We are grateful to the Lord for his mercy and permission, we can all be present this morning in the First Meeting of the Nineteenth Session of the National Conference.

Selawat and greetings to our great Junjungan, Prophet Muhammad, the family, the companions and the loyal followers of the Messenger until the end of time.

We also express our gratitude to Allah Subhanahu Wa Taala because with His grace and permission, we can hold this National Conference Meeting in a more perfect atmosphere as usual in the new normal situation, post-COVID-19.

The meeting held today is very significant and glorious because today, the official opening of the first meeting of the Nineteenth Session of the Legislative Council will be officiated by His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam.

Honorable members. In front of us there are still things that we need to finish first. Therefore, I propose that it is better for us to immediately switch to finish such things.

Honorable Members, before us now is the Minutes of the First Meeting of the Eighteenth Legislative Season of the Legislative Council which has been circulated earlier to all Honorable Members.

BY HIS MAJESTY THE SULTAN AND YANG DI-PERTUAN OF BRUNEI DARUSSALAM AT THE OFFICIAL OPENING OF THE FIRST MEETING OF THE SEVENTEENTH SESSION OF THE LEGISLATIVE COUNCIL ON THURSDAY, THE 9TH DAY OF SYAABAN, 1444 CORRESPONDING TO THE 2ND DAY OF MARCH, 2023 AT THE LEGISLATIVE COUNCIL BUILDING, JALAN DEWAN MAJLIS, BANDAR SERI BEGAWAN, NEGARA BRUNEI DARUSSALAM.

We are grateful to Allah the Almighty for blessing us with the opportunity to gather in this august House for the First Meeting of the Seventeenth Session of the Legislative Council.

I would like to begin by congratulating Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman bin Dato Setia Haji Mohamed Taib on his reappointment as the Speaker of the Legislative Council.

I would like to congratulate the newly appointed members of the Legislative Council. I would also like to thank the previous members for their contributions in the past sessions of the Council. I hope that the newly appointed members will be able to perform their duties with sincerity and be open to their subordinates when seeking their views and feedback.

Similarly, when discussing any matter, it is important to have an open mindset, but not to be influenced by external factors, because we do not want any external elements to contaminate the purity of our Bruneian way of life.

In particular, I hope that the Honorable Members from the ranks of the titled people who have wide experience will be able to set the best example in raising strategic issues. Meanwhile, matters that are operational and tactical can be discussed with the relevant agencies outside the Council from time to time.

It is very important to take into account the challenge of increasing the Government's Beta Output and at the same time the expenditure that will be discussed and approved in the upcoming MMN Meeting will truly have a positive impact on the country and the people without too much burdening the government. beta.

Don't forget, one of the important issues that needs attention is the issue of unemployment. I am confident that with the cooperation and full support of all stakeholders, the unemployment rate can be reduced as has been achieved before, namely the unemployment rate decreased to 4.9% in 2021 compared to 7.3% in 2020.

The Beta Government through the Permanent Secretariat of the Manpower Planning and Employment Council (MPEC) always plans and implements several strategies through the approach of the Whole of Government and Whole of Nation so that the welfare and interests of local job seekers are strengthened through retraining and knowledge enhancement to facilitate employment.

To increase the professional skills of the local children in the private sector, in the Construction and Energy Sector, the HSE Competency Apprentice Programme has been introduced to enable them to register as a workplace safety and health officer (WSHO) or coordinator at the workplace according to the standards of the Safety, Health and Environmental National Authority (SHENA).

The government has also introduced the SkillsPlus program to provide an opportunity for local children to improve skills and marketability and this program has been extended to 4 new sectors, namely Energy, Construction, Transportation and Logistics and HSE.

During the Official Opening Ceremony of the First Meeting of the Eighteenth Session of the State Legislative Council, I have spoken about the Employee Trust Fund (TAP) scheme and the study conducted to improve the retirement scheme in the Government's efforts to strengthen social and inclusive protection and sustainability which is one of the main pillars of the Social Protection Strategy of the People and Population of Brunei Darussalam.

The new National Retirement Scheme (SPK) will be able to provide better retirement income than the current TAP scheme and will also encourage SPK members to continue to seek and obtain employment either in the private sector, government or individually, the proceeds of which are contributed to SPK will accommodate on retirement day.

This SPK, الله شاء ان will be launched in July this year.

Regarding the country's commitment to Climate Change, I have allowed the State of Brunei Darussalam to host the ASEAN Center for Climate Change (ASEAN Center for Climate Change), which will place experts from within and outside the country to conduct research activities related to climate change.

This is in line with the State's Climate Change Policy in which one directive, Carbon Inventory uses the Centralized Inventory System that will be introduced in the country's efforts to carry out monitoring and verifying green house gas data accurately, consistently and accurately. MSMEs also need to be given the opportunity to develop their businesses abroad because this will generate high value added to the country's economy.

The Darussalam Enterprise (DARe) has and will provide assistance schemes, training and advisory services for MSMEs. DARe has also facilitated several projects in various priority sectors such as the agri-food sector and the development sector to improve conducive towards generating more economic activities and supporting self-reliance and export-oriented.

Finally, I would like to remind Members of the Legislative Council once again to be able to use this session as best as possible by presenting important strategic issues and giving ideas and finding reasonable solutions.
