Your Honorable Speaker, I am pleased to fully support the Motion and the contents of the speech by Your Honorable Advisor to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Minister at the Prime Minister's Office. I would also like to express my utmost gratitude to the Royal Council for the appointment of me as a Member of the National Assembly.
Your Honorable Speaker and Honorable Members. With humility, I would like to express my highest appreciation for the efforts made by relevant agencies such as the Manpower Planning Employment Council (MPEC), Manpower Industry Steering Committee (MISC), Life Long Learning Centre, and others in addressing the issue of structural unemployment, which is a crucial issue among youth and job seekers.
Recent initiatives, especially the HSE Competency Apprentice Programme in the construction and energy sectors, and skill plus, are excellent and a step towards strengthening our workforce. Gathering in this august House is crucial for us to emphasize the changing world and evolving nature of careers. The rapid emergence of automation, artificial intelligence, and new technologies is reshaping the skills needed to succeed in the global economy.
Although the government plays a crucial role, Bruneian youth also have a responsibility to adapt and contribute. Growing up in a rapidly advancing technological environment, it is up to us to educate ourselves and apply creativity and productivity to stimulate change and approach in our society, resilient and persevering in overcoming challenges in sharing the benefits of this technological advancement. Encouraging our progress and achievements under the education and training program.
Your Honorable, it is also important to emphasize the issue of Labour Market Inefficiency. This issue is crucial to be voiced out so that workers are aware of their rights as employees and unions regarding fair work practices. Meanwhile, employers will be encouraged to comply with labor laws and regulations.
In addition, we should provide space to understand what forms a productive workforce and create a culture of learning and continuous improvement by providing the necessary skills and improving their marketability. We can ensure that they can add value to the country's economy. We should be proud of the success of local companies, including the launch of Khalifa and the export of eggs to Singapore, which demonstrate our ability to compete with the global economy while striving for growth and expansion. It is important for Micro, Small and Medium Enterprises to take advantage of emerging technologies to improve quality efficiency and confidence in expanding beyond the country.
Thanks to the spread of emerging technologies in major markets and efforts to ensure that internet infrastructure reaches every corner of our country. These resources are becoming more accessible by utilizing resources, we can continue to grow without burdening the government.

First of all, I thank Allah SWT for His permission and blessings, and I express my gratitude to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam for the honor of my appointment as a Member of the Legislative Council this year.
Your Honorable, the Honorable Speaker. Allah willing, I will do my best. I would also like to congratulate Your Honorable, the Honorable Speaker on your reappointment as the Speaker of the Legislative Council.
I fully support the Honorable Special Advisor to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Minister in the Prime Minister's Office in presenting a speech of utmost respect to the Royal Assembly of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, who graciously attended the Official Opening Ceremony of the Nineteenth Session of the Legislative Council on Thursday, 9th of Syaaban 1444H, corresponding to 2nd of March 2023M.
Your Honorable Speaker and wise Honorable Members. The Royal Address of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in this august House is highly respected.
His Majesty's advice to me and other Honorable Members to seek the views and opinions of the people and to discuss matters in this House is well taken.
I will take this as a guideline in presenting and examining strategic issues and matters that I will raise in this august House in order to move towards efforts to further enhance the country's achievements.
His Majesty's emphasis on the importance of considering challenges to enhance government performance while examining and discussing expenditures that have a positive impact on the country and its people without burdening the government too much shows His Majesty's deep concern for the country's economy and the welfare of its people.
Your Honorable Speaker. With this emphasis and including the issues and matters that His Majesty highlighted in His Majesty's address, namely:
- The issue of unemployment;
- The development of local skills so that they will be more marketable and employable;
- The strategy of social security for the people and residents through the TAP Scheme and the National Retirement Scheme;
- The country's strategy in addressing climate change issues; and
- The role of Micro, Small and Medium Enterprises (MSMEs) in boosting the country's economy, I will pay close attention to them.
Regarding MSMEs, I strongly agree that it is an issue that needs to be given serious attention and we should work together to ensure that MSMEs will be more prominent in boosting the country's economy.
It will directly or indirectly contribute to reducing the unemployment rate and supporting the self-sufficiency of the people from hardship to independence, and from ease to greater ease.
This matter will be given full attention and emphasis in this honorable House, along with matters related to strategies to improve the country's economy and the welfare of the people, traders, contractors, farmers, breeders, fishermen, entrepreneurs, and their equivalents, especially the youth who must be guided to achieve Brunei Vision 2035.
May Allah grant us success and guidance. Peace be upon you and the mercy and blessings of Allah.

On this occasion, I would also like to congratulate Your Honorable Speaker on being reappointed as the Speaker of the National Assembly and also congratulate the newly appointed Honorable Members.
Your Honorable Speaker, I fully support the proposal put forward by Your Honorable Advisor to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the Minister in the Prime Minister's Office to present a speech of gratitude to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam for graciously attending the Opening Ceremony of the Nineteenth Session of the National Assembly on Thursday, 2nd March 2023.
Your Honorable Speaker, I highly appreciate the gracious speech of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, especially regarding the planning of strategies for the development of Brunei Darussalam in line with the success of Brunei Vision 2035 with an open mind.
One of the important matters emphasized by His Majesty is to create cooperation and unity among all stakeholders in reducing the unemployment rate through the Whole of Government Approach and Whole of Nation Approach.
Your Honorable, Kaola is of the opinion that if the issue of unemployment is not addressed soon, it can affect the well-being of families, communities, and the country. It may even disrupt the security of the nation as unemployment can contribute to the occurrence of crimes due to the pressure of living in poverty.
Furthermore, this issue of unemployment will also hinder the economic development of the country. It can be imagined that when people are unable to spend, who will be the customers of the traders in this country, especially the Micro, Small and Medium Enterprises (MSMEs).
Your Honorable, the Speaker. Furthermore, Kaola highly respects the decree of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, who shows concern for the welfare of his people when he retires by providing the National Retirement Scheme (SPK) with the hope that the people can live a better life compared to the current Employees Trust Fund (TAP) scheme.
Hopefully, this new retirement scheme will be able to produce a united and happy society.
With this scheme, it will also attract job seekers to work in any sector without focusing on job opportunities in the public sector.
Your Honorable, the Speaker. Before Kaola concludes this speech, once again, Kaola expresses gratitude for the decree of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, who shows concern for the well-being of his people and the prosperity of the country.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's concern to address the issue of unemployment needs strong support from all parties and this issue involves all levels of society. The main power strategy is not just to fill vacancies but also to prepare local children to become future workers to work not only domestically but also marketable as global workers on the international stage. Participation from community contractors and businesses to comply with the Whole of Nation Approach.
Kaola understands that there are 60,000 work permit holders and 4,000 job vacancies while there are 11,000 unemployed people. By calculation, all 11,000 unemployed people can be given jobs. Where is the mistake, where is the deficiency, where is the flaw, we hope that it can be addressed together.
Kaola understands that the Ministry of Finance and Economy has prepared an Economic Industrial Action Plan. Hopefully, when this work plan is implemented, it will be able to present work opportunities for Micro and Small Enterprises to participate, not only GLCs and large companies.
Your Honorable Speaker. ه ِ لِل ُ ألْحمْد allow me to express my gratitude and thankfulness for the trust given to me to serve not only to convey the people's voice in this noble Council, but also to provide suggestions to jointly address the issues and challenges faced by the public and ready to cooperate with any party to enhance the ability and collaboration in the government, public and private sectors for the welfare and prosperity of every community in the blessed land of Brunei Darussalam.

Your Honorable is always aware of the need for professional skills to produce educated, highly skilled, and competitive citizens through the SkillsPlus professional and apprenticeship program for eligible local children.
The National Retirement Scheme, which was mentioned by Your Honorable, is highly appreciated and welcomed by the people and residents of the country as a guarantee for the future after retirement.
Regarding climate change, Your Honorable stated that Brunei Darussalam will host the ASEAN Centre for Climate Change and the community is called upon to preserve the environment in a practical manner. Through this program, it is hoped that those involved will gain knowledge transfer about climate change and any related matters from experts who come from outside the country.

Good afternoon, Your Honorable Speaker and Honorable Members. All praise and thanks be to Allah for allowing us to gather in this noble assembly. With sincerity, I express my highest respect to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam for appointing me as a member of the National Council, representing the people, especially in Zone 1 of the Brunei-Muara District.
Your Honorable Speaker. I fully support the proposal put forward by Your Honorable Pehin Orang Kaya Laila Setia Bakti Di-Raja Dato Laila Utama Haji Awang Isa bin Pehin Datu Perdana Manteri Dato Laila Utama Haji Awang Ibrahim, Special Advisor to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and Minister at the Prime Minister's Office to express our gratitude for His Majesty's departure to the Opening Ceremony of the Ninth Session of the Nineteenth Legislative Council and to bestow His Majesty's titah on the 9th of Syaaban 1444H corresponding to the 2nd of March 2023M.
Your Honorable Speaker and Honorable Members. We take note of the meaningful titah bestowed upon us by His Majesty. Therefore, I suggest that we, as Honorable Members, support this titah with unity and an open mind in considering and implementing it in any appropriate way.
All of this is expected to be discussed positively in the upcoming session. Finally, I pray that all of our plans and efforts will always be facilitated and blessed by Allah SWT.

Assalamualaikum warahmatullahi wabarakatuh, good afternoon and greetings. Bismillahirrahmanirrahim, Alhamdulillahi Rabbil 'Alamin, and peace and blessings be upon the most noble of prophets and messengers, our Prophet Muhammad and his family and companions.
Your Honorable Speaker and respected Members, I would like to express my utmost gratitude for the opportunity given by Your Honorable Speaker to speak alongside other Honorable Members in supporting the proposal put forward by His Majesty's Special Advisor to express our gratitude for His Majesty's departure to the Opening Ceremony of the Ninth Session of the Nineteenth Legislative Council and to bestow His Majesty's titah.
The Royal Address by His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, is an advice and suggestion that clearly reflects His Majesty's deep and continuous concern, wisdom, and far-sightedness in ensuring the well-being and prosperity of the people and the country, especially in facing various challenges of the present time, including Covid-19, which we are still fighting in the new norm, as well as preparing to face uncertain and unpredictable challenges that may arise in the future.
Based on the essence of the Royal Address, I am pleased to highlight the following main points:
Unemployment issues at various levels. His Majesty has commanded and is confident that with the cooperation and united support of all relevant parties, the unemployment rate can be further reduced, as achieved before. The unemployment rate has decreased to 4.9% in 2021 compared to 7.3% in 2020.
In this regard, the Prime Minister's Office will enhance cooperation with government ministries/departments to ensure orderly human resource planning and management, which will enable the job filling process to be expedited with the assistance and support of the Public Service Commission (SPA) and the Civil Service Department to meet the workforce needs of their respective departments. In line with the Royal Address during His Majesty's unscheduled visit to the Public Service Commission, the service schemes for public service positions will be reviewed and improved to ensure that career opportunities are more open and fair, taking into account the backgrounds and qualifications of various fields.
In addition, in looking at employment opportunities as a whole, whether in the government or private sector, the Secretariat of the Manpower Planning and Employment Council (MPEC), through Jobcentre Brunei and in collaboration with the Ministry of Education, offers various training programs in line with current job market demands. Courses offered cover qualifications in management and business-related fields, aimed at providing opportunities for rescaling and upscaling among job seekers, as well as benefiting as a catalyst for the development of Micro, Small and Medium Enterprises (MSMEs).
The latest initiative by MPEC to provide guidelines and minimum wage rates for the private sector has been well received by job seekers. This is because many local workers in the private sector have complained about the significant difference in wages compared to the public sector. Many low-income workers feel burdened by the rising cost of living. The guidelines are expected to provide knowledge to employers and the public about the appropriate wage rates for listed jobs.
In addition to safeguarding the welfare of workers, these guidelines are also expected to help increase productivity and employee retention rates in the private sector, contributing to public spending and economic growth. Although this initiative is considered good, the government acknowledges that its implementation will not be as easy as expected. This is because the ability of the private sector to implement minimum wage rates is highly dependent on stable and sustainable economic growth.
In the current economic situation where the country is still facing prolonged deficits, businesses are still in the recovery phase after Covid-19, and there is a shortage of international firms or companies operating in the country, the full implementation of these guidelines will be difficult. Therefore, the government has decided that these guidelines will not be mandatory at this time.
Various programs have been organized through the joint efforts of government agencies, industry and private sectors, and higher education institutions to meet the industry's demand for energy sector workers by producing local workers with the necessary technical skills. The I-Skill and Industrial Skill Qualification (ISQ) programs offered by the Brunei Technical Education Institute (IBTE) have successfully produced more than 200 students in welding, filter marking, scaffolding, and rigging since its introduction in 2020, and most of them have been successfully employed. In addition, efforts to strengthen the enforcement of the Brunei Session directive for major oil and gas operators are being emphasized to further expand opportunities for local children to take over foreign workers through succession planning.
Your Honorable Sultan and Yang Di-Pertuan of Brunei Darussalam has ordered for the role of Micro, Small and Medium Enterprises (MSMEs) to form 97.2% of the total active companies in Brunei Darussalam in 2020. MSMEs are crucial in boosting the country's economy. Therefore, the business environment must be continuously improved to encourage more entrepreneurs to venture into business and companies, as well as to encourage existing companies to continue to grow.
Praise be to Allah, we have also seen the resilience and agility of MSMEs in this country towards promoting economic activities by adopting various and creative business capital methods and the latest technology management to overcome the challenges of the impact of COVID-19 in order to continue their business and survival. In this regard, the Prime Minister's Office as the main agency in leading and coordinating the implementation of government machinery functions will continue to support and improve the level of public service delivery that will drive the development of a resilient economy and safeguard the interests, security and harmony of the country's people and residents in line with the vision of the Prime Minister's Strategic Plan, "Excellent Leadership and Governance" and the goals of "Vision Brunei 2035".
Efforts to improve government services to the public will continue to be given priority, in addition to the use of information technology in service delivery to provide more efficient and customer-friendly services.
In supporting the development of the MSME industry, the Prime Minister's Office through the Public Service Management Department (MSD) conducts assessments of departments that provide services to customers through the Public Sector Performance Grading Program (3PSA). Among the scope of assessment focuses on work management and quality improvement of services in meeting customer expectations, including business companies. With audits conducted through 3PSA, it will ensure the provision of government services required by traders are carried out efficiently and can facilitate the way MSMEs operate and conduct business perfectly.
At the same time, the Prime Minister's Office through security agencies plays an important role in creating a safe environment to support the development of MSMEs. In addition, in the country's efforts to attract Foreign Direct Investment (FDI), which also has the potential to generate business opportunities for MSMEs through service partnerships with FDI companies.
Therefore, attention is also given to ensuring that the laws and legal system of the country are constantly updated and relevant based on regional and international best practices in providing a conducive legal environment to ensure MSMEs and FDI can be competitive, resilient, and contribute to generating job opportunities for locals.
In addition, the implementation and compliance of the Local Business Development Directive for the energy sector will continue to be strengthened to provide business opportunities and enhance the capabilities of local companies, including MSMEs.
Furthermore, the Energy Department under the Prime Minister's Department also leads the i-Entrepreneur Program initiative for the oil and gas and electricity sectors.
Through this program, young local entrepreneurs are given the opportunity to compete competitively for specialized contracts. As of 2022, a total of 23 contracts have been awarded to 32 young entrepreneurs with a total contract value of approximately $30 million, creating job opportunities for around 360 local individuals.
This program aims to produce highly-capable, independent, resilient young entrepreneurs who are able to maintain and develop their businesses towards becoming competitive and sustainable companies.
His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has also commanded that members be able to express strategic views or complaints from every segment of society in Brunei Darussalam, prioritizing inclusivity in discussing every issue and prioritizing sustainability in proposing solutions to maintain the well-being of all. In this regard, I, as the speaker, commend His Majesty's high command and invite all Honorable Members to discuss with openness and consultation, giving and receiving views and opinions on the issues raised. I believe this is a constructive and useful gift of views to be used as a reference in making decisions because every citizen plays an important role in contributing to building society to maintain and enhance the prosperity and harmony of the country.
Your Honorable Members of Parliament, I warmly welcome all constructive and sincere views and suggestions from the Honorable Members during this session of deliberation with the government, especially in addressing significant issues faced by the public, with the continuous involvement of the Honorable Members in various experiences serving the government and private sectors, national and grassroots community activities, youth, business, and so on, solely for the benefit of the people and the beloved nation of Brunei Darussalam.
Your Honorable Speaker and Honorable Members of Parliament, His Majesty's command that we uphold the highest level of discussion on issues that are of national interest and contribute to social harmony should always be a priority.
Insha'Allah, we will have an open discussion in the coming days, practicing discussion and giving and receiving views and opinions among ourselves for the benefit of the country and the people, as His Majesty's pure intention. Finally, I am pleased to once again express my highest gratitude to His Majesty the Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Yang Di-Pertuan of Brunei Darussalam, for the gracious command on the occasion of the Opening Ceremony of the Nineteenth Session of the Legislative Council. It seems that we are facing a situation where even if we allow Your Honorable Minister to present his arguments this afternoon, it may be too late. Therefore, to enable us to approach, observe, examine, and follow Your Honorable Minister's arguments calmly and with a fresh mind, I suggest that we adjourn this meeting. We will start the discussion more carefully on Monday, and I believe we will be more enthusiastic.
