Kaola would like to first express gratitude for the question from Yang Berhormat Dayang Chong Chin Yee on the occupancy rates of industrial sites in the country under the administration of BEDB, particularly in the Tutong and Temburong Districts. For Your Honourable Members' information, BEDB consistently monitors and manages the occupancy rates of existing industrial sites to ensure optimal utilization of industrial land and to support the growth of business sectors and investment in the country.

Currently, the occupancy rate for industrial sites under BEDB’s control is about 61% overall. There are still several plots allocated for new investments, especially in the logistics, manufacturing, and services sectors. Additionally, the Ready-Built Factories Complex, specifically built for local MSMEs, also recorded an encouraging occupancy rate of around 81%, indicating a positive development among local MSMEs for the available facilities.

For Your Honourable Members' information, the current occupancy rates for existing industrial sites in Tutong and Temburong Districts are as follows. In the Tutong District, the Serambangun Industrial Park has a 75% occupancy rate. The Bukit Panggal Industrial Site is currently vacant but is actively being advertised to entrepreneurs. Meanwhile, in the Temburong District, the Batu Apoi Industrial Site has a 7% occupancy rate, and the Labu Square A Commercial and Industrial Site is currently being developed with infrastructure and facilities such as a prayer room and public toilets. This site is expected to be completed, God willing, in the second quarter of this year.

Yang Berhormat Yang Di-Pertua. Based on the statistics Kaola shared earlier, considering the occupancy rates of industrial sites are still considered low in both these districts, there is no need to add industrial sites at this time. However, the government through BEDB is always ready to add new sites with basic infrastructure if demand increases from time to time.

For Your Honourable Members' information as well, the government is prepared and will gazette several additional industrial lands for development in the Tutong and Temburong Districts, should there be any additional demand later. The identified sites include, firstly, Kampung Bukit Pasir, Zone 1 with an area of 500 hectares; secondly, Kampung Bukit Pasir, Zone 2 with an area of 98 hectares; thirdly, Kampung Bukit Beruang with an area of 10 hectares; and fourthly, Kampung Labu Estate with an area of 4 hectares.

Thank you for the question presented by Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann regarding the allocation for the Appointed Members of the Majlis Mesyuarat Negara representing the districts and assisting relevant ministries to address emerging issues, such as road damage, housing, and other essential assistance.

For Your Honourable Members' information, government allocations for each ministry and department are specifically to fund the operations and core business of the respective ministry and department. For example, allocations for road repairs are under the responsibility of the Public Works Department, while assistance to those in need falls under the Department of Community Development.

If an unexpected event or problem arises that isn’t covered under the set allocation for a department, such as landslides or major damage requiring urgent assistance, the relevant agency can apply for funding from the Ministry of Finance and Economy. Additionally, a special allocation for natural disasters is available and can be used to address emergency situations involving major damage that needs immediate action.

Thus, each related agency has specific procedures to apply for funding when urgent needs arise that cannot be managed by the set annual allocation. Kaola first wishes to thank Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim, for the inquiry about the steps taken by the Manpower Planning and Employment Council or MPEC and stakeholders to address high labour turnover in the private sector. On this occasion, Kaola would also like to respond regarding the benefits of the minimum wage questioned by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim during the Committee Stage on March 12th.

Labour turnover is indeed common in dynamic and competitive job markets, whether in other countries or in Negara Brunei Darussalam. Workers understandably change workplaces if offered more attractive facilities and benefits, a more conducive work environment, etc. However, labour turnover might pose certain challenges to companies' operations in the private sector.

In 2024, the Prime Minister’s Office via the Manpower Planning and Employment Council or MPEC, conducted an Employer-Based Survey aimed at understanding the experiences and challenges faced by employers in the private sector concerning new employee acquisition and local employee retention. Over 500 companies provided feedback, with more than 60% of employers facing challenges in retaining local employees. They indicated that local employees typically switch to new jobs because the offered opportunities are better in terms of salary or career advancement. These findings are similar to surveys regarding reasons for job hopping among job seekers.

Companies shared steps taken to address labour turnover issues, including creating a better work environment, offering competitive wages, allowances, and benefits, and appreciating their employees' contributions. These measures are encouraging in attracting and retaining locals in their jobs as this matter isn’t solely for the government to handle. It requires collaboration from all parties.

Regarding wages, the government introduced the Minimum Wage Order 2025, as part of efforts to ensure private-sector employees receive reasonable income and promote fair employment practices.

This Order covers seven identified industries, which are: first, Banking and Finance; second, Infocommunications Technology; third, Security; fourth, Tourism and Hospitality; fifth, Architecture, Professional Engineering, Quantity Surveying and Land Surveying; sixth, Medical and Dental; and seventh, Private Higher Education.

God willing, the Minimum Wage Order 2025 will be extended to other sectors in the future. The Labour Department has monitored the implementation of the Minimum Wage Order Phase One, showing that local employees have benefited from the enforcement of the Minimum Wage Order, where employees receiving salaries below the minimum wage rate have been provided salaries at the set rate, with some receiving wages exceeding $500 per month.

Regarding Phase Two's salary analysis, around 700 people are expected to receive wages below the minimum wage rate, where their salaries will be adjusted to at least $500 per month. However, the real impact will be known only after the Labour Department's enforcement, where involved companies will submit declaration forms and copies of their employment agreements to the Labour Department.

On this occasion, Kaola wishes to emphasize that this minimum wage is a basic salary and is not intended to serve as a basis for competitive salaries. Moreover, its aim is also to address the high labour turnover rate. Therefore, Kaola encourages employers and entrepreneurs to offer salary packages that are not only reasonable but also competitive as an attraction to pull and retain skilled talents in the private sector. The Employer-Based Survey continues to find that more than 35% of employers facing challenges in local employee retention are due to employees resigning without notice.

Thus, Kaola urges workers and job seekers to practice ethical and professional working etiquette, including maintaining transparent communication with employers to preserve their reputation and integrity in the industry, ultimately benefiting future career opportunities. From a private sector career development perspective, the Salary Guideline 2023 Edition has been prepared as a salary guideline to assist private companies in determining more competitive salaries and career paths in the private sector. This guideline effort is also strengthened by the existence of competency frameworks such as the Brunei ICT Industry Competency Framework for the ICT industry in Negara Brunei Darussalam, enabling structured career development and hopefully encouraging locals to choose and build careers in the private sector.

Regarding acquiring meaningful knowledge and skills, employers and employees in the private sector can benefit from upskilling and reskilling programs through short courses under the Skills Plus program, the SPIN program in accounting, and the HSE Competency Apprenticeship Programme organized by the Brunei Job Centre.

In this connection, Kaola urges all parties, including job seekers, employers, and private sector employees, to seize these opportunities to enhance their skills and capabilities through available programs. Support from various parties is also greatly needed in sharing the initiatives provided to help increase participation rates and consequently bring broader impact to designated target groups. Additionally, allow Kaola to also share some possible positive reasons for job hopping as follows: first, job hopping can occur when employees seek to upgrade their job status when the current employer cannot offer further advancement opportunities; thus, employees tend to seek opportunities to move to higher positions, better-quality jobs, or jobs that offer better future progression prospects; and second, job hopping is more likely to occur alongside the country's economic development and diversification, which will gradually create a more competitive and intense labour market and contribute to higher recruitment costs.

Therefore, continuous support from Your Honourable Members in widespread dissemination of this matter will aid the government in providing skilled workforce and strengthening the private sector's competitiveness alongside economic growth. Thank you, Yang Berhormat Yang Di-Pertua.

Thank you, Yang Berhormat Yang Di-Pertua. Bismillahir Rahmanir Rahim. Assalamualaikum warahmatullahi wabarakatuh. Greetings and good morning. Yang Berhormat Yang Di-Pertua and Your Honourable Members, thank you to Yang Berhormat Awang Haji Daud bin Jihan for the question regarding Talian Darussalam 123. To answer this query, please allow peramba, kaola, me to share a little background on the establishment of Talian Darussalam, TD123.

This is a National Call Centre established on March 20, 2014, and operates 24 hours a day with 102 local workers currently managing the telephone services. Through this line, the public can make inquiries and obtain information about the main non-emergency government services. A total of 21 agencies have utilized this line for 413 types of services.

Since its establishment 10 years ago, TD123 services have received and processed nearly 5 million calls through channels such as the number 123 line, the TD123 mobile application, the WhatsApp application, and social media platforms like Facebook, Instagram, and X. In terms of services, TD123 is divided into 4 levels: Level 1 involves call agents receiving complaints from the public through TD123 channels; Level 2 involves departmental users taking the complaint tickets and completing the work or departmental users distributing the complaint tickets to users; Level 3 according to respective zones. Level 3 involves departmental users according to zones taking the complaint tickets and completing the work; and the fourth level involves the centralized coordination team where TD123 call agents contact the public to ensure that the work has been completed satisfactorily by the department before closing the complaint tickets.

For Yang Berhormat's information, the TD123 Call Centre operates under ISO 9001 standard recognition, which is related to Quality Management Systems, and ISO 18295-1, related to customer contact centres, achieving this recognition in November 2019. Under this standard, customer affairs are prioritized by TD123.

In this regard, the level of customer satisfaction achieved through the specified Key Performance Indicators has reached a score of 4.5 out of 5. This reflects the effectiveness and public trust in TD123 Services, although it is acknowledged that there are still many opportunities for improvement.

Therefore, the primary actions to achieve more superior services will focus on the following: Reviewing the SOP for Talian Darussalam 123, which is actively underway to deliver fast and efficient services. This review is expected to be completed in the third quarter of this year, and preliminary findings indicate that the workflow needs updating to ensure consistent updating of complaint ticket status by agencies to TD123 agents for public communication. Additionally, ensuring TPOR coordination for the involved agencies, especially under Level 2 users, with a real-time dashboard expected to be introduced in the second quarter of 2025 to government agency heads for ticket monitoring and ensuring services meet the established TPOR.

A project, currently underway, is the outreach project managed by EGNC in collaboration with the Prime Minister’s Department through the Management Services Department, MSD, to be launched this April. This project will create a platform for the public to provide feedback on existing government services and increase the use of technology like Artificial Intelligence, AI, to assist in complaint management and public information dissemination.

EGNC will continue to monitor this line to ensure that services provided by each agency are optimal for the citizens and residents of this country. Before concluding, peramba, kaola, I would also like to note that apart from TD123, there are also specialized lines that can be directly contacted for specialized services such as Talian Anak 121, Talian Harapan 145, Talian Kebajikan 141, and Brunei Weather 114, among others. The fifth question is from Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann directed to Yang Berhormat Menteri Pembangunan.

Thank you to Yang Berhormat Awang Mohammad bin Abdullah @ Lim Swee Ann for the question regarding the ministry’s plan to establish a small-scale National Rural Housing Scheme, for example, 50 to 60 houses per rural district to retain the presence of residents in villages or districts that are seeing a decline in population, and not just as village names only.

The Ministry of Development views this suggestion as having merit and relevance. In this regard, the Ministry of Development also sees that this plan needs careful consideration and further study before any decision to build this small-scale National Rural Housing Scheme as proposed.

One consideration is to ensure the receptiveness of this project in rural areas, noting its effectiveness as a livable and comfortable settlement for future residents. At present, the Ministry of Development is focusing on housing development in areas that already have or are near existing basic facilities such as schools, commercial areas, and other public amenities.

In connection with this, several rural growth centres identified by the Department of Urban and Rural Planning are sites that could be considered for implementing more planned Infill Housing Schemes. Among identified locations are the first, Kampung Sungai Mau Growth Centre in Belait District. A site has already been focused on for this purpose pending future consideration and approval, and also Kampung Labi Growth Centre in Tutong District, Lamunin Growth Centre as one of the focused areas for this purpose, and also areas like Sungai Supon Besar in Tutong.

The planning for housing construction in these growth centres is part of the ministry’s efforts to ensure that rural districts have planned settlements. Through targeted settlements in those areas, village residents can continue to stay in their original districts within a social and family environment and have sufficient basic facilities.

Yang Berhormat Yang Di-Pertua, it should also be mentioned here that the areas mentioned are potentially feasible for the mentioned purpose. However, several critical considerations are essential. Further studies need to be conducted. The first consideration is the receptiveness of applicants, to avoid unoccupied houses when these settlements are built. Thank you, Yang Berhormat Yang Di-Pertua. Thank you also to Yang Berhormat Awang Haji Salleh Bostaman bin Haji Zainal Abidin, for the question regarding the Ministry of Development's policy on the strategy for awarding mega project tenders to foreign consortia to ensure local contractors benefit.

The Ministry of Development's policy stipulates that offers for each development project must be made either openly or selectively with the permission of the National Tender Board in accordance with Financial Regulations. For any mega projects involving foreign company consortia, this policy mandates the involvement of local companies through joint ventures. This step ensures local contractors benefit, including through skill transfer to local staff, subcontracting to local companies, and project spending that benefits the local economy.

Additionally, large-scale projects are also divided into smaller contract packages to allow more local contractors to participate according to their respective fields. This is a systematic approach so far, emphasizing the continuous involvement of local companies from planning to implementation of a major project under the Ministry of Development's supervision.

One example is the Sultan Haji Omar 'Ali Saifuddien Bridge. The mega construction project of the Sultan Haji Omar 'Ali Saifuddien Bridge, also known as the Temburong Bridge, was awarded to a consortium of companies from China and South Korea, executed through a joint venture with local companies. Overall, 14 local consultant companies were involved from the early stages to the completion of this project, including as chief consultants, project managers, environmental impact assessment consultants, independent checking engineers, surveyors, material suppliers, and others.

The bridge project was also implemented through phased packages involving more companies and local children. Overall, 4 packages, namely marine viaduct construction over 13.4 km, vessel passage bridge construction over 1.1 km, land viaduct construction in Temburong over 11.8 km, and street lighting and CCTV systems, involved 115 local workers, 28 in management and professional fields, and 87 skilled or semi-skilled workers under the main contractor. Besides this, 40 sub-contractor local companies for road surface works, drainage, utilities like electrical installation, site cleaning, aerial photography, environmental monitoring, etc., and 10 local supplier companies providing primary materials like concrete, coarse and fine aggregates, cement, VHF communication equipment.

The second example is the National Housing Scheme Project in Kampung Lugu, where besides infrastructure projects, the Ministry of Development ensures other large-scale projects also benefit local companies, such as the $108.6 million National Housing Scheme in Lugu which was awarded to a primary local contractor. This company has 14 local management and professional staff. Additionally, the housing project involves 3 local consulting companies with 36 local staff, including architects, civil engineers, mechanical electrical engineers, and quantity surveyors, for preparing the master plan, designing housing and infrastructure, environmental assessment, and quantity surveying. This project was also divided into separate works carried out by 8 local sub-contractor companies, including terrace house construction, infra electrical system installation, water tank construction, water supply systems, sewage treatment plant construction, sewer works, residential electrical installation, and drainage construction. Additionally, 10 local supplier companies provide various equipment materials like waterproof materials, gypsum board, and others.

The third example is the National Housing Scheme in Tanah Jambu. Moreover, the $96.97 million National Housing Scheme Project in Tanah Jambu also showcases active participation from local contractors and consultants. This project was carried out by a consortium, a local company as the main contractor, having 14 local management and professional workers. For this project, 6 local consulting firms were appointed, involving 36 local workers, covering master plan architect services, civil engineers for housing and infrastructure, mechanical electrical engineers, quantity surveyors, environmental consultants, and quality control consultants. At the implementation level, this project also involved 4 local sub-contractor companies for residential and infrastructure electrical works, sewage and drainage system construction, mechanical installation of the sewage treatment plant, and electrical works for the sewage plant.

Additionally, 13 local supplier companies provide materials such as roof components, pipes, ceiling boards, paint, doors, and electrical cables, and so forth. Beyond the mentioned projects, the Ministry of Development established the Local Business Development Committee on August 6, 2024. This committee aims to strengthen the capacity and capability of local companies and workforce in the construction industry. Through this initiative, capacity building programs, skills enhancement training, and strategic collaborations will be accelerated to ensure local companies can compete and continue to benefit from the implementation of large-scale development projects in the country.

Matters such as staff training, subcontracting, and local supply, as well as project distribution, will be continuously enhanced for the benefit of local companies. Through this approach, local contractors are expected to continue gaining opportunities from development projects in line with the goal of long-term socio-economic and skill improvement of the local population. Thank you Yang Berhormat Yang Di-Pertua. Bismillahir Rahmanir Rahim. Thank you also to Yang Berhormat Awang Lawi bin Haji Lamat for the seventh question, PL118, regarding the method of payment for the Old Age Pension.

In fact, this question has been raised during a previous discussion session with Your Honourable Members. However, as information for the general public, kaola will provide an explanation.

The Ministry of Culture, Youth and Sports actually conducted a survey on the procedure for paying old age pensions on 25 October 2022. The findings revealed that 72% or 782 recipients, out of 1,088 respondents to the survey, preferred to receive cash payments at the village head’s house, rather than through the bank. It was also shared that one of the main challenges identified includes the first issue, which is the recipients’ difficulty accessing the bank due to the lack of a vehicle or difficulty finding parking space.

Secondly, not having a bank account or lacking the deposit or minimum requirement to open one. Thirdly, recipients are more comfortable receiving payments at the village head’s house because they can interact with peers. Fourthly, health issues including age factors and physical conditions that limit the recipient's mobility.

Fifthly, digital illiteracy, especially in using banking services and online transactions. Additionally, the payment method through the village head provides added benefits where the village head and Village Leader can monitor the welfare of their villagers. Alhamdulillah, it was also shared that as of February 2025, the number of old age pension recipients receiving payments through the bank has increased to 19,907 or nearly 20,000. This represents 45% of the total 44,405 recipients compared to just 10% in 2020 when this payment method was introduced.

The government understands the challenges faced by the elderly in transitioning to a digital payment system and will certainly ensure an inclusive approach and appropriate support measures are implemented before any changes are made. Thank you Yang Berhormat Yang Di-Pertua. Thank you to Yang Berhormat Dayang Chong Chin Yee for the question about the Digital Tracking System, specifically for applicants of the National Housing Plan.

Currently, the Ministry of Development through the Housing Development Department only provides an online system for payment purposes via one common billing system. Other processes related to public housing applications, including status checks and obtaining updated information, are still conducted physically. The application management counter at the Housing Development Department is open for applicants to check the status of their application or update their information. That’s the current method of information management. Regarding the suggestion raised earlier, the Ministry of Development shares the same view on the benefits of the Digital Tracking System for public housing applications, which indeed has the potential to offer various advantages.

Among the system's benefits is increased transparency in the application process, allowing applicants to check their application status online at any time.

Further, this system will improve service efficiency as applicants no longer need to frequently visit the Housing Development Department counter for the latest status.

Thank you for the opportunity to debate the budget for the Ministry of Transport and Infocommunications and its departments within the 2025/2026 National Budget. Kaola refers to Title SN05A, Land Transport Department. The key performance indicator for the number of transactions in using online and cashless payment methods amounts to $150,000. Online payments enable the public to complete transactions quickly without having to queue at counters. With just a few clicks, payments can be made through the provided application. Kaola refers to the application for renewing driving licenses via TransportBN which have been inconsistent in terms of time, exceeding the stated duration of 3 to 5 working days for the public to receive them through home delivery to the applicant.

Kaola refers to the issues raised by the public. In this regard, kaola requests that this matter be duly examined for service improvement. Regarding the status of Class 3 Driving License of Negara Brunei Darussalam, can it be used abroad?

Finally, online methods are increasingly accepted as legitimate means for various applications, including government applications, finance, and education. In connection with this, are there any acts and regulations set by the government concerning the Digital Signature Act and Personal Data Protection Act in relation to online usage in Negara Brunei Darussalam? Given the scope of the e-Government Centre and AITI is crucial, holding significant potential for advancing the national digital ecosystem, which could also contribute to the opportunities for creating more resilient local ICT companies, not solely dependent on overseas companies for growth and progression. Besides generating various skilled job opportunities, it also boosts and enhances the GDP of the nation.

It cannot be denied, alhamdulillah, with the initiatives of the stakeholders, particularly supported by the Ministry of Transport and Infocommunications, AITI, and agencies, hosting competitions like BICTA, APICTA, CIPTA, and Hackathon have yielded participants among local youth and startup companies achieving commendable successes not only domestically but also internationally.

This proves that the country is not lacking in talent if given the opportunity and nurtured towards advancing capacity building in various expertise, education, and skills aimed at achieving Wawasan Brunei 2035.

Regarding this, I am pleased to seek clarification on how far the Ministry of Transport and Infocommunications and relevant agencies offer opportunities to potential startup companies for ongoing development by providing small and medium projects to reduce reliance solely on overseas companies in developing government digital transformation applications and services, whether currently planned or part of development plans. Additionally, this ensures that cash flow remains in the country and strengthens the sustainability of the national economy.

Secondly, kaola wants to refer to 004/002: Management of Smart Nation Office. As stated in the prologue by Yang Berhormat Minister of Transport and Infocommunications on 20 March 2024 during the last Session of Meetings, Digital Identity is one of the flagship projects under the Digital Economy Master Plan expected to be completed by the end of 2024.

As a national flagship project towards building a Smart Nation that has a significant impact on digital transformation, it is hoped that the project provides innovative solutions, not only integrating personal data but also enhancing efficiency, governance, facilitating public services while containing security assurance features.

Given that the Digital Identity project is one of the main transformation projects in the Digital Economy Master Plan long planned since 2020, it is with pleasure to request clarification on whether the project is coordinated and integrated with relevant agencies such as the Ministry of Health, Immigration and National Registration Department, Labor Department, and Land Transport Department. This also aims to avoid duplicating overlapping data information, thereby saving government expenditure more cost-effectively. Kaola would also like to seek clarification on the current status of implementation of the Digital Identity Project and when it will be launched?

Thirdly, kaola wishes to touch on 001/000 Civil Aviation Department Corporate Services under the Title Objective Contributing to Efficiency and Effectiveness Towards Growth of the Aviation Industry.

In efforts to make Brunei International Airport a competitive, sustainable ASEAN regional hub, particularly notable as observed internationally where advanced international airports like those in ASEAN have been corporatized such as under Malaysian Airport Holding Sendirian Berhad and Singapore Changi Airport Group transforming airport management landscapes from state-run to corporate entities witnessing impressive growth, upgraded and technically advanced to accommodate potential increases in flights and passengers at the overreaching airport towards enhanced competitiveness, efficiency, effectiveness, environmental friendliness, and business-friendly environments.

International airports, as gateways, play a crucial role in advancing and developing various economic sectors especially the tourism industry and generating economic flows and spin-off effects. Regarding the above, kaola wishes to request clarification whether there are plans for the Brunei International Airport Management Authority for transformation to corporatization as practiced by many countries internationally following standards and best practice. Alhamdulillah, the Government of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam has allocated a total of $146.5 million in Recurrent Expenditure to implement the Digital Transformation Plan.

For this purpose, several projects have been implemented by the relevant ministries. Among them are the Program Manpower Management System, TAFIS 2.0, One MOHA System, EPRS for the Ministry of Education, upgrading Bruhealth, MOD Integrated Platform, SKN, Utility Billing System, and many other systems.

The question is, with the various needs of agencies in this government, it will certainly require strong coordination and robust synchronization so that the existing systems, whether currently developed or to be developed by ministries and government agencies, will operate smoothly, be value for money, and there won't be overlaps and duplications to avoid wasting resources and energy.

Therefore, considering the developments and input from ministries and agencies that have implemented this transformation, as well as feedback from the public, especially local traders and entrepreneurs, what kaola want to highlight is whether we have truly achieved the objectives of this transformation. What kaola mean is whether the current planned and executed digital transformation programs align with the intended purposes and milestones targeted to achieve the aspirations of a Connected Smart Nation? This is especially in the government's efforts to drive and enhance public service productivity while at the same time having the hoped-for impact in improving the business ecosystem and economic capability as a whole.

Additionally, kaola seek clarification on whether the Ministry of Transportation and Infocommunications also plays a role in advising and monitoring the change management of systems implemented by these ministries to ensure they run as planned? And has a thorough assessment been conducted in evaluating the effectiveness of these systems so far?

Secondly, kaola observe that in the 2025/2026 Budget, the ministry has been allocated an increase in budget of approximately $2.3 million. This increase appears to be for Code 004/001: Cyber Security Management. As we know, with the rapid progress of digitalization, there is similarly a rise in cyber threats. These threats not only specifically occur in the public sector but also widely in the private sector, for instance, in financial institutions and other businesses, particularly considering rapid developments in areas such as fintech, wallets, payment platforms, and related systems. To that end, kaola would like clarification on what initiatives have been undertaken to strengthen the nation's cyber security and how Yang Berhormat Pengiran Dato's ministry is further strengthening cooperation with relevant agencies both within the government and the private sector in addressing and curbing these crimes in a concerted manner from spreading.

This involves not only drafting regulations and laws but also enhancing proactive and continuous monitoring systems, increasing public awareness, and expanding the specialized training of officers involved in identifying and controlling these cyber threats from becoming widespread in the country.

Lastly, kaola are interested in the new KPI of the National E-Government Centre regarding the Number of Digital Services Introduced, which is targeted at 25 in the 2025/2026 Fiscal Year, increasing to 30 in the next fiscal year, and then jumping to 45 in the following two years.

We seek clarification, what exactly are the programs contained in this KPI, and what percentage of Digital Services have been introduced so far compared to the total identified and planned for implementation? Has the manpower expertise and technology needed to align with the targets set over the next 3 years and beyond been identified? Thank you, Yang Berhormat Pengerusi.

Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin

Assalamualaikum warahmatullahi wabarakatuh. Thank you, Yang Berhormat Pengerusi.

Firstly is Title SN01A Code 002/002 - Management of National Road Safety Council Affairs. Recently or perhaps for more than a year now, we have not noticed the widespread use of mobile phones while driving, meaning that drivers are seen holding mobile phones to their ears and texting with one hand while steering with the other. Using mobile phones while driving is one of the actions that can result in accidents and its risk is fourfold. Driving vehicles at excessively high speed limits is also rampant, especially on the highways in this country.

Kaola understand that public education and awareness programs have been carried out for the medium and long term. However, these two actions are merely waiting for the time to cause accidents. My question is, what measures are the ministry, together with the National Road Safety Council Members, taking in addressing these actions in the short and long term, and what is the status and progress of the demerit system which several years ago was effective in ensuring drivers comply with road regulations, including these two actions?

Secondly, Title SN05A Code 1208 - Enhancing The Efficiency of the Transportation System, Department of Land Transport. As we know, the e-hailing taxi system, Dart, has been operational for almost 9 years since 2016. This public transportation system has benefited some users among the citizens and tourists to this country. It has been able to offer lower fares than meter taxis and has also provided many job opportunities to citizens, whether as full-time or part-time.

My question is, while waiting for the Public Bus Transportation System project currently still under the proposal evaluation process from the private sector, what are the ministry's plans to ensure this e-hailing service can further facilitate the movement of the public and tourists with fares even lower than the current ones?

Is there a plan to establish another e-hailing platform in this country? Thirdly, regarding e-hailing, Dart Services at the Brunei International Airport has noted; firstly, a lack of signage for e-hailing services, if there are any, they appear inadequate. This causes Dart passengers to be unaware of the pick-up location or meeting point with Dart drivers. Secondly, the long and dark pathway to the P2 parking area at the airport. Thirdly, being exposed to rain; and fourthly, inconveniencing tourists and Dart users.

Kaola would like to reiterate that Dart operators consist of local residents providing services systematically, not arbitrarily setting prices without following a meter. In fact, Dart drivers, as kaola understands, need to undergo several selection and screening processes before they are permitted to become Dart drivers. The question is, why is there a need to differentiate between taxi drivers and Dart drivers when Dart drivers have generally provided good service to local users and tourists?

This Dart service gives a good image, at least demonstrating the presence of quality and reliable public transportation services. Perhaps, it would be beneficial for Dart services to be improved, at least enhancing facilities for Dart services at the airport. What kaola emphasize here is to make public transportation services in this country more accessible. If taxi drivers and operators feel threatened by the Dart service, they can also learn to use the platform and become Dart drivers. This is not unusual and is commonplace in other countries.

Next, I apologize (cough) next is Code 004/000 - Regulatory Services Program, Department of Civil Aviation. We are already aware of previous and recent incidents in South Korea and several other international airline tragedies. Several root causes have been shared, including bird strikes on aircraft, leading to emergency landings. As a regulator and simultaneously responsible for the airspace of Brunei International Airport, what are the plans and actions of the Department of Civil Aviation to address issues related to bird strikes? What is the country's readiness level in handling undesirable aircraft tragedy incidents to prevent them from occurring?”

Next is the Corporate Services Program, Department of Civil Aviation, specifically regarding monitoring the number of staff training and seminars. In 2022, we were informed about the establishment of a local company to operate in this country. In this regard, also considering the developments of the civil aviation industry involving the national airport, kaola note that Brunei Airport is indeed capable in terms of infrastructure and capacity to accommodate increased flights and future passenger handling. However, my question is, has the Department of Civil Aviation conducted a risk assessment and reviewed the availability and preparedness of the existing officers in terms of the department's internal capabilities as a regulator, particularly in terms of human resources and the necessary regulations and legislation?

Firstly, kaola would like to inquire about the progress regarding the National Anti-Scam Centre that kaola raised last year. What is the current status of the establishment of this centre? As kaola mentioned last week, the latest report shows that $5 million was impacted by online scams in 2024. This amount is almost equal to the allocation given to the Tourism Department. This is a clear indication that immediate action is needed.

Furthermore, kaola would like to congratulate the Ministry of Transport and Infocommunications on the introduction of the Personal Data Protection Order. This order was introduced at a critical time considering the increase in online scams, false information, and data breaches. Strengthening data protection not only ensures citizen privacy but also enhances cyber security and builds trust in the country's digital economy.

Kaola also wish to praise the government as one of the two pioneering countries alongside Fiji for using AI tools like StrategusAI to draft policies and guidelines. This forward-looking initiative has the potential to transform policy-making processes in our ministries, enabling stronger and data-driven governance.

Lastly, governments worldwide are embracing open-source technology because it offers cost savings, security, flexibility, and service enhancements. Compared to expensive proprietary systems, open-source releases content to certain vendors, reducing costs and accelerating innovation.

Leading countries like Estonia and France have integrated open-source into their digital guidelines. For example, Estonia has mandated that all public software must be open, meaning all software solutions developed for the government are stored in a publicly accessible code repository, while France has implemented the Open Source Software and Digital Commons Action Plan to promote the use of open-source solutions in public administration. In addition, developing nations not only benefit from open-source but also contribute to its expansion.

For example, Cambodia and Sri Lanka have adapted solutions from Singapore's Open Government Products without having to develop new systems from scratch, while Sierra Leone has developed Open-GtoP, a Digital Public Good that offers governments worldwide an opportunity to digitize and automate the delivery of social benefits from recipient registration to distribution, guidance, and monitoring. Overall, these examples demonstrate that cooperation in open-source drives national progress and enhances their digital infrastructure more efficiently and cost-effectively.

Therefore, there is no need to constantly reinvent the wheel when proven solutions are available. So, what actions should be taken with $146.5 million allocated for our digital transformation to have the opportunity to leverage open-source for providing cost-effective, secure, and user-friendly government services? With that, kaola suggest the Ministry of Transport and Infocommunications establish a dedicated section to explore implementing an open-source-first policy that prioritizes open-source solutions unless there are security or operational needs that require otherwise. This step will help reduce costs, increase transparency, and eliminate dependency on specific vendors.

As a start, small-scale pilot projects can be conducted involving local development and citizens to provide feedback and improvements to ensure government digital services truly meet the needs of the people. Yang Berhormat Pengerusi and Your Honourable Members, this matter concerns more than just technology. It touches on governance, transparency, and national progress. Open-source is the future of fast, cost-effective, and sovereign digital government. Kaola hope efforts in overcoming challenges, investing wisely, and providing world-class digital services can be realized for our people.

Seeking clarification regarding the license plate color system in Brunei Darussalam that helps differentiate types of vehicle usage. Firstly, is the green vehicle license plate system still in use?; and secondly, what are the plans towards making these license plates a product with a specific price to contribute to government revenue, like custom license plates or personalized plates (PP) that allow vehicle owners to choose unique and distinct numbers or letters from the usual series provided by other countries. For example, the Road Transport Department, Perak, Malaysia collected revenue of RM2.36 million for special series vehicle registration numbers ANU, Bernama, 31/12/2024, 23.58 MYD. Thirdly, what are the strategic government steps towards reducing vehicle congestion on the roads by 2035.

Alhamdulillah, kaola extend a thousand thanks for the opportunity provided to debate the Ministry of Transportation and Infocommunications Budget and its departments for the Financial Appropriation 2025/2026.

Kaola would like to refer to Title SN04A - Department of Civil Aviation And Related Departments. Code 003/001 - Aerodrome Services Making Brunei International Airport rank in the Top 100s through an Estimated Appropriation of $7.9 million and $5.51 million for Recurrent Expenditures. Kaola refers to the parking of the public at Brunei International Airport, which requires improvement considering the quality of service to the public and tourists.

First, alternative parking payments in the form of self-service need to be provided that accept various forms of payment towards improving the existing payment system or using an Automatic Number-Plate Recognition system, ANPR. Second, the exit gates that often do not operate fully causing vehicle congestion during arrival times need attention. Third, a uniformity update in terms of taxi vehicle models and more attractive colors like taxis abroad such as New York Yellow Cab, United States and Bluebird Taxi, Indonesia. Fourth, a pick-up area for e-hailing should be provided for the convenience of the public.

Kaola has 2 items to raise Yang Berhormat Pengerusi. Referring to Code 1213 Strengthening ICT Infrastructure Information and Communication Technology for the Department of Land Transport. 1213 027 Smart Transportation System (STS) with a comprehensive budget of $15.7 million. First, National Land Transport Policy, Integrated Land Transport Planning with Land Use Planning, Car Park-and-Ride, Park-and-Ride and Car Pooling. Kaola welcomes the Ministry's efforts to improve and enhance the public transportation system, especially in terms of connectivity and the reliability of route networks. Kaola's question is, to what extent does this initiative include the identification and investment in the necessary physical infrastructure for more effective land transport strategies? This is crucial to ensure the integration of transportation planning with land use development in line with major development plans such as the National Land Use Master Plan, district plans, and strategic development area planning. The question is, does the ministry have a specific direction integrating land transport planning with land use planning? As part of this strategy, planning and maintenance for passenger interchange locations are very important.

Public parking facilities also need to be considered in these exchange areas because they open the potential for a more efficient Park-and-Ride system as implemented for public convenience to and fro from RIPAS Hospital and JPMC. Kaola takes note that the Park-and-Ride system facilities were proposed in a joint study with CSPS as in the National Master Plan for a Sustainable Land Transportation System study. Does the ministry have plans to incorporate these recommendations in the land transport planning policy framework? Kaola believes that this Park-and-Ride system can be applied in transit-oriented development, transit-oriented development in strategic areas such as government buildings, higher education institutions, commercial hubs, and high-impact residential areas.

With the availability of these facilities, it can promote public transport, reduce congestion in the city center, and support more systematic carpooling and commuting initiatives along primary travel corridors. Additionally, effective Park-and-Ride implementation requires the provision of support facilities such as intermediary bus routes, shuttle bus services, cycling zones, and pedestrian walkways to provide better accessibility from parking areas to major concentration centers. What are the ministry's plans in providing incentives or additional facilities to encourage more road users to transition to this system? Furthermore, what financing model and public-private partnership are being considered to enable the implementation of Park-and-Ride development to be more sustainable and attract private investors? Finally, how is the ministry leveraging previous studies and plans including the Light Rail Transit System development proposal as long-term preparation?

Second, the car-free Bandar Seri Begawan has changed the mindset towards using public transportation, changing attitudes towards public transport. Brunei is a country with one of the highest rates of private vehicle ownership in the world.

Traffic congestion levels are increasing and have become a significant problem in certain locations and during peak times, while the coverage, efficiency, and quality of public transport in Brunei are still low. This rate not only reduces attractiveness for existing users but also limits its potential as a non-competitive alternative to private vehicles. This solution requires the study and establishment of the ownership and use of private vehicles in line with improvements in alternative transportation.

Kaola welcomes the ministry's efforts in providing future-oriented public transportation services, but what are the ministry's strategies in influencing the mindset and increasing public awareness (mindset) to prefer public transportation as the main mode of transport? Moreover, are there any travel demand management measures currently or to be implemented to achieve an increase in the use of private vehicles?

For example, are there plans to implement parking control, impose congestion charges in busy areas, or provide designated areas for public transport to ensure smoother and more efficient travel?

With the popularity of the Bandarku Ceria initiative, which makes Bandar Seri Begawan car-free every Sunday, kaola suggests that the ministry in efforts to foster a positive attitude towards alternative modes of transportation, considers expanding or increasing the frequency of its implementation as part of a more comprehensive travel demand management strategy.

This step should align with the development of public service infrastructure and introduce passenger interchange facilities such as hop-on, hop-off services across the city. Additionally, it has the potential to revive Bandar Seri Begawan by making it more dynamic, resident-friendly, and attractive to tourists and investors.

Kaola intends to discuss the topic SN05A Department of Land Transport by focusing on Development Budget Code 1208 in enhancing the efficiency of the public transportation system and its related infrastructure.

Kaola acknowledges the ministry's efforts in improving the efficiency of the public transportation system. An effective public transportation system not only helps reduce road congestion but also plays a significant role in providing inclusive mobility facilities for all community layers. Therefore, kaola suggests that accessibility should be prioritized in the development of public transportation infrastructure. As part of this effort, the provision of disability-friendly and senior citizen-friendly buses needs to be continuously improved.

This includes increasing the number of low-floor buses, special spaces for wheelchair users, as well as audio and visual systems in buses for passenger guidance. Additionally, the installation of automatic ramps and special request buttons for persons with special needs should also be expanded in new bus fleets. Bus stop facilities also play an important role in ensuring more inclusive public transport. Currently, some bus stops still do not provide sufficient basic facilities, especially for seniors and the disabled.

Therefore, kaola suggests upgrading bus stops with appropriate seating, accessible pathways, and clearer digital information boards for bus travel times.

Moreover, protection from rain and heat should also be considered to ensure user comfort. Furthermore, the integration of transportation information systems should be expanded with real-time tracking features to help them plan their journeys better. Visually impaired users can receive voice guidance regarding the location of the bus, while seniors can receive notifications about the bus's arrival according to their specified route.

This measure not only enhances user convenience but also ensures that public transport services are more responsive to the actual needs of the citizens. Kaola also believes there is room for improvement in ensuring more comprehensive connectivity between main and rural routes. Insufficient access in certain areas may make daily mobility difficult for those who fully rely on public transportation.

Therefore, kaola wants to suggest that studies on bus route networks be expanded, considering the needs of underserved areas and exploring initiatives such as micro-mobility services, including mini buses or shuttle vans to improve facilities in rural areas.

With a more user-friendly, inclusive, and efficient public transportation system, we can not only increase the usage rate of public transport but also ensure that every individual, regardless of physical and socioeconomic status, has access to equivalent facilities.

The first topic, SN05A Department of Land Transport, code 002/000 Transport Policy Management, A002/000 National Road Safety Council Affairs Management, and code 003/000 Infocommunication Policy Management. Road safety is a priority to ensure traffic smoothness and reduce accident risks. Considering the Department of Land Transport is the main agency in the National Road Safety Council (MKKJR), kaola believes it is time for traffic monitoring on highways and main roads in the country with technological developments through CCTV and drones, and early control systems.

Kaola's question is how does the ministry plan to expand the installation of CCTV and use drones to enhance traffic monitoring and reduce accident and congestion rates, especially on highways and highly concentrated areas? What are the ministry's plans to identify and introduce early notification systems to inform road users about congestion, accidents, or emergency situations on the highway in real-time and provide more effective journey management for road commuters? Kaola thinks this aligns with the smart transportation system to be introduced to enhance land transport and public transport efficiency.

The second issue emphasizes the importance of main highway roads connecting districts. We know there was a recent incident, where part of the highway between Bukit Beruang and the Telisai junction was severed due to flooding, raising questions about the absence of alternative routes between Belait District, Tutong, and Brunei Muara District. This incident, even though it occurred at night, still caused serious traffic disruption and raised concerns about our infrastructure readiness in facing similar incidents in the future.

To ensure the smoothness of strategic land transport, it is crucial to identify alternative routes so that we are not overly reliant on the two small bridges crossing the Penyatang River and Danau River.

What is the ministry's strategy in identifying and developing alternative routes to ensure the continuity of land connections, especially as evacuation routes if existing roads are damaged and severed due to natural disasters and accidents that prolong the inability to use those roads? Furthermore, how can the ministry draw from the management experience of the Sultan Omar `Ali Saifuddien Bridge which can convert a two-lane highway to a single carriageway when there is an incident on the bridge so that travel on the bridge is not affected? Currently, when there is an incident on any highway, travel is disrupted and cut off until the road is reopened.

Allow me to continue a bit. S002/001 Transport Policy Management. Developing the marine industry, readiness for marine development in the future. I have already discussed land connectivity and rail, air hub. Now allow me to discuss maritime. As a maritime nation rich in sailing history, including the legacy of Nakhoda Ragam, Brunei Darussalam has significant potential in developing the maritime industry.

With a strategic geographic position and the country's aspiration to become a dynamic transshipment port and offshore industry that is indeed booming, Brunei needs to ensure that all ships operating in Brunei's waters are registered under the Brunei flag and are operated by certified local sailors and marine crew.

Therefore, establishing a maritime academy, previously identified, is crucial in producing competent local workforce, thereby strengthening the competitiveness of the national maritime industry regionally or internationally. What are the ministry's plans to strengthen the country's maritime industry to align and realize the benefits of the Road Belt Initiative and regional maritime industry development?

Two, are there specific strategies to ensure all ships operating in Brunei's waters are registered under the Brunei flag and manned by local crew and sailors with recognized qualifications and certificates? And third, considering the importance of local workforce in the maritime sector, what is the progress in establishing a maritime academy previously identified to produce more competent sailors and marine crew?

And fourth, what steps are being and will be taken to ensure the development of the national maritime industry remains sustainable and competitive internationally?

Thank you for the opportunity to debate the Budget Allocation for the Ministry of Transport and Infocommunication and its departments for the Year 2025/2026. Kaola touches on the topic SN01A Ministry of Transport and Infocommunication and the National Road Safety Council MKKJR. Kaola welcomes the efforts and initiatives by the government and stakeholders in ensuring the road system is always safe for the public to use.

This includes the installation of signal lights in road areas with potential vehicle density, especially during working hours. As we know, the road system in our country mostly uses a two-way road system, including in city and town areas.

In this regard, kaola proposes that a one-way road system could be applied in strategic areas. The importance of one-way roads is, first, to reduce congestion as one lane of vehicles does not have to face opposing traffic, making the flow smoother. Second, it enhances safety; third, increases parking space; and fourth, facilitates traffic flow.

Lastly, kaola requests clarification regarding the statistics on the number of road vehicles and road accidents involving foreign vehicles over the past two years.

Kaola refers to Title SN04A Department of Civil Aviation for the Recurring Expenditure Account 2106 Maintenance and Repair of Assets with an estimated expenditure of $8 million for Financial Year 2025/2026, which is a decrease of more than $700,000.00 or 8.3% compared to the $8.8 million allocation approved in the last Financial Year.

In connection with that, may I request clarification from Yang Berhormat Menteri Pengangkutan dan Infokomunikasi, what measures have been taken to ensure this reduction will not affect the effectiveness of asset maintenance at Brunei International Airport? How does the ministry plan to balance the need for quality asset maintenance with the source challenges faced? Considering airports play a crucial role in giving the first impression to visitors and tourists entering the country via air travel.

What are the ministry's strategic initiatives to ensure visible asset management at the airport does not affect the nation's image and is always in optimal condition in line with the airport modernization plan and the aspiration to place Brunei International Airport among the top 100. How does the ministry ensure that asset inspections and maintenance are carried out consistently and effectively, and what are the main indicators used to evaluate the success of this process?

Finally, considering public involvement as airport users in reporting directly about damages requiring immediate repairs is very important and effective. Kaola would like to suggest that the ministry provide a simple and effective mechanism like a special hotline or mobile application to integrate reports received from users and immediate feedback into the Asset Maintenance Action Plan implemented.

Next, kaola would like to draw attention to the new Key Performance Indicators set under Title SN01A Ministry of Transport and Infocommunication, which is to produce 3 trained transport accident investigators by 2025. The KPI target is one trained investigator for the Financial Year 2025/2026 and two for each Financial Year from 2026 to 2028. Alhamdulillah, kaola welcomes this KPI considering the importance of effective and professional accident investigation as one of the strategies to improve transport safety measures and reduce accident risks in the country.

However, kaola requests clarification on the inconsistency found between the KPI statement and the target set in the Financial Year 2025/2026 supply book, where only one investigator is targeted in the table, whereas the KPI statement aims to produce 3 investigators by 2025. Kaola believes there is a need for the KPI to be updated and set a higher target number. What strategic steps have the ministry planned to ensure this KPI can be achieved as planned?

With orderly planning, kaola is confident that achieving this KPI can positively impact transport industry growth and safety, including opening up new job opportunities for the youth and providing potential career paths for officers currently in service, not just as accident investigators but also as experts in this sector such as transport forensics experts, transport safety experts, or safety consultants.

In this regard, kaola would like to suggest that the Ministry of Transport and Infocommunication collaborate with the Ministry of Education through higher education institutions in the country to offer relevant study modules and training programs to produce competent accident investigators who meet international standards.

Here, kaola requests clarification on the initiatives undertaken in terms of attracting tourists and opening employment opportunities, what is the ministry's timeframe to achieve the set objectives, and how it affects economic growth, increases job opportunities, and improvements in trade facilities. Will private-public partnerships be involved in these initiatives?

Next, kaola refers to Code 1213/028 Digitization of Land Transport Services. Request for detailed clarification on the land transport services digitization project, DriveBN, and its impact on the efficiency and effectiveness of the transport system in our country. How does the ministry ensure that the $7 million allocation will be used efficiently and effectively for the project's purpose?

Then on to SN09A National E-Government Centre. Key Performance Indicator Number of Security Incidences. In 2023/2024, the KPI target was 0, but the actual number was 7 incidences. Request clarification on these 7 incidences. Are these incidents at a still controllable level or a concerning number with high-risk potential? What measures have been taken to ensure incidents, if high-risk, do not recur? That's all, Yang Berhormat Pengerusi. Thank you.

Kaola would like to highlight the topic SN01A Ministry of Transport and Infocommunication at the relevant department. Touching on the interior areas, access to the internet still poses a major challenge. This might be due to several factors such as limited infrastructure, high provision costs, and geographical conditions that complicate network construction. Nonetheless, towards providing equal facilities within communities in rural areas is very important.

In this context, kaola requests clarification according to the ministry's record or notes, whether there are several population settlement areas identified as still receiving very low internet coverage and what efforts and plans are in place to improve it.

Furthermore, kaola welcomes the ministry's efforts through AITI which in July 2024 updated the Online Safety Guidebook including information on steps to protect children from content that is inappropriate for their age. In relation to that, is this book distributed in physical and digital form to the general public?

Finally, regarding decarbonization initiatives in the transport sector which began in 2020 through the establishment of the Electric Vehicle Joint Task Force and KLTSP Strategic Area. Kaola would like to know if there is any allocation for the implementation of these initiatives in the National Budget 2025/2026 and what are the next steps to realize this initiative? Kaola express my deepest gratitude to Yang Berhormat Menteri Pengangkutan dan Infokomunikasi for the presentation the other day regarding his ministry. Kaola feels there isn't much more for kaola to bring up. For clarification, kaola noticed one of the programs under the Department of Civil Aviation such as 003/001 is to place the airport among the top 100. Kaola is not quite sure of our airport's current position. However, kaola welcomes the effort towards this goal.

An airport serves as a gateway to the country, and first impressions determine whether visitors view our country positively or otherwise. Thus, kaola believes it's important for us to strive so the first impression provides a positive experience from the moment they disembark the aircraft until they board a vehicle taking them to their hotel or accommodation. It's not just about the facilities at the airport, but also the service provided by ground staff, immigration officers, baggage handling, and others related to visitor comfort upon entry to the country.

Without going into detail, here kaola believes the Brunei International Airport still requires many improvements. Kaola take note under Code/Account 1208/007, which is for enhancing the aerodrome infrastructure facilities at the international airport under RKN-12, a provision of $20,013,450 million is allocated. Kaola hopes the ministry will take appropriate and strategic action to enhance the aerodrome infrastructure by not only focusing on large works but also on smaller ones that have a big impact on visitors.

Next, kaola would like to refer to SN09A, the National E-Government Center, which is allocated $52,993,680 million for the year 2025/2026, almost entirely for regular expenses, emoluments, and recurring expenses. Kaola welcomes the four programs planned and the objectives intended to be achieved, especially 002/000, which is Digital Transformation, the provision of digital services impacting the government and the public.

Kaola seeks clarity on the extent to which the government machinery and workforce as a whole embrace digital transformation as a new work culture. Indeed, in general, this matter has been accepted, but as a daily work practice, it has yet to reach its level. This might be due to several issues requiring approaches, including continuously promoting digital literacy, as there is still a gap among the government workforce in IT usage. This causes challenges for the service to achieve efficiency in IT usage.

Kaola's question is, with increasing digital literacy among the current generation of workforce and students, and improvements in ICT infrastructure and fostering a digitally conducive ecosystem, when can the country be said to have achieved full digital transformation? Do we have a specific definition regarding this digital transformation? Kaola believes that to achieve digital transformation, the IT competence of each workforce must be equal to ensure its effective use. Besides, it requires coordinated effort from all parties, including the government, private sector, and the general public, to generate an environment that supports the growth of IT usage. That's all, Yang Berhormat Pengerusi.

Bismillahir Rahmanir Rahim. Assalamualaikum warahmatullahi wabarakatuh. A peaceful greeting and good morning. Yang Berhormat Pengerusi and Your Honourable Members.

First and foremost, I am pleased to express my deepest appreciation and thanks for the opinions, questions, and suggestions from Your Honourable Members in the Committee debate on the Supply Bill 2025/2026 regarding Titles SN01A to SN09A under the Ministry of Transportation and Infocommunications.

Certainly, matters directed towards improving the delivery within the ministry's scope, which are also based on value drivers aimed at ensuring the safety of service provision, excellent facilitation for supporting economic progress, and the sustainable development of the country, are well received.

Before answering the matters raised and questioned by Your Honourable Members, I am pleased to share that the ministry's budget has been prepared embracing the Budget Theme, "United in Building a More Prosperous Future," which has been maintained for the Financial Year 2025/2026.

The theme acts as a strategic guide to ensure optimal use of national resources, emphasizing sustainable and inclusive development to build a dynamic and resilient economy and ensure the well-being of citizens and residents is continuously preserved.

The budget also accounts for government efforts to address the fiscal deficit through the Fiscal Consolidation Program. This includes reviewing department expenditures, reducing wastage, and increasing spending efficiency, as well as identifying new revenue streams and revising charge rates to align with service standards.

This also involves fostering the involvement of the private sector and statutory bodies in investment and supporting the national development agenda, which is not limited to government expenditure alone. What is shared aims to provide context for budget management that requires us to prioritize and implement progressively.

Therefore, views regarding modern and innovative approaches to improve efficiency, increase productivity, reduce costs, or better meet customer demands will be considered. Especially if they are intended to make services, processes, or situations better, and their implementation can lead to positive outcomes and long-term success.

Against this background, insya Allah, I will provide concise and more detailed responses to available information concerning matters and questions posed by Your Honourable Members, which are quite extensive. I will follow the order, and detailed responses will also be provided in writing to ensure accuracy and authenticity.

Starting with the question from Yang Berhormat Awang Abdul Aziz bin Haji Hamdan regarding the inconsistent processing times for driving license applications as raised by Yang Berhormat; the delays are partly due to the ongoing upgrade of the land transport system, which will be replaced with a new system through the DriveBN Project. Simultaneously, the ministry, through the Land Transport Department, has devised initiatives to enhance land transport services in the 12th National Development Plan.

This initiative is known as the Land Transport Service Digitalization Project, referred to as DriveBN. It involves the use of digital licenses and digital IDs to facilitate and enhance user experience in land transport service applications. Insya Allah, through the DriveBN Project under RKN-12 shared earlier, a Business Process Improvement approach has been adopted. Aside from providing the system, this project also aims to update work processes at the Land Transport Department to be more customer-friendly.

Regarding the Class 3 driving license's validity in other countries per the 1985 Agreement on The Recognition of Domestic Driving License issued by ASEAN Countries, the driving license issued by Negara Brunei Darussalam is valid for use in ASEAN countries without needing a new license. This means the Class 3 driving license in Negara Brunei Darussalam enjoys good recognition among ASEAN countries. However, it is also recommended to obtain an International Driving Permit recognized under the 1949 Convention on Road Traffic, under the United Nations. This convention allows a driver to drive in countries that have joined the agreement involving 103 countries, including Negara Brunei Darussalam. Here, license holders are advised to remain aware of the rules and laws in countries they visit. Simultaneously, license holders should recognize that driving styles and traffic regulations might vary in different countries. Therefore, it is important for license holders to comply with traffic laws, such as speed limits and insurance requirements.

On digital signatures, Negara Brunei Darussalam has related legislation known as the Electronic Transactions Act, Chapter 196, which came into force on 1 January 2008. This Act provides the legal framework for electronic transactions and digital signatures, where electronic records and signatures are legally recognized. It facilitates secure and efficient electronic commerce and digital communication in this country.

It should be noted that this Act is also consistent with international standards, particularly the Model Law on Electronic Commerce issued by the United Nations Commission on International Trade Law, and this will facilitate Negara Brunei Darussalam's participation in international digital trade more effectively.

Continuously, this ministry will review this Act to ensure it is in line with current digital technology advancements to remain relevant and effective in supporting the national digital ecosystem's development. As stated, the 2025 Personal Data Protection Order was consented to by Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam on 8 January 2025. This Order has been gazetted and will fully come into effect on 1 January 2026, insya Allah. Pleased to inform that the Personal Data Protection Order has also been widely shared in an earlier statement.

Moving on to the question from Yang Berhormat Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan bin Begawan Pehin Siraja Khatib Dato Seri Setia Haji Md. Yusof regarding opportunities for startup companies to explore business opportunities and the like to participate in government projects, insya Allah this will be considered, where the initial thought is to invite any startup company to participate in a hackathon for future government or ICT projects. However, this is still under consideration, and insya Allah, any developments will be shared later on.

Regarding the Smart Nation Office, especially concerning the Digital ID, this has also been shared, where the Digital ID project will enter a six-month trial phase starting soon, before being extended for broader use. In this regard, as suggested, the trial project will involve several agencies, including the private sector and GLC companies, to ensure readiness before being introduced more widely.

Continuing with airport corporatization, this is indeed within the MTIC Strategic Plan for the long term. Initial steps towards airport corporatization are being considered, and one of the actions currently being executed is developing the cargo site first, where developments on airport facilities will be carried out through a Public-Private Partnership via a GLC. Subsequent consideration for further airport corporatization will be conducted in the future.

Regarding the queries raised by Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Awang Haji Abd. Rahman bin Haji Ibrahim, especially about government ICT projects' implementation achieving their intended goals, various improvements have been introduced through the ICI Forum to ensure digitalization projects are controlled and supervised, to avoid duplication and ensure alignment among ministries and departments is carried out. As also shared in the review and statements, business process improvement methods have been introduced in ICT project implementation processes, which also relate to issues addressed by Yang Berhormat Dayang Chong Chin Yee, highlighting that digitalization projects not only focus on systems but also on work procedures. One of the emphasized changes at present is that process improvement is the primary goal of these digitalization projects.

Moving on to Yang Berhormat Pengiran Haji Isa bin Pengiran Haji Aliuddin's question concerning the rampant use of mobile phones, it's acknowledged that this is something under MKKJR's monitoring, and regarding road accidents occurring in Negara Brunei Darussalam, unfortunately, it is not certain whether they are caused by mobile phone use due to a lack of evidence.

However, the use of CCTV and similar measures has been introduced recently, but no charges have been made using this method. Still, what is more concerning to MKKJR presently is speed management, which, irrelevant of mobile phone use, driving speed has been identified as a primary cause of accidents. Therefore, the main effort is directed toward speed management. Regarding plans for e-hailing and expanding DART, this is a plan aligned with the ongoing public transport initiative. It's acknowledged that merging DART and current taxi services is the way forward. In this context, aside from the current DART system, the Smart Transport System project aims to create an e-hailing platform usable by any provider, with taxi service providers expected to use this platform. Expanding DART service specifically at Brunei International Airport is indeed under negotiation and, insya Allah, will progress soon.

Regarding aircraft incidents, especially at the end of last year, some were due to bird strikes. The ministry, through the Department of Civil Aviation, has reviewed these incidents and the country's situation, and efforts to enhance wildlife management capability or frequency at airports will be intensified. Alhamdulillah, in this context, bird strike incidents were of the milder type, but insya-Allah efforts for wildlife management will be further improved to prevent such incidents.

Regarding response capability for any incidents at Brunei International Airport, the last exercise was conducted last year on accident emergency response, where incident training was conducted at the airport, and new aircraft recovery equipment has been tested. Regarding risk assessment of competence in the Department of Civil Aviation, it's identified as a risk factor where filling positions with needed competencies still needs improvement, especially in exploring the introduction of new airlines to assess their operation capabilities in Negara Brunei Darussalam.

Returning to Yang Berhormat Dayang Chong Chin Yee's inquiry about the Scam Centre, I am pleased to share that towards the end of last year, the National Cyber Security Committee also made a visit to Singapore to observe their Scam Centre setup and operations, and Insya-Allah recommendations from that visit will be discussed and implemented. One takeaway from that visit, previously shared in response to an oral question, is considering the use of a fraud intelligence system in our country to address and monitor the scam center.

Regarding the deployment of AI, especially in policy development, this is something we can't avoid. Insya Allah, with the increasing use of AI platforms, surely government agencies will start using it in daily work, including policy development. However, at the same time, we recognize that when using AI, we also need to train it to adjust to our specific context. We cannot use a generic platform. Thus, for our policy establishment, it must be adapted to our conditions.

In this regard, as shared in the Remarks, the marine sector is a contributor to government revenue through the growth of the downstream industry and also the increasing number of traffic ships entering the waters of Negara Brunei Darussalam. In this regard, indeed it is in MPABD’s planning to further develop this sector, including what has been recommended regarding Talent Development or local employment opportunities that can be provided by this sector. Indeed, this is one of the plans, through The Brunei Darussalam Marine Week last year, this initiative was launched and Insya Allah, new developments and initiatives will be shared from time to time.

In addition to that, that is all, Yang Berhormat Pengerusi. The question is very broad indeed, according to sequence. So, we do not gather them. But another recommendation earlier is related to, for example, increasing government revenue from opportunities such as those shared, using personalized number plates and the like. In this regard, I am pleased to share the process of Click and Bid for TPK numbers, one and two digits, which took place over two weeks at the end of last year. In which 500 numbers were offered and more than 300 numbers were bought, generating close to $2 million.

Therefore, it is indeed recognized that the sale of special TPK numbers, you know, will generate income for the government. In this connection, there are still many more numbers that have yet to be issued. So Insya Allah, this will be a source of income. So far, after the Land Transport Department introduced the Click and Bid system, over the past few years, which not only involves special numbers, has generated more than $5 million in revenue for the government. Therefore, opportunities like these will continue to be looked into by the ministry to generate government revenue.

Alhamdulillah, we express our gratitude to Allah Subhanahu Wata’ala, for with His grace and permission, the Majlis Mesyuarat Negara has convened for 14 days in a respectful, harmonious, and peaceful atmosphere. It is especially meaningful that this session took place during the month of Ramadan, a month full of blessings.

First and foremost, I would like to express my gratitude to all Your Honourable Members for the cooperation and support extended in making this session successful. My appreciation also goes to the Jurutulis and Secretariat of the Majlis Mesyuarat Negara, including all support staff, SkiPPA officers and interns, report staff, and Press Officers who have tirelessly prepared the official records, Technical and Building Staff, Parliament Ushers, their assistants, and Parliament Attendants as well as support from other agencies and departments such as the media, paramedics, Fire and Rescue Department, Department of Electrical Services, Public Works Department, Security, and perhaps many more that I cannot mention here.

All those involved have carried out their duties with full commitment and dedication. Although many of them may not be visible as they work behind the scenes, their contributions are invaluable in ensuring our session runs smoothly and efficiently.

Alhamdulillah, in the First Meeting of the 21st Session, a total of 187 questions were posed and have been answered. Members of the Majlis Mesyuarat Negara have debated extensively, for instance, at the Committee Stage, more than 400 issues were raised, and ministers have provided their comments or responses, with Members having discussed and debated for about 57 hours.

Allow me to use some excerpts from the titah of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam during the Official Opening Ceremony of the First Meeting of the 21st Session of Majlis Mesyuarat Negara, as a basis and reference for reviewing the work carried out by the Majlis Mesyuarat Negara.

Firstly, we express our gratitude for the consent of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam regarding the change in the frequency of the council sessions from once a year to twice a year and the updates on procedures and work processes as per the standing rules or standing orders. I highly appreciate the support and cooperation of Your Honourable Members in supporting the Enforcement of Standing Orders, including adhering to the set time limits. There are those who speak quickly, like running out of breath, but once accustomed, it seems Your Honourable Members have become used to speaking calmly and systematically. I have also observed changes in the focus shown by all Your Honourable Members. This is the role of the standing orders to assist Members of the Majlis Mesyuarat Negara to perform their work better and execute their tasks more effectively and prudently.

Secondly, it is the hope of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam that Members of the Majlis Mesyuarat Negara will debate key issues, including providing feedback on each government policy to truly produce a positive impact on the well-being of the people. Reflecting on the session we just held, I opine that the best debates and comments are concise, compact, and as Bruneians say, substantial. High-quality debates based on facts will certainly be able to produce alternative ideas or views on the policies presented by the government. Majlis Mesyuarat Negara should be an excellent debate platform with extraordinary arguments based on facts, and I urge all Your Honourable Members to continuously delve into issues and verify the accuracy of information to prevent this honorable chamber from being used for misleading facts or questioning the credibility of any parties.

Thirdly, we express our gratitude for the decree of Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan and Yang Di-Pertuan Negara Brunei Darussalam concerning the need to draft a Code of Ethics to assist in performing duties more effectively and with high integrity reflecting maturity and professionalism. Members of the Majlis Mesyuarat Negara bear significant responsibilities, and toward this end, the ethics, the Code of Ethics to be drafted will outline detailed regulations regarding the behavior and conduct of Your Honourable Members both inside and outside the chamber, as practiced in some of the developed countries.

The fourth and final point is acknowledging the royal reminder that the journey towards Wawasan Brunei 2035 requires cooperation, innovation, and a fighting spirit from all parties. Your Honourable Members, the Majlis Mesyuarat Negara sessions occur at an important time and moment. The world has shifted, uncertainty is high, geopolitical tensions are escalating, economies are being reshaped, new powers and future are more uncertain compared to previous conditions. Like every other country, including Negara Brunei Darussalam, we must be ready to face this future uncertainty.

Various issues discussed in this esteemed chamber encompass economy, education, health, security, and various life issues impacting the daily lives of people, including those requiring more attention like children, the elderly, and persons with disabilities. Facing these issues and challenges requires us to act boldly and not conduct business as usual. Public expectations of the government are very high. As more progress is achieved by the nation, the demands from stakeholders will also increase in line with national development. The surrounding world is always evolving and not static, and new matters emerge daily.

Therefore, I hope the government and the Appointed Your Honourable Members will continuously collaborate to fulfill this trust to the people. We must strive harder for the best solutions to ensure our country can navigate uncertainties with clarity and courage.

I believe there is always room for improvement and to continue advancing. By meeting clearer KPI objectives, Insha Allah, we will surely succeed. This requires all parties to have focus, high ambition, and a challenging shift in mindset from business as usual to out of the box.

I believe every step forward requires spirit and hard work, along with a sense of shared responsibility. I urge all parties, including the Appointed Members by Virtue of Office and Appointed Members, and myself, to move forward confidently, with commitment, and with a shared determination to always do the best for Negara Brunei Darussalam. This is the main foundation of what we call the Whole of Nation action.

Usually, the speaker does not speak according to the British parliamentary tradition we inherited, but I am moved by the debates we conducted over the 14 days, and with full sincerity, I once again extend my thanks to all Your Honourable Members for their contributions.
