affairs, especially the Municipal Board Department in cooperation with relevant agencies.

In connection with this as kaola has raised in this council session previously regarding building tax.

The possibility that building owners do not pay taxes due to dissatisfaction with the imposed tax rates.

This was already recognized more than 12 years ago where two experts from Malaysia were suggested for research and assessment on the tax system in the Bandar Seri Begawan area to be updated to be more systematic, relevant according to current development trends. Such tax systems could be compared by looking at best practices practiced by neighboring countries such as Malaysia, Thailand, Singapore, and other countries.

In this matter, kaola seeks enlightenment from Yang Berhormat Menteri Hal Ehwal Dalam Negeri about the progress or efforts to review and update the imposed tax system in the urban area.

Furthermore, regarding the represented municipal law. What kaola can see maybe kaola is mistaken Or the 1921 Municipal Board that is comprehensive and some have been amended.

I feel that it is time for the laws and regulations to be reviewed and updated to improve the trend of current and future developments. If we look at the present time, the center of Bandar Seri Begawan has landmark landscape structures that have been able to enhance and further beautify the landscape of the outstanding Bandar Seri Begawan which succeeds in attracting not only locals but also a destination for foreign tourists such as we can see like Taman Mahkota Jubli Emas, Eko-Korridor and the Sultan Haji Omar 'Ali Saifuddien Bridge.

Likewise, the "Bandarku Ceria" program that can generate and provide opportunities for locals to showcase the business economy and it will become an exposure to create more entrepreneurs among locals.

However, what are the strategies or plans of the ministry to further enhance Bandar Seri Begawan towards a more vibrant direction?

According to what I stated earlier guidelines and business-friendly in various development projects and business and economic activities so that Bandar Seri Begawan's progress is on par with neighboring cities, such as Miri and Kota Kinabalu to the extent that Brunei citizens themselves vacation and holiday in these places.

The question I raised here is how Bandar Seri Begawan moves forward to achieve the three objectives I mentioned earlier? I note there is no allocation provided for the development expenses of the Bandar Seri Begawan Municipal Board for the Financial Year 2024/2025, request clarification from Yang Berhormat Menteri Hal Ehwal Dalam Negeri.

Kaola wants to touch on matters related to the Immigration Department and National Registration and the Labour Department. Kaola has raised matters related to complaints among traders and also executive professionals who apply to renew work permits and also at the Labour Department, they are forced to be rejected or transferred. Kaola also notes the explanation from Yang Berhormat Menteri Hal Ehwal Dalam Negeri in this matter that applicants must present their applications and will be endorsed application companies with also requirements from the respective agencies.

Despite that, kaola is pleased to seek clarification from Yang Berhormat Menteri Hal Ehwal Dalam Negeri about the role or efforts of the Ministry of Internal Affairs, particularly in the Labour Department and the Immigration and National Registration Department, in streamlining and resolving policies to attract and encourage Foreign Direct Investment and Ease of Doing Business policies in Negara Brunei Darussalam.

What kaola means here, what are the procedures or facilitations that are effective and within a more conducive and friendly environment, while aligning and coordinating to attract investors, and as incentives, to encourage more investors and traders either to carry out manufacturing and business in Brunei through Foreign Direct Investment or Ease of Doing Business policies in this country.

It is understood that traders and entrepreneurs from this country will also expand their businesses, and sometimes they will pass on their businesses to their children. However, what I understand, the situation is still vague, some applications are still rejected.

As we know, most foreign countries, especially among ASEAN countries like Malaysia, Singapore, Indonesia, Thailand, and Vietnam are competing to facilitate and provide various methods that attract more large-scale Foreign Direct Investment among investors and traders to invest in their respective countries.

It is understood that this is one of the ways for us to further increase economic activities, moreover, it can drive the country's economic product development.

One thing kaola also wants to touch on here, perhaps Yang Berhormat Menteri Hal Ehwal Dalam Negeri has already explained about the application systems faced by the Labour Department and the Immigration and National Registration Department.

What kaola understands, is still at a stage that is less satisfactory among traders and applicants, especially the current National Labour Management System (NLMS). Kaola wants to GET clarification, are there initiatives or plans to improve the procedural process that has been provided so that it becomes efficient and effective under the management of the Labour Department.

Kaola also notes that there are already plans to consolidate into one system that currently has 2 models among the processing methods in the Labour Department and the Immigration and National Registration Department.

Hopefully, بِسْمِ اللهِ such matters will continue to be monitored until it becomes a reality because it is not only to economize and cost-effective in monitoring the use of labor but also will hopefully resolve the processes faced by applicants and traders.

Next, kaola seeks clarification here regarding the Fire and Rescue Department and the National Disaster Management Centre. NDMC is the lead agency in disaster management matters as mandated in the disaster management order 2006, among others, it functions as the National Disaster Management Centre which looks at disaster risk management, enhancing disaster operational capabilities, and improving coordination networks with relevant agencies.

In this matter, especially related to the Ministry of Internal Affairs, is the analysis or strategic study on coordination in empowering and enhancing the roles and duties between the National Disaster Management Centre and related agencies, especially the Fire and Rescue Department due to cost-effectiveness optimization of human resources, the use of assets or equipment, and enhancing service.

Lastly, kaola wants to touch if indeed Yang Berhormat Pehin regarding the Prison Department. The Prison Department plays a major role in ensuring that each prisoner is given rehabilitation and also programs for punishment and humanitarian in nature and according to the existing laws and reducing the number of people re-entering.

Various programs have been run in the prison institution including creative, vocational, handicraft, operation, and similar programs. Products produced from the Insaf brand have also الْحَمْدُ لِلّهِ been successfully marketed providing opportunities for prisoners and self-sufficiency in business.

Kaola also want to congratulate and commend the Ministry of Internal Affairs for the elaborate rehabilitation programs and also organizing special training programs to ensure that the prisoners, upon leaving the prison إن شاء الله will obtain specific jobs as a result of cooperation with relevant agencies to provide opportunities for them.

However, kaola here views that one of the aspects that we need to seriously focus on is the program or intervention of instilling religious values and harmonies in the effort to rehabilitate prisoners aimed at improving their morals and safety and إن شاء الله shaping believers, pious, disciplined, law-abiding individuals, and strengthening their identity to prevent them from repeating activities that violate laws and religion.

Effective and comprehensive rehabilitation programs إن شاء الله can change prisoners not to become a liability but will become an asset to the country. In this matter, kaola also seeks enlightenment from Yang Berhormat Menteri Hal Ehwal Dalam Negeri.

What is the trend of the total number of prisoners entering the prison and what is the majority, depending on the offense. Does it involve the youth, especially those under 30 years of age? Is it increasing over time or decreasing?

In addition to this, the analysis must also be carried out in cooperation with other relevant agencies so that we can unite to identify ways to reduce crimes, especially among the youth so that we can curb it and make the youth more useful to become our asset.

Secondly, has the Prison Department or the Ministry of Internal Affairs conducted a detailed study and has a more effective rehabilitation framework or plan as a recovery measure for prisoners also after comparing with the best international examples?

Lastly, as a thought. Are there initiatives to repatriate foreign nationals who are sentenced to prison for minor offense categories, such as immigration offenses of overstaying or misuse of immigration pass, considering it does not conflict with the laws enforced in this country?

This is one of the ways not only to reduce and guarantee government expenditure but also to avoid over-crowded conditions in prison institutions.

If it's increasing as informed by Yang Berhormat Menteri Hal Ehwal Dalam Negeri, we have to build prison institutions from time to time, until when do we need to build more prisons while we also need to focus on projects that can generate the economy and give priority so that it will bring benefit and advantage to the society in this country.

In conclusion, kaola fully supports the allocations for the Ministry of Internal Affairs and its departments for the Financial Year 2024/2025.
